GENERAL CONDITIONS In order to be considered and eligible for selection to the Shooting Federation of Canada National Adaptive Shooting Team (formerly known as the National Team for Athletes with a Disability) and program, an athlete is required to: a. Be a member in good standing of the Shooting Federation of Canada. b. Be a Canadian citizen; if naturalized, the ISSF/IPC international participation rule will be applicable (Article 3.6.0 Entry and Participation, item 3.6.3.3). Athletes must be fully eligible to represent Canada at the time of the Trials. c. Complete a trials entry form and pay the applicable trials entry fee prior to the start of the competition sanctioned as the National Adaptive Team selection match. d. Not use or be in possession of, by medical prescription or otherwise unless approved by a Therapeutic Use Exemption (TUE), any drug that is on the World Anti-Doping Agency (WADA) Prohibited List or engage in any method or activity that would be in contravention to the World Anti-Doping Code. e. Sign an SFC Athlete Agreement and adhere to all of its conditions including the requirement to prepare and follow an annual training plan. f. Pay in full, any outstanding accounts receivable owing the SFC. g. Pay the applicable annual Team fee according to published deadline parameters. 2. QUALIFYING EVENTS The 2015 National Adaptive Shooting Team selection trials will be held in conjunction with the 2014 National Rifle Championships and 2014 National Pistol Championships. 3. COURSE OF FIRE & QUALIFYING SCORES To be eligible for selection to the NAST, athletes must: Achieve a MQS in their respective discipline in at least one of the following matches: - Canadian NAST Trials (Nationals); OR - A cut score competition as defined in the 2015 NAST Athlete Selection Criteria, Annex C Compete in the National Adaptive Championship course of fire for the event in which the athlete is registered for the selection trials, once over the course of fire as per IPC format; Complete the finals when qualified, for the event in which the athlete is registered for the team selection trials. THE TEAM The top 5 ranked finalists (rifle and pistol combined) who meet the above criteria are eligible for nomination to the National Adaptive Shooting Team. 5. RANKING The ranking list is developed by determining the percentage of the National Adaptive Championship selection trials score to the lowest value of all of the first place qualification scores (LVFPQS) at the 2014 IPC World Cups. Calculations will be taken to the third (e.g. 99.123%) decimal point if necessary. Resource limitations necessitate that National Adaptive Team members must be capable of traveling internationally, independently, without the assistance of a personal attendant. Any personal attendants that accompany team members hold no team status. 6. IDENTIFIED ATHLETES 6.1 On the recommendation of the National Adaptive Team Head Coach and in accordance with SFC policy, up to one competitor may be eligible for identified athlete status on the National Adaptive Shooting Team, selected according to the following conditions: a. Shall not have been a National Adaptive Team member; b. Shall finish in the top 2 positions in one of the events in which the athlete has registered for the team trials, based on the combined scores of the National Adaptive Championship course of fire and the finals; c. Shall make application in writing with a letter of support from your Provincial/Territorial Shooting Association to the National Adaptive Head Coach, Rick Ward, within 30 days of the selection trials; SFC National Adaptive Shooting Team Selection Criteria 2015 AF Page 3 of 9

d. Shall submit an annual training plan to the coach which at a minimum shall include the following - expected range time, planned competitions and supplemental sport/ physical activity; e. Must be associated with the Provincial/Territorial team program; f. As the IPC grants Quota Spots based on performance and participation at World Cups, an identified athlete may be exempt from 6.1b if such action provides substantial benefit to the program. 6.2 IDENTIFIED ATHLETE TERMS OF REFERENCE a. The maximum duration for identified athlete status for any individual is four years; b. Identified athletes train, travel, and compete with the National Adaptive Team on a fully self-funded basis; c. An identified athlete may shoot a Paralympic minimum qualifying score at an IPC sanctioned competition, however may not participate in the Paralympic Games until full National Adaptive Team member status is achieved; d. An identified athlete is not eligible for AAP carding recommendation; e. An Identified Athlete is the final addition to the team; and f. Fees for an identified athlete are set annually by the SFC. 7. BYES & ADDITIONS On the recommendation of the National Adaptive Team Head Coach and in accordance with SFC policy, additional members may be added to the National Adaptive Shooting Team: 7.1 Competition Exemption: By application in advance, those athletes who were named to the National Team in the year prior to the Trials who have met the requirements for Team membership, and who are scheduled to represent Canada at an IPC World Championships, a World Cup, or Major Games* that would directly interfere with participation in the National Championships/Team Trials; a. Any persons added to the Team for Competition Exemption will not displace those who have met the requirements at the National Championships/Team Trials in the qualifying year; b. National Team full members shall remain at the top of the team ranking order; and c. Ranking for the Full members (against each other) of the team receiving competition byes shall be done by using the ranking formula in section 5 but, using the Bye competition scores vs. the Nationals Scores. d. An identified athlete who for the benefit of the team is granted a Competition bye from the selection match in the year following qualification (identified athlete status) for the team, may be given an opportunity to achieve full National Adaptive Team status by shooting a team qualifying score at the Competition for which the bye was granted; SFC National Adaptive Shooting Team Selection Criteria 2015 AF Page 4 of 9

