The event will run from 4 to 6 May 2018, and it is also Round 2 of the Brian Green Property Group MSNZ New Zealand Rally Championship. 2018 is the 30 th Anniversary of the FIA Asia Pacific Rally Championship and New Zealand is proud to have held a round since the establishment of the championship. The championship was originally part of our FIA World Rally Championship event Rally New Zealand and as it grew became a standalone event, firstly in Rotorua, and for the past 12 years at Whangarei. The Mayoral Welcome will be held on Thursday evening from 6:00pm. All drivers and officials are invited to attend. The rally is based at Toll Stadium, Whangarei City, 3 minutes from the great Cafes and Restaurants at the Town Basin and 8kms from Whangarei Airport. International visitors may prefer the easy 3 hour drive north from the Auckland International Airport and we recommend staying at our official event hotel, The Distinction Hotel, opposite the Town Basin. The rally start on Friday night is on the picturesque Te Matau a Pohe bridge before the Pohe Island Super Special Stage. On Saturday the rally heads north with refuels in Paihia and the Sunday stages are to the south of the City. The finish is again at the popular Town Basin. If you have been here before as a driver, supporter or official then welcome back! If it is your first time in Whangarei then we hope you greatly enjoy your stay with us and that you love it here as much as we do. This is the 12 th year Whangarei has hosted the International Rally and it continues to be a highlight on our sporting calendar. It is eagerly awaited by the people of Whangarei who come out to support it every year and experience the thrills and spills of international rally car racing. From the Friday night meet and greet with the drivers; getting out and about in the countryside to watch the racing action; to the exciting Pohe Island night-time stage the rally provides plenty of opportunities for locals and visitors to get close to the action. We highly value the relationship we have built over the years with Rally New Zealand and the chance for our city to host some of the top rally drivers in the sport today. We also benefit from the international media coverage that showcases our beautiful natural environment to the world. This event enjoys strong support from our community - from the local volunteers who give their time each year - to the many others who help behind the scenes including scout groups, Council staff, local automotive businesses and St John ambulance crews. They all play an important part in the ongoing success of this event. INTRODUCTION This Championship Status (with Foreign Participation) Rally will be run in compliance with the Motorsport New Zealand, Manual 35 and its appendices and the 2018 Motorsport New Zealand Rally Championship Portfolio available herehttp://nzrallychamps.co.nz/regulations-forms/ Modifications, amendments and/or changes to these will be announced only by numbered and dated Bulletins issued by the organiser or the Stewards. Please note that the Rally Guide has no regulatory status. 1.1 Road Surface The event will be run on gravel with 3.31km of tarmac sections on SS11/15 Waipu Caves and 2.51km on SS14/18 Tangihua. 1.2 Overall SS Distance and Total Distance of the Itinerary The overall special stage distance is scheduled to be 277.34km and the total distance of the event is scheduled to be 809.06km. 2. ENTRIES 4.1 Closing Date for Entries Monday 16 th April at 1700hrs. Late entries close Friday 20th April at 1700hrs with an additional Late Entry Fee of NZL$150.00 4.2 Entry Procedure Those wishing to take part in the International Rally of Whangarei National event must send the duly completed official entry form (including Co-Driver details) to the Rally Secretariat. The entry application will be accepted only if accompanied by the total entry fees or by a receipt issued by the competitor s National Sporting Authority. 4.3 Number of Competitors Accepted and Classes The maximum number of entries is 70. If more than 70 entries are received the organisers reserve the right to extend this number and to decide which entries will be accepted. 4.4 Eligible Vehicles 4WD cars complying with FIA R5, R4 kit, S2000, MotorSport NZ AP4, CAMS AP4, FIA Group N 2WD, R1, R2 and R3 cars, all cars complying with MotorSport NZ Manual 8

The venue for this will be at the Rally Secretariat at Toll Stadium on Friday 4 th May at 1600hrs. 5. INSURANCE 5.1 All New Zealand residents and overseas visitors to New Zealand are covered by 24 hour no-fault personal injury accident insurance, where that accident is deemed to be an 10

