4 MINUTES OF THE ANNUAL GENERAL MEETING OF BOWLS GAUTENG NORTH held at PRETORIA MUNICIPALS BOWLING CLUB on SATURDAY 18 th SEPTEMBER 2010 at 09:00 (Annexure B) Honorary Life Member Wynand Wessels opened the proceedings with prayer. The President requested the Secretary to read the Notice of the Meeting. 1. CREDENTIALS Credentials were received from affiliated clubs as reflected in the Attendance Register. The following Clubs were absent without an apology: Koedoe Park Laudium 2. WELCOME The Chairman, Gerald Dixon, welcomed all delegates. He extended a special word of welcome to Wynand Wessels, Honorary Life Member, Faan van Vuuren and Alf Huyser, Past Presidents, Naudene Ward and Gerhardt dutoit, Past Executives Members, GC Swanepoel from Perfect Delivery Brokers and Isabel Smith, Executive of Bowls South. He wished all the new executives of the clubs every success for the year ahead. The Chairman congratulated the following Bowls Gauteng North players who have been selected to participate in the following: Namibia Test Series Senior Ladies Team: Loraine Victor Warwick: Bowls SA Masters 2011 EsmÅ Kruger Warwick: Bowls SA Senior Masters 2011 Loraine Victor and Simon Botha Warwick: Bowls SA Junior Masters 2011 Mike O Connor 3. As a mark of respect the President asked the members to stand and observe a minute of silence. 5. MINUTES AND REPORTS 5.1 Annual General Meeting, 12 September 2009 The minutes of the Annual General Meeting of Bowls Gauteng North held on 12 th September 2009 at Pretoria Municipals BC were ratified. Acceptance proposed by A vd Merwe, Villieria Seconded by E Broere, Wonderboom 5.2 Annual Report The Annual Report was regarded as read and accepted. 5 5.3 Financial Report The Financial Report for the period 1 July 2009 to 30 June 2010 was tabled and discussed by the Treasurer. Acceptance proposed by A vd Merwe, Villieria 5.4 Auditors Report The Auditors Report was tabled and accepted. Acceptance proposed by B Jones, PHSOB Seconded by S Baragwanath, Pta North Seconded by P Frank, Mooinooi 5.5 Budget 2010/2011 The Budget for the 2010/2011 financial year was discussed in detail. The Chairman mentioned that there would be no prize monies for next year s competition winners and runners up. The Treasurer indicated that Perfect Delivery had increased their sponsorship from R15 000 to R20 000. Acceptance proposed by T Jamie, Wingate Park Seconded by W Wessels, Hon Life Member 5.6 Affiliation Fees, Bowls Gauteng North There will be no increase in the BGN affiliation fees for the 2010/2011 financial year and will remain R100 per player. Acceptance proposed by A Burke, Wingate Park Seconded by B Botma, Pta Military 5.7 Workshop Questionnaire Results The results of the workshop questionnaire were accepted. 5.8 Motion by Coaches Standing Committee, Secretary Monthly Salary After discussion the proposal was dismissed. 6. AMENDMENTS TO THE CONSTITUTION AND BY-LAWS 6.1 Amendments and Additions to the Constitution and By-laws: (As per attached Annexure A) Acceptance proposed by D Botha, CBCOB Seconded by C Ulyate, Irene 6.2 Dress Code: (As per attached Annexure B) An amendment that shirts need not be worn inside trousers was defeated by 44 votes to 24. The dress code was duly approved. 7. COMPETITION FEES Competition fees to remain the same. Acceptance proposed by B Le Grange, Pta Vriendekring Seconded by E Broere, Wonderboom 8. HONORARIA The meeting approved an honorarium to the Executive Members of R16 000. Acceptance proposed by R Robinson, Centurion Seconded by Bob Jones, PHSOB 9. AUDITOR 9.1 Remuneration The meeting approved an honorarium of R1250.

