Lake Zurich Police Department Traffic Safety Division 200 Mohawk Trail Lake Zurich, IL 60047 Telephone (847) 719-1690 Fax (847) 719-1691 January 15, 2015 This report is being submitted regarding the implementation of red light cameras. According to the Red Light Running (RLR) policy, our agency is required to prepare an Evaluation Report at the conclusion of one year after the cameras are installed and then every three years. Our agency has decided to prepare a report each year. This report includes the following data for the calendar year of 2014: o location and RLR camera approaches identified o Date of RLR camera implementation o RLR camera system manufacturer and contractor name o Crash data o Analysis of crash data o Signal timing changes o Recommendations o Summary of adjudication experience and results This report was prepared by the Lake Zurich Police Department Traffic Safety Unit. location and RLR camera approaches identified: o Southbound, Lake Zurich o Northbound, Lake Zurich o Southbound, Lake Zurich o Northbound, Lake Zurich o Southbound, Lake Zurich o Eastbound at Route 12, Lake Zurich o Northbound at Route 12, Lake Zurich Date of RLR camera implementation: o April 15, 2009

RLR camera system manufacturer and contractor name: o Gatso USA, Inc. (1-978-922-7294) 900 Cummings Center Suite 321-U Beverly, MA 01915 Crash data: 2013 Head On 1 0 0 Rear End 6 33 12 Angle 3 8 1 Side Swipe Same 0 4 1 Side Swipe Opposite 0 0 1 TOTAL 10 45 15 2014 Head On 0 0 0 Rear End 8 34 16 Angle 2 10 6 Side Swipe Same 2 5 5 Side Swipe Opposite 0 1 0 TOTAL 12 50 27 Analysis of crash data: o The following is an analysis of the crash data from January 1, 2014 to December 31, 2014 at the three intersections that have RLR cameras installed which are;, and. The traffic crashes are reported by specific categories (Head On, Rear End, Angle, Side Swipe Same and Side Swipe Opposite ). The intersection on had an increase of two total traffic crashes. The number of side swipe same direction crashes went from zero to two, which could be a result of distracted driving.

A traffic and engineering speed study was conducted on to determine the appropriateness of the existing speed limits. The study results indicate the presently posted speed limits are proper. traffic crashes has remained constant from 2013 through 2014. The traffic numbers are similar from the previous year in each category of type of crash. The intersection of had an increase in traffic crashes in every category. The increase overall was by a total of twelve. The rear end crashes went from 12 to 16 and angle crashes increased by 5. The overall number of traffic crashes has increased at all the RLC intersections. However, the increase is not significant enough to identify one particular cause for the increase. had a total of 10 traffic crashes in 2013 and 12 traffic crashes in 2014. had 45 traffic crashes in 2013 and 50 in 2014. had 15 traffic crashes in 2013 and 27 in 2014. Signal timing changes: o The signal timings are controlled by IDOT and there were no timing changes made at any of the locations. Traffic volumes before and after RLR cameras (Illinois Department of Transportation Website): The Illinois Department of Transportation only tracks the average daily traffic counts for State roadways every other year. County roads they collect counts approximately every four years; therefore, the following statistic will be from 2011.

2014 Average Daily Traffic Counts (N/B Route 12) 39,750 (S/B Route 12) 41,650 (E/B ) 3,500 (W/B ) 5,850 2014 Average Daily Traffic Counts (N/B Route 12) 46,535 (S/B Route 12) 47,975 (E/B ) 16,300 (W/B ) 21,855 (Route 12 N/B and S/B) () Recommendations: 2014 Average Daily Traffic Counts 47,975 No Data Available o Upon reviewing the analysis of the traffic crash data, RLR violations and adjudication results it is the recommendation of the traffic safety unit that an on-going study be conducted. This study will monitor traffic crashes at these intersections along with other intersections within the village limits to determine if there is a constant among all intersections. An in-depth examination will be conducted to determine what factors contributed to the traffic crashes. It is important to continue our education and enforcement efforts at these locations. Also, implementation of a system to track the number of hours of road construction being performed that may contribute to the number of traffic crashes at these locations. Summary of adjudication experience and results: o The following is a summary of the adjudication process from January 1, 2014 to December 31, 2014. The table reflects all three RLR locations, the amount of fines paid by violators, fees paid to GATSO for their services and the outcome of the violations.

At this time, there are no foreseeable improvements that could be made at these target intersections. Our agency will continue to monitor the designated locations and continue with traffic studies to identify any potential risks or hazards.
