II. Minutes Ron (SMA) - discussed his email about Expo- having trouble with section 1 and 2 getting replies. He is working on it. Denise (Auditor) - Region 121 audited and had a few issues but moving forward should be good. 683 audit currently taking place. Area Directors please make sure that they are on all accounts. More audits to follow. All Area Directors need to email ALL RCs and the Treasurers and copy Rich on email. All reimbursements to RCs need to be scanned and forwarded to the AD that need to be approved. Then approval sent to Treasurer and check can be cut. All Area Director reimbursements need to be approved by Rich Ruben and Rich had to suspend John Hadidian as Carpinteria RC Email Denise directly if you feel you need a region Audited Dave (EXTRA) Fall season procedures sent to ADs and thanks to Mark for feedback. Posted on website after tonight s approval- some have not finished reading so will all read by Thursday and email Dave and Rich approval. Discussion to have Extra and Challenge break out session at the Section 10 planning meeting on March 12 th. Ruben will reserve extra space. Dave with Lisa and Tom will put together power point with FAQ and new amendments Have RCs invite both Extra and Challenge coordinators to attend break out sessions Ruben and Lisa suggest that it is mandatory to have a region representative at the meeting to have AD approve teams. Significant changes to Extra: 1. moved roster dates to June 30 th for Extra teams 2. Added U10 coach need U12 and U10 training 3. Pulled out deposit for Section 10 championship. 4. No U13 will be U14 because of low numbers will combine 5. Moved the deadline for rosters to March 31 st for U13 and U14 3

Discussion about if March 31 deadline and what to do with U13. Motion to combine both U13 and U14 for Extra for 2016. Motion: Combine U13 and U14 for Extra for 2016 season as of March 31 st Janet- combined Charlie- combined Graham- combined Ryan- combined Danny- combined Joe- (for Jim) single year by cut off date Steve- single year by cut off date Ruben- combined Motion adopted move forward with combined age U13 and U14 in Extra program for 2016. Action: Email Rich by Thursday to approve Extra Guidelines Joe Challenge (see attached report) o Jim Lewis and Joe met with coast no U9 and U10 teams right now. 2005 teams and above. o Going to calendar birth year for Challenge and Extra o Report has win/loss record for Section o Had conference call with Challenge directors to go over birth year. Trying to encourage teams to get age aligned. Better to have players play in the calendar year with least amount of play ups. Following Cal South guidelines o Teams playing in state cup this weekend and next o Minor changes to guidelines for section o Advisory changes as to how to work through issues with recommendations as to how to work with neighbor regions Rich- is there any where in guideline to address the fact that we had several teams that should not have been a Challenge team. Their win loss and goal differential was not competitive. 4

Currently: U12 and below needs area approval and U13 and up just up to region Discussion of if we need to have AD approval for ALL Challenge teams. Discussion of if Regions need a team at the Core age to field a Challenge team at that age. Motion: Does AD need approval for teams at all ages? Janet- Steve- yes Graham- yes Ryan- yes Danny- yes Jim (Joe)- when we wrote guidelines the Challenge program is run at the region level but under Area guidance. But it is a difficult for Area to know the teams. Steve- yes- most run U16/19 through area they know where the teams finish and then Ruben- core program feeds Challenge and Extra. Thinks Area Directors need to have approval Area D- Can there be a set of fair, flexible criteria to determine if team should stay in competitive range. Look at GF and GA. But be flexible enough to the midrange teams to develop. Motion adopted- Area Directors must approval ALL Challenge teams at all ages. Rich to Joe- please add all ADs who have Challenge to emails to Challenge coordinators Motion: Regions must have at least 1 Core team in the age division to have a Challenge team Janet- yes Charlie- yes Graham- yes Ryan- yes Danny- out of meeting Joe- yes 5

