Introduction The Organizing Committee for the XVI Pan American Games Guadalajara 2011 presents this Athletes Qualification Manual to offer the National Olympic Committees and members of the Pan American Sports Organization PASO, an instrument to assess the qualification criteria that was established by the Pan American Confederations and by the International Federations in order to participate in this great Continental event. This document will be considered the only reference for the National Olympic Committees (NOCs) to retrieve the updated information related to the athletes qualification systems for the XVI Pan American Games Guadalajara 2011. Presently, most sports have an approved qualification system. Some sports systems are waiting to be approved and some other sports do not have a qualification system yet. In those cases, PASO and The National Olympic Committees will receive the update as soon as the Pan American Confederations and the International Federations confirm the information. All changes and updates made by the Pan American Confederations and the International Federations to this Athletes Qualification Manual will be informed immediately to PASO and the National Olympic Committees. The approved Qualification period is from January 1, 2010 to August 31, 2011. This manual also includes up-to-date information related to the sports that will qualify athletes for the London 2012 Olympic Games. Athletes Qualification Manual 4

Aquatics Five aquatics disciplines will be held as part of the XVI Pan American Games Guadalajara 2011: - Diving - Swimming - Open Water Swimming - Synchronized Swimming - Water Polo 1.1 Diving Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota approved by UANA, there will be a maximum of SIXTY (60) athletes in diving. The NOCs may only send competitors who have qualified through the system established by FINA/UANA to participate in the XVI Pan American Games Guadalajara 2011. c) Qualification System Each NOC may enter a maximum of eight (8) divers, four (4) men and four (4) women, if entering a team in synchronized diving. NOCs not entering athletes in synchronized diving will be allowed to enter a maximum of six (6) athletes, three (3) men and three (3) women. As the host country, Mexico will automatically qualify to compete in all categories in the Diving competition at the XVI Pan American Games Guadalajara 2011. Below is a list of the minimum standard scores required to participate in the individual events in the XVI Pan American Games Guadalajara 2011. If a NOC enters a team for a synchronized diving event, at least one of the team divers must fulfill the qualification requirements for the individual event for that height. d) Qualification System Approval This qualification system is subject to final approval by UANA. e) London 2012 Olympic Qualification At the meeting of the FINA Bureau held on July 28, 2009, the FINA Bureau approved that the Continental Champion (2011 Pan American Games) in the Individual Events of 3m Springboard Athletes Qualification Manual 6

and 10m Platform shall earn an Olympic Games position for their respective federations, with official entries to be confirmed by the respective NOCs. 1.2 Swimming Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota accepted by UANA, the total number of athletes in the Swimming competition shall not exceed TWO HUNDRED AND FIFTY SIX (256). There will be a maximum of twenty six (26) male and twenty six (26) female competitors per country. The NOCs may only send competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. c) Qualification System As the host country, Mexico will automatically qualify for the XVI Pan American Games Guadalajara 2011, as long as the athletes achieve the qualifying time standards established by UANA. Each NOC may enter those swimmers who have met the qualifying time standards for the XVI Pan American Games Guadalajara 2011. This minimum standard performance shall be achieved at an official competition recognized by the respective National Federation, from January 1, 2010 to July 31, 2011. (to be confirmed). Each NOC shall be guaranteed an entry of one (1) male and one (1) female swimmer for one event without having a qualifying time for that event. The athletes that achieve the Minimum Qualifying Time required by FINA, will qualify for the 2012 London Olympic Games. Athletes Qualification Manual 8

