After that he handed over the meeting to the Cairman of the NEZ Council, Mr Håkan Junfors. Mr Håkan Junfors started the meeting of the FIA North European Zone with a short presentation of the participants. Appendix 1. 2 Approval of agenda The agenda was approved. 3 Approval of the minutes from the meetings 030510 and 030929 The minutes from the NEZ Council-meeting 10 th of May 2003 and the NEZ Working Committeemeeting the 29 th of september 2003 were approved. 4 FIA, Countries included in FIA North European Zone, NEZ. According to decision of FIA World Council meeting in Paris in october Russia (West of Ural) is included in the FIA North European Zone.

5 FIA, NEAFP-events According to decision of FIA World Council meeting in Paris in october the regulations for NEAFP-events (National Events Authorized for Foreign Participants) will be the same for 2004 as for 2003. There is no decision taken for 2005 and further on. NEZ Council commission the Working Committee to study, set up a proposal and apply to FIA for simplified regulation to arrange and participate in national events within the zone for all members in NEZ. 6 Reports from NEZ Commissions Rally Mr Jan Sandström establiched that in the extended zone (including GB) there will be difficult to have participants from all countries depending on the wide geographical area. Mr Jan Sandström also reported that FIA Rally Commission has decided that NEZ Rally Championship should consist of the EC-events within the rally-zone. Mr Sandström has discussed with FIA RC Chairman if it is possible to have a NEZ Rally Championship with event outside EC. Decided to commission NEZ WC to write to FIA RC and apply for to have other events in NEZ Rally Championship than only rally included in FIA EC. It was also decided to commission NEZ WC to write to FIA RC and ask for permission to arrange a Baltic Cup in rally within the NEZ Zone. Offroad Mr Juris Bogdanovics reported about the planned Supercross-series with eight events, with first event I Latvia the 29-30 th of May 2004. Remaining Sports Mr Harald Söndergaard reported that the Commission as its first priority hade started an inventory of existing non FIA-sports in the NEZ-countries. Next step to go is to transfer information between the countries about these sports. Today there are some sport that has Nordic Championship (NoM), Autoorientering, Ekonomyrally and Miniracing. Ms Liva Kalnina presented an Latvian form of autosport, Auto-speedway and Mr Michael Snarskiy presented a Russian autosport, Thophy-raid. NorFeCC (Nordic Federations Co-operation Committee) har written that EFRA-sports want to handle their sports in the same way, besides the NEZ. Owing to that these sports are organised by EFRA, and not by FIA, the meeting accepted their request. Dragracing Mr Tapio Väljä reported that the work inside the NEZ Dragracing-Commission just have started. FIA has regulations only for pro-driving, so one of the most important matter for the NEZ DR- Commission shall be to co-ordinate the national regulations within NEZ. The Baltic states reported that Dragracing has started up the last years. Karting Mr Jussi Pöllönen reported that the work inside the Nordic co-operation has been going on for many years. Last year work have been done to change from 2-stoke engine to 4-stroke engine. An aim is to create a national 4-stroke class that is the same in all NEZ. An other aim is to have open national championship in all NEZ-countries. There is a problem in NEZ regarding inspection of kartingcircuits. We don t have any CIKinspector inside NEZ nominated by CIK. Decided to commission NEZ WC to write to CIK and ask for CIK-inspectors inside NEZ-countries. Nordic Championship (NoM) will be carried out in 2004 in the same way as in 2003. For 2005 the NoM will be open for all NEZ-countries. CIK has decided that Belgium, Luxembourg and Netherlands shall be members of the CIK-north european zone. However Belgium, Luxembourg and Netherlands has not showed any interest to co-operate within this CIK-zon.

