-1- SOCCER Boys 2017-18 Last update September, 18 th, 2017. 1. OFFICIAL RULE BOOK The rules shall be those published by F.I.F.A. and the C.I.S.A.A.-BOYS DIVISION. 2. SCHEDULING a. Master Schedules for all leagues will be completed by Athletic Directors in April and May for the following fall soccer season. b. League structure, playoff and championship formats for all soccer age groups will be completed by the Athletic Directors during the February, April and May meetings prior to the fall soccer season. c. The Sr. Div. i and Sr. Div. ii early bird tournaments are to be held in September before league play begins. a. League Play i. A league exists at the Senior, Junior, U-14 and U-13 levels. Therefore, each participating school must meet the League requirement for scheduled games. ii. The League schedules are determined by the Athletic Directors based on the number of teams participating within each league. iii. The last day for league play should be the Tuesday before a Saturday playoff and the Friday before a Wednesday playoff. iv. Any change in schedule must be reported to the League Convenor immediately. In this way, officials may be re-arranged. Coaches must check their schedule for conflicts. Changes must be updated on the CISAA web site by the host school. b. Non-league Play (under 12 and below) i. The individual schools will reach their own agreements regarding game fixtures. ii. Schools must schedule a minimum of four games with four different opponents to be eligible for the CISAA Championship Tournament. iii. Single Day tournament (usually 8 teams) The Convenor will seed all of the teams based on regular season results. Tournament Qualifying Day games will be established by the convenor based on the seeding, leaving eight teams to vie for the final single day Tournament championship. * See CISAA Constitution, Article XVIII c. Season-Ending Playoff or Championship Tournaments i. These Tournament Formats are determined by the Athletic Directors based on determined the number of entries in each age group. ii. Saturday tournaments should begin between 9:30 and 11:00. iii. Mid-week Tournaments will be determined by the host school and

OFFICIALS -2- convenor, and must avoid as much lost class time as possible. a) Regular Season and Exhibition games: At all levels at U13 and above, one outside official will be arranged for by the host school. At all levels below this, the host school is responsible for arranging for either an outside official or a member of staff to officiate. Linesmen are strongly recommended for Sr. Div. i league games. b) Championship event games at all levels must have one outside official, and; Sr. Div. i & Div. ii semi-final and final games should have 3 accredited officials (1 referee and 2 assistant referees). Junior- semi-final and final games require 1 accredited official and 2 lines people. 4. LENGTH OF GAME a) All Senior team league games will consist of 2 halves of 45 minutes each. The length of exhibition games will be decided by the coaches prior to the game. b) Games at all other levels should consist of 2 halves of: Junior: 40 minutes each U-13 and U14 levels: 35 minutes each U-11 and U12 levels: 30 minutes each For tournament play, the length of game will follow Ontario Soccer regulation. (Maximum of 180 minutes in one 24 hour period) c) Abandoned Match: i) If a match is abandoned due to inclement weather, the score will stand if two-thirds of the match has been played. If not, it will be rescheduled at the convenience of the two schools. ii) If a match is abandoned due to player misconduct and the referee is unable to clearly allocate responsibility, the match will end in a no match result (as if it was not played), with no points awarded and no goals to count. If one school is clearly designated at fault, the win will be awarded to the other school with a 1-0 score, unless the score at the abandonment favours the designated winner, in which case, that score will stand. d) No over-time will be used in regular season games in all age groups. Ties will remain as such. 5. SCORING a) In all leagues: win = 3 points, tie = 1 point. b) In league games, the maximum goal differential in a game will be 5 goals. CISAA published records will only recognize a goal difference of 5 per game. For the purposes of breaking ties, the maximum goal differential per game will be +/- 5 goals.

-3-6. ELIGIBILITY See Constitution Article XIII a Number of Players i. Sr. Div. i, teams may dress only 18 players per game for league and playoff matches. ii. Sr. Div. ii to Under 10 have no restrictions on the number of players dressed per game. b. Each coach should have a copy of every other schools team roster, if possible. c. Under 14 eligibility See Article XIII u14 non-contact. Only two over-age grade 8 students may be on the field at any one time. Violation may result in default and sanctions. Coaches must inform the other coach of any over-age grade students and identify these players (uniform numbers) 7. UNIFORMS a. It is the responsibility of the home team to be aware of any problems arising from similarity in uniforms and to be prepared to wear any alternative uniform. b. For Sr. Div. I Soccer: Second strip numbers should agree as much as possible with first team shirt. Teams which have uniforms with similar colours to other teams should consider a 2 nd set of uniforms (home team changes). 8. EQUIPMENT and SAFETY see 17. Safety Guidelines a. FIFA approved shin guards are mandatory at all levels, and for all players, including keepers. Players not wearing shin guards shall not be permitted to play. b. Proper soccer boots with either moulded or screw-in studs must be worn. American football boots and rugby boots are not permitted. Officials should be asked to inspect boots before the game and in the case of substitution. c. Players wearing a plaster or fiberglass cast on their wrist or forearm or knee brace must have the approval of the opposing coach and the official in order to play. d. Ball Size U14 and higher will use size 5 and U13 and lower will use size 4. 9. PLAYOFFS a. Playoff formats will be determined by the Athletic Directors at the annual scheduling meeting. b. Playoffs apply only to the Sr., Junior, U14 and U13 Leagues and are used to determine the league championship.

