Notice of Race: DIRK HARTOG OCEAN CLASSIC RACE South of Perth Yacht Club are proud to be associated with the 400 Year anniversary of Dirk Hartog s Landing on the vessel Eendracht in Western Australia in 1616. To mark this quadricentenery occasion, South of Perth Yacht Club and Fremantle Sailing Club with the help from Geraldton Yacht Club and the City of Greater Geraldton, will be conducting a race and cruise to Dirk Hartog Island. This race and cruise are organised and conducted by South of Perth Yacht Club ( the Organising Authority ) with the assistance of the Fremantle Sailing Club and Geraldton Yacht Club. 1. RULES 1.1 RACE FLEET: The race will be governed by: 1.1.1 the rules as defined in the Racing Rules of Sailing. 1.1.2 the Australian Sailing (AS) Special Regulations Part 1. The Safety Category for the race is Category 2. Special Regulation 3.25.1 is amended by the allowing replacement of section (a) sub section (i) with section (d), for those boats which do not have a HF radio fitted. 1.1.3 the current IRC Rules, Parts 1, 2 and 3 as amended. 1.1.4 the Notice of Race published in the Yachting Western Australia Handbook (2016/17) as amended by this document. 1.1.5 any Supplementary Sailing Instructions issued by the Race Committee for the event, which will take precedence in the event of a conflict (changes rule 63.7) 1.1.6 the rules of YWA Offshore Handicaps shall apply where applicable. 1.2 RESPONSIBILITY OF PERSON IN CHARGE 1.2.1 The safety of a yacht and the crew is the sole and inescapable responsibility of the Person in Charge who shall do their best to ensure that the boat is fully found, thoroughly seaworthy and manned by an experienced crew who have undergone appropriate training and are physically fit to face bad weather. They must be satisfied as to the soundness of hull, spars, rigging, sails and all gear. They shall ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used. They shall also nominate a person to take over the responsibilities of the Person in Charge in the event of their incapacitation. 1.2.2 Neither the establishment of the Special Regulations, their use by race organisers, or the inspection of a yacht under the Special Regulations in any way limits or reduces the complete and unlimited responsibility of the Person in Charge. 1.2.3 The attention of every person is drawn to Special Regulation 1.02 and also to the importance of having suitable and adequate personal insurance. It is the responsibility of owners to ensure that this is drawn to the attention of their crew. Issued 10/08/2016 2
1.3 AMENDMENTS TO THE NOTICE OF RACE The Organising Authority reserves the right to amend this Notice of Race. Amendments will be published on the Official Notice Board and the event website (www.sopyc.com.au). In additions, notices of amendments will be sent to all entrants by email. 1.4 OFFICIAL NOTICE BOARDS South of Perth: The official notice board is located in the main foyer of the clubhouse. Geraldton: The official notice board is located adjacent to the main bar within the clubhouse. 2. CHANGES TO MEASUREMENT RULES 2.1 Changes to the IRC Rules 2.1.1 IRC Rule 21.1(e): A spare mainsail may be carried as a bona fide replacement for a mainsail damaged during the race. 2.1.2 Australian Sailing prescribes that in accordance with IRC Rule 11.2, 11.3 and 21.6.1, in IRC races requiring Category 1, Category 2 or Category 3 Special Regulations compliance, a boat may carry one more spinnaker than shown on her current IRC certificate, of area not greater than rated SPA, without an increase in rating refer IRC Rule 21.6.1(b): 2.1.3 IRC Rule 22.4.2 shall not apply. There will be no limitations on crew number or weight except as required for boats rated as one design which shall comply with IRC Rule 22.4.1.(Changes YWA NoR 10) 2.2 CHANGES TO THE RACING RULES 2.2.1 Between the hours of sunset and sunrise the Rules of Part 2 are replaced with the right-ofway rules of the International Regulations for the Prevention of Collisions at Sea 2.2.2 Rule 41: Whilst racing a boat may retrieve data from any page of websites, the details of which will be provided in the Sailing Instructions, even if that page is not publicly available. 2.3 MANUAL POWER 2.3.1 Rule 52 is amended (refer WA Notice of Race 2.3) (a) A yacht in the Double Handed division SHALL be equipped with a working self-steering device and may use that while racing. This changes YWA NoR 2.3.2 2.3.2 PROTESTS: A yacht intending to protest shall inform the race committee of their intention via radio before finishing and submit the protest in writing within three hours of finishing. 3. ADVERTISING Boats shall display advertising chosen and supplied by the Organising Authority. [DP] 4. ELIGIBILITY 4.1 Eligibilty of Boats A boat shall have: A current Equipment Compliance Card for Category 2 as amended by this notice of race. A current YWA registration. A current Endorsed IRC certificate for those competing in an IRC division Issued 10/08/2016 3
