Annex A TERMS & CONDITIONS / RULES & REGULATIONS Delta League is a youth engagement programme aimed at keeping youths meaningfully engaged during the school holidays, and to raise their awareness of the consequences of being involved in crime. Jointly organised by the Singapore Police Force (SPF) and National Crime Prevention Council (NCPC), this edition entails a 5-a-side futsal tournament for youths of the age of 17 and below. Beside the futsal tournaments, youths will also be involved in a series of Satellite events such as Coaching Clinic, Anti-Crime Design Competition and Youth Appreciation Day. A. OBJECTIVES OF THE COMPETITION 1) To educate our youths on the consequences of involvement in crime and thereby positively influence them to stay away from it. 2) To keep youths meaningfully engaged during the school holidays. B. COMPOSITION OF PARTICIPANTS 1) For Boys Category 1 (13-15yrs) - Each team to comprise 10-15 youths aged between 13 15 years old i.e. players born between year 2001-2003. 2) For Boys Category 2 (16-17yrs) Each team to comprise 10-15 youths aged between 16 17 years old i.e. players born between year 1999 2000. 3) For Girls Open Category (13 17yrs) Each team to comprise 10-15 youths aged between 13 17 years old i.e. players born between year 1999 2003. C. ENTRY DETAILS AND REQUIREMENTS 1) There is no registration fee required. 2) Registration closes on 25 April 2016 (Monday), unless otherwise announced by the Delta League Organising Committee. 3) The age of the participants must be within the stipulated age group which his/her team is registered for. Each participant is only allowed to play for one team. Teams are not allowed to field non-registered, underage or overage players. Individuals and teams found violating this rule will face penalties, which may lead to disqualification. 4) Completion of the registration forms confirms the participants agreement to abide by all Terms & Conditions and Rules & Regulations as stipulated by the Delta League Organising Committee. a) The Participants agrees to: (i) provide true, accurate, current and complete information about the Participants in the Delta League June 2016 Edition

Registration Form; (ii) maintain and promptly update the event organiser on any changes in personal information to keep it true, accurate, current and complete. Delta League may contact the Participants from time to time via mobile or email. Any notice sent to the email address registered with Delta League shall be deemed as received by the Participants. b) If the Participant provides any information that is untrue, inaccurate, not current or incomplete, or if Delta League has grounds to suspect that such information is untrue, inaccurate, not current or incomplete, Delta League Organising Committee may reject the submitted registration form and/or disqualify the team. c) The Delta League Organising Committee reserves the right to modify or substitute any of the Terms & Conditions and Rules & Regulations from time to time as it deems fit. If there is any ambiguity in any of these provisions, the Delta League Organising Committee will be the authority to interpret the provision. Any amendments to the Terms & Conditions and Rules & Regulations will be updated on the Official Delta League Facebook Page. d) Any decision made by the Delta League Organising Committee is final. e) Both Registration Form and Indemnity Form (Annex D) are to be completed and submit to on or before the stipulated closing date via mail, fax or by hand (refer to Annex C for preferred location). Scanned copies of registration forms are accepted. Please send scanned copies of the completed forms to Ng_Limin@spf.gov.sg f) There shall be no changes to the team players once the tournament has commenced. Event organisers will have to be informed of any changes to the team line ups before the start of the tournament (subject to approval). g) An Award and Penalty Points System will be introduced for satellite events to encourage participation. Points are awarded or deducted (to/from the futsal league component) based on participation. The Delta League Organising Committee reserves the right to change the Award and Penalty Points System as it deems fit. Satellite events include (events might be subjected to changes) : 1. Anti Theft Video Competition: 27 May 2016 (Friday) to 12 June 2016 (Sunday). For more comprehensive details, refer to Annex B. E. GENERAL CONDUCT 1) Participants are to be properly and decently dressed at all times during Delta League matches and events. Clothing which bears vulgar pictures or languages, or other undesirable messages shall not be worn at all times during Delta League matches and events. Clothing with political signs or symbols is not allowed at Delta League matches and events. For all events, participants are to change their clothing only in the restrooms or changing rooms. 2) Teams shall maintain the cleanliness of all venues. Teams will not be allowed to leave until organisers are satisfied with the cleanliness. There shall be NO smoking within the sports hall compound and immediate vicinity as well as at the satellite event venues. In addition, underage players caught smoking will be referred to the relevant authorities for summons actions. 3) There shall be no promotion of any political, racial or religious causes by the teams, players or their supporters in the course of the Delta League football tournament and its satellite events. 4) The Delta League Main Organising Committee reserves the rights to impose ad-hoc penalties for disciplinary offences and breach to the Terms & Conditions / Rules & Regulations, up to team disqualification. FUTSAL TOURNAMENT Rules and Regulation 1) All players must produce their photo identification card during the competition day. Players without their photo identification card will not be allowed to participate. 2) Teams are expected to be punctual for all matches, and to report at least 15 mins before kick-off times. 3) Players must be properly attired with covered shoes, socks and shin guards. Players who are not properly attired will not be allowed to participate in the matches. 4) No accessories such as watches, chains, bracelets and ear/facial studs are to be worn during the matches. Players must also have trimmed fingernails. An inspection will be conducted by the referee before each kick off. 5) 10 to 15 players per team are required to register and a minimum of 5 players per team is required to start the match. At kick off time, the team with less than the minimum 5 players will be deemed to have forfeited the match. No grace time will be given. 6) In the event of forfeitures/walkovers, the winning team will be awarded 3 points and 3 goals. 7) All matches will be played 10 minutes per half, with a 2 min half-time break. 8) Players & Substitutions. a) There can only be a maximum of 5 players, including the goalkeeper, on the pitch at any one time.