ANNUAL GENERAL MEETING, BOWLS SOUTH AFRICA 10.1 Affiliation fees The President announced that the affiliation fee payable to Bowls SA for the new financial year as approved at the Bowls SA Annual General Meeting is increased from R127.00 to R140.00 including VAT. 10.2 Motions (a) By Bowls South Africa - Executive To add clause 11.1.4 to the Constitution The hosting Club or District shall be subject to a penalty of R1000.00 for each individual found participating in any District, Club, Business League or Sponsored Tournament without a fully paid-up Bowls SA membership card. This penalty includes any organised club activity and tournament where the first prize exceeds R 500.00. The only exception permitted would the District approve a Bowls Development pursuit. Motivation The above clause has been prepared to be included in the Constitution as 11.1.4 as Districts and Bowls SA are being denied affiliation fees from individuals participating in organised bowling activities. The membership card should be used to verify a players standing. Seconded:Johannesburg Bowls Association. (The motion was carried) It was unanimously decided that BGN clubs were not in favour of the above Resolution. The Chairman said he would discuss the matter with Bowls South Africa and will advise the clubs of the development. (b) Dress Code It is now acceptable for individual members in a team event to wear either long trousers or shorts in the same team during competitive play. All trousers, shorts and tops are to be of the same colour. This also applies to mixed team events where the team members are required to be uniformly dressed. It follows that if the men are wearing white/cream pants the women must be similarly attired. (c) (d) (e) TV Coverage The Chairman mentioned that the purchase of 26 minutes prime time DSTV coverage was approved. Council agreed to Bowls SA investing in four months television coverage starting in January 2011. It is intended to televise the Namibian Test Series and the Warwick Bowls SA Junior Masters. Loan of U25 Players The Chairman said that it has been accepted that if districts do not have sufficient U25 players they may loan from other districts. Status of District Players To deregulate the Open status of players who have not played Open Inter Districts for a period of 5 years to the status of player. (This allows for these players to be eligible for selection to the B Inter District side). Any players of Open status who have not played within the declared period for the Open Inter District side may be selected for the B Inter District side to a total of three maximum. Motivation: Not being against the concept of the B s being a nursery, there is seemingly amongst the Districts a need to add balance of youth and experience to assist the development of newer bowlers. Players are selected

on current form and this can vary from year to year and there are previous Open status bowlers who have returned to the game after some years of absence. So by allowing this status to fall away after a period, as may be decided by Council of 5 years, there is benefit for the Districts and the standard of play. (The resolution was carried). 7 (f) Bowls SA Executive The Chairman stated that the Executive of Bowls South Africa remains the same. 11. REPORT BOWLS SOUTH AFRICA DEVELOPMENT WORKSHOP Prieur du Plessis and David Hamer of Bowls Gauteng North attended the workshop held in Potchefstroom from 10-11 September 2010, which was attended by Ö70 delegates. Prieur informed the meeting as follows:a National Awareness Day is scheduled for 27 th April 2011. o All clubs to hold an open day. o Attempt to establish a world record for the most number of bowls delivered between 12h00 and 13h00 on 27 th April 2011. o No longer be known as National Standing Committee for Development changed to Marketing and Development. o A number of strategies were formulated to increase membership. o The need for each and every club to appoint a Marketing person. 12. PRESENTATION BY ELBERT BROER: BGN WEBSITE Elbert Broere delivered a presentation on the new BGN Website. The presentation will be available on the website for perusal. 13. MESSAGE: ISABEL SMITH, EXECUTIVE OF BOWLS SOUTH AFRICA Isabel Smith, Executive of Bowls South Africa delivered a short message and wished Bowls Gauteng North a very successful new season. 14. MESSAGE: GC SWANEPOEL, PERFECT DELIVERY BROKERS GC Swanepoel of Perfect Delivery thanked Exco for the invitation to attend the Annual General Meeting. He said that Perfect Delivery Brokers has sponsored Bowls Gauteng North for 10 years. They render a service to assist the clubs and players in short term insurance. Out of these policies a certain percentage would be paid back to Bowls Gauteng North, clubs and indirectly to all players. Perfect Delivery Brokers will again sponsor next season s Fours and BGN Masters competitions. If clubs and players need any assistance, they are welcome to contact JJ Owen-Bedford who will do everything in his power to assist them. 15. BGN OPENING The President announced that the Bowls Gauteng North opening is scheduled for 9 th October 2010 at Lynnwood. 