1.3 Open Water Swimming Only NOCs recognized by PASO whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors Athletes competing in the Open Water Swimming Events must be at least fourteen (14) years old at the time of the competition. c) Maximum Number of Competitors A maximum of THIRTY TWO (32) swimmers will participate in the Open Water Swimming event: sixteen (16) men and sixteen (16) women. The NOCs may only include competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. d) Qualification System 1st Priority: 2nd Priority: 3rd Priority: 4th Priority: Two (2) slots per gender for the Host Country; The maximum number of competitors a country may have is two (2) per gender; Every NOC participating in the IV UANA Pan American Marathon Championship (10 km) shall be awarded one (1) male and one (1) female slot. Athletes must have classified in the top fifteen (15) for their gender and in their respective category, (Junior or Senior). A maximum of one slot per gender for each of the top five NOCs from the Americas (excluding Mexico) to finish at the FINA World Championships 2011 (10 Km), to be held July 16-31, 2011 in Shanghai, China. 5th Priority: Any NOC whose second-placed swimmer at the FINA World Championships 2011 (10km) finishes among the top five (5) competitors from the Americas added in the order in which they finished until it is reached the maximum number of thirty two (32)athletes, based on the quota established by PASO. 6th Priority: To reach the established maximum number of participants, this field will be filled with eligible finalists in FINA World Championships 2011 10km first and then with finalists from IV Pan American Marathon Championship. e) Qualification System Approval This qualification system is subject to final approval by UANA. 1.4 Synchronized Swimming Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of Competitors Competitors must be at least fourteen (14) years old on December 31, 2011. c) Maximum Number of Competitors According to the quota approved by PASO, there will be a maximum of EIGHTY (80) competitors. Eight (8) teams with a maximum entry of nine (9) competitors each. Twelve (12) duets no alternates The NOCs may only register competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. d) Qualification System The following eligible Team and Duet entries will qualify according to UANA approved procedures. If any qualifying country fails to confirm their participation by July 16, 2011, alternate federations, in qualifying order, will be approached to replace them. As the host country, Mexico is automatically qualified in all categories of the synchronized swimming competition at the XVI Pan American Games Guadalajara 2011. e) Qualification System Approval The qualification system was revised and approved by UANA on May 10, 2009. f) 2012 London Olympic Qualification Synchronized Swimming at the XVI Pan American Games Guadalajara 2011 is considered a qualification competition for the 2012 London Olympic Games. One (1) duet and one (1) team (Gold Medalists) will qualify for the Olympics Games. Athletes Qualification Manual 10

1.5 Water Polo Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota approved by UANA, the Water Polo competition will have a maximum of TWO HUNDRED AND EIGHT (208) athletes, as follows: Men s competition: eight (8) teams x thirteen (13) athletes = one hundred and four (104) male athletes. Women s competition: eight (8) teams x thirteen (13) athletes = one hundred and four (104) female athletes. The NOCs may only enter competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. c) Qualification System Men s Competition: Eight (8) teams will qualify for the 2011 Pan American Games using the following system: Mexico qualifies as host country. CONSANAT qualifies three (3) teams: the first three (3) teams placed at the South American Championships, which will be held in Cali, Colombia on March 2010. CCCAN qualifies two (2) teams: the first two (2) teams (excluding Mexico) placed at the 2010 Central American and Caribbean Games, to be held from July 17 to August 1 in Mayaguez, Puerto Rico. Zone 3 automatically qualifies the United States. Zone 4 automatically qualifies Canada. Women s Competition: Eight (8) teams will qualify for the 2011 Pan American Games using the following system: Mexico qualifies as host country. CONSANAT qualifies three (3) teams: the first three (3) teams placed at the South American Championships, which will be held in Cali, Colombia on March 2010. CCCAN qualifies two (2) teams: the first two (2) teams (excluding Mexico) placed at the 2010 Central American and Caribbean Games, to be held from July 17 to August 1 in Mayaguez, Puerto Rico. Zone 4 automatically qualifies Canada. d) Qualification System Approval This qualification system is subject to final approval by UANA. e) London 2012 Olympic Qualification The Gold Medalists in the women s and men s competition at the 2011 Pan American Games automatically qualifies for the London 2012 Olympic Games. If the Gold Medalists have previously qualified through FINA competitions, then the next highest placed team at the Pan American Games qualifies for the Olympic Games. The second, third, and fourth placed teams at the 2011 Pan American Games automatically qualify for the 2012 Olympic Qualification Tournament. If one of these teams has previously qualified for the Olympic Games, then the next highest placed team qualifies for the Olympic Qualification Tournament. Athletes Qualification Manual 11