4-6 May 2018 www.nzrallychamps.co.nz accident as defined in the Injury Prevention, Rehabilitation and Compensation Act 2001. Overseas visitors are recommended to have personal travel and medical insurance. Third Party or Comprehensive Vehicle Insurance is the responsibility of the entrant/competitor. The service vehicles, management vehicles and reconnaissance vehicles including those bearing special plates issued by the organisers may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owner. 5.2 Competitors and all crew members are covered for Public Liability under a master policy held by MotorSport New Zealand for an amount of US$7.5 million for the entire event. Details may be obtained from the MSNZ website www.motorsport.org.nz/content/insurance-policies. 5.3 In the event of an accident the competitor or his/her representative must notify the Clerk of the Course in writing within 4 hours. The competitor must provide full details including the names and addresses of those involved and any witnesses. 6. ADVERTISING AND IDENTIFICATION 6.1 Competition numbers, advertising and Driver's and Co-Driver's names will be in accord with Appendix 1 of the 2018 NZRC Portfolio - See also Appendix 4. 6.2 Organiser s Optional Advertising Negotiations with potential sponsors are still underway. Current requirements are: B1 Hirepool B2 Whangarei B3 TBA 6.3 Competition numbers, rally plates and advertising must be fixed to the car before scrutineering. Organiser supplied service vehicle plates shall be placed on the top left hand corner of the Service Vehicle front windscreen. 7. TYRES 7.1 Tyres specified for use during the rally The use of studded or spiked tyres is prohibited under pain of exclusion. 7.2 Tyres for use on reconnaissance The tyres used during reconnaissance must be either an FIA approved road tyre or an equivalent standard road tyre designed primarily for normal road use meeting the following criteria. Tyres must not exceed a tread depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm. All other grooves at any angle to the circumference may be no wider than 7mm. 11

4-6 May 2018 www.nzrallychamps.co.nz Crews are permitted to use their rally car and rally tyres for the reconnaissance of the Whangarei SSS1 /2. 8. FUEL 8.1 NZRC Category 1, 2, 3, 4, 5 competitors must use fuel in accordance with the NZRC Portfolio Article 16 and any subsequent amendments. All other competitors must use fuel in accordance with Appendix Two Schedule A, Article 3.9 of the current MotorSport Manual. Note: Competitors should be familiar with and adhere to the MotorSport NZ Code of Practice Fuel, available via the following link http://www.motorsport.org.nz/sites/default/files/motorsport/documents/fuel/code-of- Practice-Fuel.pdf 8.2 Distribution during the rally: Refuel Zones (RZ) will be established as follows Toll Stadium adjacent to the Service Park GULL petrol filling station at Whangarei Plus Remote Refuel Zones (RZ) Leg 1 Paihia Leg 2 Waiotira Hall at Waiotira. Note: All Competitors will need to make their own supply arrangements. Full details will be shown in Rally Guide 2 and the Road Book. The Organisers would like to thank the Far North District Council for their support. The Paihia refuel is part of our acknowledgment for this support from the Council and brings the event to their local community. 9. RECONNAISSANCE 9.1 Procedure for Reconnaissance Reconnaissance will be available on Thursday 3 May between 07:30hrs and 17:00hrs. Reconnaissance of the Whangarei SSS1/2 will be on Friday 4 May between 08:00hrs and 13:00hrs and crews are permitted to use their rally car and rally tyres. 9.1.1 Registration for reconnaissance Before starting reconnaissance all crews must register at the Rally Secretariat to get the necessary documentation. Registration for reconnaissance is available on Wednesday 2 May between 09:00hrs and 18:00hrs. Crews may have another team member collect their documentation ONLY if their entry form is fully completed. If this is not the case they must register in person. Each crew will be issued with 3 sets of numbers. The 2 x large numbers will be displayed on the rear side windows of the reconnaissance car. The 1 x small number will be displayed on the co-driver s side top corner of the front windscreen. 9.1.2 Operational procedure Each crew will be issued with a reconnaissance card covering each stage, valid for two (2) passes, in convoy, over each special stage in accordance with the reconnaissance timetable. 12