16. CLOSURE The President thanked everybody for attending. He also wishes the Fillies and Colts every success tin their games against Mpumalanga on Sunday. The meeting adjourned at 10:50 Approved at Annual General Meeting of 10 th September 2011. 8 Annexure C DATE: 25 July 2011 PRETORIA COUNTRY CLUB : BOWLS SECTION MOTION: That smoking be banned from all LADIES matches organized by BGN except Provincial Matches MOTIVATION: 1. It is universally acknowledged that smoking is detrimental to the health of the smoker and any secondary smokers 2. Some players suffer from asthmatic & Allergy conditions and find that the smoke around them irritates their upper respiratory tract, thus taking their attention & enjoyment away from the game. 3. When asked for a show of hands at two ladies bowls days recently, there was an overwhelming response AGAINST smoking on the greens those days 4. Players smoking on the greens create a laissez faire attitude towards any serious game and as such mars the image of bowls as a competitive and serious sport 5. Smoking is a selfish habit and smokers ignore the principles of good sportsmanship. Non Smokers are too polite to object to smoking SOLUTION: That smoking be banned from all LADIES matches organized by BGN (League, 4 s, Trips, Pairs, Singles, Champion of Champions etc) Smoking to be allowed at BGN Provincial matches ANY Player s objections to smoking on the Green should be gracefully adhered too despite Conditions of Play on that day. 5 PRESIDENT S REPORT (VICE PRESIDENT LADIES) Herewith my report for the year ending 30 June 2011. OBITUARIES We extend our sincere condolences to the relatives and friends of members who passed away during the period under review. Our President, Gerald Dixon, passed away 15 th members. July 2011, our sympathy to Elize and all the family EXECUTIVE/COUNCIL During the season it was my privilege serving as Vice President Ladies with a very experienced Executive which were at all times dedicated to their task. The Executive held meetings according to the Constitution and thank is expressed to club delegates for attending and for their constructive contributions. STANDING COMMITTEES The reports of the various standing committees are in the Annual Report. respective committees for a job well done. A word of thanks to the FINANCES Treasurer Prieur du Plessis once again kept a tight control of our finances. A share of the profits made by the Women s Spar Classic was received. NATIONAL TOURNAMENTS During last season we hosted the BSA Masters on behalf of Bowls South Africa and a word of appreciation is expressed to Wingate Park who made their facilities available. During the season we hosted the Women s Spar Classic tournament. A word of thanks to all clubs who made their facilities available and to their catering and green keeping staff for their services. To the organizing committees, they must be congratulated on their efficient running of these tournaments. (Our district will possibly host the Women s Classic tournament in 2012 and it may not be under the auspice of Spar.) SPONSORSHIPS Words of thanks is expressed to our major sponsors Perfect Delivery and Scottish Leader for their continued support.

6 INTER- DISTRICT TEAMS Our Ladies B won bronze medals and Men s Senior silver medals. Congratulations to these two sides. The Under 19 (mixed teams) won silver; the U25 men bronze and the U25 Ladies silver medals. Assessments, I have no doubt will improve the performance of players entering tournaments. NDBB Pine Pienaar, Francis Channer and myself attended all the meetings. BSA MASTERS Congratulations to Simon Botha, runner-up in the Men s Senior Masters and Loraine Victor, winner of the Women s Senior Masters. WEBSITE Our Webmaster, Elbert Broere, has undertaken to continue doing our bowling website which has been a great success in the past and very informative. Komitee: Die komitee het bestaan uit die volgende persone: J Nordier (Sameroeperster), M Grobler, C Kritzinger en S van Blerk Vergaderings: Daar was agt vergaderings by BGN se Hoofkantoor gehou. Die eerste een was om CV s en ander inligtingsvorms te bekom. Die vorms is intensief deurgewerk en die top spelers is na n oefening en assessering by Sunnyside Rolbalklub genooi. Al die 20/20-assesserings is by Sunnyside op Saterdagoggende gedoen. Ons wil Die Bestuur van Sunnyside bedank vir al die hulp wat ons nodig gehad het Vir die Oop-span, B-span en Senior-span is onderskeidelik tien spelers en vier reserwespelers geádentifiseer en na n oefenkamp by PHSOB genooi. Elke speler het n oefenprogram en assesseringsvorms ontvang. Die Afrigters het aan hulle verduidelik wat dit behels en hoe die oefeninge gaan plaasvind. Toernooie: Limpopo: Daar is n groep van 24 spelers gekies om teen Limpopo deel te neem. Die Oop-span was L Victor; S Tarr; S Dreyer; V Frost en L Wessels; C Nell; E Kruger, K de Vlamingh. BGN was die algehele wenners. Vierhoekige Byeenkoms: Die byeenkoms is deur Sables gereàl en was n goeie oefenlopie voor die InterdistrikteToernooi Tydens hierdie toernooi was daar posisionele veranderings aan die B-span gemaak, wat uiteindelik goeie resultate opgelewer het. Ongelukkig het ons nie Bekers huistoe gebring nie.