2. Archery Only NOCs recognized by PASO and whose National Archery Federation is a member of FITA/COPARCO may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of SIXTY FOUR (64) competitors, thirty-two (32) men and thirty-two (32) women. Each NOC may enter a maximum of three (3) competitors in each event provided they have qualified in accordance with COPARCO requirements. c) Qualification System As the host country, Mexico will automatically qualify to compete in all events and may enter three (3) competitors per event in the XVI Pan American Games Guadalajara 2011. The athlete s qualification process will consist of two (2) Qualifying Tournaments as follows: The first Qualifying Tournament (QT1) will be the Pan American Championships, to be staged from September to November 2010, in Guadalajara. The second Qualifying Tournament (QT2) will take place early enough in 2011 to meet the preliminary entry deadline established by COPAG. The date and place of the QT2 will be confirmed by COPARCO. 1. In the Pan American Championships (QT1), the distribution of the twenty five (25) slots for men and the 25 slots for women will be as follows: - The top seven (7) teams in the Olympic Round will qualify their countries with three (3) slots each, for a total of twenty-one (21) athletes. If Mexico finishes as one of the top seven (7) teams, then the team placed eighth (8th) will receive three (3) slots. - The top four (4) archers in the Individual Olympic Round (excluding Mexico and the seven (7) countries that earned slots in the Team Event) will qualify with one (1) slot. A country can obtain a maximum of three (3) slots for men and three (3) for women. 2. In the second Qualifying Tournament (QT2), the four (4) missing slots for both men and women will be distributed as follows: - Should QT2 be a world ranking event, a separate Olympic Round Competition will take place between archers who have not yet qualified for the XVI Pan American Games Guadalajara 2011 in QT1. The first four archers in this separate Olympic Round Competition will earn a slot for their countries. - A country already qualified with three (3) slots at the XVI Pan American Games Guadalajara 2011 in QT1 cannot enter an archer in the separate Olympic Round competition of QT2. - A country that earned two (2) slots in QT1 may enter only one (1) archer in the separate Olympic Round competition of QT2. - A country that earned one (1) slot for the XVI Pan American Games Guadalajara 2011 in QT1 may only enter a maximum of two (2) archers in the separate Olympic Round competition of QT2. - A country that did not earn a slot for the XVI Pan American Games Guadalajara 2011 in QT1 may enter up to three (3) archers in the separate Olympic Round in QT2. d) Qualification System Approval The qualification system was revised and approved by COPARCO on November 22, 2009. Athletics Only NOCs recognized by PASO and whose National Athletics Federation is affiliated to IAAF/PAC may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors Male athletes competing in the Marathon and in the 50km Race Walk must be at least eighteen (18) years old on December 31, 2011. Female athletes competing in the Marathon must be at least eighteen (18) years old on December 31, 2011. For other events, competitors must be at least sixteen (16) years old on December 31, 2011. c) Maximum number of competitors According to the quota established by PASO, there will be a maximum of SEVEN HUNDRED (700) competitors, male and female, in the Athletics Competition. The NOCs may only register competitors who have qualified through the system established by IAAF / PAC to the XVI Pan American Games Guadalajara 2011. d) Qualification System Individual Events Each NOC can register one competitor per individual event, even if he/she has not achieved the minimum standard performance. To register a second competitor, both athletes must have achieved the minimum standard performance. This minimum standard performance shall be achieved at an official competition recognized by the respective National Federation, from January 1, 2010 until midnight (Guadalajara local time), August 31, 2011. As the host country, Mexico will automatically qualify for all events in the Athletics Competition at the XVI Pan American Games Guadalajara 2011, with two (2) athletes per event. e) Qualification System Approval This qualification system is subject to final approval by the Pan American Athletics Commission. f) 2012 London Olympic Qualification The Athletics competition at the XVI Pan American Games Guadalajara 2011 will serve as an opportunity for athletes to reach the IAAF qualifying standards for the London 2012 Olympic Games. Badminton Only NOCs recognized by PASO and whose National Badminton Federation is a member of IBF/PABC may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of EIGHTY EIGHT (88) competitors, forty-four (44) men and forty-four (44) women. Each NOC can register a maximum of four (4) men and four (4) women, provided that he/she has qualified in accordance with IBF and PABC requirements. If at the end of the registration period the total number of participants is above the upper limit established by PASO, forty-four (44) men and forty-four (44) women, PABC will determine a maximum