Region 18 Board Meeting January 9, 2015 Hennessey s, Manhattan Beach 7:30 PM 0. Call to Order: The meeting began at 7:37 PM with a quorum (26/35). 2. Review of Prior Minutes MOTION: Approve Minutes, as corrected, of the December Meeting. APPROVED, with no opposition. 3. Regional Commissioner s Report Andrew Lelchuk opened by thanking everyone on the Board for their volunteerism. Andrew reported that there were two issues during playoff games from the prior weekend where 10U coaches were ejected. Andrew reminded everyone of the need to make sure coaches keep things in perspective. It s also important to remember that things are handled differently outside of our Region than they are within our Region in regards to refereeing. Region 18 teams have had strong results through the Area/League Championships. One League team has advanced from GU10, BU12, and BU14, and two teams have advanced from BU10, GU12, and GU14. Due to the number of games involving Region 18 teams, only two games were refereed by Region 18 referees. Andrew asked the Commissioners to pass on his congratulations to the teams. Andrew turned in rosters for Area All-Stars, but only the coaches are necessarily final. Final rosters are due by January 18 and require names, jersey numbers, and signatures. Mark Sprague commented that the uniforms look great.
Scott Jarus reminded the Board that all uniforms must match, including socks. 1 point is deducted for each player who doesn t match. Many Assistant Coaches do not have lanyards, a problem since if the head coach is ejected, the game will be forfeited. Also, player forms and signed rosters are required to be kept with the team at all times. From the Area Meetings, Andrew reported that there have been no USSF updates on heading the ball. Registration is now open for the 2016 AYSO Expo in Ontario California at the beginning of April. There will be several management courses available. The Regional Assessment Plan is now available online. The Rules and Regulations document will now be referred to as Policies and Procedures. Area will provide a boilerplate with two addendums provided by the Region: - Schedule A will list changes to the boilerplate - Schedule B will list addendums to the boilerplate The Board will need to compare our current Rules and Regulations to the new Policies and Procedures boilerplate. The Board will vote on changes, but those changes will still need to be submitted to Area for approval. Scott Jarus and Ed Danskin volunteered to help with this initiative. Karl Primm raised a question about how to handle follow-ups to call-outs during the meeting. It was agreed that someone should be specifically assigned to each call-out at each meeting. Andrew suggested that a Regional Commissioner s handbook (a Roadmap to Volunteerism ) should be developed to help in the transition from one Regional Commissioner to the next. Krista Skinner also volunteered to write a handbook for the Referee Committee. 4. AYSO Region 18 Regional Commissioner Election Krista Skinner and Charlie Abbot acted as the Nominating Committee to nominate candidates for the Regional Commissioner position. Krista reported that there were five candidates nominated. Andrew Lelchuk accepted his nomination while the other four candidates declined. Andrew made a candidate s statement reflecting on his service over the past two years. He was particularly pleased that the Coach and Referee Committees are working very closely together now and thanked Steve Hershkowitz and Scott Jarus for their efforts. There are still things to work on that we fell short of, as reflected
by two coaches getting thrown out of recent playoff games, but in general, we created great experiences for the kids. Andrew thanked the Board and all 680 Region 18 volunteers. NOMINATIONS: Andrew Lelchuk as sole candidate for Regional Commissioner for AYSO Region 18 VOTE: Andrew was elected unanimously as the Regional Commissioner for AYSO Region 18 5. Spring Soccer Ed Danskin reported that registration will close at the end of January and that we have close to 500 kids registered. Andrew Lelchuk noted that Ed will need to send preliminary team counts for U10 and above to Area by February 1, with final team counts needed by February 10. He also needs Head Coach counts. Ed will work with Russ Allen to make sure field requests have been submitted. Ed requested that Division Commissioners let him know who their coaches are so that he can make sure they are properly certified. Nedra Yost will distribute last year s team counts to Division Commissioners so that they can use those to make estimates. The Spring Soccer season will begin on March 12. The coaches meeting is planned for March 2. Andrew advised the Division Commissioners not to fill teams yet because of straggler registrations. 6. Finance Report Stan Ibara reported that we gained $40,000 mostly due to Spring Soccer, though All Star uniform costs must still be paid. We currently hold $470,000 cash with $200,000 allocated to Field Improvements. Andrew Lelchuk requested a financial projection so that we can move more money to Field Improvements. Nedra Yost will send Stan estimated for ball and uniform costs for the Spring season. Andrew mentioned that we should perform an audit in the next few months.
7. Division Commissioner Updates Bill Power reported that both GU14 teams reached the Area semi-finals but are playing each other. Mike Jett reported that he has two teams for Spring in U16/U19 and four coaches. Albert Chen explained that one advantage of combining GU16 and GU19 for the Spring season is that in some cases, siblings can play together when they might not be able to otherwise. U16/U19 plays 40 minute halves per U16 rules. Woody Hauck reported that in GU10, one team is in the Area League semi-finals. Three All Star teams have been formed and are already practicing. Ed Danskin reported that one BU12 team is in the semi-finals. Todd Collins announced that Sean Adderholt will handle GU5 for the Spring season. Nedra Yost mentioned that High School Juniors from Redondo Union High School are taking coaches classes so that they coach in the Fall for community service credit. Michael Hinz noted that he is under the impression they cannot coach alone if they are a minor. Michael will verify with Mark Hodson or Steve Hershkowitz. 8. Field Report Bill Fournell reported that Mira Costa is still going through the state approval process to turf various fields but hopes to break ground this summer. Andrew Lelchuk asked Russ Allen to look into getting rid of the wood chips around the Marine Avenue Park field. Michael Hinz reported that testing must still be performed on the Manhattan Village Field west wall in order to see if it can support netting posts. Michael hopes this will get done by September. 9. CVPA Report Linda Chen reported that there are no CVPA issues. 10. Uniforms Nedra Yost will be making a preliminary order for Spring Soccer uniforms on February 1 so asked that Division Commissioners let her know about team counts. She did not buy coaches bags for Spring Soccer and all on the Board agreed.
Nedra informed the Board that the Region will not provide All-Star patches, these need to be ordered by each team. Patches cannot be placed on uniforms but instead should be placed on jackets. Nedra has completed all orders for All-Stars. 11. Referee Committee Report Scott Jarus reported that All-Star Referee schedules have been published. Only Advanced and National-level Referees were invited to referee All-Star and Playoff games. Scott Jarus will send an e-mail to scheduled referees. Andrew Lelchuk mentioned that we will need a pre-regional Playoff meeting for coaches and referees next fall. Albert Chen suggested that we offer to provide referees for games involving two Region 18 teams. Nedra Yost announced that there will be a Women s Referee Clinic in February and pink jerseys will be given to all girls who attend. Scott announced that National Games invitations were provided for two teams. Scott will send an invitation to referees who want to go. Area/Section has not decided how much they will fund our participation. The Western Championship will be held in Bullhead City, Arizona in late March. 12. Coaches Committee Steve Hershkowitz announced that three individuals in our region were certified recently as Advanced Coaches. Mark Hodson will be teaching an Advanced and Intermediate coaches classes this Spring. Four other classes will be provided in March in by other Regions in Area. Andrew Lelchuk reiterated the need for a weekly goalkeeper clinic, perhaps starting in the Spring, because coaches generally lack the time and experience. Mark Hodson agreed. The Mira Costa Small Gym was suggested as a possible venue. 13. Summary of Motions Approved MOTION: Approve Minutes of the December Meeting.