Linda (Referee) -See report o Approached by regions about Regional Referee badges on backorder. They should be coming in now. o National just put out a proposal that would allow ARAs and SRAs to be able to process upgrades rather than National office. Linda thinks this will speed up process. Hopefully all the SRAs agree that this would be a good move forward. o Congrats to Charlie s area on having a new National Referee Phil adds that EXPO is coming up and instructor are working full steam to get ready. Ryan- Where are we at on notification on flagged volunteers notifications coming to Area CVPA and AD. There was instance of flagged volunteer but only RC was notified. This is the case that only the RC is notified. Janet- up and running just had Area planning meeting. Doing a Spring Select, not All Stars. Have 4 regions with new commissioners. Looking forward to seeing everyone in Bakersfield. New tournament first week in June to target teams going to National Games called Summer Kick Off. Charlie- Finished league tournament started and All Star tournament on Sunday. Tournament went well with no rain. Offered to combine all the rules for all tournaments. Packets are done and will be easier next time. Please be critical of document to make sure everything is good and give feedback. This will simplify things in the future. Packets for League were sent on Saturday. Others should follow soon. Graham- We are 2/3 of way through All Star weekend. Soon have 5 out of 6 new commissioners. All going to NAGM and are all enthusiastic. 6

Concussion awareness had a few issues on getting certification every 2 years. Is everyone else having issue every 2 years? If it is in the rules of the tournament then it is easy to enforce. If you don t have it then you don t coach. Kim- why do we need to take every 2 years as we know what the medical condition is. Charlie feels that things change and we need to stay updated with new changes. Graham- does everyone think it is important to do every 2 years Mark- Coaches get distracted with game, but sometimes coaches don t focus on player. Clarification- 2 years from 2013- focus on year not down to the month or day. Graham- questions about headers- Rich- National does not yet have material to address the heading issue USSF has new heading guidelines to stop heading U10 and younger. Ryan- area has been looking to get Challenge program up for last 3 years with Cal North. Very excited to begin this process. Going to Canada for month of February but will be at both tournaments Steve- finished league playoffs and All Stars will continue next weekend. Will have another Area meeting to discuss Challenge program and teams. Lisa is good with using badges that were used in Area- as long as the info is verified and is current. Coaches can use Area badge. Membership year needs to be on the badge. Steve- question for Dave- regarding Appendix A item 4 league fees. If teams are not sending a deposit, then you don t have to do a refund. So you don t need language about deposit refund. Ruben- had 3 rd annual referee youth cup. If you have a youth referee program- highly recommend it. Evaluators give constructive criticism. Oxnard sports festival back after 7

1 year hiatus. Keeping it small at first. Tournament board is made up of staff from different regions. Last few months have been laborious. Thanks to Denise and Rich for all their help. It has been very disheartening to see this level of improper behavior and management in a region. There will be many lessons learned. Carpentaria Beach Cup has been cancelled this year. Hopefully can get it back next year. Section Playoffs: Have 3 wild cards to fill U14 B and U14 G and U10G. So fill them with O, Q and W teams. It is $375 per team. Ryan at O taking U10 G, Ruben take U14 Boys and Danny gets the U14 Girls. That will fill up spots. League wild cards are U10 B- is D U12 B- is V U12G is E Action items: o Tell Donna if you want your packets mailed or via UPS. Also provide her with address. will have to UPS the packets out to all the Areas. Graham has already done his. Send Donna address you want packets mailed to. o Game cards will be mailed except for E and W Rich- Areas will be sending out map about where you will be. Same stuff as always canopy, table, chairs. New ear pieces for the walkie-talkies. Your Area can keep them. Communication will be easier with them. Sarah- will be all set and good to go. Treasury report- email Dan and Rich with questions Donna- take a look at the tournaments processed. Steve- there has been a change to North Valley classic- no upper division in March. Will have info to you this week. 359 is having April 15 but still tracking down paperwork. 8

Please look on Ayso.org to verify that info is correct online. There are still problems with transcription to website. National Game Referees- Section 14 is hosting and does not have enough referees. Asking every section to send 25 referees. Graham how are Expo reimbursements for instructors or Area board members handled? There is a reimbursement form in instructor packet. Blue Sombrero: o Expo has 1 class for web design and 1 class for registration have your Areas attend o There will also be a booth on the floor at Expo Lisa please get me your spreadsheets ASAP Graham can we get National to put concussion dates on roster but not doing on eayso now. Impressed with success of younger teams d. Concerned about Silver competitiveness e. Our performance will dictate growth of program f. SEE NEXT PAGE FOR SEASON RECAP 3. Playing up issue and new age brackets a. Cal South allows playing up and Section 10 Challenge Guidelines allow it. b. Section recommends existing teams work to re-align teams with the new age brackets to maintain high level of play and competitiveness c. Every Region/ team has their own unique circumstances d. We need to address situations individually based on: e. Age and skill level of players (primarily at 2001 and above) f. Impact on Team Competitive level in CSL (Bronze/Silver/Gold, etc) g.
