The qualifying competition (C I) The starting order of the competition was made according to the draw of lots carried out in Montpellier, on the 9 th of March 2012, by the official representatives of the and the O.C. The draw was made in the following order: 1. the draw for the mixed groups (for national federations with individuals); 2. the draw for national federations with teams. If a national federation: 1. has made an inscription with a team and will present by the time of the competition only with individuals or 2. the number of individuals by the time of the competition is less than the number of the gymnasts from the nominative inscription the /MTC is entitled to make adjustments of the starting order of the competition and subdivisions, according to the actual number of gymnasts present at the competition. the warm-up in the competition C I will take place on the podium; the starting order: o for teams decided by the respective national federation; o for mixed groups national federation with more than one gymnast must submit the starting order for their gymnasts on each apparatus. the order of the teams in the group will not alternate at the second apparatus and for the subsequent apparatus. The 3 (4 for the juniors) gymnasts from the first team (group) will warm-up (1 min.30 sec./2 min.) then they will compete; the 3 (4 for the juniors) gymnasts from the second team (group) will warm-up (1 min. and 30 sec./2 min.) and then they will compete; If one gymnast is not competing on all apparatus, he has the right to leave the competition area and warm-up in the warm-up hall; C I Juniors The composition of the mixed groups (it indicates as well the starting order within the group for the first apparatus): 1. Mixed 1 = AZE + POL; 2. The junior all around final (C II) The all around final will take place on Friday, May 25 th, from 15h00 to 17h15. The 24 gymnasts with the highest ranking obtained in the qualifying competition C I will qualify for the all around final. In case of a tie for the 24 th place, the tie breaking rules set out in FIG/TR will apply. A maximum of two gymnasts per federation are allowed in the final. Four reserves will be appointed. Withdraws/replacements of gymnasts will be accepted within a limit of 30 minutes prior to the competition of the concerned apparatus final, provided that above mentioned conditions are met. They are to be submitted to Mr. Mircea Dumitru APOLZAN, the Technical Delegate. The juniors finals C III The juniors apparatus finals will take place following the system, respectively two apparatus in the same time, divided into 3 blocks (floor-pommels horse, rings-vault and parallel bars-high bar); The warm-up will take place on the podium. The following principles will apply for the drawing of lots (foreseen on Saturday, May 26 th, at 11h:00): I. If there are gymnasts qualified at two apparatus from the same block, they will compete: at the first apparatus in the first group (starting order by draw) and at the second apparatus in the second group (the same starting order as the first apparatus in order to allow him enough time to rest); for instance, one gymnast that will compete 3 rd in the first group at floor will compete 3 rd in the second group at pommels horse. III. II. If there are in one block more than 4 gymnasts qualified for 2 apparatus we will have a draw: the first 4 gymnasts from the first group at the first apparatus (valid as well as starting order); the starting order of the remaining gymnasts at the second apparatus in the first group, together with the other finalists; for instance, 6 gymnasts are qualified for the finals at floor and at pommels horse: 1 st draw finding the first 4 gymnasts from the first group at floor; the same starting order for the second group at pommels horse. 2 nd draw the starting order of the remaining 2 gymnasts at pommels horse in the first group together with the other 2 finalists. If one finalist has to be replaced for different reasons after the draw by one finalist who is already finalist in the same block at an other apparatus and in the same block number: this finalist will keep his position drawn already; this finalist will take the 3 rd position in an other group of the apparatus of the replaced gymnast; we will have in this case one group of 3 gymnasts and one group of 5 gymnasts; for instance, an A finalist at floor in the first group must be replaced by the B gymnast, who is already in the pommels-horse final in the first group: the place of the A gymnast in the first group at floor will remain free (only 3 finalists); the B gymnast will keep his place in the first group at pommels horse; the B gymnast is the third in the second group at floor (5 finalists). Access to the competition area The competition area is accessible to the members of the various juries, competing gymnasts and their accredited coaches, to local group leaders, to the auxiliary personnel of the Jury, to the President of the Medical Commission, to the official doctor, to the team doctors, and medical personnel, to persons concerned with the apparatus. A team medical person is permitted to accompany the gymnasts and coaches during all Competitions. Interpreters may not enter upon the competition area without the permission of the President of the /MTC; The competition area is strictly forbidden to all other persons; No unnecessary items will be brought to the competition area; The use of any kind of electronic devices (video, mobile phones, etc.) is strictly forbidden in the competition area. Please note that, according to the decision of the Executive Committee of the European Union of Gymnastics from the 27 th and 28 th of January 2012, if a mobile phone or any other electronic communication device is used in the field of play during the entire competition of the European Championships, the person concerned (gymnast, coach) will be immediately expelled. The gymnast will not be ranked and will not be authorized to participate to the remaining competitions. If this rule is violated by a coach, all his gymnasts who are at the moment of the violation on the field of play will be also expelled. At the beginning of the competitions (warm-up), all gymnasts have to be present on the podium. If a gymnast does not compete on several apparatus in a row he is authorized to go back to the warming-up hall during a rotation (for competitions C I and C IV seniors and C I juniors). Concerning the presence of the coaches and medical team on the podium the following provisions will apply: o Each team in competition C I and C IV may be assisted in the competition area by not more than 2 coaches. For individual gymnasts only 1 coach per federation is allowed; o For competition C III and C II only 1 coach per gymnast is allowed; o For all competitions, 1 team medical person per national federation is allowed. 