Purpse and Scpe Excelsia Cllege is cmmitted t prviding and maintaining a safe and healthy wrk envirnment fr its staff, students and anyne entering its premises, and/r ther Cllege wrk site and/r external wrk sites. The Wrk Health and Safety Regulatin 2011 (WHS Regulatin) specifies bligatins abut the wrk envirnment and welfare facilities including: managing risks t health and safety persnal prtective equipment training and instructin wrkplace facilities emergency plans first aid. Excelsia Cllege Bard f Directrs and Management Cmmittee have the primary duty t ensure, s far as is reasnably practicable, that emplyees and ther persns at a wrkplace are nt expsed t health and safety risks. Excelsia Cllege has a duty t manage risks t health and safety and this shuld invlve cnsultatin with emplyees. It may even require cnsultatin with ther emplyers, where the respnsibility fr a health and safety matter is shared, such as with verlapping wrk activities r welfare facilities. A benefit in cnsulting, sharing infrmatin and giving emplyees reasnable pprtunity t express their views and cntribute twards decisin making n health and safety matters is that it can assist the Cllege in meeting their health and safety bligatins. Respnsibility The fllwing peple have a respnsibility in relatin t this prcedure: Chief executive Manager Human Resurces WHS Cmmittee Management Cmmittee Prcedure 1. Managing risks t health and safety Managing risks t health and safety is critical t ensuring a wrkplace is safe. The first step in managing risks is t identify any reasnably freseeable hazards. Annually, the Cllege cnducts risk assessment inspectins and recrd its findings thrugh the Risk Assessment Template. The secnd step is t eliminate thse hazards s far as is reasnably practicable. If it is nt reasnably practicable t eliminate the risk, then actin must be taken t minimise that risk s far as is reasnably practicable. This is dne thrugh the Risk Assessment Actin Plan. The Risk Assessment Actin Plan is created by the wrk health and safety cmmittee nce all the risk assessments have been cmpleted. The Risk Assessment Actin Plan is then recmmended t the Management Cmmittee fr apprval. Cntrl measures t minimise a risk Excelsia Cllege must cnsider varius cntrl ptins and chse the cntrl that mst effectively eliminates the risk. When a risk cannt be eliminated, the Cllege must chse the cntrl measures that mst effectively minimises the risk. This may invlve a single cntrl measure r a cmbinatin f different cntrls that tgether prvide the highest level f prtectin that is reasnably practicable. PO-WHS-03 Page 2 f 6 Issue 2E, February 2015

The hierarchy f cntrl measures that shuld be used t cntrl a risk are: substituting the hazard with smething safer islating the hazard s a persn is nt expsed t the risk implementing engineering cntrls minimising the hazard using administrative cntrls the use f persnal prtective equipment. Excelsia Cllege must ensure that all cntrl measures are effectively implemented and maintained in a way that ensures the risk is minimised. Review f cntrl measures Excelsia Cllege must review and, if necessary, implement changes t the cntrl measures, especially when: the cntrl measure is nt effective in cntrlling the risk a change at the wrkplace is likely t give rise t a new r different health and safety risk and the existing cntrl measure may n lnger effectively cntrl the risk a new hazard r risk is identified the results f cnsultatin indicate that a review is necessary the health and safety cmmittee requests a review. 2. Persnal prtective equipment Persnal prtective equipment (PPE) is anything used r wrn by a persn t minimise a risk t the persn s health r safety. PPE includes items such as: eye prtectin fr example, gggles, glasses and face shields hearing prtectin fr example, ear plugs and ear muffs respiratry prtectin fr example, filter respiratrs, air line respiratrs and SCBA ft prtectin fr example, safety shes and bts, spats and rubber gum bts head prtectin fr example, hard hats, helmets and brad brimmed hats bdy prtectin fr example, aprns, veralls, glves and high visibility clthing any substance used t prtect health, fr example, sunscreen. When selecting PPE t minimise a risk t health and safety, the Cllege must ensure the equipment is: suitable fr the nature f the wrk and any hazard assciated a suitable size and fit and reasnably cmfrtable fr the persn t wear maintained, repaired r replaced s it cntinues t minimise the risk t the wrker used r wrn by the wrker, s far as is reasnably practicable. Using PPE PPE is ne f the least effective ways f cntrlling risks t health and safety and shuld nly be used: PO-WHS-03 Page 3 f 6 Issue 2E, February 2015

