2014 Magic Marine Taipan Catamaran Australian Championships 28-3 January 2014 SAILING INSTRUCTIONS Organising Authority Taipan & Capricorn association of Australia In conjunction with the host club ROYAL QUEENSLAND YACHT SQUADRON LTD 578 Royal Esplanade, Manly, Qld 4179 The Taipan Catamaran Association of Australia invites sailors of Taipan, AHPC Capricorn, C2 & Viper catamarans to the Taipan Catamaran Australian Championships to be sailed between the 28 and 3 January 2014 at Royal Queensland Yacht Squadron, Manly, QLD.
1. RULES 1.1 The regatta will be governed by: The rules as defined in The Racing Rules of Sailing (RRS), Yachting Australia Inc. (YA) Special Regulations - Part 2 (off the beach classes), The Championship Rules of the TCAA and Taipan Class Rules, The Notice of Race and these Sailing Instructions (SIs). 1.2 Boats that display advertising shall do so in accordance with ISAF Regulation 20. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board. 3. CHANGES IN SAILING INSTRUCTIONS Any change to the Sailing instructions will be posted not less than 2 hours prior to the start of the first race on the day it will take effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the RQYS flag pole located on the rigging lawn, east of the clubhouse. 4.2 When Flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in Race Signal AP. 5. RACING AREA Attachment B shows the approximate location of the sailing area. 8. COURSES Courses are as detailed in Attachment A 9. MARKS 9.1 Marks 1 & 4 will be a large orange cylindrical inflatable buoy 9.2 Marks 2, 3A, 3B, 5 & X will be orange teardrop buoys 9.3 A clearance buoy attached to the stern of the committee boat is deemed part of the committee boat. 9.4 New or replacement marks will be purple inflatable buoys. 10. THE START 10.1 The race will be started in accordance with RRS 26 except the rule is changed so that the Warning Signal will be given 3 minutes prior to the race start, and the Preparatory Signal will be given 2 minutes before the race start. (3 minute start sequence.) 10.2 The start line will be between a staff displaying an orange flag on the race committee vessel at the starboard end and the course side of the start mark at the port end. See attachment A. 10.3 A boat starting later than five minutes after its starting signal will be scored DNS (Did Not Start) without a hearing. This changes RRS A4.. 10.4 Unless preparing to start or when finishing a boat shall not sail through the area designated as the start line or finish line. For the purpose of the RRS this area shall be deemed to be an obstruction. Boats which fail to observe this instruction shall be subject to protest which may result in disqualification from the race in which the infringement occurred. 11. CHANGE OF POSITION OF NEXT MARK To change the next leg of the course the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable When in a subsequent change of the new mark is replaced, it will be replaced with an original mark. 12. THE FINISH The finish line will be between a staff displaying an orange flag on the race committee vessel (V) at the port end and the course side of the starboard end finish mark (buoy 5). See attachment A 13. PENALTY SYSTEM For all divisions rule 44.1 is changed so that the Two Turns Penalty is replaced by the One Turn Penalty. Page 3
14. TIME LIMIT The time limit for each race is 90 minutes. Boats failing to finish within 30 minutes after the first boat sails the course and finishes, shall be scored DNF (Did Not Finish) without a hearing. This changes RRS 35 and A4 and A5. 15. PROTESTS 14.1 Protest forms are available from the RQYS Race Office. 14.2 The protest time limit will be 90 minutes after the finish time of the last boat in the last race of the day or the race committee signals no more racing today, whichever is later. 14.3 Protests shall be delivered to the Sailing Office before the end of the protest time limit. 14.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room (the Olympic Room), located in the vicinity of the RQYS Race Office. Beginning at the time posted. 14.5 For the purpose of RRS 64.3(b) the authority responsible is the Measurer appointed by the organising authority 14.6 Infringements of Sailing Instructions 16, 17, 18, 19 & 20, shall not be grounds for protest by competitors, but may result in action by the Race Committee or Protest Committee (amends RRS 60.1(a)). 14.7 On the last day of the regatta, a request to reopen a hearing shall be delivered no later than 30 minutes after the party requesting the reopening was informed of the decision on that day (Amends RRS 66). 16. SCORING 15.1 10 races are scheduled of which 4 races shall be completed to constitute a series. 15.2 When 4 races or less are completed a boats series score will be the total of her race scores 15.3 When 5 to 8 races have been completed a boats series score will be the total of her race scores excluding her worst race 15.4 When 9 or more races are completed, a boat may discard its two worst scores. 17. SAFETY REGULATIONS 16.1 Sign On and Sign Off: All boats must sign on before leaving the shore. Boats must sign off as soon as practicable after returning to shore at the completion of the day s racing, but no later than the end of the protest time limit. Forms will available outside the Sailing Office. 16.2 Failure to sign on before leaving shore and sign off before the end of the protest time limit may result in protest and subsequent disqualification (not excludable under rule 90.3(b)) (DNE), from all races on the day of the omission. Penalties for these breaches may be less than disqualification if the protest committee so decides. 16.3 A boat that retires from a race shall notify the race committee as soon as possible. If reasonably practicable, a boat retiring from a race shall pass by the race committee vessel or a patrol boat to signal its retirement. If this is not possible, the retirement shall be reported to the Sailing Office immediately upon return to shore. 16.4 At all times when afloat, all competitors shall wear personal flotation devices which are in good condition and are in accordance with the specifications issued or approved by a national authority or standards organisation and branded in the country of origin or manufacture. ATTENTION IS DRAWN TO RRS 1.2. 16.5 It is recommended that footwear be worn at all times, but particularly when launching and recovering boats on ramps and beaches. Page 4
17. REPLACEMENT OF CREW OR EQUIPMENT 17.1 The nominated helmsperson shall remain as such for the entire regatta. 17.2 Substitution of crew will not be allowed without prior written approval of the race committee. 17.3 Substitution of equipment will not be permitted without a prior written request and the approval of the race committee. If equipment is replaced between races, approval for the replacement must be obtained before the end of the protest time limit. 18. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected for compliance with the class rules and sailing instructions at any time. On the water, the race committee or measurer can instruct a competitor to proceed immediately to a designated area for inspection. A boat or skipper which fails such inspection shall be subject to protest and subsequent disqualification from all races sailed on that day prior to the inspection. 19. SUPPORT BOATS Team managers, coaches and other support personnel shall keep well clear (50 m) of the course area and all boats during racing, except when asked to assist by the race committee. 20. RADIO COMMUNICATIONS A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 21. PRIZES Division One (Cats): 1st, 2nd 3rd Division Two (Sloops): 1st, 2nd, 3rd Division Three (5.7 & Capricorn): dependant on numbers Division Four (Vipers): dependant on numbers 22. DISCLAIMER The GLYC, the Taipan & Capricorn Association of Australia, their members, officers and sponsors and all others involved in the management and conduct of this regatta, shall not be liable for any loss of life or injury, or for the loss of property or damage caused by or arising from participation in this event. The race documents and instructions in no way limit or reduce the complete and unlimited responsibility of a competitor for the management and care of a boat that they have entered in the event. ATTENTION IS DRAWN TO PART 4 RRS. 23. INSURANCE All boats competing in this event shall have third party insurance cover of not less than AUD $5 million (recommended $10 million) for any incident.
