Superintendent John West (503) 260-0987, Ely Barn Superintendent General Rules: 1. NO Pets allowed on the Fairgrounds at any time. (Exception: Working Service Animals) 2. NO Smoking anywhere on the grounds. 3. NO Alcoholic Beverages are allowed on the grounds. (Exception: Designated areas) 4. No person shall be allowed in the barns after 11:00 p.m. without written permission from the Overall Livestock Superintendent except on entry days. Animal Welfare and Health Requirements: 1. Clackamas County Fair abides by the IAFE Animal Welfare Code of Ethics. 2. All animals are subject to inspection by the onsite veterinarians or superintendent for each specie upon admission to the exhibition grounds. No animal shall be admitted or allowed to remain on the grounds that shows evidence of any infectious or contagious disease or any unsightly disease condition such as warts, ringworm, pinkeye, strangles, contagious ecthyma, scabies, lice, mites, ticks, fleas, etc. (see included memo from the Oregon State Veterinarian). 3. Official check-in times for livestock are Sunday, August 12 th, 2pm to 7pm and Monday, August 13 th, 12 noon to 8pm. Vet checks will take place at the time animals arrive on the grounds to check in. All animals must be checked by veterinary staff before going into the barns. 4. Dr. Debbie Cochell, DVM is the official veterinarian for the livestock show. The official veterinarian is on the grounds primarily for the inspection of livestock for contagious and communicable diseases. However, Dr. Harms will also provide emergency services for animals at the fair, with a nominal fee to exhibitors to cover the emergency services rendered. Exhibitors may choose to have another veterinarian treat their animals if they prefer. All arrangements and costs are the responsibility of the exhibitor. 5. Out of State Animals are subject to health inspections, diagnostic test, treatments, and/or other disease control measures or procedures, which might become necessary. Any tests required by state or federal law will be adhered to. A permit must be obtained from the Veterinary Division, State Department of Agriculture, Salem, Oregon 97310, phone 504-986-4680 for all livestock entering the State of Oregon for exhibition or other reasons (See letter from State Veterinarian following the Livestock Department Rules). Entry then subject to conditions of the permit. An official Health Certificate Issued by an 1
accredited veterinarian may be required showing the permit number on the face thereof and individual identity of all the animals. In the case of cattle, certificates must accompany the animals. 6. In case of illness, the official veterinarian must make the request to remove an animal from the fairgrounds. No animal may be removed from the fairgrounds or barn without livestock release slip issued by the Overall Livestock Superintendent. PREMIUMS WILL BE FORFEITED ON ANY ANIMAL LEAVING BEFORE RELEASE DATE REGARDLESS OF REASON. ONCE REMOVED FROM THE FAIRGROUNDS, AN ANIMAL MAY NOT BE RETURNED DURING THE FAIR. 7. Exhibit animals will not be muzzled while on the fairgrounds. Entry Information: 1. All entries should be submitted to the Fair Office, 694 NE 4 th Avenue, Canby Oregon 97013 on official Clackamas County Fair entry forms or photocopies. 2. Entries will close at 4:00PM, June 29, 2018. Exhibits will be limited to the capacity of the barns with earliest entries received given priority on space. Clackamas County residents will be given preference and entries will be accepted from out of county residents only if adequate space is available. 3. All entry fees are non-refundable. 4. An Exhibitor Fee will be charged for all livestock shown in Open Show. Youth and Adults participating in only livestock open shows will be charged $10 per specie; 4-H and FFA will be charged $5 per specie. (Exhibitor fee does not apply toward Entry Fee TOTAL for passes as noted below, #4) This fee will be included with the entry form. Passes: 1. Beef Cattle, Dairy Cattle, Dairy Goats, Boer Goats, Pygmy Goats, Sheep, and Swine will be issued as: Number of Animals Number of Passes** 1-3 Head 1 Pass 4-6 Head 2 Passes 7+ Head 3 Passes No more than 3 passes given. **1 st Rotation= 2 days **2 nd Rotation = 3 days 2. Passes are available in the livestock office on Monday, August 13, 2018. Check livestock office for times. 3. Helper passes are available for purchase by exhibitors in Beef Cattle, Dairy Cattle, Dairy Goats, Pygmy Goats, Sheep, and Swine for $5.00 each. A maximum of 2 passes will be sold per exhibitor. Helper passes must be requested on the entry form. No passes will be sold after entries close. 2