e. The identified athlete, if he/she shoots the NAST MQS (ref 7.1d) shall be granted National Adaptive Team status and continue to hold their ranking on the team; See Annex B for examples * For the purposes of these criteria, Major Games include the Paralympic Games, World Championships and Continental Championships as defined by the IPC website. 7.2 Medical Exemption: By application in advance, those athletes who: a) were named to the National Adaptive Team in the year prior to the Trials; b) have competed with the Team at least once in the year prior to the Trials; c) have met the requirements for Team membership and for medical reasons substantiated by a doctor s certificate, cannot compete at the National Championships/Team Trials; a. The injury or illness for which medical exemption is made will be such that the athlete is able to compete for the Team in the year of qualification; and b. Any persons added for medical reasons will be ranked in the last position (see Annex C) on the respective Team to which they have received a bye. All additions to the Team are subject to the approval of the High Performance Committee. 8. MEMBERSHIP YEAR National Adaptive Shooting Team members will be named to the team for the period January 1 st to December 31 st annually. Athletes who qualify for any 2015 SFC Adaptive Team shall be eligible to participate in Team training that is organized by the SFC between the 2014 National Championships and December 31 st, 2014. 9. FEES All fees are assessed when a shooter is named to the Team and are due on or before December 31 st annually. 10. CONFIRMATION Membership on any team is subject to confirmation by the High Performance Committee and the signing of an SFC Athlete Agreement. 11. APPEALS An appeal against a selection decision of the SFC High Performance Committee may be made as per the published SFC Appeal Policy. 12. FUNDING Funding to Team Programs is to be reviewed and determined on an annual basis, and approved by the Executive Committee of the Shooting Federation of Canada. ANNEX A 2015 NAST Athlete Selection Criteria MATCH CRITERIA FOR CUT SCORE CONSIDERATION Examples of terminology used in this document: Competition National Championship, Provincial Championship, World Cup (WC) etc. Discipline Rifle, Pistol or Shotgun Event R1, P2, 25m Pistol Women, 50m Rifle Prone Men etc. Relay Once through the course of fire 1. Match criteria for cut score consideration Rifle and Pistol Minimum number of positions 10 (except for 25m Rapid Fire Pistol requiring 2 bays) Minimum number/level of Officials 2 ISSF certified B licensed Judges and/or 1 ISSF certified A licensed Judge One of the licensed Judges must have an IPC certification Electronic target systems Current ISSF & IPC match format Canadian matches must be sanctioned* by the SFC a minimum of four weeks in advance of the start of the competition. * SFC sanctioned matches must be approved by the National Office and created on the SFC website by an active SFC member. 2. Criteria for number of chances/opportunities Matches for which the athlete has registered and then not attended are considered lost chances and with the exception stated in section 5 of this document, may not be replaced. Changing a designated match is only accomplished if the competition is cancelled. For rifle and pistol, the first ISSF course of fire counts in multiple course-of-fire competitions. The exception is at the National Championships where the current standard of two (2) separate courses of fire count as one competition containing two unique opportunities. Each competition shall only count as one chance/opportunity per event Scores achieved in Qualification rounds shall be considered additional opportunities Attendance at the Canadian National Championships is mandatory. Canadian National Championships in each discipline are subject to ISSF rules and not to Annex A Match Criteria standards. All athletes must submit a list of matches they wish to be considered using the published HPC Match Designation Form. Athletes with the intent of using international matches for cut score consideration must file the list prior to the start of the competitive season with the SFC Technical Director. Athletes using Canadian matches for cut score consideration must submit a list of potential competitions to the SFC Technical Director prior to the start of the first scheduled event. For National and Development Team members, the list will be part of the annual registration process for the High Performance Program. Coaches/managers designated by the HPC for this purpose shall be responsible for monitoring and reporting to the SFC. If an athlete is attempting to qualify in multiple events, a separate form must be filed for each event and the following limitations apply: SFC National Adaptive Shooting Team Selection Criteria 2015 AF Page 6 of 9

Process Athlete and coach collaborate to designate matches The athlete plan is adjusted to accommodate designated matches When an athlete achieves a cut score at a designated match, compile and complete: A data sheet and results for each competition at which a cut score was shot; AND The Cut Score Confirmation Form with a competition official s ISSF/IPC number and signature; AND Submit the documents through the Coach or Manager designated by the High Performance Committee to the SFC Technical Director. A competition official s ISSF number and signature are not required for World Cups, World Championships, Commonwealth Games, Parapan American or Paralympic Games. 4. Byes for illness or injury. Byes shall only be considered for National Championships as it is the only mandated event. Please see the current SFC Athlete Selection Criteria - National Adaptive Shooting Team (NAST) for rules pertaining to Byes. 5. Match cancellation If a match is canceled by the organizer, the match may be replaced by another of the athlete s choosing. Forms to submit: a. Notice of match cancellation and; b. Match substitution form. Circumstances that occur at any respective competition that are beyond the control of the athlete (e.g. match failure to meet the criteria despite organizer assurances) shall be considered the equivalent to a match cancellation. 6. Qualifying for a higher level competition A Major Games (e.g. Parapan American Games) and the IPC World Championships will automatically qualify as cut score events, provide an additional cut score opportunity for the qualifying athlete and do not require the submission of paperwork. ANNEX B Example of ranking of athletes during Competition Byes Given: There are 4 athletes (A, B, C, D) on the National Adaptive Team and they have all requested a Competition Bye; Athletes A,B, and C, are National Team members; Athlete D is an identified athlete; Two other athletes E, and F compete at Pistol Nationals; One athlete G competes at Rifle Nationals; and All 4 current National Adaptive Team athletes (A, B, C, D) are granted Byes. Therefore: Athletes A, B, and C are ranked against each other, for the following year, as per the formula in section 5, using their Bye event scores as the selection scores. Athletes A, B, and C are placed in the 1 st -3 rd positions on the team, according to the formula. Athlete D shoots a National Adaptive Team MQS and qualifies for the National Team - stays in 4 th place and is granted full National Adaptive Team Status; or Athlete D that does not shoot the National Adaptive Team MQS shall, if accepted as an Identified Athlete, be placed in the final position on the team. The athletes E, F and G that compete at Nationals (Adaptive Team Selection) all shoot National Adaptive Team MQS.