when there are n ther practical cntrl measures available as an interim measure until a mre effective way f cntrlling the risk can be used t supplement higher level cntrl measures. Chsing PPE When chsing the right PPE fr the jb, the selectin prcesses must include cnsultatin with wrkers and als include: an evaluatin f the risk and perfrmance requirements fr the PPE cmpatibility f PPE items where mre than ne type f PPE is required cnsultatin with the supplier t ensure PPE is suitable fr the wrk and wrkplace cnditins preference fr PPE that cmplies with the relevant Australian Standard r equivalent standard. PPE can be purchased frm any f the suppliers f safety equipment listed in the Yellw Pages under S fr safety. If yu need t purchase PPE, cntact Manager Human Resurces. Prviding PPE The Supervisr directing the wrk must prvide PPE t wrkers at the Cllege. Emplyees must nt be charged fr the purchase f PPE. 3. Training and instructin The Cllege ensures that all emplyees receive suitable and adequate infrmatin, training and instructin, which is easily understd and necessary fr their rle. Inductin training Inductin training is prvided t all new emplyees by the Manager Human Resurces, this is recrded thrugh the WHS-F03 Emplyee Site-Specific WHS Inductin Frm. Tpics cvered in Inductin Training include: emergency prcedures amenity facilities first aid hw t reprt a hazard r ther safety issues hw wrk health and safety is managed Other specific training In additin, all emplyees need t cmplete annual rientatin training cvering health and safety precautins and awareness at the Cllege. This is dne via the Cllege s learning management system, MOODLE. All training recrds are kept in the emplyee s persnnel file whilst emplyed with the Cllege. Supervisin Supervisin f emplyees may be required, especially when undertaking a new task. By prviding step by step prcedures and bserving them perfrm the task until they can safely d it withut assistance, assists in ensuring a safe wrkplace. PO-WHS-03 Page 4 f 6 Issue 2E, February 2015

4. Wrkplace facilities The Cllege prvides and maintains a safe wrking envirnment and adequate facilities, s far as is reasnably practicable. This includes ensuring: safe entry and exit t and frm the Cllege peple can mve abut the Cllege withut risk t health and safety, under nrmal wrking cnditins and in an emergency sufficient wrk space fr emplyees suitable flr surfaces sufficient lighting adequate ventilatin adequate and accessible facilities fr the welfare f emplyees such as tilets, drinking water, eating facilities ht and cld envirnments d nt put emplyees at risk. 5. Emergency plans The Cllege emergency and evacuatin prcedure can be accessed via WP-GEN-05a Emergency and Evacuatin Prcedure. emergency prcedures including: an effective respnse t an emergency evacuatin prcedures ntifying emergency service rganisatins prmptly medical treatment and assistance effective cmmunicatin between the authrised persn wh crdinates the emergency respnse and all persns at the Cllege. testing f the emergency prcedures ccurs twice annually. infrmatin, training and instructin t relevant emplyees and students in relatin t implementing the emergency prcedures ccurs at student and staff rientatins. 6. First aid The specific bligatins fr the Cllege fr first aid in the wrkplace are t ensure: the prvisin f first aid equipment that each emplyee must have access t the equipment an adequate number f emplyees are trained t administer first aid r emplyees have access t an adequate number f peple wh have been trained t administer first aid emplyees have access t facilities fr the administratin f first aid. In rder t assess hw t best prvide fr first aid the Cllege cnsiders all relevant factrs including the: nature f the wrk being carried ut nature f the hazards size and lcatin f the Cllege number and cmpsitin f emplyees and thers at the Cllege.
