CABO NATIONAL RULE EXAM 2013-2014 Notice: In the framework of the National Official Certification Program (NOCP), the passing mark for Level 1 is 35/50 (70%), 40/50 (80%) for Level 2, and 43/50 (86%) for Levels 3 and 4. The exam consists of 50 «YES-NO» questions. This exam should be done individually without the help of any documentation. The time limit to complete the exam is 75 minutes. 1. Shall an overtime period start with a jump ball? 2. Assistant Coach A goes to the scorer and requests that substitute A10 replace player A4 at the first opportunity. Shall that request be granted? 3. A1 is dribbling the ball near a sideline. A1 loses his balance and, while the ball remains in-bounds, A1 steps outof-bounds. While out-of-bounds, A1 does not touch the ball. After returning in-bounds, may A1 be the first player to touch the ball? 4. A3 is in the restricted area for 2 seconds when teammate A4 jumps to attempt a try for goal. Should the official suspend the 3-second count? 5. In receiving a pass from teammate A4, A3 fumbles the ball. A3 then retrieves the ball with both hands. May A3 now start a dribble? 6. A1 is dribbling the ball quickly toward the frontcourt. In an attempt to guard A1, B1 steps in front of A1, puts both feet on the floor while facing A1. Then A1 hits B1 on the torso. A1 did not have time to stop or change direction before the contact. Shall a foul be charged to B1? 7. While A1 is holding the ball, A2 is charged with a foul for setting an illegal screen on B2. This is Team A's seventh foul in the period. Shall two free throws be awarded to B2? 8. Players A4 and B4 jump and simultaneously take control of a rebound. They both land with a firm grip on the ball, but player B4 has one foot touching the endline. Is this an out-of-bounds violation? 9. A backcourt throw-in by A3 is deflected by B3. The ball bounces freely in the backcourt for 2 seconds before it is controlled by A4. Is the official correct in starting an 8-second count when A4 takes control of the ball in the backcourt? 10. A5 is injured. A10 enters the game to replace A5. Team A takes a time out. At the end of the time out, A5 has recovered and requests permission to immediately return as a player. Shall A5 s request be granted? 11. With 10 seconds on the shot clock. A3, in the frontcourt, passes the ball to A5, but the ball is deflected by B1 into Team A's backcourt. A5 controls the ball in the backcourt and is immediately fouled by B5. This is the third foul of the period by Team B. Is the shot clock to be reset to 24 seconds for Team A's throw-in in their backcourt? 12. A1 has been dribbling in Team A's backcourt for 5 seconds. A1 passes the ball which is caught by A2 who is straddling the centre line. Should the official stop the 8-second count?

13. A5 commits a 5 th personal foul and is excluded. Team A has no substitute available to replace A5. Shall the officials allow Team A to continue playing with only four players? 14. A1's pass from Team A's backcourt hits the leg of an official who is standing in Team A's frontcourt. The ball bounces back into Team A's backcourt where it is first touched by A2. Is this a violation for illegally returning the ball to the backcourt? 15. A1 has the ball out-of-bounds for a throw-in. A1 reaches across the boundary line with the ball. B1 slaps the ball out of A1's hands and begins a dribble. Is B1's action legal? 16. At the beginning of the game, jumper A1 taps the ball directly out of bounds and Team B is awarded a throw-in. On the throw-in by B2, A2 is the first player to gain control of the live ball on the playing surface. Shall the possession arrow now favour Team B? 17. A1 has been dribbling in Team A's backcourt for 5 seconds when play is interrupted because of an injury to B3. When play resumes with a Team A throw-in in their backcourt, shall Team A benefit from a new 8-second count? 18. After the official has entered the circle to administer the initial jump ball, but before the ball is tossed, nonjumper A3 changes position along the circle without breaking the plane of the jump circle. Has A3 committed a violation? 19. A long pass is thrown by A1 toward A2. A2 is running and cannot catch the ball but touches it several times with his fingertips. In his attempt to catch the ball and in touching it several times with his fingertips, A2 takes several steps. Has A2 committed a travelling violation? 20. While A1 has the ball for the alternate possession throw-in to start the 4 th period, A3 is charged with a foul for an illegal screen. Shall Team A lose its right to the next alternate possession opportunity? 21. While A5 is dribbling the ball in Team A's backcourt, A2 remains in Team B s restricted area for more than 3 seconds. Shall a 3 second violation be called on A2? 22. With 2:00 minutes remaining in the 4 th period, A4 is called for a 3-second violation. Team B is then granted a time-out. When play resumes, shall the Team B throw-in be administered at the throw-in line in Team B's frontcourt opposite the scorer s table? 23. During A1's last free throw, B2 enters the lane before the release of the ball. Immediately after, free-thrower A1 steps on the free throw line in releasing the ball. Shall the violation by B2 be disregarded? 24. May Assistant Coach A go to the scorer and request a time-out? 25. While holding the ball in Team A's frontcourt, A5 is closely guarded by B5. After 5 seconds, the official calls a jump ball. Is the official correct? 26. Must the first two rebound spaces on either side of the lane be occupied during a last or only free throw? 27. Shall the penalty for an unsportsmanlike foul always be two free throws followed by a throw-in at the midcourt line opposite the scorer's table? 28. Must a player setting a screen be stationary when the contact occurs with the opponent?

