Ilkley & District Motor Club Ilkley & District Targa Rally We are very pleased to announce a brand new event for Ilkley & District Motor Club and invite you to take part in the Ilkley & District Historic & Targa Rally on 4 th June 2017. The event will start and finish at Best Western Burn Hotel, York. The route will contain a maximum of 30 tests with a fantastic route between each venue. This event will have no plotting to do as you will be provided with a complete road book and test diagram book. The road book will contain tulips and accurate mileages on amazing roads in North & West Yorkshire. There will be no timed sections on public roads and results will only be from the tests on private land. Cars must comply with MSA Blue Book vehicle regulations sections R18 & 19. The event will be a round of the 2017 NESCRO Challenge.

Ilkley Historic & Targa Rally Supplementary Regulations 1. Announcement: Ilkley and District Motor Club will organise a dual permit Historic Road Rally and Targa rally on Sunday 4 th June 2017. The event will start and finish at Best Western Burn Hotel, York (MR105 539 653). Both events will be closed to club and be known as Ilkley & District Historic Rally and Ilkley & District Targa Rally. 2. Jurisdiction The meeting will be held under the general regulations of the Motor Sports Association (MSA), (incorporating the provisions of the international sporting code of the FIA), these supplementary regulations and any written instructions that the organising club may issue for the event. These supplementary regulations are to be read in conjunction with the general regulations of the MSA (MSA Blue Book). 3. Authorisation MSA Clubman Historic Rally Permit No: 100890 MSA Clubman Targa Rally Permit No: 100889 4. Eligibility The rally is open to fully elected members of Ilkley and District Motor Club. All crews must produce Ilkley and District Motor Club membership cards at signing on. Crews do not require a competition licence. Membership can be applied for from the online entry system. All cars must comply with J5 of the MSA Technical Regulations. A noise check will be carried out for all vehicles on Sunday 4 th June. Vehicle noise must not exceed 98dB(A) @2/3 rd of maximum RPM at 0.5 metres. No car exceeding these limits will be allowed to run. There may be a further noise check during the event. Competitors will be required to present a current MOT certificate (for cars manufactured after 1960) and the Vehicle Registration Document(V5) as proof of period authenticity. Competitors will also be require to present proof that the vehicle if taxed for use on the public highway. Sat Navs, Mobile phones, tablets and other similar devices are to be switched off and out of sight once crews are signed on for the event, only to be used in the case of emergency

5. Programme Noise checks and scrutineering opens at 07:00 and closes at 08:15. Signing on opens at 07:15 and closes at 08:30, there will be a drivers briefing at 09:00. Car 0 will leave the start at 09:30, cars will start at 2 minute intervals. Some tests may be started at 30-second intervals. Any competitor not signed on 1 hour before their due time may be excluded. 6. Route The total road mileage will be 97 miles and will include at least 20 special tests to be run on private land. The test surfaces are made up of but not limited to: tarmac, concrete, gravel, loose surfaces, oil, moss and grass. The start and finish venue will be at Best Western Burn Hall Hotel, Huby, York, MR105 539 653 first car due to finish the event at 16:30. Petrol is not available at the start but we will list the nearest petrol stations along the route in the final instructions. The route has been driven in a standard Road Car but under body protection is recommended for this event. Crews will be provided with route information and test diagrams at signing on, these documents will provide all the information necessary to enable competitors to comply with R14. All the organisers times and mileages will be deeded correct and not subject to protest. The final instructions and any notice displayed at the start or along the route bearing an officials signature will have the same authority as these SR s. Should controversy arise over a section, the organisers reserve the right of Force Majeure, apply nominal penalties or to cancel the section should it be deemed fairer to do so. The route will only use printed road books with tulips and accurate mileages along with a test diagram book. 7. Special Tests The event will have a maximum of 30 tests. Below are the associated penalties (which only apply to special tests): Not completing the test correctly Striking a bollard, barrier, wall, pylon or cone Failing to cross or stop at any line or specified position Failing to correctly record a codeboard For every second taken to complete the test Walking a test Not listening to marshals instructions TEST MAXIMUM 10 SECONDS 30 SECONDS 30 SECONDS 1 SECOND EXCLUSION EXCLUSION Recce or walking test are strictly prohibited.