Racing Mr Hans Wängstre reported that work in the NEZ-commission just had started with the making an inventory of existing circuits and their status (grade) and also if there are any class/es running with common technical regulations. So far only Lithuania have answered. He also noted that Lithuania was the only country with a racingcommissionmember in this meeting. It is some difficulties to create a common class in racing as there are different national rules in almost every NEZ-country. The only existing NoM-class during the last years has been Formel Ford Zetec with cars from Sweden, Finland and Denmark. Super 2000 (FIA Art. 263) with some small national modifications exists in Denmark. Sweden and Finland, and can maybe be a class for a NEZ-championship in the future. A new series for Porsche Cup-cars will start up in 2004, and cars have been sold to teams in Denmark, Norway, Sweden and Finland. An aim is to create NEZ-championship in one or two classes. Mr Sergejs Usakos and Mr Igors Levjatvs explained that in Russia they have a class in racing for renting. They want to introduce the class in rest of NEZ. Mr Darius Grinbergas explained that Lithuania has very few safe circuits. Mr Riku Bitter described that Finland has new classes and new organisation, similar to STCC. 7 Organisation for the North European Zone The organisation for NEZ was discussed. Overall managing will be done by the Swedish ASN through Secretary General Lars Edvall until 2004. Council meetings will be arranged by separate countries in a rolling schedule. In 2002 it was arranged by the Swedish ASN, in 2003 the Latvian ASN and in 2004 it will be arranged by the Finnish ASN. It was decided that leave Miniracing outside NEZ organisation until further notice. It was also decided to commission NEZ WC to write to the ASN in Great Britain, Polen and Germany and ask them to appoint a member in NEZ Rally Commission. There were no changes in the elected members in NEZ. Some changes were reported for members in different Commissions. Appendix 2. 8 Financing Latvia had made a proposal how to finance different championship, especially Offroad. The proposal was discussed. It was decided that until further notice the work in NEZ will be on a voluntary base and each country will carry it owns costs. NEZ Championships and Nordic Championships will be financed by the organisers of the events, in the same way as it was earlier in Nordic Championships (NoM).

9 NEZ Championship and Nordic Championship 2004 FIA has decided to carry out a FIA Championship in the FIA Rally North European Zone. It was decided to carry out an NEZ Championship in Offroad. It was decided to carry out Nordic Championships in Miniracing, Auto-orientering, Karting, Economy-run and Racing. Finland had made a proposal for principals of FIA/NEZ- and Nordic Championships. The proposal was discussed and the principals were decided. Appendix 3. It was also decided to commission Latvia to make a proposal for logotyp for NEZ and the financing of common costs for logotype, championshipmedals, and outhers. The proposal will be handled by NEZ WC for a final proposal to next NEZ Council. 10 Rally, Observers seminary It was decide to carry out an observers seminary in Rally in Helsinki 17-18 of April 2004. The Finnish ANS is responsible for invitation and arrangement in co-operation with the chairman of NEZ Rally Commission Mr Jan Sandström. 11 Next meeting Next meeting will be held in Helsinki the 17 th of April 2004. 12 Finishing Mr Dainars Dambergs thanked everyone for coming to Riga. He also thanked Mr Håkan Junfors for a good meeting and wished everyone welcomed to the evening program. Appendix 3 13.11.2003/rb Principals of FIA/NEZ- and Nordic Championships FIA/NEZ General Assembly makes a decision of next year s FIA/NEZ- or Nordic Championship/Cup series, whether it was FIA-event or not. Each commission makes a proposal for the Championships to be driven for the General Assembly, commissions will agree on their event s regulations of the Championship or delegates it to the nominated working group. FIA-events should be at least European internal races (National event with authorised foreign participation), International races should be driven by the international regulations and national races by the national regulations. It is recommended to use at least bilingual competition material (national and English). Nordic Championships will be given up by the end of year 2007 and it will be compensated by NEZ- Champions. Each event commission defines it s transition schedule. In order to be able to drive for NEZ-Championships it is required to have races minimum in four different countries, for Cup (like Baltic Cup for instance) minimum in three different countries. Championships of 2004 will be defined by November 2003 by the event commissions and they will be announced to the NEZ secretary. They will be gathered into a summary which will be delivered to the ASN s. Prize-giving of the NEZ-Championships will be performed at each country s own national Prize-giving Gala. (Prize costs are due to each winner s ASN), NEZ Championships medals will be fabricated during 2004. If some Championship/Cup-series wants to organise it s own Prize-giving Gala (this Prize-giving Gala should be organised in the last event of the series), it is also responsible for the costs (medals are to be arranged and due to the ASN s) If it is wanted to give other than medal-prizes, the costs are to be gathered from entry fees or sponsor support.
