(U) RAPIER Framework is based off the OSSIM open source project RAPIER is a GOTS tool leveraging 1M of lines of open source code = $25M prior investment OSSIM Info www.ossim.org http://www.ohloh.net/p/ossim (open source licenses) 2
(U) Ship Detection System in Use at ONI Providing an IMINT feed to the national ship detection and tracking enterprise The SSC Pacific Ship Detection Algorithms quickly and accurately locate ships in commercial and NTM satellite imagery. Currently in use operationally. Allows the analyst to focus on anomalies rather than the search process 3

(U) RAPIER Synthetic Aperture Radar (SAR) Ship Detection System Built on RAPIER framework. - Same output products (html, kmz, etc). - Different detection algorithms. Utilizing existing commercial SAR sensor models from CNES and ossim NTM SAR sensor models. Adaptive to wide range of imaging modes, resolutions, sensors, etc. Radarsat-2 SAR Image Space borne SAR sensors provide a useful means of remotely detecting ships. 8
(U) Summary: RAPIER Ship Detection System GOTS unclassified tool leveraging 1M of lines of open source code = $25M prior investment. allows for the easy plug-in of new detection algorithms as they are developed. is automated and does not require the user to enter any image parameters (min/max size of target, image type, number of max detections). is scalable and portable (so far Windows XP, 7, Server 2008, Linux - Red Hat Enterprise 5). can process: WorldView 1/2, Ikonos, and Quickbird Orbview-3 and Orbview-5/GeoEye-1 SPOT-4 and SPOT-5 RadarSat-1, RadarSat-2, TerraSAR-X, Tandem-X, CosmoSkyMed BAMS-D EO and IR data, GlobalHawk data NTM data can process all the standard imagery formats (GeoTiff, NITF (2.0, 2.1), TFRD). SECRET plug-in allows for the processing of NTM data. TRL 7+ used operationally at ONI and within various NGA systems 9
RAPIER Feature Correlation System for AIS IMINT Fusion 10
(U) RAPIER Feature Correlation System Commercial Imagery and MSSIS AIS Original AIS posit AIS-IMINT correlation performed on RAPIER -detected features (ship type, length, width, heading) rather than only latitude and longitude. Features used in correlation 11
(U) RAPIER Feature Correlation System WorldView Examples Only one detect in this image is actually a large ship not reporting AIS, other red posits are small ships 12
RAPIER FMV for Maritime Target Detection, Tracking and ID 13
(U) RAPIER Maritime FMV System (TRL 4) Maritime Domain Only Exploiting a static, known background Real Time Processing Real-time processing on 1080p video Up to 2x real-time processing on 640x480 video Multiple Targets Multiple targets can be acquired and tracked simultaneously Multiple Sensor Types Processes color video, black and white video, EO and IR. 14
