USADA U.S. Anti-Doping Agency PROGRAM GOALS The primary focus in 2014 is to ensure that Team athletes are receiving quality training and competition opportunities and to focus more resources toward emerging athletes who have the potential to develop into medal contenders. These programs will help to strengthen the USA s medal prospects for the 2016 Paralympic Games and beyond. Specific activities in pursuit of these program goals will include: Resident Program at the U.S. Olympic Training Center-Chula Vista Develop a resident program for wheelchair track athletes Increase emerging athlete pool particularly in targeted events/classification groups (CP, VI, women, etc.). Increase the number of quality domestic competitions Improve standard of coaching and access to coaching for current athlete pool ( Team athletes and coaches will be held accountable for following the Personal Performance Plan) Increase sport science review/opportunities Page 1 of 24

2014 NATIONAL TEAM U.S. Paralympics will nominate a Track and Field Team(s) for 2014, based on athlete performances from the 2013 IPC Athletics World Championships or the achievement of the Team A or B standards throughout 2014 (see details below). Nominated on January 1, 2014 o Athletes who win one or more medals in individual events at the 2013 IPC Athletics World Championships ( Team A). o Athletes with one or more top eight finish in an individual event provided that the finish result is also among the top 50% of the athletes who started the event at the 2013 IPC Athletics World Championships ( Team B). Nominated throughout 2014 o Athletes who meet the U.S. Paralympics Track and Field Team A or B standard between January 1, 2014 and November 30, 2014. U.S. Paralympics 2014 Team status applies for the duration of the 2014 calendar year so long as the athlete competes at the 2014 U.S. Paralympics Track and Field Championships. Team status and benefits are only conferred upon athletes who accept, sign and remain current with the U.S. Paralympics Team Athlete Agreement. Athletes who meet a Team standard during 2014, at an IPC Athletics Approved event, become eligible for Team benefits and will retain their Team status through December 31, 2014 so long as they compete at the 2014 U.S. Paralympics Track and Field Championships. Athletes will be nominated to the team on the first day of the month following achievement of the Team standard. Athletes nominated to the 2014 Team will be added to the USADA Registered Testing Pool and will be responsible for remaining compliant with all forms, updates and tutorials as required by USADA. More information regarding USADA can be found in Attachment E. Athletes nominated to the Team(s) must be internationally classified and hold a Paralympic-eligible sport class as per the IPC Athletics Classification Masterlist and hold a current season IPC Athletics License. The 2014 Team standards (Attachment A) are based on the following: The events highlighted in red are new events with no historical results/data and events affected by changes to the IPC Athletics Rules for the seated throws events. The Team A standard for both track and field events is the third best performance based on the IPC Athletics Annual Best Performance Ranking List (October 13, 2013 and October 15, 2012). The Team B standards are based the following: o Track events: The Team B is 1.025 of the Team A, The 2014 B standard (based on the formula) to the 2013 standard and subtracted the difference, established an average and added that time to the 2013 standard. If the number of athletes in the World that achieved that standard was below five athletes in either 2012 or 2013 the standard was adjusted and those are indicated by an asterisk in Attachment A. o Field events: B is based on the average fifth place performance of 2013 and 2014. If the number of athletes in the World that achieved that standard was below five athletes in either 2012 or 2013 the standard was adjusted and those are indicated by an asterisk in Attachment A. ** Team status may not be earned based on performances in relays or team events.** 2015 NATIONAL TEAM U.S. Paralympics will nominate a Track and Field Team(s) for 2015, based on athlete performances during 2014 at an IPC Athletics Approved event who meet the 2015 Team standards. Athletes must have competed at the 2014 U.S. Paralympics Track and Field Championships. DISCRETIONARY NOMINATION Discretionary nomination to the Team(s) may be used if an athlete who has demonstrated international competitiveness during the qualification period for the 2014 Team(s) was ill, injured, or otherwise unable to compete or perform at a level to qualify him/her for the team; but it is expected that the athlete will return to internationally competitive form during 2014. The Director, Paralympic Track and Field High Performance in consultation with the USOC Sport Performance Team Leader will make discretionary nominations. All athletes nominated to the 2014 Team(s) through discretionary selection must have been on a previous Team during the preceding two years/seasons (2012 2013) or have a world raking of 3 rd place or better on the IPC Athletics Annual Best Performance Ranking List. NATIONAL TEAM BENEFITS Team athletes may be eligible for the following benefits: 1. USOC Direct Athlete Support (Attachment B) 2. Track and Field Additional Athlete Support Programs (Attachment C) 2. USOC Elite Athlete Health Insurance program (Attachment D) 3. Air transportation (or ground equivalent), lodging, ground transportation, meal per diem, and coaching support at designated U.S. Paralympics training and competition activities. 