4-6 May 2018 www.nzrallychamps.co.nz 9.2 Running of Reconnaissance 9.2.1 Timetable Reconnaissance will be in convoy strictly in accordance with the timetable published in Appendix 2 of these. 9.2.2 Respect of Reconnaissance Timetable No late entry into a special stage will be permitted. While travelling through a special stage the crew must remain within the convoy. 9.2.3 Number of passages Each crew is limited to two passages on each special stage. Special stages run twice are considered to be one special stage. During reconnaissance there shall be control marshals at the start and stop point of each special stage to record the number of passages. Crews will only be permitted to enter and leave special stages through the start and finish controls. Further checks may also be carried out within the special stage. 9.2.4 Speed during reconnaissance The maximum speed limit on special stages is 80kph unless the traffic signs, the road book or bulletins indicate a lower speed limit. 9.2.5 Headlights For safety headlights must be switched on while driving on ALL special stages. 9.2.6 Number of persons During each passage through a special stage, only the competing crew is permitted in the car. 9.2.7 Penalties for Breach of Speed Limits Refer Article 12.12 of these Regulations. 10. To assist competitors, administrative checks may be completed outside these times at the International Rally of Whangarei office in Auckland before Friday 27 April by appointment. 11. SCRUTINEERING, SEALING and MARKING Competitors are required to hold an Administration/Documentation Clearance Form prior to Scrutineering. Competition numbers, rally plates and advertising decals shall be affixed to the car before attending Scrutineering. 11.1 Scrutineering Venue & Timetable Competitors who wish to be allocated a scrutineering time in conjunction with another competitor or at a certain time period must advise the secretariat by Wednesday 18 April. Details can be found on the Motorsport NZ website at http://www.motorsport.org.nz/sites/default/files/motorsport/manual/amendments/35100% 20Sch%20A%20Clothing%20Amendment.pdf 11.4 Marking and Sealing The NZRC Technical Officer will seal/mark all cars as required contesting the New Zealand Rally Championship. Other cars will be sealed/marked at the discretion of the organisers. Refer the Scrutineering schedule to be published on Tuesday 1 May at 1700hrs. 11.5 Rally Safe Tracking System All Competitors must make provision in their competition vehicle for the Rally Safe GPS and tracking system. An overview of the system and installation instructions is available on www.rallysafe.com.au Rally Safe wiring loom, antennae and mounting kit can be purchased for AUS$188.00 to $AUS$196.00 plus freight. Orders must be received by Rally Safe to allow time for shipping to New Zealand. The Rally Safe GPS units and tracking systems will be available at Documentation and must be fitted prior to scrutineering, where the correct functioning and installation will be checked. Competitors who retire must return their Rally Safe GPS unit to the Rally Secretariat. All other competitors must return them to the Rally Safe Official at the Finish, or before their cars are removed from Parc Ferme. If the unit is damaged whilst in the care of the competitor, then the competitor is responsible to pay for repairs or replacement as necessary. Insurance is available from RallySafe see: http://shop.statusas.com/shop/category/rallysafe/damage-waivers/ An event cost of NZL$148.00 is included in the entry fee. Rally Safe Briefing An optional briefing to familiarise competitors with Rally Safe will be held on Friday 4 th May at 1630hrs, the venue for this is Rally Secretariat at Toll Stadium. 11.6 Final Scrutineering Details of post-event scrutineering are shown in Section 15 of these Regulations. 12. OTHER PROCEDURES 12.1 Promotional Requirements, Ceremonial Start and Competition Start 12.1.1 Competitors wishing to take part in Shakedown will be required to assist the Organiser s promotion of the Event by providing a single ride per car for a VIP guest as part of the Shakedown at Pohe Island on the afternoon of Friday 4 May. 15