2.8. The awarding ceremonies According to the FIG and regulations, the gymnasts are requested to wear competition attire during the awarding ceremonies. 2.9. The apparatus supplier The apparatus supplier of this edition of the European Championships is Gymnova (FRA). The colour of the floor exercise is beige. 2.10 The scoring and distribution of results The secretary of the competition will provide after each competition through the delegation boxes the following information: List of ranking of the teams from C I juniors; List of qualified gymnasts for C II juniors and the 4 reserves; List of ranking of all participants in each apparatus from competition C I juniors; List of qualified gymnasts for competition C III juniors and the 3 reserves; List of ranking of the team from C I seniors; List of ranking of all participants in each apparatus from C I seniors; List of qualified gymnasts for C III seniors and the 3 reserves; List of the final ranking for competition C IV seniors; List of the final ranking for competition C III juniors; List of the final ranking for competition C III seniors. At the end of the competition all delegation will be provided with a complete set of results, including the judges individual scores for all competitions. 2.11. The orientation meeting The orientation meeting will take place on Sunday, May 20 th at 20h30, at the Conference Centre (Centre de Conférence). The presence of the participating national federations to the orientation meeting is mandatory. A maximum of 3 members per delegation is recommended, at the federation s choice. Unjustified failure to attend this meeting will result in a sanction of Euro 1000 against the Federation to be paid to the. 2.12. The competition numbers The competitions numbers (dossards) x 2 sets will be provided to the delegations leaders (HOD), by the O.C. at accreditation. The numbers are to be firmly attached to the competition attire during the whole competition. 2.13. The doping control Any doping is prohibited. A doping control can be requested at any time, in accordance with the FIG/ regulations. The E judges The E judges (5 E judges) will be decided by drawing of lots. In case there is an insufficient number of judges from the participating present national federations, the /MTC decides the process for designating the necessary number of judges (FIG/RT, Reg.7.10.3. a); For competition C III, only judges from federations without qualified gymnasts (including the first reserve) are allowed to judge in the E-jury panel at the concerned apparatus; 3.2. The appeal jury The appeal jury is composed of 2 members of the Executive Committee (one of them acting as President) and a member of the O.C. who was not involved in the decision of the Superior Jury and in the judging process on the concerned apparatus. 3.3. The superior jury The superior jury is composed of; Mr. Gianfranco MARZOLLA, President /MTC; Mr. Tom THINGVOLD, Responsible of the judging /MTC; Mr. Mircea Dumitru APOLZAN, Technical Delegate /MTC. 3.4. The gymnasts oath will take place during the Opening Ceremony, on the Wednesday, May 23 rd at 13h45. 3.5. The judges meetings The judges meetings prior to the competition will take place: For competition C I juniors; on May 23 rd, 09h00-09h30; For competition C I seniors: on May 24 th, 09h00-09h30; For competition C II juniors: on May 25 th, 14h00-14h30; For competition C IV seniors: on May 26 th, 13h30-14h00; For competition C III juniors: on May 27 th, 08h30-09h00; For competition C III seniors: on May 27 th, 13h00-13h30. 3.6. The inquiries procedure According to the 2009 FIG Code of Points and FIG/TR provisions, the inquiries procedure is the following: a) Inquiries for the difficulty D scores are allowed, provided that they are made verbally by the coach to the D1 judge (Responsible of the Apparatus Jury) immediately after the publication of the score or at the very latest before the end of the exercise of the following gymnast. b) Late inquires will be rejected. e) If the D1 judge, the D2 judge and the Apparatus Supervisor agree, the decision may be taken immediately. If they accept the inquiry, the case is concluded. f) If they do not agree with the inquiry, or if there is no agreement between the three persons, the President of the Superior Jury must be consulted and the final decision belongs to the Superior Jury. g) The final decision (which may not be appealed) must be taken at the very latest: At the end of the rotation for the qualifying competition (C I), the All-Around competitions (C II) and the Team Competition (C IV), (exceptions see bellow) Before the score of the following gymnast is shown for the Apparatus Finals (C III), the last rotation of the team finals (C IV) and the All-Around finals (C II). h) Every inquiry must be confirmed in writing within a few minutes and requires an agreement of payment of 300 Euro for the first complaint; 500 Euro for the second complaint and 1000 Euro for the third and subsequent complaint. Should the initial inquiry be successful, then any subsequent inquiry will start from 300 Euro. This principle applies to the second inquiry 500 Euro or to the third 1000 Euro and any subsequent inquiries. The starting fee is relevant of the point of success of the inquiry. Example: 1 st inquiry: 300 Euro. Part 4 The organization of the event ----------------------------------------------------------------------------------------------------------------------------------- 4.1. The trainings sessions According the 2011 FIG/TR, 4 hours per day for each team or group in 2 sessions, comprising one and a half and two and a half hours will be provided to the participating federations. The minimum time between the two daily training sessions for a team or group must be 4 hours. 4.2. The official podium training The official podium training will take place; For the juniors on Monday, May 21 st, from 10h00 to 21h00; For the seniors on Tuesday, May 22 nd, from 10h00 to 20h15. A detailed program of the official podium training will be provided to the participating federations. According to the 2011 FIG/TR, the presence of the judges to the official podium training is mandatory. 4.3. 4.6. The other hotels Please consult the Directives sent to the national federations by the Organising Committee of these European Championships. 4.7. The transportation A shuttle service will be available for the local transportation of all accredited persons from the official hotels to the Park&Suites Arena, competitions venue and the training and warm-up venue and to any other official activities and back as needed. Federations who do not book their accommodation through the Organising Committee will not be entitled to use the transportation system and will be responsible to be in time. The accredited persons will be entitled to use the public transportation (the tramway) free of charge to the competition and training halls. 4.8.
