The fllwing statements f Rules and Regulatins supplement the laws f the game. Age and Eligibility Cmpetitin is pen t teams cmpsed f nt mre than eighteen (18) players fr full-sided, twelve (12) player fr small-sided, including guest players, wh are registered with their respective state/prvincial r natinal assciatin. Birth dates must be in accrdance with the latest USYSA ruling. Teams frm utside NJ must have permissin t travel frm signed by their assciatin. Player passes authrized by their respective state/prvincial r natinal assciatin will be verified at team registratin. Any team fund using r utilizing a player brn befre the divisinal year will frfeit all games. Cnduct Players, Caches r Spectatrs: Caches are respnsible fr the cnduct f spectatrs frm their team. The Turnament Cmmittee reserves the right t suspend any player, cach r team frm the turnament fr unruly behavir. Any physical r verbal abuse twards a referee r a turnament fficial during and after game play may be subject t review by the Turnament Cmmittee and may result in the frfeiture f game. Players, Caches r Spectatrs ejected frm a game by the Referee must leave the field area. Play will be suspended until this happens. If there is a refusal, the game will be frfeited by the team wh has made the refusal. Regardless f age/divisin, players and caches frm bth teams will ccupy the same side f the field, and parents and spectatrs frm bth teams will ccupy the ppsite side f the field. Alchlic beverages and pets are nt permitted at any game site.
Red Cards: Players are expected t cnduct themselves within the spirit f the game as well as the letter f the law. Players and caches ejected frm a match (Red Card) must sit ut the remainder f the match plus his/her team s next turnament match. N substitutins may be made fr an ejected player during the match in which the ejectin ccurred. Red Cards issued after the end f regulatin play are subject t review by the Turnament Cmmittee and a mre serius penalty may be impsed. Incidents f miscnduct will be reprted t the New Jersey Yuth Sccer Assciatin. Fields and Game Equipment The size f the field will be whatever the physical arrangements permit. Teams must check in at the game site fifteen (15) minutes prir t the scheduled start. Spectatrs must remain behind specifically designed lines which will be drawn n the field a minimum f 3 yards frm the tuch line. N spectatrs will be allwed t remain behind r near the gal lines. Sccer shes must meet FIFA specificatins. Shin guards must be wrn by players r they will nt be allwed t play. Scks must be pulled up t cver shin guards. All teams must wear unifrms with numbers and the numbers cincide with the game card. N tw players n the same team wearing the same number may play n the same field at the same time. If such a situatin ccurs, bth players will be sent ff the field and a substitutin will be permitted until the numbers are changed. In the event f a clr cnflict, the hme team will change jerseys. The hme team is the team listed first n the schedule. N jewelry will be wrn. This includes, but is nt limited t, earrings, watches, necklaces, bracelets and rings. Medical Alert ntificatin is permitted. Eyeglasses shuld be either sprts gggles type r made f safety glass r plastic and must be held in place with sme type f elastic band. A player will nt wear anything that is cnsidered dangerus t anther player in the pinin f the referee. A player wearing an rthpedic cast will nt be allwed t participate.
Failure t Shw and Frfeits A team will be allwed a 5 minute grace perid after the scheduled kick-ff. Thereafter, the match is awarded t their ppnent. A minimum f 7 players cnstitutes a team, and if 7 players are present the match will nt be delayed. If during the curse f a match a team falls belw the minimum 7 players, the game will be frfeited t their ppnent. The scre at the time f the frfeiture will stand. A frfeit will be awarded as 3 pints fr a win Inclement Weather In the event f inclement weather the Turnament Cmmittee will have the authrity t change r cancel games as fllws: 1. Relcate r reschedule any games 2. Change the duratin f any game 3. Cancel any game which has n bearing n the selectin f divisin winners r secnd place finishers In the event the entire turnament is cancelled befre the start f the turnament, teams will be refunded 80% f the registratin fee Galkeeper The keeper must adhere t the six-secnd rule. There will be n charging the galkeeper. Length f Match Running clck n stppage Each team will play 3 guaranteed games Age grups U-11 (8v8) will play 45 minute games Age grups U-12 thrugh U-18 will play 50 minute games Teams will switch sides mid-way pint The Turnament Cmmittee reserves the right t shrten any game
Substitutins Free substitutin with a referee s permissin may be made at the fllwing times: After a gal by either team Befre a thrw-in by either team Befre a gal kick by either team Half-time T replace a cautined player (Yellw Card) After injury stps play, by either team Match Stppage The referee may suspend play due t miscnduct by players, caches r spectatrs f that team. A victry will be awarded t the ppsing team with a final scre f 0-3. See Cnduct sectin f the Rules and Cde f Cnduct. If a match is suspended due t weather, the fllwing cnditins apply: Prir t the end f the first half: The game will be rescheduled r result in a 1-1 tie At r after half-time: The scre at the time f stppage will be the final scre The games will be played with running time the Referee will nt add time fr injury. Game and Scre Reprting Caches will be respnsible t see that games scres are reprted crrectly at the cnclusin f each game. Caches f bth teams will sign the game card.
Determinatin f Winners 1. Wn/Lss/Tie Pints are awarded as fllws: a. Win = 3 pints b. Lss = 0 pints c. Tie = 1 pint In the case f a frfeit, the winning team will be awarded 3 game pints. T be awarded pint fr a frfeit, the team must be present at the field and ready t play. 2. The winner is the team with the mst pints. The fllwing tie-breakers will be used nly if a tie exists: a. Head-t-Head b. Mst Wins c. Fewest Gals Allwed d. Bnus Pints Bnus Pints: Bnus pints are nly cnsidered in the event f a standings tie after all game pints are awarded and tie breakers are exhausted. Awarded fr gal differential t a maximum f 3 pints in a game. Lss f 1 pint fr gal differential f greater than 6 gals Lss f 1 pint fr issuance f each Red Card Refund Plicy After a team is accepted t the turnament refunds will nly be made if the turnament is cancelled due t adverse weather cnditins, field usage, r Acts f Gd. Refunds will be up t 80% f the registratin fee as determined by the sle discretin f the Turnament Cmmittee. Prtests There will be n prtests. The Turnament Cmmittee will rule n all matters pertaining t this turnament. General All decisins f the Referee are final The Turnament Cmmittee reserves the right t decide all matters pertaining t the turnament and their decisins are final. The Turnament Cmmittee and the U.S. PARMA Sccer Club will nt be respnsible fr any expenses incurred by any team r spectatr in relatin t the turnament.
