West of Ireland Offshore Racing Association Foynes Yacht Club West Coast Championships 11 th 14 th July 2012 SAILING INSTRUCTIONS SECTION 1: GENERAL 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The prescriptions of the Irish Sailing Association shall apply as in RRS 88. 1.3 The IRC Rating Rule 2012 parts A,B and C, the ISA Echo Performance Handicap System, the constitution of WIORA, Class Association Rules where applicable, the Notice of Race and these Sailing Instructions and any changes thereto shall also apply. In the event of conflict, the sailing instructions shall prevail, this changes RRS 63.7. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located in Foynes Yacht Club. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0930 on the day it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on Foynes Yacht Club Flag Pole. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the RRS race signals. 4.3 When flag Y is displayed ashore, or on the Committee Boat rule 40 applies at all times while afloat, this changes the Part 4 preamble. 5. SCHEDULE OF RACES 5.1 For each Class seven races are scheduled and it is intended to hold one race on Wednesday, two races on Thursday, two races on Friday and two races on Saturday. The Race Committee reserves the right to change the Schedule of Races, Courses or the number of races to be sailed in a day. 5.2 First Gun on Wednesday 11 th July will be at 1430hrs. On subsequent days, First Gun will be at 1130hrs. 5.3 It is proposed to leave a time interval of Five minutes between the start of one class and the Warning Signal of the next class to start. 5.4 It is intended that the Racing Program will include a variety of laid, round the cans and distance courses. 6. CLASS FLAGS All boats intending to race must display the appropriate class flag on their backstay. Class flags will be: Class 1 Numeral Pennant 1 Class 2 Numeral Pennant 2 Class 3 Numeral Pennant 3 Class 4 (Whitesails) Numeral Pennant 4 Boats shall display prominently their division pennants from their backstay at all times while racing. Any boat not doing so may be scored DNF.

SECTION 2: RACING 7. RACING AREAS Race Area 1 : East of Foynes Island see Chartlet 1 Race Area 2 : West of Foynes Island see Chartlet 2 Approximate Waypoints for Shannon Estuary Navigation Marks & Foynes Yacht Club Marks within Race Areas 1 & 2 are detailed in Appendix 2 8. THE COURSES 8.1 The diagrams in APPENDIX 1 show the laid courses, the order in which marks are to be passed, and the side on which each mark is to be left. The number of rounds for each class will be displayed on the committee boat. The Round the Cans Courses and Distance Courses will be advised on Ch.72 and will be confined to Race Areas 1 or 2 or a combination of both.. 9. MARKS 9.1 Laid Marks will be the WIORA Race Marks but local race Marks may also be used. 9.2 Local Navigation Marks may also be used. 10. THE START 10.1 The starting and finishing marks will be between a red & white pole on the Committee Boat and a red pin end buoy. The Committee boat may deploy an inner distance mark. A boat shall not pass between the IDM and the Committee Boat. 10.2 An alternative start line may be used. If so, this will be advised. 10.3 Races will be started by using rule 26. 10.4 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 10.5 Starting Time Limit. A boat starting later than 10 minutes after her starting signal will be scored DNS. This changes RRS A4 and A5. 10.6 The order of starts will be at the Race Officer s discretion and will be announced on the VHF Channel 72. Where multiple races are scheduled, the subsequent race will be as soon as possible after the finish of the preceding race for each division. The starting order may not be the same as for the previous race. 11. CHANGE OF COURSE / SHORTENING COURSE / MARK MISSING 11.1 Any alteration to the course after the starting signal will be in accordance with RRS 32, 33 & 34, except when a Committee boat is flying F flag at a rounding mark. This means that all relevant boats will sail from that rounding mark directly to the finishing line which will be depicted by a Committee boat flying a blue flag. This is an addition to Rule 32.This alteration MAY be advised on Ch.72 12. RETIRING 12.1 A boat that retires from a race shall inform the race committee as soon as possible 13. THE FINISH 13.1 The finishing line will be between the red and white pole on the committee boat and the finishing mark. 13.2 An alternative finishing line may be used. If so, this will be advised. 14. PENALTY SYSTEM The Penalties are as follows 14.1 A boat breaking RRS 31(touching a mark) shall take a One Turn Penalty as in RRS 44.2 14.2 A boat breaking a Rule of Part 2 (when boats meet) shall take a Penalty as in RRS 44.2 and RRS 44.3 when the Penalty shall be 20%. 14.3 Rules 44.1a and 44.1b also apply.