4-6 May 2018 www.nzrallychamps.co.nz 12.1.2 All competitors will be required for promotional purposes from 17:00 to 17:55hrs at the Ceremonial Start display park, in accordance with a schedule published in Rally Guide 2. The Ceremonial Start will be held on the Te Matau a Pohe Bridge. 12.1.3 The Ceremonial Start will be preceded by a display park on the Te Matau a Pohe Bridge. This display park will open at 16:45 hrs and all competing vehicles must be in place by 17:15hrs. A representative of the team may deliver the car to the display park. A penalty for late arrival will be NZL$25.00 per minute past 17:15hrs. Crews must be present with their cars, and wearing their driving suits at least 15 minutes before their Ceremonial Start Time. Competitors will start at approximately 30 second intervals as per the Start List published at 16:00hrs. After crossing the Start Ramp competitors wil proceed to the neutralisation zone where time cards will be issued at TC0. The Opening Ceremony including powhiri and speeches will be held on the track in front of the neutralisation area spectators are invited to attend. 12.2 Starting Interval and Start Order The starting order for each Leg will be determined in accordance with Article 45 of the 2018 FIA Regional Rally Sporting Regulations and Articles 45 and 46.1 of the 2018 V4 FIA Asia Pacific Rally Championship Regulations. The National event will follow the International event. For Whangarei Super Special Stage refer Article 12.14 below. For Leg 1 National Competitors will be seeded at the organisers discretion. For Leg 2 Crews will be seeded in the order of their performance on Leg 1. 12.3 Time Card Changes During the Rally Time Cards will be issued at Time Controls TC0, TC2B, TC6A, TC10E, TC14A. 12.4 Starting System for Special Stages The start will be by lights RED until 10 seconds before the start, At 10 seconds the RED and AMBER lights show, At 5 seconds the RED light goes out and the AMBER light counts down the last 5 seconds The GREEN light shows at 0 seconds and for 6 seconds afterwards There is also a digital clock for competitors. A false start will be detected by a photocell placed 40cm after the starting line. 12.5 Flexi Service Flexi Service will operate in accordance with Article 51 of the 2018 FIA Regional Rally Sporting Regulations and Article 49.2.2 and Article 51.3 of V4 FIA Asia Pacific Rally Championship and will be available for all 20 and 45 minute Services. Should you require further information of this process, approach a CRO s for clarification. Refer Appendix 3 for CRO contact numbers. 16

4-6 May 2018 www.nzrallychamps.co.nz 12.6 Early Check In Competitors may book in early at TC 0, TC 10C, TC 10D, TC 18A and TC 18B without penalty. Competitors must follow the instructions of the control marshal for the entry into TC0 and TC1A. 12.7 Retirement Any crew retiring permanently from the rally must report such retirement to the Organisers as soon as possible using the telephone number in the road book and lodging the Withdrawal Form in the road book with a Competitor Relations Officer or a Senior Official. Failure to comply will be liable to a sanction at the Clerk of the Course s discretion. 12.8 Traffic Offence Notice & Accident Reporting Upon entering every Parc Ferme, competitors are required to notify a Competitor Relations Officer in writing if they or any member of their team have received a Traffic Offence Notice. The submission of an entry is also an agreement that the New Zealand Police may advise the Organisers of the details of any notices issued. 12.9 Accident Procedures / Red Flags A Derogation has been granted to allow the use of red flags at Radio points consistent with the FIA rules. Crews should refer to the page at the front of the Road Book which deals with the action that must be taken in the event of an accident. Failure to follow these procedures will be reported to the Clerk of the Course. 12.10 Finish Procedures One Day Event Finish A Podium Ceremony will held for NZRC Cat 5, Day One Only and Top Half Competitors. The venue for this is the Toll Stadium Car Park adjacent to the Refuel. This will take place as soon as practical once all vehicles have entered the final control. Two Day Event Finish The finish of the rally will be at TC 18B. From there competitors must follow the directions of Officials to drive over the finish ramp and return to the final Parc Ferme at Toll Stadium. The procedures and presentations for the awards set out in Article 14 of the Regulations shall be conducted in accordance with Appendix A of the 2018 FIA Asia Pacific Rally Championship Media Facilities and Operations Guide. The National event finish procedure will follow the International event. Cars will be held until due to cross the ramp. 12.11 Removal of Cars from the Final Parc Ferme All NZRC vehicles will be held in Parc Ferme till released by the COTC. Those cars not required for final scrutineering may be released 30 minutes after the time at which the last car in the competition booked into the final control, provided that no eligibility protests have been received. All cars must be removed from the final Parc Ferme at the latest by 1800hrs on Sunday 6 May, provided the Clerk of the Course has authorised that the Parc Ferme be opened. The security of these vehicles cannot be guaranteed after this time. 17