4. EMERGING ATHLETES Athletes who meet the Emerging standard during 2014, at an IPC Athletics Approved event, may be invited to participate in selected U.S. Paralympics Track and Field Program activities as outlined below. Invitation is at the discretion of the Director, Paralympic Track and Field High Performance. The 2014 Emerging standards (Attachment A) are 85% of the Team B standards. (The Military standards are 80% of the Team B standards.) Athletes nominated to the Emerging Team must be internationally classified by IPC Athletics OR nationally classified by U.S. Paralympics Track and Field and hold a Paralympic-eligible sport class as per the IPC Athletics and/or U.S. Paralympics master list and hold a current season IPC Athletics License. 2014 PROGRAM ACTIVITIES The 2014 Team(s) activities are outlined below. Athletes will be required to attend all 2014 activities included in their personal performance plan which will be developed in conjunction with the Director, Paralympic Track and Field High Performance. Each athlete is responsible for individual arrangements (including expenses) to attend these activities (i.e. travel, lodging, accommodation, entries) unless otherwise indicated in the activity listing. Attachment B 2014 U.S. Paralympics Track and Field Direct Athlete Support (DAS) 1. DAS is processed monthly on (or as close as possible to) the first Friday of each month. 2. Athletes are eligible for DAS at the beginning of the month following nomination to the Team(s). 3. DAS is provided to athletes that are in compliance with 2014 Athlete Agreement obligations and personal performance plan obligations. If an athlete is not current with the agreement/plan obligations and/or USADA on the first day of the month in which the payment is being made, the athlete s payment will be withheld until he/she is compliant. 4. DAS will only be paid to athletes who have a coach. Athletes who do not have a coach must submit the yearly training plan with the Personal Performance Plan form (details outlined in Attachment C). Also, athletes must submit the results from the training plan for the prior month and the training plan for the next two months (details outlined in Attachment C) in order to receive DAS payment each month. Athletes must compete at the 2014 U.S. Paralympics Track and Field Championships in order to continue receiving DAS through the 2014 season. 6. U.S. Paralympics will provide DAS for multi-sport athlete in ONLY one sport. In conjunction with the respective NGB/HPMO High Performance Director(s) the multisport athlete shall designate the primary ( A ) sport in which they wish to receive DAS. 7. Athletes sanctioned by USADA, WADA and/or the respective sport IF for a doping violation are not eligible for DAS, regardless of any Team(s) status, during the period of such sanction. 8. Athletes sanctioned by the IPC and/or the respective sport IF for classification Intentional Misrepresentation are not eligible for DAS, regardless of any Team(s) status, during the period of such sanction. 9. DAS will only be paid once the Athlete Support Designee Form has been completed and submitted (annual basis). 10. DAS is paid directly to the athlete. Team athletes are responsible for understanding and maintaining their own eligibility status with other organizations where applicable (i.e. NCAA, NFHS, etc.), and may choose to decline direct athlete support payments in order to retain high school or collegiate eligibility. 11. DAS will be reported to the IRS and is subject to federal and state income tax. Since no taxes are being withheld, athletes may have a tax liability at the time of filing tax returns and may want to consider setting aside some funds for this purpose. The USOC is not offering tax advice, but encourage athletes to speak with a tax professional to receive guidance regarding tax implications. 12. DAS payments are contingent upon maintaining consistent performance standards and competition results. 2014 Criteria for Track and Field Direct Athlete Support (include dollar amounts): Athletes who are nominated to the 2014 U.S. Paralympics Track and Field Team will be paid DAS as follows: Gold Medalists from the 2013 IPC Athletics World Championships: $800 / month Page 13 of 24

Silver and Bronze Medalists from the 2013 IPC Athletics World Championships and 2014 Team A Standard: $600 / month Non-medaling athletes with one or more top eight finish in an individual event provided that the finish result is also among the top 50% of the athletes who started the event from the 2013 IPC Athletics World Championships and 2014 Team B Standard: $300 / month. Attachment C 2014 U.S. Paralympics Track and Field Additional Athlete Support Programs TRAVEL SUPPORT Medalists (and Guides) from the 2013 IPC Athletics World Championships will be provided with a travel stipend. This one-time travel stipend amount is $3,000 per athlete/guide and is subject to the same requirements outlined in the DAS section (Attachment B). Travel stipends must be used to compete at IPC Approved events within the 2014 calendar year and the anticipated competitions must be outlined in the Team Athlete s 2014 Personal Performance Plan. The stipend will be processed after the athlete s Personal Performance Plan has been approved by the High Performance Director. In addition, athletes