Intrductin The Undergrund Sft Rck Miner, Prgram #770130, is intended fr all wrkers wrking in an undergrund sft rck mine. These wrkers must be trained and accredited in the Undergrund Sft Rck Miner Cmmn Cre and in the Specialty Mdules that pertain t their wrk. Wrkers engaged in mining excludes wrkers registered and accredited under the prgram #770130. These mdular training prgrams are designed t ensure minimum perfrmance standards fr wrker training t reduce wrkplace risk and increase wrker safety. The requirements fr the Undergrund Sft Rck Miner, Prgram #770130, are defined in Regulatin 854, Mines and Mining Plants, made under the Occupatinal Health and Safety Act. In accrdance with Sectin 11 f the Regulatins, emplyers f mines and mining plants shall establish mdular training prgrams. Emplyers shall ensure that a wrker cmpletes all f the mdules f the apprpriate basic cmmn cre prgram, befre assigning wrk in the envirnment cvered by that prgram. This means that the mdules f the Cmmn Cre fr Prgram #770130 must be cmpleted befre a wrker is permitted t wrk undergrund. Emplyers shall ensure that a wrker cmpletes a specialty mdule within 12 mnths after the wrker begins perfrming wrk cvered by that mdule. Emplyers shall ensure that wrkers are registered with the Ministry f Training, Clleges and Universities (MTCU) at the beginning f training in the prgram and that a signed Mdular Training Reprt is sent t MTCU upn the wrker s cmpletin f any mdule. 2. Backgrund The Mining Tripartite Cmmittee (MTC) updated the Cmmn Cre mdular training in the Undergrund Sft Rck Miner prgram t reflect current practices in the mining industry in Ontari tday. In rder t update the Cmmn Cre, the MTC struck a subcmmittee f hands-n experts frm the mining sectr. Representatives frm the Ministries f Training, Clleges and Universities (MTCU) and f Ministry f Labur (MOL) were als part f the subcmmittee. 1

Revisins t the Undergrund Sft Rck Miner Prgram #770130 Changes t the Cmmn Cre were prpsed by industry, have been endrsed and recmmended by the MTC and have been supprted by the Mines Legislative Review Cmmittee (MRLC). The fllwing pints highlight the reasns fr this change: The evlutin f technlgy and mining methds has made sme required elements f the frmer Cmmn Cre nt relevant fr the training f wrkers and, in sme cases, redundant in the wrkplace tday. In rder t be in cmpliance, cmpanies were being bligated t train wrkers in tasks (training mdules) that they are nt required t perfrm in the wrkplace. The intent f this restructuring is t reaffirm standard training fr wrkers in mines/mining plants t cntinue imprvements in the perfrmance f safe wrk. Elements f the fur mdules that nw make up the Cmmn Cre have been realigned and strengthened t stress imprved hazard awareness, reductin f risk while perfrming tasks and a practical intrductin in the wrkplace envirnment. Further task prficiency and cmpetency f wrkers are addressed in the specialty mdules in the respective prgrams fr the wrk a wrker is perfrming The training wrkers will nw receive is specifically fr the wrk they will perfrm. 3. Prgram #770130: Cmmn Cre The Cmmn Cre has been reduced frm 9 mdules t 4. The mdules are: U5510 Fllw Surface and Undergrund Inductin Prcedures U5511 Perfrm General Inspectins U3126 Scale Lse Rck U3431 Perfrm General Lck Out and Tag n Prime Mvers and Other Related Equipment The ther 5 mdules, which were part f the Cmmn Cre, have nw been cnverted int specialty mdules: Under Prductin Specialties U3127 Handle Blasting Agents, Explsives and Detnatrs U5514 Operate Lad Haul and Dump Machine U5515 Set Up Cntinuus Miner Under Cnveyances and Services U3128 Wrk Arund Cnveyrs and Feeders U5512 Operate Utility Vehicle Persnnel Carriers/Service Vehicles T be accredited in the Cmmn Cre, fr Prgram #770130, the wrker must have demnstrated cmpetency in each f these fur mdules. Perfrmance bjectives must be signed ff by the trainer when the trainee has achieved cmpetence in the skill. Fr the purpses f MTCU prgrams, cmpetence is achieved when the trainee is able t perfrm the skills repeatedly and withut assistance in the wrkplace t the standard set ut in the Training Standard dcument. The Mining Tripartite Cmmittee has cnducted a cmparisn f Prgrams #700130 (Undergrund Sft Rck Miner) and #770010 (Undergrund Hard Rck Miner) and fund certain crrespnding mdules t be equivalent. Emplyers shuld cntact their lcal Apprenticeship Office fr details abut the requirements assciated with these equivalencies. 2