quota for each country as well as the total number of athletes who will be allowed to participate. Each NOC can register a maximum of three (3) players for the singles events and two (2) couples for the doubles events. Country ranking is determined by adding up the points of the highest ranked player/team from each country in the women s singles, women s doubles, men s singles, men s doubles, and mixed doubles, (a maximum total from the five rankings) using the May 27, 2011 BWF World Ranking. The higher the number of total points, the higher the country ranking. The allocation is by country not by individual athlete. Each NOC can choose its own procedure to select its competitor(s) for the Badminton competition. To be entered, each competitor must also be eligible to participate in the XVI Pan American Games Guadalajara 2011. Since country rankings will be determined on May 27, 2011, this will give countries plenty of time to improve their World Ranking, thus potentially increasing the number of players from that country. Depending on the number of countries that actually enter players in the XVI Pan American Games, PABC has the right to adjust the participation levels up (where there are less than forty-four (44) entries per gender in the Initial Allocation) or down (where there are more than forty-four (44) entries per gender in the Initial Allocation) to reach the athlete quota, that is, forty-four (44) men and forty-four (44) women. Countries shall confirm their interest in taking the allocated slots to PABC by June 15, 2011. In case the quota of forty-four (44) men and forty-four (44) women is not reached through the Initial Allocation, additional slots will be allocated as follows: Beginning with the 4th ranked country, having three (3) or less entries, each country, in rank order, will be allowed to enter one (1) additional man and/or woman until the quota is fulfilled or all countries have been offered an additional slot, whichever comes first. If the quota is still not reached, then the process will repeat itself until the quota is complete, with a limit of four (4) men and four (4) women entries for each country. d) Qualification System Approval The qualification system was revised and approved by PABC on November 4, 2009 Athletes Qualification Manual 18

Baseball Only NOCs recognized by PASO and whose National Baseball Federation is a member of IBAF/COPABE may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND SIXTY (160) competitors, eight (8) teams with twenty (20) players each. Each NOC may enter a maximum of one (1) team with twenty (20) competitors provided they have qualified in accordance with IBAF/COPABE requirements. c) Qualification System The top seven (7) countries in the Pan American Senior Tournament 2010 will qualify for the XVI Pan American Games Guadalajara 2011. The tournament will be held in San Juan, Puerto Rico in October 1 10. As the host country, Mexico automatically qualifies with one (1) team. d) Qualification System Approval The qualification system was revised and approved by COPABE on November 4, 2009. Basketball Only NOCs recognized by PASO and whose National Basketball Federation is a member of FIBA Americas may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND NINETY TWO (192) athletes, including ninety six (96) male players in eight (8) teams with twelve(12) players each and ninety six (96) female players in eight (8) teams with twelve (12) players each. Each NOC may enter one (1) team in each event provided they have qualified in accordance with FIBA Americas requirements. c) Qualification System The NOC team qualifications will take place through regional tournaments, under the following considerations: The United States and Canada are automatically qualified for North America, as well as Mexico as the host country, in both events of the Basketball competition at the XVI Pan American Games Guadalajara 2011. Canoe/Kayak Flatwater Only NOCs recognized by PASO and whose National Canoe Federation is a member of ICF/PACF may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND TWENTY FIVE (125) competitors. Each NOC will be allowed to enter a maximum of fourteen (14) athletes, that is, five (5) athletes for Kayak Women, five to six (5-6) for Kayak Men and three to four (3-4) for Canoe. c) Qualification System The first five (5) single boats (K1 M, C1, K1 W) in the events of 1000m and 500m that cross the finish line in the 2010 Flat water Pan American Championships will qualify for the XVI Pan American Games. In the crew boats K2, K4, M & W, and in C2, 1000m and 500m, the first five (5) finalists in each event at the 2010 Flat-water Pan American Championships will qualify for the XVI Pan American Games. Based on these criteria, a total of one hundred and fifteen (115) seats /athletes will be reached. Ten (10) seats will be guaranteed to those NOC s whose new National Federation participate in the 2010 Flat water Pan American Championship (place and date to be defined), in order to reach the ONE HUNDRED AND TWENTY FIVE (125) athletes quota