must submit competition results to the High Performance Director within one week after the competition. COACHING SUPPORT/ALLOWANCE The 2014 Coaching Allowance will only be paid directly to a coach approved by U.S. Paralympics. The 2014 Team athlete can nominate their personal coach to the Director of High Performance, Paralympic Track and Field by submitting their Personal Performance Plan and other documents as outlined below. Team athletes that are part of a Resident Program are not eligible for this benefit. Team athletes may not nominate themselves or any family member as their coach to receive the Coaching Allowance. If a team athlete does not have a coach or is unable to locate one, U.S. Paralympics will help the athlete to find an appropriate coach in their area. If a coach cannot be assigned, athletes must submit the required training documents each month (outlined below). Support amount will be paid directly to the coach based on the following: o 2014 A Team standard Athlete (includes 2013 IPC Athletics World Championships Medalists and athletes who meet the Team A Standard throughout 2014): $250/month ($300/month if the coach is USA Track and Field Level 1 Coaching Education certified) o 2014 B Team standard Athlete (includes non-medaling athletes with one or more top eight finish in an individual event provided that the finish result is also among the top 50% of the athletes who started the event from the 2013 IPC Athletics World Championships and athletes who meet the Team B Standard throughout 2014): $100/month ($150/month if the coach is USA Track and Field Level 1 Coaching Education certified) Coaches must submit the yearly training plan (details outlined below) with the Athlete s Personal Performance Plan form. After review a contract will be created and sent to the coach for review/signature. The contract is active and payments can be processed only after the signed contract and W-9 form have been submitted and a green light is issued for the background check. Coaches will be required to submit an invoice each month along with the results from the training plan for the prior month and the training plan for the next two months (details outlined below). Documents submitted each month should include the results from the previous month as well as the plan for the next two months. For example, the invoice sent for January payment should include the results of the training plan from January and the training plan for February and March (the invoice sent for February payment will include results from February training as well as the updated training plan for March and the plan for April, etc.). PERFORMANCE INCENTIVE SUPPORT / WORLD RECORD BONUS U.S. Paralympics Track and Field will provide a world record bonus incentive program for 2014 Team athletes. World record bonuses will be awarded based on results from IPC Approved events (outdoor only). One thousand dollars ($1,000) will be awarded for each world record. Athletes may only collect one world record bonus per event during their 2014 Team term (i.e., athlete X can only receive one world record bonus payment for the Men s T44 100m, but multiple payments may be paid if athlete X were to break the world record in the Men s T44 100m and Men s T44 200m). Relay world record bonuses will be paid to each of the four athletes establishing the World Record. Page 16 of 24

Attachment D 2014 U.S. Paralympics Track and Field Elite Athlete Health Insurance (EAHI) The USOC agrees to provide up to 35 EAHI slots to athletes who meet the eligibility and criteria. The approved EAHI eligibility and criteria for EAHI is as follows: Athletes must be currently training and competing to receive EAHI and they must sign the 2014 Athlete Agreement and Athlete Support Designee Form. Criteria 1: All U.S. Paralympics Track and Field 2014 Team athletes are eligible for EAHI. Criteria 2: Athletes who meet the 2014 U.S. Paralympics Track and Field Emerging Standards may be eligible for EAHI as determined by the Director, Paralympic Track and Field High Performance and Team Leader. Selection for EAHI will be based on current performance at a level that indicates a positive trajectory of performance with a chance to medal in the Paralympic Games or World Championships between 2014 and 2018. Should there be more athletes than slots available after Criteria 1 and or Criteria 2, the decision to award EAHI will be based on which athlete(s) have the best opportunity to medal at the Paralympic Games in 2016 or 2018. Should there be any available slots after all eligible athletes [who request and] have been awarded EAHI, those slots will remain unused. MEDEX Insurance Every athlete enrolled in the Elite Athlete Health Insurance Program also receives MEDEX Plus as part of the benefits. MEDEX Plus provides: Medical Assistance Services (i.e., locate nearest doctors or hospitals, facilitate hospital payments, and monitor case) ** Travel Assistance (i.e., replacement of lost/stolen travel documents, translation services, travel arrangements) ** Destination Services (i.e., pre-travel information, travel & health information, real-time security intelligence) ** Personal Security Services (i.e., political evacuation, security evacuation) ** Medical Evacuation - In the event of a medical emergency, MEDEX will arrange & pay for a medically supervised evacuation to the nearest medical facility or return to point of origin. Repatriation Services - In the case of an injury or an unexpected illness