The New General Urban Traffic Plan for Rome Constraints, new Challenges and vision Reconnect the city, reduce the use of private vehicles, recover and redistribute public spaces, improve the environment and the quality of life with Limited financial resources FOCUS on: Integration of available infrastructure, Increase PT efficiency and maintenance, Increase Integration with the Regional Railway system; Short term action towards sustainable mobility; Active travel and soft modes; WITH ITS infrastructure support

Why active travel? WHO says Physical Inactivity: a risk factor comparable to smoking Regular walking and cycling reduces mortality by ca. 10 % And, beyond health, reduce congestion, improve road safety, air quality and noise, improved accessibility and quality of urban life

Mobility Agency & PASTA project FOCUS on: Transport and health by promoting active mobility in cities (i.e. walking and cycling) including in combination with public transport use); Recruitment of 2.000 volunteers for longitudinal study; baseline questionnaire and every 2 weeks follow-ups. http://www.pastaproject.eu/

The new mobility model: 6-zones with different characteristics Different urban fabrics characteristics and density of each zone require different mobility organizations In each area specific objectives and prevalent actions to recover balance among all modes and healthy quality of life are proposed In Zone 6, PT services for commuters and a better connection with sea resources, local soft mobility and environmental islands, In the outer zones, priority is the balance between the use of PT and private mobility. Use of PT on penetration lines and interchanging with cycling, park & ride on main TP nodes. 9

New PT re-organisation and LEZ Rail Ring Rail Ring zone (700.000 inh.): Parking increased tariffs and revised rules in order to limit private traffic. New LTZ concept: implementation of a rewarding system within 2017 for nopollutant drivers with congestion charging concept (mobility bonuses, with revenues used to fund PT investments) Restructuration and Rationalisation of PT (10 steps already completed) to be more integrated with Metro, Tram and Railways nodes; Active promotion of car sharing (now 1500 cars available), car pooling, bike sharing and electric mobility in a multimodal approach; 10

New characteristics of the zones Zone 1 (Central Area): maximum reduction of private car traffic crossing the zone and almost exclusive use of pedestrian mobility, bicycle and PT. The entire area will be divided into environmental islands, identifying routes for pedestrians and cyclists for the main center historical and tourism poles, while reducing the impacts of goods delivery. In other zones: Environmental islands in each District, attention to road safety and ciclyng. 12

Chosen places by each city Boroughs Each CityBorough was choosing areas where creating an env. island, a pedestrian area, a 30-zone and a road safety challenge to be implemented within 2018. First intervention are in advanced design phase to be soon realized. 17

Evolution of the cycling plan in Rome Specific working tables coordinated by City administration supported by the Mobility agency among City Boroughs, and associations of cyclists According to the priorities set out in the New Mobility MasterPlan, were selected about 130 km of tracks paths with suitable prefeasibility technical requirements. A breakdown of bicycle routes for priority levels was defined, according to immediately available resources and 23 km are now in advanced design stage, to be implemented within I part of 2016, the rest within 2018. 18

Open data, #2popesaints and the new Jubilee - 1 On 2013 more than 1M people came in Rome to assist to the canonization of two Popes Thanks to 3rd parties apps we reached a greater number of people throughout the day Fostering this kind of cooperation is our next step. 22

The Rome Hackathon - Dec. 2014 Mobility Hackers Marathon 137 young people from all Italy, organized and hosted by Luiss EnLabs 'factory startups' and sponsored by the Agency for Mobility of Rome, ATAC and Italian Railways. Large Media coverage, not only local as well as industry presence and awards. Hackathon included 36 hours of programming no-stop dedicated to the design of innovative projects to improve the mobility of capital and the surrounding territory. 23 projects presented stood for innovation, creativity and also for resistance to long phase design.

Open data, #2popesaints and the new Jubilee - 2 For the new Jubilee (December 2015 November 2016) is expected to: Extend the Open data concept, data standardisation according emerging EU Regulations, new Priority Zones and link with EU Corridors Support the implementation of a personal mobility assistant ; ITS to support the city governance, and the protection of environmental Islands Integration of information between transport modes and transport operators (ATAC, TRENITALIA, COTRAL), integration of the information coming from the social networks. Increase accessibility, optimisation with LED lamps of the traffic light network and its use as Internet of Things on Rome territory 24

Effect of the Mobility Masterplan on environment: PM10 Evidence is rapidly emerging about the opportunities offered by active mobility and public transport as policies that can deliver multiple societal benefits First results on pollutant emissions from transport (peak hour 2018 vs. 2013) are showing a significant decrease of main pollutants and CO2 (about 15%) In other words... Moving about 10% of mobility flows towards Active Mobility is better for congestion, environment and health!