-4- c. Overtime in a single game playoff and championship for all age groups i. Regulation length of game ii. Two, 15 minute halves with 11 players and golden goal rule. ii. If still tied, then penalty shots employing only those players on the field at the end of the extra time periods. d. Overtime in tournaments and playoff championship tournaments (when more than one game is played per day). Maximum of 180 minutes played in a 24 hour period. i. Length of game might be reduced by five minutes each half at the senior level to allow for the possibility of an overtime. ii. Two five minute sudden-victory periods. iii. If the game is still tied, then a shoot out will be used. d. Shoot-out structure for all age groups (FIFA Guidelines) i. Only the players on the field at the end of game play may be used in the shoot-out. ii. Each team will select 5 players. iii. The winner of the coin flip will decide which team shoots first. iv. The team will alternate shooters until all selected players have taken a penalty shot, or until one team has scored an unmatchable number of times. v. If the tie remains then the remaining players will continue in a sudden death format. vi. Goalkeepers may be used as shooters at any time. 10. TIE BREAKING FORMATS a. Format and criteria i. result(s) of head to head competition between the tied teams. ii. if still tied, goal differential in head to head competition between tied teams. iii. if still tied, fewest goals against in head to head competition between tied teams. iv. if still tied, goal differential using all league games in that season. v. if still tied, fewest goals against in all league games in that season. b. Process i. In the event that two or more teams are tied, and the process is able to successfully rank the teams and no teams remained tied, this ranking will be used to seed the teams for playoff purposes. ii. If the process is only able to reduce the number of tied teams by one or more and a tie still exists; * the teams that are no longer tied will assume their new ranking

-5- * the process involving the remaining tied teams shall commence again from the beginning with a. i. c. Point differential is calculated by taking goals for minus goals against. The maximum goal difference to be used when calculating point differential is 5 goals. d. Forfeitures: see Constitution Article XVI section 1 11. ADDITIONAL PLAYING RULES a. Substitutions i. At all levels substitutions may be made at any stop in play, with the consent of the official. The ref will grant substitutions on ones own throw in or when piggybacking onto the oppositions throw in and on goal kicks. ii. Substitution rules for tournaments must be outlined by the hosting school in the tournament guidelines. b. Rules for Under 10 (Grade 4 only) mini-soccer: i. Maximum number of players on the field at any one time is 7. Roster size: The suggested minimum number of players on the team is eleven. Each school s A team should meet the minimum. If a school has an A and B team, the B team may be less than the minimum. If a school has an A, B and C team, the A and B teams should meet the minimum while the C team may be less than the minimum. ii. The game is to be divided into 4 periods of 12 minutes each, with a 1 minute break between 1st and 2nd and 3rd and 4th periods and 5 minutes at half-time. The re-start of play in the second period is to be taken by the team that commenced the first. The re-start of the fourth period is to be taken by the team that re-started at the half. iii. Number players from 1 -?? Players 1 6 play the first shift, players 7 -?? play the second shift. Player 1 does not re-enter the game until all other players have played a shift. Substitutions are made only at the breaks. iv. Unlimited substitution may occur during a stoppage in play with the signal of the referee. Make use of the 1 minute break at the end of each period. The referee will also call for substitutions at the 6 minute mark of each period. v. Blatant off-side rule to apply. vi. Use of kick ins Player cannot score directly from the sideline, the player may touch the ball twice (tap it him/herself) Opposing players must stand a minimum of 3 meters from the point of the ball. vii. Regulation size fields are not to be used, but if no other is available, the game will be played across the width of the field between the centre line and the goal line. viii. Goal posts must follow the Canadian Soccer Association guidelines for