We have worked hard with land owners to run test on their land. We expect all competitors to respect this and drive with consideration at all times, as soon as you have completed the test you must drive SLOW and carefully to the next test or exit of the venue! At all times follow marshal instructions to ensure the safe and efficient running of the event. Any competitor not following this will be excluded. 8. Classes The event is open to Pre- Historic (pre 1960), Historic cars (1960-1967 inclusive), Post Historic cars (1968-1974 inclusive), Cat 3 cars (1975-81 inclusive), Cat 4 cars (1982-1985 inclusive) and Targa cars complying with the relevant requirements of the MSA Blue Book, ie, Section J, and in addition, Sections R18 &19. These categories will be subdivided into classes by capacity at either 1400cc or 1500cc: Cat 1.1 Pre Historic Class F1 up to 1500cc Class F2 over 1500cc Car 1.2 Historic Class H1 up to 1500cc Class H2 over 1500cc Cat 2 Post Historic Class P1 up to 1500cc Class P2 over 1500cc Cat 3 Classic Class C1 up to 1500cc Class C2 over 1500cc Cat 4 Post Classic Class D1 up to 1400cc Class D2 over 1400cc Cat 5 Modern Class T1 Up to 1400cc Class T2 Over 1400cc NB: Classes may be merged within a category depending on the number of entries in each class. If there are less than 4 entries in a class then the class may be merged. All vehicles must be taxed and tested for use on the highway. Application will be made to the MSA to accept entries from historic cars registered between 1.1.1968 and 31.12.1985 with more than four cylinders, more than one camshaft and more than two carburettor chokes. Competitors must mark their entry forms accordingly. 9. Entries The entry fee is 105.00 and includes coffee at the start, light lunch at half way and dinner at the finish. The entry list opens on the publication of these SR s and closes on 28th May 2017 @ 21:00. The maximum entry for the event is 80, the minimum is 35. The organisers reserve the right to either cancel or postpone the event if the minimum number of entries has not been reached two weeks prior to the running of the event. Should an entrant wish to withdraw from the event their entry fee minus 10.00 will be refunded up to the 1 st May 2017 @ 21:00. Any refund after this date is at the discretion of the organising team. Results & Protests Provisional results will be published throughout the day at the start, halfway and finish. Final results will be available shortly after dinner. They will be also available on the event and club website as soon as possible after the event. Any protests must be logged in accordance with C5.1-C5.7. In the event of a tie, furthest cleanest will be applied to the test times. If a tie still stands it will be awarded to the car with the lower CC. Remaining ties will stand. 12. Awards Awards will be presented, after the results have been declared final, as follows: Historic Rally 1 st Overall 1 st in Class (subject to 5 in entries) 2 nd in Class (subject to 8 entries) 1 st IDMC Crew# Targa Rally 1 st Overall 1 st in Class (subject to 5 entries) 2 nd in Class (subject to 8 entries) 1 st IDMC Crew#

IDENTIFICATION Competitors will be identified by rally plates and numbers, which will be supplied by the organisers. The rally plates must be displayed on the front and rear of the car, numbers must be displayed on the rear side windows. 14. INSURANCE As most insurance policies do not cover competition use, the Club has applied to REIS for a Blanket Cover Note under their Motor Sports Club Scheme. This will provide competitors who use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. All new applicants wishing to use the scheme must be able to comply with all points of the REIS s Declaration:- Age 19 years or over Has held a full licence for a minimum of 6 Months Has no more than 6 points on their licence Has no more than 1 fault claim in the last three years. Anyone aged less than 19 years old will also be accepted at the same price should their codriver be a more senior member of the family or over 25 The fee for this service is 20 but if a driver is unable to sign compliance with the above special terms may need to be negotiated with REIS on an individual basis (Contact Alison Richardson-Barnard at REIS by calling 0115 9651031 at least one working day prior to the event commencing.). Please advise any loading terms that may apply. It should be noted that the scheme imposes an excess of 250, for which the relevant competitor against whom a successful claim is made may be liable. Please note that under the event insurance there is an excess of 425 for any damage caused on private land used on the event. 15. JUDGES OF FACT All signed on and named officials and marshals will be deemed Judges of Fact appointed to adjudicate the following: Excessive Noise, Damage and Driving Standards. 16.
