1 FEES 1.1 Amount The fees for the 2015/16 season will be set at 70,000 THB. This will be paid in two (2) installments of 35,000 THB. All Pattaya based teams will pay half the fees (35,000 THB in two (2) installments of 17,500 THB), but will cover the pitch fees for all games in Pattaya. Once the payment has been made, each team must inform the Committee via email, attaching copy of the transaction slip/receipt. No payment will be recorded from that team without proof of transaction. New teams pay 80,000THB. This is inclusive of a 10,000THB deposit which is returned when a team exits the league at the end of season only. New teams are required to pay their fees in full for their first season. For future seasons they pay in installments of 50/50 if they wish. 1.2 Payment Schedule 1 st Installment: set forth by the Committee. 2 nd Installment: set forth by the Committee. 1.3 Account Name: Craig Massey Account No: 234-210 - 0542 Bank: Siam Commercial Bank 1.4 Late Payment/Non Payment Any late payment of either installment will result in a three (3) point penalty and temporary suspension from the league and cup, with opposition teams during the suspension getting a 3-0 walk over, until such date as the outstanding payment is made. The team will have one (1) month to pay the outstanding payment, at which time suspension will become permanent. 1

2 REGISTRATION 2.1 Team registration All teams wanting to take part in the Bangkok Casuals League for any new season would need to inform the Executive Committee by 30 th August. At which point the Committee will instruct how to register with the league. 2.2 How to register Players All players who wish to register and play in the Bangkok Casuals League do so on the understanding that they do so at their own risk, and the League is not liable, for example (but not limited to), injuries, loss of valuables, loss of earnings, etc. No players under the ages of 15 years of ages (on game day) will be allowed to participate. Teams must fill in the Registration Form (see Appendix A), with all the required information. For every player a team registers, they must submit an accompanying clear, colour, scanned copy in PDF format of the information page of their currently valid Passport or Thai I.D card. This will be used to create the Bangkok Casuals League I.D. card. The Bangkok Casuals League I.D. card must be brought to each game. No team may register any player who has played professionally / semi-professionally within the last twenty-four (24) months. Nor any player that is in Thailand with the purpose of obtaining a professional contract. Any player not bringing their ID card will not be eligible to play in that game, unless the player has been registered but has not yet received the ID card from the Committee. In such a case the team must inform the Committee on the eve of their respecitve match. 2.3 Player Registration during the season Teams must submit a clear, colour, scanned copy in PDF format form of the information page of their currently valid Passport or Thai I.D for each additional player they wish to register. A Bangkok Casuals League I.D. card will be issued within 7 days. The Bangkok Casuals League I.D. card will be handed over personally at the next possible opportunity by one of the Committee members at Patana or Arsenal. 2

3 TEAMSHEETS 3.1 Pre-Printed Teamsheets All teamsheets shall be pre-printed. Hand written teamsheets will not be permitted. If a team does not have a pre-printed team sheet, with all players registration details, the match will still be allowed to go ahead, but a 3-0 walkover will be awarded to the opposition. An exception to this will be made if a team has recently registered a player that week, but had not updated their teamsheet. So long as the player has their Bangkok Casuals ID card with them, the handwritten addition to the teamsheet of that player will be allowed one time only. The next game, the player must be on the pre-printed teamsheet. The template for teamsheets can be found in Appendix B. 3.2 Filling in Teamsheets After the game, teams must ensure that referees have correctly identified all scorers, yellow and red cards, etc, pertaining to their players. This will help in more efficient updating of league tables and the website. A member of the team must sign-off on the teamsheet after the game has been played, certifying the information has been check and is correct. 3.3 Referee Ratings After the game, teams can give each the referees a score out of 5, and if they so wish, provide written reasons to accompany this. These ratings and comments will be periodically reviewed during the season. It is the referee s responsibility to approach the Managers or Assistant of the team after the game to get the rating. 3

