Sailing Instructions Catamaran Open 21/22 October 2017 Course Bravo Sprint 15 Inland Championships Medium Handicap (SCHRS 1.175 to 1.40) + all Hobie 16 1. RULES AND CONDITIONS OF ENTRY 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2. Entrants and authorised guests are temporary members of Grafham Water Sailing Club during the period of the event and shall comply with Club Rules and Bylaws. Failure to observe these may result in exclusion from the club premises. 1.3. Rule 40 shall apply at all times while afloat. Flag Y will not be displayed on shore. This changes RRS 40. 1.4. SAIL NUMBERS 1.4.1. Where a boat has the same sail number as a boat already registered on Course Bravo, she shall display an identification letter (provided by the organisers) immediately to the right of her sail number on the mainsail, on both sides of the sail. 1.4.2. A boat shall not race with an incorrect sail number unless she has notified the Race Committee at registration. Even when such confirmation is received the Race Committee has not the authority to amend the requirements of class rules. As a result, a boat could be protested for failing to comply with class rules. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board in the ground floor cafe. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted not less than 45 minutes before the start of any race affected. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on flagpole 2 on the foreshore in front of the Clubhouse. 4.2. When flag AP is displayed ashore 1 minute is replaced with not less than 30 minutes in the race signal AP. 5. SCHEDULE OF RACES 5.1. At the discretion of the Class Representative and the Official Race Officer Race 4 may be brought forward to allow for any inclement weather forecasts. 5.3. To alert boats that a race will begin soon, the orange starting line flag will be displayed with multiple sound signals at least one minute before the warning signal is made. 5.4. On the last day of the regatta no warning signal will be made after 1430hrs. 6. FLEET FLAGS Fleet flags will be: 7. RACING AREAS The racing area will be displayed on the official notice board. 8. THE COURSES 9. MARKS The diagrams in Attachment A show the courses, the order in which marks are to be passed, and the side on which each mark is to be left. These are described in ATTACHMENT A - COURSE. 10. AREAS THAT ARE OBSTRUCTIONS 10.1. The prohibited area at the West end of the water is an obstruction. Its boundary is a line of small yellow buoys forming its eastern boundary. 10.2. Each fishing boat, and an area extending 20 metres in any direction from the fishing boat is an obstruction. 10.3. A safety boat in close attendance to a craft or competitor in difficulty is an obstruction.. 11. THE START FLEET Sprint 15 Medium Handicap FLAG Flag D Flag W 11.1. Races will be started using a three minute start sequence. This changes RRS 26. Minutes before starting signal Visual signal Sound Means 3 Class flag One Warning Signal 2 U, or black flag One Preparatory Signal 1 Preparatory flag removed One long One minute 0 Class flag removed One Starting signal The warning signal for each succeeding fleet shall be made no less than one minute after the previous class start. 11.2. The Starting Line will be between the staff of the committee boat displaying an ORANGE flag and the port end starting mark, which will be a dan buoy with an orange flag. 11.3. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 11.4. A boat starting later than 3 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. 11.5. Fleets may be started in any order but will normally be started as stated in Instruction 5 above. 11.6. General recalls go to the end of the sequence. This modifies RRS 26 and 29.2 12. THE FINISH 12.1. The finishing line will be as defined in ATTACHMENT A COURSE 12.2. Each race will be approximately 45-55 minutes duration, at the discretion of the race committee. When a race is to finish, the Race Committee will signal a shortened course in accordance with RRS 32.2. All GWSC Cat Open Bravo SIs 2017 V3 Page 2

boats racing on that course will finish the next time they pass through the gate/finishing line. The first boat to be finished may not necessarily be the leading boat. The results will be calculated on an average lap time basis where the result of each race will be calculated on the number of laps sailed against elapsed time for each boat. 12.3. SHORTEN COURSE - The meaning of Flag S is changed to the extent that, regardless of where Flag S is displayed on the Committee Boat, the Finish Line will be between the mast displaying a BLUE flag and the finish mark as defined in ATTACHMENT A COURSE. This changes RRS 32.2. 12.4. If all fleets are shortened, flag S will be flown on its own. If an individual fleet is to be shortened, flag S will be flown with the appropriate fleet flag. This adds to RRS 32. 