-6- mini soccer. (Width: 12 feet, Height: 6 feet) It is highly recommended that these nets be the standard FlexNet. Whenever possible a visiting school will bring a portable net to the match if the host school does not have proper nets. ix. As to field markings, retain the traditional six yard goal area marking and eliminate the 18 yard penalty area marking. x. The goal keeper cannot handle the ball outside the six yard goal area. xi. Steps will not be called on the goal keeper who may put the ball into play within the 6 yard area either by place-kicking or punting or throwing including the re-start of play from a goal kick. xii. Any player may re-start play from a goal kick or otherwise within the 6 yard area. xiii. Goal kicks may be taken from any point inside the 6 yard goal area. xiv. Penalty shots are to be taken from a 10 yard spot directly in front of the mid-point of the goal, instead of the normal penalty spot of 12 yards. xv The ball is to be considered frozen, when the referee at his discretion, considers that it is ïn the possession of the goal keeper. xvi. A goal kick line will be marked on the field half way between the goal line and the center line on each end of the field. The goal kick line will be drawn from one side of the field to the other. (If lines are not on the field, pylons should be placed at the side of the field to indicate the line.) On the taking of a goal kick, only the goalie and the defensive kicker (if the goalie is not taking goal kicks) may stand inside this goal kick line. All other players, both defensive and offensive, must be outside this goal kick line. Players may not make contact with the ball until it passes this goal kick line. xvii The home team is responsible to line the field and designating the goal area. xviii. For the end-of-the-season tournament, there will be a CISAA A championship (one team from each school) and a separate CISAA tournament for B and C teams (made up of players of equal ability). The A teams would enter the tournament ranked according to the season s play. The B/C teams would be randomly ranked in pools for their CISAA championship. xix xx All games will be played with a size 4 ball. Games at the ABC CISAA tournaments will be divided into two fifteen minute periods with 5 minutes between the periods. c. Rules for Under 11 and Under 12 Boys Soccer i. Games will be 9 vs 9 ( including the goalie ) ii. Net size is 6 x 18. Schools will attempt to adhere to these goal post dimensions by making adjustments to a full size net. iii. Suggested field size is a minimum of 60m x 42m to 75m x 55m (maximum). For the penalty area ( 18 yard box on a full field ) two lines are drawn at right angles to the goal line, 13 metres from the inside of each goal post. These lines extend into the field of play for a distance of 13 metres and are joined by a line parallel with the goal line. The area

iv. -7- bounded by these lines and the goal line is the penalty box. This size of the penalty box can be altered dependent on the field size to give the correct proportions and related dimensions. The duration of a single is two 30 minute halves. Tournament play will have to be modified games lengths to ensure that participants do not exceed the daily maximum. v. For substitutions, number players from 1 -???. Players 1 6 play the first shift, players 7 -??? play the second shift. Player 1does not re-enter the game until all other players have played a shift. Substitutions are made only at the breaks. Goalkeepers are note part of the substitution rule, however coaches are encouraged to share the goalkeeping responsibilities. Unlimited substitution on goals, goal kicks and own throws at the discretion of the referee ( ie. not if too close to the end of the game ) Suggested that coaches play all players equally. vi. vii. viii. For goal kicks or when the goalkeeper has the ball in his or her arms, a retreat line will be used. A line marked on the field or cones put on the sideline at the 1/3 mark from either net. After a goal kick, an attacking player is not allowed to cross the retreat line until a defending player touches the ball or the ball crosses the retreat line. Blatant off-side rule to apply All games will be played with a size 4 ball. e. Cards and Player Suspension i. Only cards given during the C.I.S.A.A. final tournament or league play will be used to determine player suspension. ii. The red card suspensions will carry over and apply to play-off games. iii. Accumulated yellow cards and yellow card suspensions do not carry over iv. and are not applied to playoffs. A RED card during a game means suspension from that game and also the next game. v. Accumulation of 3 YELLOW cards by a player in three separate games means suspension from the next league game. After this suspension, he will again be suspended for the next league game after accumulating two more yellow cards in separate games. Subsequent to this, he will be suspended for every additional yellow card. vi. All suspensions MUST be reported to the convenor by the coach of the suspended player. (name and number) f. Time-outs All u10 u14 teams are allowed one, one-minute time-out per half. The time-out may be taken at any stoppage of play at the discretion of the official. No time-outs during overtime.