resulting in death, MEDEX will coordinate & pay for the return of remains to your home country. **This is assistance only and does not cover the cost of any services provided. MEDEX Assist also offers a benefit referred to as TravMed Abroad. This supplemental benefit is offered at an additional cost to you of $3/day and can only be purchased when traveling outside the U.S. What does TravMed Abroad provide? The United States Olympic Committee, (USOC) Governing Bodies, (NGBs) and the World Anti-doping Agency (WADA) Code have authorized USADA to test any athlete who: Is a member or a license holder of an NGB/IF Is participating at an Event or Competition sanctioned by the USOC or a NGB or participating at an Event or Competition in the United States sanctioned by an IF Is a foreign athlete who is present in the United States Has given his/her consent to Testing by USADA or who has submitted a Whereabouts Filing to USADA or an IF within the previous 12 months and has not given his/her NGB written notice of retirement Has been named by the USOC or an NGB to an international team or who is included in the USADA Registered Testing Pool (USADA RTP) or is competing in a qualifying event to represent the USOC or NGB in international competition Is a United States Athlete or foreign Athlete present in the United States who is serving a period of ineligibility on account of an anti-doping rule violation and has not given prior written notice of retirement to the his/her NGB and USADA or the applicable foreign antidoping agency or foreign sport association Is being tested by USADA under authorization from the USOC, an NGB, IF, any NADO, WADA, the International Olympic Committee (IOC), International Paralympic Committee, (IPC), or the organizing committee of any Event or Competition. Some of these athletes may be added to the USADA RTP if they meet NGB, USOC, or USADA criteria. Athletes are notified by e-mail of their inclusion in the pool and rights and responsibilities as being a part of the pool. Attachment F Athlete Career Services The Athlete Career Program was created by the USOC Career Services Department in partnership with Adecco, the USOC s Official Career Management Services Sponsor. The Athlete Career Program provides a variety of services to elite athletes who are still training and competing as well as Olympians and Paralympians who have retired from sport. Team USA Career Program Opportunities The Team USA Career Program is in its early stages and is anticipated to grow over time. Currently, there are limited employment opportunities with USOC Sponsor, Hilton Hotels, Inc. Eligibility Criteria 1. Only athletes who are currently training and competing in Olympic and Paralympic events/disciplines will be considered for eligibility into the Team USA Career Program. Page 20 of 24

2. Athletes participating in Olympic/Paralympic events/disciplines must be a member of the U.S. Team (senior level), or the equivalent, if the athlete s sport does not have a Team. *There may be cause for an exception to the Team USA Career Program eligibility criteria because of an extenuating circumstance where a deviation from the criteria best meets the needs of the athlete and NGB or the Team USA Career Program employer. These deviations will be handled on a case-by-case by the USOC s Athlete Support Working Group, the athlete s NGB and the Team USA Career Program employer. ** This eligibility criteria will be reviewed at least once per quadrennium by the USOC (with input from the Athlete s Advisory Council (AAC) and NGB Council) to ensure fairness and consistency. Allocation of Team USA Career Program Opportunities By meeting the above eligibility criteria, athletes are qualified for consideration for an employment opportunity with Hilton or any other participating USOC Sponsor-Employer in the Team USA Career Program. Meeting the athletic eligibility criteria established by the USOC and U.S. Paralympics does not guarantee a position within the TeamUSA Career Program. Hiring decisions will be made independently by the Team USA Career Program Employer with information provided by both the USOC and Adecco, the USOC s Official Career Transition Management Sponsor and Administrator of the Team USA Career Program. Annual Eligibility Review Process Summer sports will be reviewed annually in the October/November timeframe to verify they still meet the Team USA Career Program Eligibility Criteria. Winter sport athletes will be reviewed annually in the March/April timeframe to verify they still meet the Team USA Career Program Eligibility Criteria. Annual Eligibility Review Process (continued) Athletes no longer meeting the athletic eligibility criteria will be removed from the Team USA Career Program by the USOC. During these review periods and anytime throughout the athletes employment, the USOC sponsor-employer may terminate the athlete s employment if he or she fails to meet mutually agreed upon and established work criteria. Athletes are expected to keep working in their Team USA Career Program position until they are notified by the USOC, Adecco and/or their employer that they no longer meet the eligibility requirements. Anti-Doping Refer to USOC Suspension of Benefits Policy. Code of Conduct Sign and abide by the code of conduct established by the USOC, when required. Attachment G 2014 U.S. Paralympics Track and Field Team Procedures & Obligations Track and Field Team Procedures Failure to comply with the Athlete Obligations listed