4 FIXTURES 4.1 League fixtures League and cup fixtures will take place between appx September to May. Teams will play each other two (2) times. Games will predominantly be played on weekends at either 2.30pm, 4.00pm or 5pm with some midweek games on Tuesdays at 8pm. Fixtures can we found on the website, http://www.bkkcasualsfootball.com/fixtures/ There will be a cap on Bangkok teams travelling to Pattaya of a maximum of two (2) times per season. 4.2 Cup Fixtures To be played on specified weekends during the season. The format will be one (1) group of four (4) teams and three (3) groups of five (5) teams. Each team will play each other once. The top two teams will progress to the next stage, which will be played as a knockout, starting in the quarterfinals. All games to be played in Bangkok. Cup Final will be played at a Neutral Venue, or if no Venue can be found, then at Patana. 4.3 Cancellations / Postponements No team can cancel a game, only the Committee. If games are cancelled for whatever reason, the Committee will contact all teams to inform them as early as possible. Teams may request postponements of games, though it is up to the discretion of the Committee to allow it. The team has to clearly indicate the valid reason(s) why they are unable to play. The opponent will be contacted and if he agrees, a reschedule time will be worked out. However, if the opponent does not agree, than there will be no rescheduling. If a team does not agree a reschedule, or does not contest a match, the opposition will be awarded a 3-0 walkover win If a team i) does not inform the Opposition and the Committee on the Wednesday before the game at 9pm that they will not be able to fulfill a fixture ii) providess a non-valid reason for requesting a postponement, or iii) fails to attend an organized match, they will pay a fine of 3,000 THB fine and a 3 point penalty. The team requesting the postponement and rescheduling must cover any potential additional fees accrued. This amount will be added to the team s next installment of league fees. 4

5 CODE OF CONDUCT 5.1 Paying of Players Any team found to be paying players will be immediately and permanently suspended from the league. Remaining players of that team may trasnfer to another team though do so via the Committee. Any players that were being paid, and any player that was making the payments, as well as the team manager, shall be banned from Bangkok Casuals League for life. 5.2 Use of Professionals Any team found to be using a player that has been playing professionally / semi professionally within the last twenty-four (24) months shall incur a twelve (12) point penalty. All games in which that player took part, the opposition will be awarded a 3-0 walkover. 5.3 Proof of Ineligibility It is the responsibility of all members of the league to bring to light any ineligible players to the attention of the Committee. A team who believes a team maybe fielding an ineligible player may submit a formal protest to the Committee by obtaining the player s name and league ID code from the Referees, and then informing the Committee along with the shirt number, game(s) in which the player has featured along with proof of that player s ineligibility. For example, if team suspects a another team is fielding a player who has played professionally within the last 24 months, they must submit evidence where the player has played professionally / semiprofessionally before, from newspaper, internet, written statement of ex-club, etc. A similar process should be followed with regard to proof of teams paying players. It is not the responsibility of the Committee to acquire this proof, and registration of a player by the Committee does not provide immunity from sanctions for ineligibility. All teams must do their own checks on players they are registering to ensure all members are eligible to play. 6

5.4 Respect of Referees Players found guilty of abusing referees during a game will be given a yellow card and also be given an Official Formal Warning of Abuse. If a player picks up two Official Warnings of Abuse during a season, they will be given a three (3) match suspension. If a player picks up three (3) Official Warnings of Abuse during a season they will be given a six (6) match suspension. Four (4) Official Warnings of Abuse will result in suspension for the season. To distinguish between a standard yellow card and a yellow card for referee abuse, the referee will report the incident separately to the Committee. 5.5 Sportsmanship Any abuse of other players and teams, be it physical or verbal (ex. racism) shall not be tolerated. Any team/players proved guilty of abusing other team/players shall incur an official warning for the whole team. If a team receives a second (2 nd ) warning, they shall receive a six (6) point penalty. A third (3 rd ) warning will result in suspension from the league. Proof of guilty of abuse will be considered by the Committee. Evidence of abuse must be made in writing by the teams and would ideally be independently verified by an impartial source (ex Referees). Any video or audio evidence will also be admitted. 5.6 Littering All teams must leave pitch/facilities exactly as they found it. Teams found guilty of vandalizing or littering will be given an official warning for a 1 st offence; 5,000 THB for a 2 nd offence and 10,000 THB for a 3 rd offence, which will be added to their next league fee installment. A 4 th offence will result in the maximum fine and a three (3) point deduction. 7

6 ADDITIONAL RULES 6.1 Number of Ex-pats As this is an ex-pat league, a total of at least six (6) expats must be on the field at all times. A player will be considered an Ex-pat if they are non-thai according to the Passport or Identity card they provided for the League ID s. 6.2 Substitutions Rolling substitutions are permitted. Teams must inform the referees before making the substitution. 6.3 Team Strips All teams must have two (2) set of full strips, of different colours. The home team can choose which colour they play in, and the away team must then wear a colour that does not significantly match. Only players with exactly the same shirt as the rest of the team will be allowed to play. Exchange of team shirts during the match is strictly forbidden, referees will be advised to stop these players coming on and will be booked accordingly? 6.4 Minimum number of players A match will only take place if a team can field a minimum of 8 outfield players + goal keeper, so a total of 9 players, of which at least 5 must be ex-pats. 6.5 Match Length Each match will be 80 minutes long, consisting of two halves of 40 minutes. In the event of the temperature exceeding 35* during a game there may be a 1 minute water break half way through each half. 8