15. TIME LIMITS 15.1 The time limit for all boats racing laid courses will be 2.5 hours 15.2 The time limit for all boats racing distance courses will be 4 hours 15.3 For Class 1, Class 2 and Class 3, if any boat finishes within the time limit, then the limit is extended by 30 minutes. 15.4 For Class 4 (Whitesails) racing laid courses; if any boat finishes within the time limit, then the limit is extended by 60 minutes. 15.5 For Class 4 (Whitesails) racing distance courses; if any boat finishes within the time limit, then the limit is extended by 2 hours. 15.6 Yachts failing to finish within this time limit shall be awarded the average of the points for places available to them had they finished within the time limit. This changes RRS A4.2 16. PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the Race Office, located within Foynes Yacht Club. Protests shall be delivered there within the appropriate time limit. 16.2 For each class, the OOD must be informed after a race of a boat s intention to protest. On days with two races, a boat protesting an incident in the first race must inform the OOD of their intention to protest before the warning signal for the second race. 16.3 Protest time limit (the time allowed to lodge a Protest at the Race Office) is 90 minutes after the last boat of that class has finished the last race of the day. This changes RRS 61.3 16.4 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located within Foynes Yacht Club. 16.5 Notices of protests by the race committee will be posted to inform boats under rule 61.1(b). 16.6 A crew member from any yacht may be selected to serve on a protest committee. 17. SCORING 17.1 The Low Points scoring system of Appendix A shall apply, except a boat finishing first shall score.75 points 17.2 When six or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17.3 Three races are required to be completed to constitute a championship. 17.4 RRS A7 and RRS A8 shall apply in the event of a race or series tie. SECTION 3: ANCILLARY INFORMATION 18. Local Rules 18.1 Club Rule: All persons going afloat MUST wear a PFD ( lifejacket or Buoyancy aid) 18.2 All competitors must make themselves available for protest committee. 18.3 Skippers brief on the first day (Wednesday 11 th July) will be 1300hrs at Foynes Yacht Club. 18.4 Skippers are asked to ensure that boats not racing KEEP clear of boats that are racing at all times. 18.5 Commercial Shipping: Strict warning is given by Shannon Foynes Port Authority that competitors must at all times keep well clear of Tugs, Pilot Boats and Commercial shipping in the area. Competitors must comply with these warnings. Failure to comply with this SI may result in a Rule 69 hearing. 18.6 All navigation marks entering and leaving Foynes Harbour from either the East or West side of Foynes Island must be left on their proper sides at all times. 18.7 Local Variations: See Admiralty Chart of Foynes Island & Harbour Area in the Clubhouse 19. ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing authority. 20. RADIO COMMUNICATIONS Competitors are advised to keep a listening watch on VHF Ch 72 for all on the course Racing information. This information shall not constitute outside assistance as in RRS41. Except in an emergency, a boat shall

neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 21. PRIZES Individual Race Prizes will be awarded depending on the number of entrants in each class and on both IRC and ECHO handicap systems. The West Coast Champion will be awarded to the boat which has, in the opinion of the Race Committee, given the best performance under the IRC Handicapping system. 22. DISCLAIMER OF LIABILITY Competitors participate in the West Coast Championship entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 23. INSURANCE Boat owners and crew shall ensure that they are adequately insured against loss, damage or injury to persons, boats or equipment at all times and however occurring. 24. MEDIA WAIVER Competitors give their consent to Foynes Yacht Club, its sponsors, and the organising authority to use their name, comments, photograph and likeness in order to promote West of Ireland Offshore Racing Association. 25. MEDIA PERSON For the purpose of promoting WIORA, a boat may carry an accredited media person as a supernumerary to the crew limits specified in NOR (IRC+1). A Boat must obtain prior permission of the Race Committee to carry such a person.