below, violating the Athlete Agreement or not complying with the Resident Program rules and policies (if applicable) will result in a suspension of DAS, a fine or removal from the 2014 Team. U.S. Paralympics Track and Field issued national team uniforms and competition gear must be worn at required competitions. U.S. Paralympics will provide DAS for multi-sport athletes in ONLY the multi-sport athlete s designated primary ( A ) sport. Attachment H 2014 U.S. Paralympics Track and Field Resident Program U.S. Paralympics Track and Field implements a Resident Program at the Chula Vista Olympic Training Center (CVOTC). Eligibility: Be at least 15 years of age (OTC policy). Be a current US Citizen eligible to represent the USA in the Paralympic Games. High School age applicants must be enrolled in high school and maintain a 2.7 GPA. Program staff will strongly recommend online courses or enrolling in private school to best facilitate both school and training requirements. Applicants who take college courses must maintain a 2.0 GPA. Be willing to submit to a complete health profile coordinated by USOC Sports Medicine including thorough medical history and comprehensive physical examination. Athletes must have met the 2013/2014 Emerging or Team standard. Resident Program athlete applications are evaluated each calendar year. Acceptance & Application Acceptance to the Resident Program will be at the sole discretion of U.S. Paralympics and all positions available in the Resident Program will not necessarily be filled. Evaluation of athletes for acceptance to the Resident Program will consider a wide range of factors including: Space availability. Meeting and maintaining a minimum emerging standard (Attachment A) per the athlete s specific event/sport class. Athlete s current home training environment. Potential for the athlete to medal at the World Championships/Paralympic Games. Projected effect/impact of the Track and Field Resident Program on the athlete s medal potential. Athlete s desire and willingness to commit fully to the training Resident Program. Training compatibility with other resident athletes. Relevant performance data from current quadrennium The Application and all necessary forms for the Resident Program are available at www.usparalympics.org. Any athlete who wishes to participate must apply and be accepted into the Resident Program. Program Description The Track and Field Resident Program hosted at the Olympic Training Center-Chula Vista is designed for ambulatory athletes participating in the Paralympic throwing, jumping and sprinting events. Participant Responsibilities Each athlete participating in the program is required to: Cover his/her own expenses for moving to San Diego (airfare, gas, shipping costs, etc.) Agree to and follow the training program defined by the Resident Program Coach for that athlete Page 23 of 24

Develop short-, mid-, and long-term performance markers with the Olympic Training Center (OTC) Resident Program Coaches (as well as Strength and Conditioning Coaches), pursue achievement of those markers, Attend all training sessions, competitions and other team activities (meetings, testing, community appearances, OTC-hosted special events, etc.) as directed by the Resident Program Coaches Wear U.S. Paralympics uniforms, competition wear and other clothing at official competitions and functions as directed by the Resident Program Coaches. Provide his/her own clothing and equipment appropriate for training and competition (including shoes), except when required to wear U.S. Paralympics provided uniforms and competition wear. Agree to and abide by the rules of the CVOTC Athletes participating in the program are specifically prohibited from soliciting training programs from external coaches without the consent and inclusion of the Resident Program Coaches. U.S. Paralympics and USATF have agreed to work collaboratively as determined to be advantageous to both programs by the program lead coaches. Removal from the Program Athlete participation in the program may be terminated at any time by U.S. Paralympics. Notice of removal from the program will be provided to the athlete in writing and will be effective immediately upon such notice or as specified in the notice. An athlete may appeal removal from the program pursuant to the USOC Grievance Procedures for U.S. Paralympics Teams and Programs, provided as a part of the U.S. Paralympics Team Agreement. Removal from the program may result from any of the following or any other reason determined valid by U.S. Paralympics: Failure to meet the requirements to qualify for the national team (annually) Failure to qualify for a U.S. team to the major international competition (such as World Championships or Paralympic Games) Failure to meet the performance markers or other elements of the athlete s personal performance plan Failure to comply with the U.S. Paralympics Athlete Agreement, USOC Code of Conduct, the OTC rules and guidelines or the requirements of the resident program Violation of the USADA Anti-Doping policies Persistent incompatibility with the Team Coach and/or other resident athletes that detracts from the training or performance of any member of the OTC community Coaching Staff The Resident Program Coaching staff currently consists of Dr. Craig Poole, Head Coach of the Resident Program along with Al Joyner (Jumps and Sprints), Jeremy Fischer (Jumps) and Joaquim Cruz (Sprints, Middle Distance, Distance, Relays and Military programs).
