Intrductin Hw Hw Where t Safety Management Systems t get started the system will help yu cmply with the law and hw t get help Safety Flder Intrductin t Safety Management Systems Since the Health and Safety at wrk regulatins were intrduced in 1998 it has been a legal requirement t prduce a Safety Management System fr cmmercial fishing vessels. The system is ften described by ne f its parts, namely the Risk Assessments, but actually the Risk Assessment is nly a small part f the system. The fllwing parts are all required within a gd safety management system: A Health and Safety Plicy Statement All Reasnable Risks t be Assessed Crew Recrds Life Saving Appliances, Drills and Inductins Lifting Equipment and Wrk Equipment Maintenance Recrds Health Mnitring Vessel Safety Equipment & Self Inspectins All these items are t be cnsidered as a whle system, they certainly are nt everything but they frm a gd starting pint t build n. Our safety Management Website helps yu t develp this int an rganised and practical system. 1

Hw t get started T begin yu will need t register as a user f the website. After registratin yu will be able t start filling in the Safety Flder by adding yur vessel and cmpleteing the required infrmatin. There are a series f 5 stars which will help guide yu. = Gd, = Needs mre wrk, = Needs ding. Clicking n a star will take yu t the crrect sectin f the website. Step 1 G t http://www.safetyflder.c.uk Click the register link and fill in the frm. Chse a Username and Passwrd. An email will be sent t the address prvided cnfirming this infrmatin. This is imprtant t stre in a safe place as its easy t frget them. Or yu culd keep a reminder here: Username: Passwrd: Step 2 Enter yur vessels details, by selecting the [Vessel Details] and clicking the [Add a Vessel] and filling in the frm. Yu can get started by adding yur vessels PLN and seaching fr yur vessel. If yu dn t have all the details they can be left blank r use the prvided link t the ITU Mars Database where yu can search fr yur vessel and find the Callsign, Registry and MMSI fr the vessel. [http://www.itu.int] Step 3 The next area t cmplete is the [Crew Details], here yu can add all the vessels crew and add their mandatry certificate details. Adding the crews emergency cntact details is essential as it can help the Castguard r Radi Medical help in the event f an emergency at sea. Step 4 In the [Recrds] tab yu can add yur equipment registers fr cmpliance with LOLER and PUWER regulatins, yur Life Saving Appliances, Stability infrmatin 2

fr rll and heel tests and yur MCA inspectin dates. Once entered, reminders f imprtant service and expiry dates will be emailed t yu each mnth. Step 5 Adding a [Muster Plan] fr the vessel helps the crew t knw what t d in an emergency situatin. It is strngly recmmended that befre filling in the Muster plan that yu lk at the example in the MGN 430 F fr guidance. Yu shuld chse a muster pint where it is cnvenient fr the crew and skipper t meet and access t the vessels safety equipment can be gained. Step 6 Risk Assessments are required n all fishing vessels. A range f generic risk areas are prvided fr yu. T start risk assessments fr an area, click the area title t begin the assessment. In the next screen it is recmmended that yu select the [Add Seafish Examples] buttn t lad the example cntent. Once laded yu can either edit r delete each risk. T add a new risk assessment just click the [Add Risk Buttn] Step 7 When yu have cmpleted yur risk assessments yu can prduce the flder t either print, email and/r stre n yur cmputer. Click n the [Safety Flder] and click the [Prduce cmplete PDF Safety Flder] buttn Once prduced yu shuld save this t yur cmputer and print ff a cpy fr strage in a flder. The printed cpy shuld then be read t check the cntents and cmplete the sectins where necessary by hand. Hw the system will help yu cmply with the law By cmpleting the safety flder yu will be able t shw cmpliance with many f the vessel laws, and imprtantly it gives yu and the crew a structure fr the vessels safety. 3