4-6 May 2018 www.nzrallychamps.co.nz 12.12 Driving Conduct Competitors must note the provisions of the current Motorsport Manual Schedule R Article 6 and refer Schedule P.A3R. The penalty for a breach of these Articles during the Event including Reconnaissance are: 1 st Traffic infringement $ 100 2 nd Traffic infringement $ 500 plus 5minutes penalty minimum 3 rd Traffic infringement $1,000 plus exclusion 12.13 Official Time used during the rally The official time for the event will be set to the Industrial Research Ltd Talking Clock, phone 0900 45678. 12.14 Whangarei Super Special Stage A Derogation has been granted by MSNZ to run SSS1 and SSS2 under FIA Regulations:- SS 1 & 2 Whangarei SSS will be run in accordance with Article 41 of the 2018 FIA Regional Rally Sporting Regulations and Article 41.4 of the 2018 V4 FIA Asia Pacific Rally Regulations. The SSS will be held at night to provide a sporting spectacle for the spectators. It is recommended that competitors fit additional lights. Competitors will start at 1 minute intervals. Before SSS 1 and between SSS1 and SSS2 cars will be held in a Neutralisation Zone located in the Corporate Guest area. Time cards will be issued at TC0 at the entry to the Neutralisaton Zone. If a car fails to complete a super special stage, it will be placed at the road section after the finish control of the stage, the crew will be allocated a stage time of the fastest time plus 7minutes. In such a case, the crew will be deemed to have completed the stage at its due time and be subject to all the normal rules, regulations and service restrictions of the rally. Any crew recording an actual time in excess of the fastest time plus 7 minutes will be allocated a time of the fastest time plus 7 minutes. Any crew who fails to take part in or finish the Super Special Stages will be given a penalty as stated above and be subject to all the normal rules, regulations and service restrictions of the rally. 12.15 NZRC Competitors The Power Stage will be SS5 Tapuhi 1. If for any reason this stage is interrupted or cancelled the Power Stage will then be SS9 Tapuhi 2. For NZRC competitors rejoining is permitted in accordance with the provisions contained in the 2018 NZRC Portfolio at TC5/TC9 to enable NZRC competitors to undertake the Power Stage. 12.16 Flying Finish The Flying Finish warning sign will be placed 100m prior to the Flying Finish as per the FIA Rally Regulations. 12.17 OK/SOS An OK/SOS will be issued at Documentation separate to the Road Book. This must be used as per the Current Motorsport Manual Schedule R, Appendix 3, Article 14 Competitor Emergency Procedures. 18

4-6 May 2018 www.nzrallychamps.co.nz 12.18 Re-joins For competitors competing in the International Rally of Whangarei National event, it is permissible to re-join the event should a competitor fail to complete sections 1 or 2 & 3. The following requirements will apply to re-joins; Re-joining point: TC2D exit TC from Service Park Re-joining point: TC6C exit TC from Service Park Re-joining point: TC10G exit TC from Service Park Re-joining point: TC14C exit TC from Service Park Re-joining point: Stage TC5/TC9D to enable NZRC competitors to undertake Power Day One Competitors wishing to compete on Day Two At the conclusion of Leg One National competitors may leave their car in parc ferme overnight Or Report to the start Leg Two at TC 10G 15 minutes before their due start time. 12.19 Servicing Servicing is restricted to the service park only. An area 5m x 8m will be allocated to each competitor. Competitors with large trucks and service vehicles are requested to make an application with details and dimensions of the extra space required to the Secretary of the event by the close of entries Monday 16 April 1700hrs. Service park allocations will be published on the Notice Board by 0800hrs Thursday 3 May. The service park will be in operation from Thursday 3 May 1300hrs. Competitors are requested to liaise with the Service Park Manager to oversee the placement of large Service vehicles; these are to be in place by 1800hrs Thursday 3 May. Access to the service park is available only to competing cars and Service Vehicles with the correct Service decal. 12.20 Light Fitting Zone A light fitting zone will be available at RZ4 Remote Refuel at Paihia. 12.21 Overnight Parc Ferme In - TC10D TC10D will close at 20:30 hrs. 19

FINAL SCRUTINEERING Venue: Time: Autocare, 116 Lower Dent Street, Whangarei. Sunday 6 May at 1530 hrs. A summons to attend the final checks will be given to the competitors selected by the Stewards. The cars will be collected from the Pick Up area after the Ceremonial Finish and taken to final scrutineering by the driver or a team representative. A representative of the entrant as well as mechanics with appropriate tools (in case of dismantling) must be present at final scrutineering. NZRC Cat 5. Cars will be held in parc ferme TC10A until Cleared by the Clerk of the Course. 16. PROTESTS AND APPEALS 16.1 Protest Fees The protest fee set by Motorsport New Zealand is $425-00 16.2 Appeal Fees The National Appeal Fee (MSNZ) is NZL$2,500.00 20
