Mdified ISL Playing Rules Althugh all FIFA Laws f the games will be applied during the games, belw are specific laws that have been mdified fr use in yuth league games. T differentiate between the FIFA laws f the games and the belw mdificatins, the changes will be referred t as Rules. These Rules apply t ALL yuth games played at US Yuth Sanctined Indiana Sccer League games in Indiana. Rule 4 The Players Equipment The Hme team must wear a white/light clr jersey and the visiting team must wear a dark clr jersey. If the referee determines the unifrms are t similar and may cause cnfusin, the ffending team must change their jersey t cmply with the clr requirements. A jersey r shirt with sleeves if undergarments are wrn, they may be a different clr as the sleeve f the jersey r shirt. A shrt if undershrts r tights are wrn, they may be a different clr frm the shrts. Stckings if tape r a similar material is applied externally, as lng as the referee can determine the clr f the stcking, it des nt have t be the same clr f the stcking. Nn-unifrm clthing is allwed based n weather cnditins, but unifrms must still distinguish teams. Rule 5 The Referee USSF certified referee, as assigned by Indiana Sccer. Three referees must fficiate the game. One fficial must be the center referee and the ther tw are the assistant referees. If three referees are nt available, a USSF certified referee must be in the center. A Club Linespersn may be used. At n time will a tw referee system be permitted t referee a game. Fr 10U games, ne USSF certified referee may be used. Fr the 10U games, all rule infringements shall be briefly explained t the ffending player when needed. There may be up t three Indiana Sccer carded adults (caches, managers, trainers, etc ) n the bench. All adults must present their Indiana Sccer card t the referee prir t the game. N additinal adults, carded r nt, will be permitted n the players side if there are already three Indiana Sccer carded adults. If ne f the three carded adults arrives late, they must shw their Indiana Sccer card t the assistant referee at the next stppage. If there are n Indiana Sccer carded adults at the players side, the game will nt start. The referee must allw fr 15 minute delay befre abandning the game. If there are n Indiana Sccer carded adults at the players side due t a send-ff, the referee must terminate the game immediately. 11U and lder each team must prvide bth f the fllwing fr player check-in: A cpy f the game card frm Gtsccer with all the participating players names typed n the card An fficial player pass (card cpy r virtual) fr each player and adult n the bench 10U & yunger each team must prvide ne f the fllwing fr player check-in: A cpy f their State Pl Rster with the players participating names highlighted A cpy f the game card frm Gtsccer with all the participating players names typed n the card An fficial player pass (card cpy r virtual) fr each player and adult n the bench With 10U teams, players frm within a club may mve frm ne field t anther fr the purpse f creating mre equitable play at each game. If the referee bserves lightning during the game, the game must be suspended until the danger has passed. The referee must wait 30 minutes after lightning was last bserved prir t restarting the game. Caches must remain in their technical area. If a technical are is nt lined, the caches must stay tw yards away frm the tuch line, and ne yard extended at each side f the seating area. If there are n designated seating areas, the caches must have the players equipment, chairs, medical supplies, tent, etc at least tw yards away frm the tuch line and ten yards frm the half way line. The referee will be the sle judge f the prper distances. 3

If an assistant referee is nt present and a club linespersn is used, the referee and assistant referee will nly be paid his/her fee. N additinal fee will be paid t the referee r assistant referee just because a member f the referee team did nt shw up. Game Reprt The referee will lg n t their GtSccer Accunt t cmplete and submit the Referee Game Reprt. Yu MUST have/knw the league and game number t cmplete the game reprt Only the referee reprts yellw r red cards n their game reprt. The teams shuld nt reprt cards n their game reprts. A USSF game reprt MUST be cmpleted fr any red card issued by the referee. Rule 11 Off-Side Cnfrm t FIFA except In 10U games, the attacking team can nly be ffside between the build ut line and the gal. N ffside in 8U games Rule 12 Fuls and Miscnducts Cnfrm t FIFA except: 10U games Restricted Galkeeper Distributin: Punting r Drp Kicks are nt allwed. In the case f an infractin, the referee reminds the galkeeper f the N Punt Rule and restarts the game with the ball in the hands f the galkeeper. There is n vilatin f the rules if the galkeeper: thrws, rlls the ball r plays it with their feet. When the galkeeper has the ball, either during play r frm a gal kick, the ppsing team must mve behind the build ut line. Ratinale: Develp the cncept f building ut f the back, understanding that the galkeeper passes the ball t a teammate. 8U, 10U & 11U games If a player deliberately heads the ball, the referee will award an indirect free kick (IFK) t the ppsing team frm the spt f the infringement. An indirect free kick awarded inside the penalty area fr the attacking team must be taken n the penalty area line parallel t the gal line at the pint nearest t where the infringement ccurred. Rule 13 Free Kicks Cnfrm t FIFA except 8U - 12U games that all ppnents are at least frm the ball until it is in play. Rule 14 The Penalty Kick Cnfrm t FIFA except The penalty mark as stated in Rule 1 Penalty Sprt/Mark Rule 15 The Thrw-In Cnfrm t FIFA. Rule 16 The Gal Kick Cnfrm t FIFA except 10U games - May be taken frm anywhere inside the penalty area. Oppnents are required t drp behind the build ut line until the ball is put back int play. Ratinale: Develpmentally, the galkeeper shuld be the player taking the gal kick. This shuld allw fr a cmpleted pass frm the gal kick. T ften, the ppsing team wuld surrund the penalty area n a gal kick, creating an immediate scring pprtunity ff f a restart that shuld nt but the team taking the gal kick at a disadvantage. Rule 17 The Crner Kick Cnfrm t FIFA except the ppnents need t be the distance away frm the ball as described in Rule 1. 5