-8-12. CONVENOR See CISAA Constitution Appendix 9, Convenor s Responsibilities. 13. SPORTSMANSHIP & CONDUCT In games that the score is lop-sided, coaches are encouraged to take the following steps in an effort to keep goal difference to a minimum. a. First, the coach must recognize the strength of his/her team in comparison to the opposition, and plan to employ strategies as early as possible. b. The coach will be expected to bench the better players and move back line players to forward positions and perhaps minimize the number of attackers. c. In a game in which the goal difference reaches 5 or more by half time, the coaches and referee should discuss the situation. d. The coach of the team on top, might consider quietly reducing the number of players on the field. e. The coaches might also consider shortening the length of the second half. f. Players must be taught not to patronize the opposition and to work hard at other aspects of the game besides simply scoring goals. g. A goal differential of more than 5 in a single game will not be recognized or published. 14. COACHES RESPONSIBILITIES & HOST SCHOOL a. All game results and cards must be reported to the Convenor by the coaches. League game results must be reported on the following school day, and U-12 and below levels could be reported on Friday mornings of each week. b. Eligibility Rosters must be sent in for all Senior Div 1 OFSSA bound teams to the convenor before the first C.I.S.A.A. league game. c. Any change in schedule must be reported to the Convenor and updated on the website immediately. d. Coaches must check the website to confirm that schedules are correct. 15. AWARDS CISAA plaques or trophies at all levels of play will be awarded to the champion at each level. Individuals on the championship and finalist teams for Sr. Div.i, Sr. Div.ii and Junior will receive CISAA gold and silver medals. The Aylot Trophy is awarded to the Sr. Div.i Team playoff champion and the Robinson Trophy is awarded to the Sr. Div.i regular season champion. 16. OFSAA See League Information Charts and Constitution Appendix 2.

-9- Only OFSAA eligible players may play in a challenge game. A) Schools must play in Division 1 in the CISAA to be eligible to represent the CISAA at OFSAA Championships, OFSAA Provincial Championships and OFSAA Festivals. B) Schools playing in Division 1 leagues will follow the selection process outlined below for advancing to an OFSAA Championship. i) The Division 1 team declaring for OFSAA must lay only OFSAA eligible athletes in every game through the season. This includes league and exhibition matches. ii) Prior to the first league game, the teams that have declared for OFSAA must send in an AELS roster to the league convenor showing that all players are OFSAA eligible. iii) As per the chart below, unless the CISAA playoff dates are after the OFSAA entry deadline, the CISAA playoff results will be the first criteria employed to determine the OFSAA representative for each level. iv) If both teams were eliminated in the same round of the playoffs, the league standings will determine the CISAA representative at OFSAA. v) If the teams were tied at the conclusion of the season, the CISAA tie-breaking criteria will decide the representative. vi) If teams were in different divisions ( east and west ) and playoffs cannot determine the higher seed, head to head results in the regular season will be used to determine the winner. vii) If teams were in different divisions ( east and west ) and playoffs cannot determine the higher seed, and the teams do not play in the regular season, ( GD1) an OFSAA qualifying game will be played. 2017-2018 OFSAA Qualifying Format / OFSAA Entry Event OFSAA Play Date OFSAA Entry Date CISAA Playoff Season or Playoff Girls Field Hockey Nov. 2-4 Sat. A working communication device (e.g., cell phone) must be accessible. Determine that all equipment is safe for use. Shin pads must be worn. Size and weight of soccer ball must be appropriate to the age and skill level of participants. Outdoor soccer balls must not be used indoors for games or shooting on goalie, but may be used for indoor drills. Sponge soccer balls or indoor soccer balls are to be used for indoor school soccer games. Clothing/Footwear Appropriate clothing and footwear must be worn. Molded cleats only. No metal or compound cleats. No jewelry. Facilities Indoor playing surface and surrounding area must be free of all obstacles (e.g., tables, chairs), and must provide sufficient traction. Determine that all facilities are safe for use. Holes and severely uneven surfaces must be brought to the attention of the coaches, convenor, athletes, officials and principal. Outdoor playing area must be free from debris and obstructions, provide sufficient traction, and be well-removed from traffic areas. The teacher/coach must make a pre-activity check of the facilities prior to use. Special Rules/Instructions Skills must be taught in proper progression. Games must be based on skills that are taught. Limit time spent on heading drills. No tackling from behind. A student athlete s fitness level must be commensurate with the level of competition.

-11- Parents/guardians must be made aware of any off-campus activity and the means of transportation used. Before involving athletes in outdoor activity, coaches must take into consideration: environmental conditions (temperature, weather, air quality, humidity, UV rays, insects) accessibility to adequate liquid replacement (personal water bottles, water fountains) and athlete hydration before, during and after physical activity previous training and fitness level length of time and intensity of physical activity Athletes must be made aware of ways to protect themselves from environmental conditions (e.g. use of hats, sunscreen, sunglasses, personal water bottles, insect repellent, appropriate clothing). Athletes must receive instruction on safety procedures related to severe weather conditions (lightning, funnel clouds, severe winds, tornados) An exposed orthopaedic apparatus that represents a safety concern to other players must be soft or padded. Such devices must be approved by the referee prior to the commencement of the game. Any player with a playing cast must provide a doctor s note or parent/guardian signed permission indicating it is safe for him/her to play. Be aware of athletes whose medical condition (e.g., asthma, anaphylaxis, casts, orthopaedic device) may affect participation. Interschool competitions must follow the regulations and rules of the local governing body (CISAA, OFSAA) and/or Provincial Sport Organization for the activity.