13. PENALTY SYSTEM 13.1. A one turn (360degree) penalty will replace the two turns penalty. This modifies RRS 44 13.2. Boats which fail to start or finish correctly or to sail the course as set and thus fail to comply with Rule 28 may be disqualified without protest. This changes rule 63.1 13.3. Boats that fail to pass through the upwind gate (see Attachment A) will not be disqualified but will be credited only with the number of laps they have sailed correctly 14. TIME LIMIT 14.1. If no boat has passed Mark 1 within 20 minutes, the race for that class will be abandoned. 14.2. Boats failing to finish within 20 minutes after the first boat in her class sails the course and finishes will be scored Did Not Finish. This changes RRS 35 and A4 and A5.. 15. PROTESTS AND REQUESTS FOR REDRESS 15.1. Protest forms are available at the race office. Protest and requests for redress or reopening shall be delivered there within the protest time limit. 15.2. For each fleet the protest time limit is 45 minutes after the last boat in the class has finished the last race of the day or the race committee signals no more racing today, whichever is the later. The Race Committee may extend this in exceptional circumstances. The same time limit applies to requests for redress. This changes RRS 62.2. 15.3. Notices will be posted on the official notice board no later than 30 minutes after of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located on the ground floor down the stairs to the left of main entrance to the Club house beginning at the time posted. 15.4. Notices of protests by the race committee will be posted to inform boats under RRS 61.1(b).. 15.5. RYA Arbitration 16. SCORING The exoneration Penalty and the RYA Arbitration of the RYA Rules Disputes Procedures will be available. Decisions from RYA Arbitration can be referred to a protest committee but cannot be reopened or appealed. See the Official Notice board for details. 16.1. The Medium Handicap Fleet will race on SCHRS handicaps. The Sprint 15 use the following handicaps: Standard mode PY 931, Sport mode PY 894. 16.2. One race is required to be completed to constitute a series. 16.3. When fewer than four races have been completed, a boat s series score will be the total of her races scores. When four or more races have been completed, a boat s series score will be the total of her race score, excluding her worst score. 17. REPLACEMENT OF CREW OR EQUIPMENT Unless otherwise specified in class rules, for the series of races comprising this event only the helm named on the entry form will be eligible. For two person classes: the registered helm may swap with the registered crew. the registered helm may sail with different crews. GWSC Cat Open Bravo SIs 2017 V3 Page 3

the registered crew may sail in the registered boat with a crew other than the registered helm but must seek approval of the Race Committee. This will be deemed a separate entry: no additional entry fee will be charged and their results cannot be combined with the registered helm s results. 18. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection 19. SAFETY REGULATIONS 20. PRIZES A boat that does not finish or retires after finishing shall sign to this effect against her sail number on the Declaration Sheet no later than 30 minutes after the last boat finishes that race (or the last race before going ashore if races are sailed back-to-back). Prizes will normally be given to the square root of the entry numbers plus any special prizes requested by the Class Associations. 21. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones. 22. DISCLAIMER OF LIABLITY RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or continue racing is hers alone. Sailing is by nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure to themselves, their crew, their boat to such inherent risk whilst taking part; (b) They are responsible for the safety of themselves, their crew, their boat and their property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of a patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances (g) Their boat is adequately insured, with cover of at least 3,000,000 against third party claims (h) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event OTHER INFORMATION SIGNALS MADE ASHORE A GREEN FLAG means sailing is unrestricted, except that sailing in the creeks at the West end of the water is PROHIBITED at all times. Wear adequate personal buoyancy at all times when afloat. A RED FLAG or RED MAROON means If ashore, do not go afloat. If afloat, come ashore immediately. A RED & WHITE flag (Flag U) will be displayed in strong wind conditions. This signifies that only experienced sailors who can cope with these conditions should launch. A YELLOW FLAG flying from one or more of the waterfront flag poles means sailing is restricted to Area 1 as defined on maps situated around the Club. A BLUE AND WHITE flag indicates that conditions are such that dinghy sailing is not allowed but experienced windsurfers are permitted to sail. A BLUE AND GREEN flag indicates the presence of BLUE GREEN ALGAE in the reservoir and care should be taken whilst afloat and during launching and recovery of boats.