b) Teams are allowed to make unlimited substitutions at any point in time. c) A player who has been substituted may return to the pitch as a substitute for another player. d) Play will not be stopped for substitution of players to occur (with the exception of goalkeepers). e) Goalkeeper substitutions can only be made when the ball is out of play and with referee s consent. 9) In the event of postponement of a match that has yet to be played, the organisers reserve the right to reschedule the match according to the next available date and time and in any location deemed suitable. 10) In the event a match is called off during or after half time due to adverse weather conditions, the score at that time shall be the final score 11) 1 match suspension will be imposed for players receiving yellow cards in two separate games. 2 match suspensions will be imposed for players receiving the red card in a game. This applies to both group stage and knockout stages. Only yellow cards received from the group stage would not be brought into the knockout stage. 12) During the knockout stage, if both teams are level on scores at the end of regular playing time, the winner will be determined by a penalty shoot-out. In the penalty shoot-out, both teams will take turns to attempt the penalty kicks. a) If both teams have taken 3 kicks and one team has scored more goals than the other team after both teams have made 3 penalty kick attempts each, no more kicks are required. The team with a higher score will be the winner. b) If, after both teams have taken 3 kicks, both have scored the same number of goals, or have not scored any goals, penalty kicks shall continue to be taken in the same order until one team has scored a goal more than the other with the same number of attempts. The team with a higher score will be the winner. 13) The referee s decisions during the match are final. 14) Teams are strongly discouraged from bringing supporters and spectators to the group stage matches due to the lack of space as this may disrupt the matches. All supporters, family members and other spectators will be invited to attend the Delta League Grand Finals, of which the details will be announced closer to the date. 15) Any participants who are caught committing disciplinary offences shall be subjected to penalties imposed by organisers, up to a maximum penalty of team disqualification. 16) If any player from the team commits an offence and is arrested by the Police during the duration of the tournament, the entire team may face disqualification.

17) For the Delta League Grand Finals, the players will be required to wear the Delta League jerseys provided by the organisers. Ministry of Home Affairs, Event Organising Committee and Management, their appointed staff or officials of the event are not liable for any claims, loss or damage whatsoever in respect of death, injury, disability or any loss or damage whatsoever arising out of or in connection with this competition. F. INSURANCE Coverage: Death or bodily injury resulting solely and directly from an accident whilst participating (training or competing), adjudicating and/or volunteering in the events, functions and activities of, and associated with the Delta League Soccer Tournament, including travelling to and from the Event while travelling directly and continuously between the Insured Person s home or event and vice versa. Annex B Other Competitions Rules and Regulations (Anti-Shop Theft Video Competition) As part of the Satellite events of the Delta League 2016 (June Edition), the Delta League Organising Committee is pleased to officiate the Anti-Shop Theft Video Competition. This competition is aimed at raising the crime prevention awareness of the youths participating in this League. We hope to encourage our youths to use their creativity in delivering crime prevention messages and advisories to others through short films / videos. The competition is restricted to participating teams of Delta League 2016 (June Edition). Participating teams stands to win attractive prizes. 1 st Prize $500 2 nd Prize $300 3 rd Prize $200 Merit X 10 $50 (Each) Rules and Regulations 1. All participating team of Delta League 2016 (June Edition) are strongly encouraged to participate in this competition. 2. The theme for this competition is Shop Theft is a Crime. 3. The length of the video should be between 3 to 5 minutes (excluded credits) and the description is in short films / videos (Non-Animation). 4. Participants must submit a video synopsis upon the submission of the video. 5. Each video entry must have a title / caption. 6. Subtitles in English must be included (when languages other than English are spoken or where applicable). 7. Credits are to be provided at the end of the video (excluded from the length of the video), and should include the following: Title / Caption of the Video Team Name Phrase, Anti- Shop Theft Video Competition organised by Delta League 2016 (June Edition) Date of Submission 8. The videos can be produced using any available devices such as digital cameras, camcorders, video capabilities on mobile phones and tablets, etc., as long as it is a format that is clear and able to be uploaded on YouTube. Software used must not be unlicensed or

illegally obtained. The Delta League Organising Committee will not be held responsible for the use of any unauthorised software by the participants in the production of their videos for this competition. 9. The period of competition is from 27 May 2016 (Friday) to 12 June 2016 (Sunday). 10. All entries must be submitted by 12 June 2016 (Sunday), 11.59 pm to the respective Division s LO. Late submissions will not be entertained. 11. All entries submission shall be in the following video formats - DVD or Data Formats of AVI, MPG2 or MOV. Minimum size: 720 x 576, PAL. (e.g. in CD or Thumb Drive) 12. Entries must be the sole, original and unpublished work of the participating team. Each team is restricted to one submission for this competition. 13. Entries will be evaluated and judged on their originality, creativity and content. 14. The contents of the entry should not contain any obscene pictures, languages or messages and promotion of any political, racial or religious ideology in this Anti-Shop Theft Video Competition and all-related activities. 15. The submission of any entry signifies acceptance of the above rules and regulation. Noncompliance may result in disqualification from this competition. Point Awarding System 1. 3 points will be awarded to the team who participated in this competition, with qualified entry. 2. No point will be awarded for disqualified entry. 3. No points will be deducted from teams who did not participate in this competition. Rights 1) The Delta League Organising Committee reserves all rights to display and publication of the winning and any selected entries in prints, broadcast and electronic media without the permission from the participants. 2) The Delta League Organising Committee will not be liable for any infringement of copyrights from the entries of the participating teams for this competition. 3) The Delta League Organising Committee has the rights to amend or add on to the rules and regulations at any time if required. 4) All decisions made by the Delta League Organising Committee are final.