4. Public Competition livestock exhibitors who have paid $50.00 in entry fees (Exhibitor fee does not apply toward Entry Fee TOTAL for passes) will be entitled to ONE complimentary livestock parking permit. This is per exhibitor, not cumulative for a family. NOTE: Each family will ONLY be allowed to purchase 2 additional Livestock parking permits regardless of the number of family members participating at fair. 5. Parking permit is only valid during the rotation in which exhibitor has livestock on fairgrounds. Additional Season parking passes, in General Parking, will be available to exhibitors for a $20.00 fee. 6. Livestock exhibitors who have a LIVESTOCK VEHICLE GATE PASS will be allowed to bring vehicles with feed into barn area between 6AM and 9:45AM ONLY. These passes are available in the Livestock Office. REMEMBER you may not enter gates not even to feed without gate admission credentials for vehicle, driver and all passengers. All vehicles, including trucks and trailers, must be removed from fairgrounds to designated parking areas by 9:45AM daily. Vehicles left in the barn area after 10 a.m. will be towed away at the owner's expense. ABSOLUTELY NO PARKING IN AREA OF BARNS. 7. ALL livestock trailers parked on the Fair Grounds will have the name of the owner and the species on a tag placed on the jack handle or hitch of the trailer. All trailers parked on the Fair Grounds will incur a parking fee. Parking pass will be given at the Livestock Office when fee is paid. Passes are $5.00 a night or $20.00 for the week. Arrival and Release Times: 1. Entries will be allowed on the grounds between 2:00PM and 7:00PM Sunday, August 12, 2018 and between 8:00am and 8pm Monday, August 13. All first rotation entries must be in the barn by 11:00PM Monday, August 13, 2018. 2. 1 st rotation entries will be released per the Overall Livestock Superintendent Wednesday, August 15, 2018. Animals must be removed by 8:30 PM. 3. 2 nd rotation entries will be allowed in the barn Wednesday, August 15, 2018 ONLY after all equipment is removed and cleaning is complete from 1 st rotation. No tack or setup is allowed before this time, (per Overall Livestock Superintendent). All entries must be in the barn by 9:45 AM Thursday August 16, 2018. 4. NO LOADING OR UNLOADING FROM FRONT (SOUTH) SIDE OF LIVESTOCK BARN AT ENTRY OR RELEASE TIME. THIS IS A PUBLIC AREA, NOT A LOADING OR UNLOADING AREA. 5. RELEASE TIMES: Release times for livestock on Sunday, August 19, 2018, will be announced and coordinated by the Overall Livestock Superintendent. Vehicles will be permitted to enter the fairgrounds through designated livestock gate(s) ONLY No exhibitor will be allowed to remove their animals prior to Sunday morning, August 19, 2018. 6. After the release time, it is not to be assumed that representatives of the fair will guard property or animals in owner's absence. Anything left and not personally cared for is entirely at owner's risk, and under no circumstances must anything be left more than 18 3
hours unless special arrangements are made. Animals left on the Fairgrounds for longer than 18 hours following the close of the Fair shall become property of the Fair Board and will be disposed of at its discretion. Facility Setup: 1. No automatic watering devices are to be connected to hose bibs in the livestock barn without approval of the Overall Livestock Superintendent. 2. Paint will be available on Saturday ONLY. No painting to be done on Sunday or Monday. 3. Absolutely no exhibitor is allowed to install overhead sprinklers in the barns. 4. Extension cords must be 3 prong plug, 14 gauge or bigger and the correct length for the application. 5. ELY BARN: Decoration rule- top of curtains/banners needs to be 8 off the ground and a maximum of 24 long. No obstruction between bottom of curtain and ground level. No lattice allowed as curtains or back drops. The only lattice allowed is one 4 wide by 6 tall sheet per club on the north or south end of the pen row. Changes may be necessary during fair due to air flow and air quality for animal & human health. Herdsmanship: 1. All Stalls will be assigned. 2. Bedding must be furnished by the exhibitor. The Fair Board will NOT provide bedding. Only fir shavings allowed. Straw allowed for fiber or milking animals ONLY. 3. All stalls and adjacent areas must be kept neat and clean. Anyone not keeping his or her exhibit area clean will be barred from competition the following year. 4. All pens need to be cleaned by 8:30AM every morning. 5. No more than ONE day of feed can be in the barn as per the fire marshal. 6. Cross-over animals that show in both 4-H or FFA and Public Competition are still ONLY to be managed by the 4-H or FFA Member throughout the entirety of the fair week. There will be no exception to this rule. 7. NO GENERATORS ALLOWED IN OR AROUND THE LIVESTOCK BARNS. 8. All manure must be placed on manure slabs. Manure ONLY can be placed on manure slabs. All other waste and refuse must be placed in waste receptacles. 9. NO FOR SALE or WANT TO PURCHASE SIGNS WILL BE PERMITTED IN ANY BARNS. Judging: 1. No animal may compete in more than one class or division except as one of a herd, group or championship. 4-H and FFA members may enter Public Competitions. 4-H & FFA members showing in Public Competition must pay regular Public Competition fees & adhere to all Public Competition rules. All 4-H & FFA animals that cross over to show in Public Competition must be penned in 4-H or FFA area. 2. Only first prize animals may compete for Champion, and only Champions may compete for Grand Champion. Second place winners are eligible for Reserve Champion. 3. A breed failing to show a minimum of 15 animals through the show ring from three or more exhibitors will not receive premium money for the following year. Exhibitors may 4