established by PASO. According to the Regulations in force, if the host country of the XVI Pan American Games does not qualify in some of the twelve (12) competitions, it will still be guaranteed one of the quota places, and, consequently the number of remaining quota places for other countries will be reduced in that specific discipline. After adjusting the participation number of each NOC to fourteen (14) eligible athletes, the President of PACF, in coordination with the PACF Flat Water Racing Committee, will reallocate the remaining quota places to the other NOC s according to their performance. d) Qualification System Approval The qualification system was revised and approved by PACF on November 4, 2009. Equestrian Only those NOCs recognized by PASO and whose National Equestrian Federation is a member of FEI may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of Competitors and Horses Competitors are eligible to take part in the Eventing and the Jumping competitions from and including the year in which they reach their eighteenth (18 th ) birthday. In Dressage, competitors are allowed to take part from and including the year in which they reach their sixteenth (16 th ) birthday. Horses must be at least eight (8) years of age to be eligible to compete in Jumping and seven (7) years of age for dressage and Eventing. The age being counted from January 1 of the year of birth. c) Maximum Number of Competitors According to the quota established by PASO there will be a maximum of ONE HUNDRED AND THIRTY (130) male and female competitors. The maximum number of horses at the same time in the Equestrian Village shall be ONE HUNDRED AND THIRTY (130). The NOCs may only register competitors who have qualified through the system established by FEI to the XVI Pan American Games Guadalajara 2011 d) Qualification System Each NOC may enter teams and individuals in each discipline according to the participation numbers indicated above. 12.1 Dressage Riders and horses must obtain the qualification for the XVI Pan American Games Guadalajara 2011 at events that take place from January 1, 2010 until the date of the numerical entries: July 16, 2011. All rider/horse combinations must have achieved a minimum qualification criteria by the date mentioned above: to have achieved 60% in a FEI Prix St Georges Test 2000 at two different occasions, at a CDI or National Dressage event. NFs are required to send to FEI a Certificate of Capability for the XVI Pan American Games Guadalajara 2011 Dressage competitions and a record of results for all riders / horses intending to compete by the qualification deadline corresponding to the numerical entries of July 16, 2011. 12.2 Eventing Riders and horses may obtain the qualification for the XVI Pan American Games Guadalajara 2011 at events that take place from January 1, 2010 until the date of the numerical entries, July 16, 2011. All rider/horse combinations must have achieved minimum qualification criteria by the date mentioned above in order to obtain an Eventing Qualifying Result in a CCI 3*. NFs are required to send to FEI a Certificate of Capability for the XVI Pan American Games Guadalajara 2011 Jumping competitions and a record of results for all riders / horses intending to compete by the qualification deadline corresponding to the numerical entries of July 16, 2011. e) Qualification System Approval The qualification system was revised and approved by FEI on August 9, 2009. f) 2012 London Olympic Qualification The Equestrian competitions during the XVI Pan American Games Guadalajara 2011 will be a Qualifying Competition for the 2012 London Olympic Games. Fencing Only NOCs recognized by PASO and whose National Fencing Federation is a member of FIE / CPE, and which have the 2010-2011 FIE Sport Season, License may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND FIFTY TWO (152) male and female fencers. c) Qualification System For all individual and team events in the XVI Pan American Games Guadalajara 2011 for the following categories: Foil, both genders, Epée, Women, Sabre, Men A total of twenty one (21) fencers will qualify as follows: A maximum of fourteen (14) fencers: two (2) fencers from each one of the top seven placed teams at the Qualification Event for the FENCING competition in the XVI Pan American Games Guadalajara 2011, two (2) per country. Football Only NOCs recognized by PASO and whose National Football Federation is a member of FIFA / CONMEBOL / CONCACAF may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors Male competitors must be born on or after January 1, 1989. (Sub-22) The Women s competition is an open-age competition with no age restrictions. c) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of eight (8) male and eight (8) female teams, for a total of TWO HUNDRED AND EIGHTY EIGHT (288) competitors with eighteen (18) players per team. 18. Judo Only NOCs recognized by PASO and whose National Judo Federation is affiliated to IJF/PJC may enter competitors in the Judo competition of the XVI Pan American Games Guadalajara 2011.