4.2 Eligibility of Crew All crew shall comply with the Australian Sailing Special Regulations Part 1 for Racing Boats Section 6 5. ENTRY 5.1 Eligible boats may enter by completing a YWA Offshore Race Entry Form and submitting it together with the nomination fee by 5.00pm on 30 September 2016. Late entries may be accepted at the discretion of the Organising Authority. 5.2 The Organising Authority reserves the right to reject an entry at any time up until the Warning Signal for the race. 5.3 Submission of the following items Declaration of Crew Experience (through the Crew Declaration document). Colour photograph of the boat under sail, no older than 12 months and suitable for search and rescue purposes. 6. FEES 6.1 The nomination fee is $300.00, which includes both the Fremantle to Geraldton and Geraldton to Denham legs. The entry fee for a single leg is $150.00. A late nomination fee shall be an additional $300.00. 7. SCHEDULE 7.1 The Geraldton Ocean Classic will commence in Fremantle at 0930, Saturday 15 th October 2016. 7.2 The Dirk Hartog Ocean Classic will commence in Geraldton at 0930 on Thursday 20 th October 2016. 7.3 The Lobster Pot Series is detailed in a separate Notice of Race issued by Geraldton Yacht Club. 7.4 Compulsory Race & Weather Briefing At least the skipper and navigator shall attend the race briefing and weather report on Friday 14th October 2016 commencing at 1800 to be held at South of Perth Yacht Club. 8. EQUIPMENT AND MEASUREMENT CHECKS A boat may be inspected for compliance with the Special Regulations and Rating Rules when required by the Race Committee at any time except whilst racing. A boat shall comply with all reasonable requests from the Race Committee to facilitate an inspection. 9. SAILING INSTRUCTIONS The Sailing Instructions will be distributed at, but may be available prior to, the official race briefing. Thereafter, the Sailing Instructions will be available on request and will be published on the event website. 10. COURSE Please refer to Attachment A Issued 10/08/2016 4
11. RADIO COMMUNICATION 11.1 Compulsory Frequencies are listed in RADIO FREQUENCY INFORMATION in the YWA Offshore Handbook 2016/17. Category 2 VHF Channel 72 (Mandatory) 11.2 HF 4146 and 6227 khz (Mandatory for boats with HF radios fitted) 11.3 Approved satellite phone connected to the main power or have a spare battery for boats which do not have HF radio (recommended for all boats). 11.4 A boat with HF radio shall make successful radio contact with another HF radio over a distance of not less than 90 nautical miles not more than thirty days prior to the start of the race and shall record such contact in the ship s log. 11.5 Trackers A boat may be required to carry a tracking device supplied by the Organising Authority. A boat on which a tracker unit fails or ceases to operate will be required to provide additional position reports in accordance with the Sailing Instructions. 12. COMMUNICATION RESTRICTIONS Information gathered from any source prior to the race may be used during the race but not refreshed after the preparatory signal. After the preparatory signal, competitors may only update weather and other information that is available to the general public without charge. See Weather from the Web in the YWA Offshore Handbook 2016/17 for further details. 13. AWARDS 13.1 Trophies Pennants and where applicable trophies, will be presented for line honors racing, IRC Racing, YAH Racing, Rally Sail and Rally Power. 13.2 Additional Trophies Additional trophies include: The Hoss, The Navigators, Katrinka IRC Overall, J W Granger Memorial YAH Overall, Gun Trophy, The Batavia Cup and Lobster Pot series. At the discretion of the organising authority, trophies traditionally presented for the Geraldton to Fremantle Return Race may be awarded to winners of the Geraldton to Dirk Hartog Race 13.3 Series The Geraldton Ocean Classic and the Dirk Hartog Ocean Classic qualify for the Blue Water Championship and the Siska Trophy. 14. DISCLAIMER OF LIABILITY Participants in the race do so entirely at their own risk. See RRS rule 4, Decision to Race. The Organising Authority, its associates and appointees will not accept responsibility for material damage or personal injury or death or inconvenience sustained in conjunction with or prior to, during, or after the regatta. By participating in this race, each competitor agrees to release the race organisers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law. 15. INSURANCE Each boat shall be insured with a valid third-party liability insurance with a minimum cover of A$10 million (ten million dollars) for any one incident. By taking part in a race owners are deemed to have made a declaration that they have such cover. 16.