Spanbestuurder M Bosman B-span: Weens die veranderinge wat genoodsaak was, het die span en spanbestuurder gevoel daar sal ekstra oefeninge nodig wees en is Rassie Erasmus genader om te help. Die span en hul bestuurder reis na Pietermaritzburg en was soos volg: C van Rensburg; I Fourie; T le Grange; J Erasmus en M Laage V Pretoius; R Coetzee en T Steyn. Spanbestuurder W Coetzee. Dankie aan die spelers wat spesiale opofferinge moes maak. En TOE hier kom hulle met Bronsmedaljes huis toe. Baie geluk julle het wel gedaan. Seniorspan: Die Seniors was baie gemotiveerd en het gereeld Maandae 20/20-oefeninge gedoen. Ons voel met meer intensiewe afrigting beter resultate behaal kon word. 13 MANSKEURDERS-JAARVERSLAG 2010/2011 OOP SPAN Francois Koen se span wen 3 uit 9 en Mike O Connor 4 uit 5. Ten spyte van hierdie uitslae glo ek dat ons die talent het om die bestes te klop. Dit is bewys deurdat beide spanne die uiteindelike wenner van goud geklop het. Die onttrekking van Bertus van Rensburg het ook meegebring dat ons op n laat stadium veranderinge moes maak en sekere spelers uit posisie moes kies. Ons het egter hier n goeie kerngroep waarop ons kan bou vir volgende seisoen en daarna. MANS B Keith Lambert se span wen 7 uit 9 en Jaco du Preez 5 uit 9. By die kies van hierdie spanne het jong talent n deurslaggewende rol gespeel. Ons glo dat hierdie groep sal groei en in n wenspan sal ontwikkel. Daar is ook opkomende talent wat hierdie groep verder kan versterk. Hier en daar kan kombinasies moontlik verbeter word asook n spelpatroon wat beter resultate kan lewer. Hierdie groep het n uitsonderlike spangees gehad en hulle geesdrif was aansteeklik. Dit is wat ons wil hâ in die spanne wat BGN verteenwoordig. SENIORS Werklik n spogspan. Op die laaste dag gespeel vir goud en dit slegs misgeloop met n swakker skootverskil. Ons kom dus terug met silwer. Beide spanne het tydens die week goeie spel gelewer. Hier en daar was daar insinkings maar dis gou reggestel. Hierdie spelers het weer gewys die waarde van ervaring. ALGEMEEN Vir die keurders is dit belangrik om spelers te sien speel in spanverband. In oefengroepe asook teen naburige distrikte. Kombinasies moet getoets word. My dank aan my medekeurders vir hulle harde werk en bystand asook aan Pine Pienaar en Simon Botha. 14 COACHES STANDING COMMITTEE ANNUAL REPORT 2010/2011 The committee has had regular monthly meetings but the year has been a disappointment in many ways. The refresher course scheduled for May did not take place through lack of entries. The level 1 course has had to be postponed three times due to Bowls SA not having the required manuals ready and the necessity for the Standing Committee to take Train the Trainer course before running the course. This has created a lot of frustration amongst the prospective applicants and of course, to the committee. The refresher course planned for July is still on course but the requisite number of applicants a minimum of 6 has not yet materialized. Etienne Theron resigned from the committee due to personal commitments and we wish him well and are grateful for the assistance and input that he put into the Committee during his time with us. I am fortunate to have the same committee prepared to serve for the coming year, as this will provide the necessary continuity as well as harmony of the group. We have interviewed prospective replacements and the successful candidate will be announced next month. We intend to do more visits to clubs during the next season, both to assist the coaches as well as the members. Unfortunately, there are still some coaches with the clubs who are no longer qualified and for some reason or other, do not want to take the refresher course. This is resulting in poor and inadequate training for pupils who attend such lessons. We earnestly request those types of coaches to either come forward and do a refresher course or stop coaching all together. There are lots of new methods that they could learn to make the training easier as the system is changing continually, both for the benefit of the student as well as the coach. I would remind clubs that we have a lot of keen up to date coaches who are only too willing to assist clubs without coaches. We have been fortunate in having Francis Channer as the Executive liaison member as she has been cooperative and helpful throughout the year, which has made our task much easier. Finally, once again stay enthusiastic, encourage your players to become coaches, lead the way, identify, persuade and believe in them and make every effort to encourage the new bowlers that they produce for your club R JONES CONVENOR, COACHES STANDING COMMITTEE.