29. A1's throw-in goes directly out-of-bounds without touching any player on the playing surface. Shall the ensuing throw-in take place at the spot nearest to where the ball went out-of-bounds? 30. The ball rebounds from the ring after a field goal attempt by A1.While A2 is tapping the ball in an attempt to score, B2 fouls A2. Is the foul committed during the act of shooting? 31. A1 deliberately scores in Team A's basket. Shall two points be awarded to Team B? 32. A1 jumps to attempt a field goal. Defender B1 jumps straight up in the air in front of A1 with both arms stretched above his shoulders. In releasing the ball, A1 makes contact with B1's arms. Shall a foul be charged to B1? 33. Player A1 is assessed a second technical foul in the game. By rule, must A1 be disqualified? 34. Team B has committed four player fouls in the fourth period. In the first overtime period, B1 fouls dribbler A1. This is the first foul by a Team B player in the overtime. Shall two free throws be awarded to A1? 35. A1 is in the act of shooting but has not yet released the ball when B2 fouls A2. A1 continues his movement, releases the ball which then enters the basket. Shall the basket count? 36. A1 is awarded one free throw. While A-1 s free throw is in flight, a double personal foul is charged and then A-1 steps over the free throw line before the ball touches the ring. The official charges the fouls and resumes play using the alternating possession procedure. Is the official correct? 37. With 1:34 to play in the 4 th period, A1 scores a basket. Since the ball is dead and the game clock stopped, is this an opportunity to substitute for both teams? 38. A1 is awarded two free throws. Between A1's first and last free throw, Coach A requests a time-out. A1's last free throw is successful. Shall the time-out be granted to Team A at this time? 39. Defender B1 has established a position with both feet on the floor completely in the no-charge area and facing A1 who has started a drive to the basket. A1 jumps, releases the ball on a try and then charges into B1. Both players fall to the floor. The ball bounces off the ring thus creating a rebounding situation. Should play continue without interruption with the rebounding activity? 40. During the pre-game interval, B1 is charged with a technical foul. Must the free throws be attempted by one of the five Team A players identified as starters? 41. With 1:27 to play in the 4 th period, B1 commits basket interference and 2 points are awarded to Team A. Before the ball becomes live, A10 requests to substitute for A1. Shall the substitution be granted at this time? 42. A4 jumps and attempts a 2-point field goal. While the ball is in the air, the 24-second device sounds. After the signal, but with A4 still airborne, B4 commits an unsportsmanlike foul on A4. Then, the ball misses the ring. Should the official ignore the foul and call a 24-second violation? 43. While dribbling in the lane toward the basket, A1 is fouled by B1 just before starting the act of shooting. A1 continues his movement, releases the ball which enters the basket. The official disallows the basket and awards a throw-in to Team A. Shall the throw-in take place at the free throw line extended? 44. A1 dribbles towards the basket, enters the no-charge semi-circle and begins the act of shooting. Before leaving the floor and with the ball in his hands, A1 charges into B4 who is inside the no-charge semi-circle area, in legal guarding position. Shall the no-charge rule apply?

45. To begin the third period, the centre line throw-in pass by A3 is caught by A5 who jumped from Team A s frontcourt, caught the ball while airborne and landed straddling the centre line. Is this a violation? 46. While the ball is in the air on a try for goal by A1 with 10 seconds remaining on the 24-second clock, B2 fouls A4. It is team B's 2 nd foul in the period. The ball enters the basket. The officials count the basket by A1, award the ball to Team A for a throw-in at the place closest to where the foul occurred, and reset the 24-second clock to 24 seconds. Are the officials correct? 47. With 1:05 remaining in the first extra period, Team A has control of the ball in their backcourt when a technical foul is assessed to Coach B. Following Team A s free throws, Team A is granted a time-out. Shall the Team A throw-in be awarded at the throw-in line in Team A s frontcourt opposite the scorer s table? 48. With 9 seconds on the 24-second device, A5 attempts a field goal. The ball lodges between the backboard and the rim. The possession arrow favours Team A. The official instructs the 24-second operator to reset the clock to 14. Is the official correct? 49. During the half-time interval, it is discovered that the scorer failed to record a 3-point basket by Team A in the 1 st period. Shall the scoresheet be corrected? 50. B4 commits an unsportsmanlike foul on dribbler A5. Before the ball becomes live for A5 s first free throw, A4 is called for a technical foul. The officials rule that the two penalties cancel each other. The possession arrow favours Team B. The officials decide that play should resume with a throw-in by Team B. Are the officials correct?