Revisins t the Undergrund Sft Rck Miner Prgram #770130 4. Prgram #770130: Specialty Mdules Wrkers must be trained and accredited in Ministry-apprved specialty mdules fr the wrk they are perfrming. The MTC recmmends that the start f training is recgnized by the signing and dating f a perfrmance bjective in the specific specialty mdule. Accreditatin must be cmpleted within ne year frm the start f the training, in accrdance with Regulatin 854, Mines and Mining Plants, made under the Occupatinal Health and Safety Act. The prcess fr accreditatin starts when the emplyer prvides MTCU with the required dcumentatin t signal that training is cmplete. The MTCU will then send dcumentary prf t the persn wh has been trained, cnfirming that the training has been cmpleted. The trainer must sign ff a perfrmance bjective when the trainee has achieved cmpetence in the skill. Cmpetence is achieved when the trainee is able t perfrm the skills repeatedly and withut assistance in the wrkplace t the standard set ut in the Mdular Training Standard. One specialty mdule, U5512 Operate Utility Vehicle, is a prerequisite fr any specialty mdule that invlves peratin f mbile equipment. During the review f the cmmn cre prgram and specialty mdules, an effrt was made t clarify and reduce sme f the duplicatin that had ccurred ver the years. 5. Certificatin T receive a Certificate f Achievement as an Undergrund Sft Rck Miner, an individual must cmplete 4 mdules, as fllws: All Cmmn Cre mdules (U5510, U5511, U3126 and U5513) T receive a Certificate f Qualificatin (C f Q) as an Undergrund Sft Rck Miner, an individual must cmplete 9 mdules, as fllws: All Cmmn Cre mdules (U5510, U5511, U3126 and U5513) Three Prductin Specialty mdules One Cnveyances and Services mdule One additinal specialty mdule Fr recgnitin and enfrcement purpses, wrkers will als be issued a transcript f cmpleted mdules by the MTCU. 6. Interpretatin f Equivalency In accrdance with sectin 11.3 f Regulatin 854, made under the OHSA, and with the Agreement n Internal Trade, 1995 and the Prtcls f Amendment, there may be recgnitin f equivalent training cmpleted by wrkers in ther jurisdictins. Emplyers shuld cntact their lcal Apprenticeship Office fr details abut equivalencies fr prgrams frm ther jurisdictins. At the date the new Cmmn Cre cmes int effect, there will be n lnger be any apprved equivalency between the respective Ontari and Quebec mdular mining prgrams. It will be incumbent upn each emplyer t assess a ptential emplyee frm Quebec, wh may have previus mining experience, in the demnstratin f skills fr accreditatin in the new Ontari Cmmn Cre. This als applies t any required specialty mdules in the Ontari prgram. 3