6.6 Suspensions When a player receives a total of three (3) yellow cards, then the player will be suspended for 1 game. If a player is sent off after receiving two (2) yellow cards in one game, he will be suspended for 1 game If a player receives a straight red card, they will be banned for two (2) games. Cards given in the Cup - bans will only apply to the Cup. Cards given in the league - bans will only apply to the league. - Bookings will be up-dated on the web site, Managers are responsible to cross check during the week in front of the next game if info is correct, or inform the Committee for correction. - In the event of a banned player playing in a game he is ineligible for the opposition will automatically receive a 3-0 WO Teams may appeal red cards by contacting the Executive Committee via email, and cc ing the opposing manager in the email. Both sides will have the chance to give their version of events. The Committee will also contact the Referees, and then the Executive Committee will make the final decision. 6.7 Transfers Players are permitted to request up to two (2) transfers during the season. Teams will not be allowed to block any transfer, for any reason. 1 further transfer could potentially be permitted, but must be sanctioned by the Committee. A player may be registered with two teams provided that i) it is an emergency measure to ensure the teams has enough players to play a match (14 players or less in squad, or for a goalkeeper) ii) the teams are not in the same division iii) both captains approve it iv) the opposition captain approves it. - Already registered player may help another team should the committee be informed 5pm Friday and provided the oppositions captain agrees and confirm by email to the committee. - Actually last meeting we agree that D 2 can play for D 1 but not vis versa. 6.8 Teams Leaving the League If a team leaves the league before the end of the season, all their fixtures will be removed from the league, past and present. Therefore any points, goals for, goals against involving that team, will be removed from all parties. 9

6.9 General Rules of Play (FIFA) All rules and regulations contained in this Bangkok Casuals Football Rule Book, shall sit above the FIFA Rules. Any rules not covered by the Bangkok Casuals Football Rule Book shall then be taken from the FIFA Rules (see Appendix D). Any disputes shall be ruled upon by the Committee. 7 EXECUTIVE COMMITTEE 7.1 Organisation of Committee The Executive Committee shall comprise of four (4) league representatives voted in by league managers. If a Committee member steps down, a new Committee member must be elected by the teams. Committee members may be removed by a vote of no confidence by a majority of the teams. Each team has one vote each. 7.2 Role of Committee The Executive Committee is charged with acting on behalf of all the teams. The Committee acts as Treasurers and Administrators. The Committee is in place to ensure smooth running of the Bangkok Casuals League by arranging fixtures, booking pitches, employing referees, registering teams, upholding and updating the rules, issuing minutes of meeting, seeking out sponsorship, arranging League parties, etc. Any fundamental changes to the league must be agreed on by all teams. Each team has one vote, with the Executive Committee also having 1 collective vote, which can only be used in the event of a tied vote. 10

7.3 Responsibility of Committee The Committee is a voluntary position and carries with it no liability whatsoever. The Committee act on behalf of the league members and work for the interest of all league members, and not for individual interests. The Committee pledge to be impartial in all matters. 8 SPONSORSHIP 8.1 Bangkok Hospital For the season 2013/2014 the league will be sponsored by Bangkok Hospital. As well as providing the league with some capital that helps to reduce the league fees, they will also be aiming to provide medical support at all Patana during league fixtures with ambulance and medical staff where possible (assistance at Arsenal games is still to be confirmed). All players shall be issued with a Bangkok Hospital registration card. Any player who wishes to also register family members may also do so though this scheme by emailing the Committee with the details. 8.2 Disclaimer Please note that the Committee is neither liable nor responsible for any Bangkok Hospital services provided at site as well as at the hospital in respect to any treatment and medication or resulting consequences and cannot be held accountable. 11

The medical team supplied by Bangkok Hospital may give preliminary medical advice on site, but Bangkok Hospital shall neither make any warranty nor be responsible for such advice, unless and until Bangkok Hospital meets the Customer and sufficient medical record of such Customer is received and diagnosed by Bangkok Hospital s doctor in charge. 9 ANY OTHER BUSINESS 9.1 Website From this year the league website shall be contracted out to a professional company who will maintain the website and update information on a weekly basis.