receive premiums by showing in the All Other Breeds class, or breed associations may choose to continue their show without premium support. 4. A breed that falls into the category of All Other Breeds and which shows at least 15 animals from three or more exhibitors will qualify to request that Fair Management consider sponsoring a breed show after three year s participation. 5. Premier Breeder Awards will be awarded if there is competition by two or more breeders. Award to be made to the breeder scoring most points according to the following scorecard. Animals must be bred and owned or co-owned by exhibitor to be eligible. The points are to be counted as follows: Public Competition Placing: Each 1st - 5 points, Each 2 nd 4 points, Each 3 rd 3 points, Each 4 th 2 points, Each 5 th 1 point. Premiums: 1. Cash Public Competition premiums will be handed out at the Will Call window during Fair (check with your superintendent for the schedule), and during release of exhibits on Sunday after Fair from 11am-7pm. Photo ID is required to claim your premium. NO PREMIUMS OR RIBBONS will be mailed. If premiums are not available at time of release, exhibitor may pick up their premium at the fair office during regular office hours. Any premiums not picked up from the Fair Office by August 31 st will be donated and returned to the Fair. 2. Premiums will be paid in cash up until August 31 st. Premiums that are $600.00 or more will be paid by cash and W-9 must be filled out to receive check. 3. Exhibitors finding mistakes in premiums paid must report them to the fair office within 30 days, or no adjustment can be made. 4. Colors denoting awards will be as follows: Blue-1st; Red-2nd; White-3rd; Pink-4th; Yellow-5th; Green-6th; Purple-Champion. Updated by: 5
OREGON EXHIBITION LIVESTOCK HEALTH REQUIREMENTS ALL ANIMALS and PERTINENT HEALTH DOCUMENTS are subject to inspection by the veterinarian upon admission or while on Clackamas County Fairgrounds. No animal which shows evidence of any infectious, contagious or communicable disease or any unsightly condition shall be admitted or allowed to remain on CCF grounds. CCF management reserves the right to require health inspections, diagnostic tests, treatments and/or other animal health measures or procedures which might become necessary in emergencies at the owner s expense. Department Superintendents of sheep, goat, beef, dairy cattle, swine and llama departments shall collect copies of all Certificates of Veterinary Inspection (CVI) and submit them to the Livestock Office. All exhibitors will be required to complete and submit upon arrival/at check-in an Exhibitor Release of Liability and Assumption of Risk Agreement form if not submitted at the time of exhibitor registration. OREGON ANIMALS No animal(s) from herds or flocks under summary quarantine by authority of the Oregon Department of Agriculture may be exhibited without prior permission from the Oregon State Veterinarian s office. Oregon exhibitors at the Clackamas County Fair who have exhibited or traveled with their animals out-ofstate may be required to provide copies of CVIs to prove their animals(s) left the state and returned legally. Please call the Oregon Department of Agriculture (503-986-4680) for further details. As the animal s owner, you are responsible for being aware of and complying with the regulations when you take your animals(s) into another state. Your veterinarian can help you with this process. OUT- OF - STATE ANIMALS There are both state and federal regulations regarding shipment of livestock and other animals across state lines. Most regulations are related to efforts to prevent, control or eradicate animal diseases. Some are to prevent livestock theft. Exhibitors from other states must provide a CVI and an Oregon Import Permit to prove their animals(s) met Oregon s import requirements to be shown at the Clackamas County Fair. Any animal not legally in Oregon will not be allowed on CCF grounds and will be reported to the State Veterinarian. BRAND INSPECTION REQUIREMENTS In accordance with ORS604.071: No Person Shall: Transport livestock out of this state without a brand inspection certificate having been issued to the person presenting the livestock for transport, or fail to have a document identifying each load of livestock as part of the livestock described on the brand inspection certificate accompanying each load. This applies to branded or unbranded livestock. Out-of-State Exhibitors: Each exhibitor transporting cattle or horses must be accompanied by a current brand document issued from the state of origin upon entering the state of Oregon. This applies to branded or unbranded animals. 6