Due t the high level f incidents in the cmmercial fishing industry it is likely that there will be further pressure n vessels t imprve the safety n bard their vessels. By creating a safety management system yu can begin t structure training, maintenance and safety prcedures which will help yu t cmply with the law. T start with yu can get assistance with the safety flder website by cntacting Rckall Marine. www.rckallmarine.c.uk inf@rckallmarine.c.uk The necessary skills needed t create a safety management system are cvered in the Safety Awareness curse that was updated in 2011 and is funded fr thse wishing t refresh their knwledge in health and safety n fishing vessels. The Safety Flder website lists many f the M Ntices but it is always wrth while subscribing t the MCA s email service t keep up t date. The MCA als ffer an excellent phne supprt service. Safety Flder Sectins Safety Management System Fr Fishing Vessel: Nevermre NN408 Safety Plicy The Safety Plicy is required if there are 5 r mre peple emplyed within ne cmpany. Althugh fr many it may nt be a legal requirement it is still well wrth while as it demnstrates yur cmmitment t safety and shws yu are a respnsible emplyer. Once it has been prduced there are 2 parts that need t be cmpleted. 1. The persn wh yu have decided is respnsible fr lking after health and safety n bard, this can be the skipper, wner, r a suitable persn chsen by the skipper r wner. 2. It shuld be signed by the Owner f the vessel t apprve the statement and shw supprt fr the Health and Safety Representative. In n way des appinting a health and safety representative remve the Skipper r wners respnsibility under the Health & Safety Regulatins. When yu add a vessel it selects the apprpriate vessel safety checklist frm the under 15 metre cde f practice. Fr ver 15 metre vessels it lists the equipment yu added t the website. This is t be cmpleted and dated and then yu are required t repeat this prcess annually. An email cntaining the checklist will be sent each year fr yu t cmplete. Checklists Emergency checklists are included and are frm the IAMSAR V3 bk frm the IMO, this bk sets a cre standard which vessels crew drills are based n. Checklists Safety Plicy 5

Crew Muster Plan Crew Muster Plan Risk Assessment The crew pages have 2 parts, Crew Infrmatin and Crew Inductin frm. When adding a crew member yu can add their qualificatins. The flder will shw a yellw warning sign if they are still requiring any certificates. The crew pages are useful t have abard the vessel especially in the case f an emergency, they may be helpful t the emergency services especially if medical assistance is required. When the crew jins a vessel they are required t carr ut a crew inductin, this prcess shuld nly take a shrt while and is brken int 3 stages, firstly the LSA (Life Saving Appliances) shuld be cvered, fllwed by rutine vessel prcedures and finally emergency prcedures. The vessel muster plan is necessary t ensure rder and efficiency in cases f emergency. It is widely recgnised as a necessity and is cvered in the M Ntice which is available n the safety flder web page fr mustering. If yu need assistance in cmpleting a muster plan then please read the M Ntice. There are 3 stages t a muster plan, they are the initial alarm phase where the emergency is annunced and the crew muster. Then the secnd stage references the skipper s cmmunicatin with the Castguard and the crew trying t save the vessel. And finally if it becmes necessary t abandn the vessel t put ut a mayday and launch the liferaft. 6 Risk Assessment This sectin is the largest in the flder. It is a legal requirement t have risk assessments fr a vessel where there are crew invlved. It is recmmended that this includes single handed vessels. The risk assessments are described in the M Ntice MGN 20 (M+F) that there is n defined methd f recrding them, the Safety Flder risk assessment dcuments are based n the Cde f

Safe Wrking Practices initial risk assessments. As an aid t risk assessment the sectins can be pre filled with example risk assessments which have been prvided by Seafish as part f the Safety Awareness curse. Once added yu can edit r delete the nes that are nt crrect t suit yur needs. A hazard is an bject r situatin that can cause harm. A risk is the way in which the harm effects yu. Cntrl Measures are the ways in which yu reduce the chance and severity f the risk. A lgical rder f cntrl is t cnsider, Guards; Safe systems f wrk; Persnal prtective equipment; and then the use f Signs. Ller and Puwer Ller and Puwer refers t the regulatins regarding lifting equipment and prcedures and wrk equipment and prcedures. Each item has tw pages, n the first yu recrd and highlight the equipment and n the secnd page yu recrd yur rutine inspectins. This is prefrmatted t mnthly but yu can d this at a different interval if necessary. Ller and Puwer Stability Fr the under 15 metre vessels the Wlfsn Stability mark is calculated and prduced as part f the flder, it is a recmmendatin t have sme frm f stability guidance available fr the vessel. It is up t the Owner/Skipper t decide the type f stability infrmatin t have n vessels that d nt require a full stability bk. Stability Within the website there is als guidance n rll and heel tests t systematicaly recrd the vessels stability s that yu can ntice any changes in the vessels ability t right itself in the future. We recmmend cmpleting a rll and heel test anually t cmpliment the Wlfsn Infrmatin ntice and mark which relates t yur peratins at sea. 7
