REGION BRUSSELS CAPITAL The Pedestrian Master Plan 2012-2020 (- 2040) for an exemplary Pedestrian City in 2040 Pierre SCHMITZ European and International Affairs Brussels Mobility

WHERE ARE THE PEDESTRIANS? 2

WHY A PEDESTRIAN PLAN? FIVE REASONS TO MAKE A 1. The many pedestrians of Brussels with a modal share > 37% for internal trips deserve that one devotes a specific policy for them: 2. A city for pedestrians is an asset in cities competitiveness. 3. Everyone can walk and it is good for health : 35% of the inhabitants have no car 60% of the pedestrians are women All kinds of PRM are included in the plan 4. The city is polycentric and has a great potential of pedestrians 5. Today, to walk into Brussels can be very unpleasant and the (road) safety is not ideal 3

THE PHILOSOPHY OF THE PLAN! TRADITIONAL POLICY To Tolerate To Protect Guaranteed minimum quality VOLUNTARISTIC POLICY To Invite To Spoil To aim a top quality 4

GO 10! (1/3) THE 10 QUALITY STANDARDS TO BE IMPLEMENTED Requirements for quality 1. The network Free choice Continuity and density Without barriers: potential crossing each 100 m 2. Direct routes Short, direct and continuous routes On the same level (no steps, tunnels, ) Natural progress according to the "lines of desire" 3. Intermodality Good pedestrian access to each PT stop (r = 500m) Safe and comfortable PT stops 4. Real-life experience To walk to go for a wander To stop to sit down Rich environment and cleanliness 5

GO 10! (2/3) THE 10 QUALITY STANDARDS TO BE IMPLEMENTED Requirements for quality 5. More space More freedom to move on pedestrian spaces Less obstacles on the walkways Sizing: wider walkways 6. Physical comfort Flat and rough surfaces Good quality Without slopes & obstacles Less noise / wind / pollution Lighting 7. Universal design Each road work has to be adapted to all kinds of PRM, kids, pedestrians and all "objects" with wheels 6

GO 10! (3/3) THE 10 QUALITY STANDARDS TO BE IMPLEMENTED Requirements for quality 8. Attractiveness Welcome on a deserving space Freedom to move on spaces 9. Safety Pedestrian zones : 30 km/h 20 km/h Transparent crossings of the spaces 10. Quiet car traffic Less pollution Lower settled way of life Less stress Places of quiet rests 7

FACTORS OF SUCCESS! Urban planning : Polycentric city vision in the PRDD Network of main routes for pedestrians Compact centers with low car transit No barriers Pedestrians first in all the projects Urban mobility : Low traffic with 30km/h & 20 km/h zones Low transit traffic Advantage for walking and public transports Redistribution of the public place 8

PROJECTS TO START! 1. Local pedestrian networks in the centers. 2. Public transports nodes as urban pedestrian spaces. 3. Shopping districts for pedestrians. 4. Living districts for pedestrians. 5. Human-sized town planning. 6. Urban projects as models of the pedestrian city. 7. Structuring spaces thought for the pedestrians. 8. Vision Zero accidents for the pedestrians 9

HOW TO PROCEED! Impose an analysis of the pedestrians needs ( GO10 counting observ.) Subsidized works Criteria for the pedestrian routes arrangements Priority for the pedestrian needs and the universal design Pursuit of breaches and incivilities against the pedestrians. To appoint a coordinator of the plan. Monitoring and evaluation. To set up an "Active Modes Commission". To adapt the standards and the directives (vade mecum, universal design principle, PRDD, PRAS). To stimulate the municipal policies in favour of the pedestrians (WALKPAD audits, accessibility plan to road networks and to public places (PAVE), ) Observatory for pedestrians. 10

IMAGE AND PROMOTION! To use the ICT: route planner To organize/attend events: Urban walk, Walk 21 To introduce the pedestrians in the mobility plans to be submitted by the companies. To open up the pedestrian city : active modes map, signalling for pedestrians, logo on the road works for pedestrians,... A strong image: lifestyle, positive image, target groups, 11