15 PROMOTION AND DEVELOPMENT STANDING COMMITTEE ANNUAL REPORT - 2010-2011 1. The Marketing Standing Committee has experienced mixed season with some highlights but also some disappointments. 2. In September 2010 Prieur du Plessis and David Hamer attended a BSA Marketing and Development work-session in Potchefstroom. The work-session focussed on the recent decline in numbers of persons playing bowls, the introduction of New-Age Bowls and the presentation of the Bowls Awareness Day on 27 April 2011. Both members had participated fully at the work-session and it was also decided to buy 3 sets of New-Age Bowls, following the arrangement that for each set purchased BSA would sponsor another set (BGN would thus be receiving 6 sets). 3. One of the highlights was the presentation of the Bowls Awareness Day on 27 April 2011. 20 of the 26 Clubs participated in the presentation of the Bowls Awareness Day, 856 participants were registered, R29 035,00 collected and 36 592 bowls delivered. I would like to take this opportunity to thank all the clubs and participants and would like to encourage all the clubs to participate in the 2012 bowls Awareness Day that is scheduled to take place on 27 April 2012. 4. Another highlight is the revival of the Mabopone project. Ronnie Lucas undertook the coaching duties. Formal coaching commenced on 23 April 2011. The attendance was initially poor as only four members at a time attended the coaching sessions. This was reported to the BGN Executive. The training venue was changed to Pretoria North Bowling Club on 14 May 2011, with 11 members attending the sessions. A concern that will require urgent attention is what the next step will be as there are no facilities in Mabopane. 5. Some of the disappointments include the lack of support from the Clubs with regard to the stocktake of the BSA issued development bowls. Clubs are urged to adhere to requests from the BGN Promotion and Development Standing Committee in this regard, as the stock take is a BSA requisite for the continued use of the development bowls. 6. Another disappointment was the lack of support for the presentation of the Business League, despite flyers being printed and circulated to all Clubs. It is however heartening, that some Clubs were able to present similar competitions. 7. One of the main projects the branding of the BGN Teams, initial received excellent support from the players and Clubs. The final stages of the project received little response and Clubs are urged to assist the BGN Promotion and Development Standing Committee and the BGN Executive in finalising this venture by forwarding their final three proposals, from the lists provided. The winning proposal will still be awarded the R1000-00 prize money. 8. Projects that are still to be concluded in 2011 are the Bring-a-Buddy Day, and the Drive for Dough Competition. Clubs are urged to enter their Bring-a-Buddy teams as soon as possible. It is envisaged that the Drive for Dough Competition will be presented in the early stages of the 2011/12 season. 9. The youth development programme is still in the planning stage and we will utilize the current U19 squad as the core basis of this venture. The envisaged formation of a BGN Youth Association has been postponed due to the lack of U19 players.