Revisins t the Undergrund Sft Rck Miner Prgram #770130 7. Training Guidelines An perating mine is an undergrund sft rck mine where prductin, develpment and changing cnditins require maintenance and installatin f infrastructure, grund cntrl and ventilatin fr the extractin f re. New trainees and experienced miners must btain accreditatin in the same way. Each must demnstrate the skills specified in each mdule. These demnstratins must be administered in an perating undergrund mine by a trainer designated by the emplyer s Signing Authrity wh shall fllw the guidelines apprved by the MTC. It is the respnsibility f the Signing Authrity t cnfirm that the emplyees f his r her cmpany have met the prerequisites fr the Prgram #770130. The Signing Authrity has ultimate accuntability fr trainers and the quality f the training prgrams fr his r her cmpany, in accrdance with the requirements fr the Cmmn Cre and specialty mdular training prgram. This accuntability applies whether the trainer being used is in-huse r external t the cmpany. The Signing Authrity cannt sign him/herself ff n the MTCU Training Reprt. In accrdance with the Trainer Qualificatin and Criteria Requirements, the Signing Authrity s signature n the Training Reprt must be c-signed by a qualified trainer, ther than him/herself. Signing Authrity is nt transferable withut due prcess by the lcal MTCU Apprenticeship Office and may be suspended r revked by MTCU with due cause. The Mdular Training Standard bk is the prperty f the wrker. The Signing Authrity is encuraged t maintain a cpy f the wrker s signed-ff Training Standard dcument in the cmpany recrds. If the wrker ceases t wrk fr the cmpany, the emplyer must give the wrker back his r her Training Standard dcument. 4

Ministry f Training, Clleges and Universities Ministère de la Frmatin et des Cllèges et Universités Signing Authrity Guidelines Fr the Undergrund Sft Rck Miner, Prgram #770130 (Cmmn Cre and Specialty Mdules), a Signing Authrity is: A persn designated by their emplyer, and authrized by the Ministry f Training, Clleges and Universities, t be accuntable fr the quality f training, maintenance f training recrds and determining the cmpetency f cmpany wrkers fr mdular accreditatin. Respnsibilities: Determines, fr accreditatin, the cmpany wrkers wh have demnstrated cmpetency in the training mdules as utlined in the MTCU Training Standards; Signs training reprts and maintains training recrds fr the cmpany wrkers; Ensures and maintains quality training fr cmpany wrkers; Evaluates/audits trainers at least nce a year; Submits riginal training reprts and training applicatins t the lcal Apprenticeship ffice; Infrms the lcal Apprenticeship ffice f any changes t the trainer/training agency; Ensures cmpany wrkers wrk in cmpliance with the Occupatinal Health and Safety Act (OHSA) and related legislatin; May be called n t describe the training received by cmpany wrkers and prvide evidence f its adequacy in a curt f law. Apprval Criteria: Only ne persn per prgram can have signing authrity fr their cmpany. That persn must: Knw the training requirements fr the specific mdular prgram under the Occupatinal Health and Safety Act; Be the cmpany's wner, r be an wrker designated by the cmpany as the signing authrity; Be highly skilled r knwledgeable in mining peratins; Be knwledgeable f training r be directly invlved in training; and Identify which apprved trainer / training agency will be used t train cmpany wrkers. Nte: When a cmpany representative first cntacts the lcal MTCU Apprenticeship Office field staff, the fllwing is dne: MTCU field staff cmplete the Signing Authrity Request Checklist frm with the representative f the cmpany that wants t train; The cmpany representative is given a cpy f the training standard fr the mdular prgram where applicable; The cmpany representative is given a cpy f the guidelines n definitin f signing authrity and the related respnsibilities and accuntability; The cmpany representative is given a cpy f the list f trainers and/r trainer guidelines, train-the-trainer prgram guidelines and trainer audit guidelines. 5

