In Montreal, the card was marked mistakenly insufficiently prepaid, 1 and forwarded to the Dead Letter Office. A further 1 Jubilee was added, cancelled by DLO handstamp and forwarded to destination. Either something was attached to the card (and no longer presents) and sent at the letter rate or the 2 nd 1 Jubilee added by the Dead Letter Office was to remail the card and cancel the mistake. Item 251-14 Customs card to Germany 1938, 2 Mufti tied by Montreal machine cancel on Customs and Excise card (Form E-42) to Germany. The plausible theory here is that the cards were franked in advance for the 2 domestic postcard rate, Customs and Excise were not listed in the postal guide having free franking privilege (OHMS) in 1938.