17 PERKE STAANDEKOMITEE JAARVERSLAG VIR DIE 2010-2011 SEISOEN Die volgende persone het vanjaar op die Perke Staandekomitee gedien: Albert Channer Leon Croeser Buks Bothma Louis van Rooyen Willie Roos, (deeltyds) Johann Wingard (Sameroeper) Vise Pres. Pine Pienaar was die skakeling met die BGN Bestuur. Die Komitee het 10 keer vergader. Die hooffokus van die jaar was om bystand te verleen aan klubs wat dit benodig het. Hierdie bystand was veral op bestuursvlak asook tegniese hulp. Gedurende die jaar het ons verskeie klubs besoek en tegniese advies deurgegee. n Konferensie is gehou met die Parkeraad se amptenare, goedgunstelik deur Lynnwood Rolbalklub gereàl. Twee en twintig persone was teenwoordig en ons het goeie terugvoer ontvang. n Powerpoint-aanbieding is aan die munisipaliteit deurgestuur vir interne opleiding. The Greens Standing Committee was able to complete two greens evaluation exercises, a formal one in November with a follow up in March. The greens were ranked and full co-operation was received from all the clubs. Our Committee wishes to thank BGN district clubs for the care and attention given to maintain their greens in ship shape condition. These evaluations were the basis on which competition venues were allocated during the year. The relationship between BGN has improved and better communication channels established. A liaison committee is being considered for the new season. We wish to encourage clubs again to invite the respective officers and their superiors to a small club function just before Christmas. You will be surprised at the goodwill generated at such a function. Finally, my committee wishes to extend our thanks to all clubs and especially the green keepers and Club presidents for their involvement in improving the standard of our greens. Members of the Greens Standing Committee have a thankless task. Each committee member acts as mentor for five clubs and has a vested interest in improving the standard of the playing surface of his allocated clubs. They have done so in exemplary manner this year and we owe them our thanks. I also wish to thank Pine Pienaar for his timely and welcome interventions and assistance as executive liaison member and am pleased to say that my entire committee is prepared to serve again next season if acceptable. 18 TECHNICAL OFFICIALS STANDING COMMITTEE ANNUAL REPORT 2010/2011 1. COMMITTEE MEMBERS The Technical Officials Standing Committee started the year with the following members: Stan Baragwanath (Convener) Cathy van Rooyen (Secretary) Jutta de Meulenaere Jas Collen Nico Frylinck Adrian Burke As Nico Frylinck had to attend to his wife who had serious health problems Rea Potgieter was brought into the Committee. Rea took over the task of secretary. This Committee always gave their co-operation and did their task with diligence. Please note that we have always maintained that this committee cannot operate smoothly with fewer members. 2. BGN EXECUTIVE COUNCIL We would like to thank at first, Lynne Nightingale and then Mona Stacey, the EXCO representatives on our Committee, who always paid attention to our problems and came up with various solutions. Even though they also had their own problems they would listen and make suggestions. Our appreciation towards the two Competition Secretaries who were there to assist and help. Each Council meeting was attended and at each meeting a full report was given of the events that took place in that particular period. Our appreciation towards the BGN EXCO who presented our members with BGN Merit Awards. 3. COMPITITIONS Nine BGN-final competitions were held throughout the year at various clubs. At these competitions there were regularly at least two Standing Committee members that did duty. Especially at the singles competitions all of the members were used, as good planning had to be implemented. Also at the Champion-of-Champions and BGN Masters Tournament all the Standing Committee members were used as the Masters competition was held at various venues. It still remains a big problem to get enough markers together for these tournaments, but thank you ever so much to those who are always available. 4. OTHER COMPETITIONS Competitions that took place within our District was the BSA-Masters Tournament where all our members were involved together with other District Standing Committees. It was mentioned by BSA that this was the best-organized Masters Tournament and we thank everybody who worked together to make this tournament a very successful one. Two of our members, Stan Baragwanath and Rea Potgieter received merit awards from BSA but this would not have been possible if all the others were not involved. Our members all received

19 honourable mention for the way in which they performed their duties. We strive to perform and to deliver good service. In this instance we must also bring tribute to all the wonderful markers. The Spar Classic Tournament was also held here, although with a few hiccups here and there, with great success and here again all the Standing Committee members did their part with great efficiency. 5. COURSES In this time 50 markers were trained and courses were held at Capital Park, Municipals and Zwartkop. The course at the Municipals Bowling Club was used to train the U/20 members who were used as markers in the BSA Masters Tournament. 5 level-1 umpires and 1 level-2 umpires were trained. Our congratulations to all these officials. (The names are given below) A further course for umpires will be presented shortly. 6. MEETINGS Meetings were held on a regular monthly basis and the convener of the Committee attended all the Council meetings where a full report was given of all the activities. 7. BSA Contact was also made on a regular basis with BSA Technical Officials Standing Committee to enquire about new tendencies and to keep updated with new developments. 8. IN CONCLUSION My gratitude and appreciation towards all the members of the Standing Committee for their extremely hard work and sacrifices that they had to make. They are all trustworthy and loyal members. 9.