An MTCU signing authrity is a representative f a mining cmpany/plant r mining cntractr that must meet the fllwing criteria: Own r lease an undergrund sft rck mine where wrk is perfrmed, including prductin and develpment, and where changing cnditins require maintenance and installatin f the infrastructure, grund cntrl and ventilatin system in rder t extract re with the intent f turning a prfit; Cntrls and directs the day-t-day wrk f the wrkers in the undergrund sft rck mine envirnment; Emply wrkers in the undergrund sft rck mine envirnment; and Be able t prvide functinal training in the apprpriate undergrund sft rck mine t wrkers. The fllwing definitins meet the criteria fr MTCU signing authrity fr Prgram #770130: Mining cmpany/plant: Owns a mining prperty and emplys wrkers wh are wrking directly in an undergrund sft rck mine where re is extracted with the intent f turning a prfit. This includes wrkers within the mine and all supprt persnnel wh are directed by wrkers f the cmpany in management rles. This rganizatin als emplys training instructrs wh are trained t perfrm the functinal training fr the wrkers f this cmpany. Mining plant cntractr: Des nt wn a mining prperty thugh emplys wrkers wh are wrking directly in undergrund sft rck peratins where re is extracted with the intent f turning a prfit. This includes wrkers within the mine and all supprt persnnel wh are directed by wrkers f the cntracting cmpany in management rles. They als emply training instructrs wh are trained t perfrm the functinal training fr the wrkers f this cmpany. The fllwing definitins d nt meet the criteria fr MTCU signing authrity fr Prgram #770130: Mining supplier: A cmpany that builds, brkers r prvides equipment r prducts t a mining cmpany/plant r mining plant cntractr and can supply subject matter experts t these rganizatins n a temprary basis fr the prcess f initial training f instructrs emplyed by these rganizatins. A mining supplier remains the emplyer fr the subject matter experts and des nt necessarily have instructrs trained t the prvincial criteria. Mining cnsultant: A cmpany that prvides advice r services fr a fee t a mining cmpany/plant r mining plant cntractr. A mining cnsultant remains the emplyer fr the subject matter experts. Temprary emplyment agency: Supplies wrkers t a mining cmpany/plant r mining plant cntractr. A temprary emplyment agency des nt cntrl and direct the day-t-day wrk f the wrkers in a mine envirnment r is capable f training their wrkers t the prvincial criteria and des nt wn a mining prperty, have access t a mining prperty r have any qualified instructrs capable f functinal training at a mining prperty. 6

Trainer Qualificatin and Criteria Requirements A trainer in the Undergrund Sft Rck Miner Prgram must: Be highly skilled in the area f expertise he/she will be instructing; Be certified and accredited in the Basic Undergrund Sft Rck Miner Cmmn Cre Prgram and the any specialty he/she will be instructing; Take a Train-the-Trainer (T-T-T) Prgram; Be trained in applicatin f the Act and the regulatins pertaining t the specific mdules being instructed; Be trained in the cmpany standards; Prepare lessn plans and utline curse materials t be used; Have an appreciatin f the serius nature f issues/cncerns addressed at an inquest.(vide, presentatin, etc.) Train-the-Trainer (T-T-T) Prgram Requirements: Objectives f the T-T-T Prgram are t train the trainer in: Applying adult learning principles t specific training prjects; Develping sund learning bjectives; Develping cntent material that addresses the learning bjectives; Develping learning activities that are cnsistent with bth the learning bjectives and the cntent material; Selecting the mst apprpriate delivery medium; Applying presentatin techniques; e.g., making verbal presentatins, using verheads r flip chart; Develping and practicing grup facilitatin skills; Develping and applying evaluatin techniques. The Train-the-Trainer Prgram shuld cver the fllwing areas: Adult Learning; Designing Training; Presentatin Skills; Facilitatin Skills; Leading Discussins; Putting It All Tgether - n-the-spt presentatins; Evaluatin Techniques - f trainee and self/trainer. 7

Trainer Audit Guidelines: The audit f trainers/instructrs shall be perfrmed by the cmpany signing authrity wh is, designated by their emplyer and authrized by MTCU, t be accuntable fr the quality f training, maintenance f training recrds and determining the cmpetency f cmpany wrkers fr mdular accreditatin. The audit will include: Annually auditing trainers/instructrs t determine their effectiveness and cmpliance with standards fr safety, quality and perfrmance; Evaluating the quality f lessn plans; Observing the trainers/instructrs teaching techniques fr the fur (4) basic criteria: Learning, Behaviur, Delivery, and Evaluatin Auditing trainee perfrmance, including hands n apprach.
