ART. 1 INTRODUCTION The rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2014 Cross Country Rally General Prescriptions, the regulations of the 2014 FIA World Cup for Cross Country Rallies, the National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated bulletins (issued by the organiser or the stewards). The rally will be twinned with a national rally with separate regulations and starting after all FIA competitors (as per article 1.6 of 2014 Cross Country Rally General Prescriptions). The rally will also be twinned with a motorcycle event with separate supplementary regulations (as per articles 1.8 & 1.9 of 2014 Cross Country Rally General Prescriptions). The official time throughout the entire rally will be that of GPS (UTC time + offset to local time). Additional information will be published in the Rally Guide. In the event of any dispute concerning the interpretation of these regulations, only the English text will be binding. The entry form is available on the organizer s website www.bajaportalegre500.com In compliance with the FIA International Sporting Code, foreign entrants/drivers must be in possession of the approval of their own ASN, which must be attached to the entry form or produced at the administrative checks at the latest. Whit the submission of the entry form, each foreign entrant and/or driver/co driver declares that he/she is in possession of this authorization. When the entrant is not one of the drivers, a copy of the entrant s license must be attached to the entry form. The entry application will only be accepted if accompanied by the total entry fees. 7

4.3 Number of entrants accepted The maximum number of entries that will be accepted is 150. 4.6 Payment details 4.6.1 All payments must be made by bank transfer to the following bank account: Account name: Automóvel Club de Portugal Bank name: BPI SWIFT code: BBPIPTPL IBAN: PT50 0010 0000 2673 8780 0123 9 A copy of the bank transfer has to be attached to the application form. Please ensure that the entrant s name and account holder are included as reference on all bank transfers. Any bank charges incurred must be paid by the entrants in addition to the entry fees. Cheques are not accepted. ART. 5 INSURANCE See Art. 35 of 2014 Cross Country Rally General Prescriptions. 5.1 The entry fees include the civil liability insurance towards third parties, according to the Portuguese law. The maximum indemnity per accident is limited to 40 000 000 or 8 000 000 in corporal or material damages, respectively. Injury to the drivers themselves or damage to participating cars is not covered by this insurance. 5.3 Entrants and drivers are free to take on at their own convenience any individual insurance policy that they deem fit, independently from the above mentioned liability insurance. 9

5.4 By submitting their entries, the competitors, drivers and car owners waive any claims or rights to pursue action for damages in connection with the event against the organizer. 5.5 The service vehicles, even those bearing special plates issued by the organizers, may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and remain the sole responsibility of their owner. 5.6 Automóvel Club de Portugal, as well as the organizing committee, declines all responsibility for all accidents that may occur during the race. ART. 6 IDENTIFICATION See Art. 15 of 2014 Cross Country Rally General Prescriptions. Identification numbers and plate must be fitted to the car for scrutineering and must be visible for the duration of the rally. ART. 7 ADVERTISING See Art. 16 of 2014 Cross Country Rally General Prescriptions. 7.1 Organizer s advertising Compulsory advertising (1, 2 & 3): PORTALEGRE BP Optional advertising (4): FIA Action for Road Safety ACP HERTZ 1 Two strips (10x25 cm) to be fixed on each side of the upper part of the windscreen 2 One rally plate (43x21 cm) placed vertically at the rear of the vehicle 3 Three race number panels 50x47cm 4 Two 50 x 52 cm panels with the optional advertising (the optional advertising must be placed immediately next to the race numbers on the doors). 10

7.2 Advertising restrictions No political, religious or abusive advertising is permitted. The advertising of tobacco (or related products), alcohol and/or pornography is forbidden on cars, competition/service equipment and on the team members outfits. ART. 8 TYRES See Art. 12 of the 2014 Cross Country Rally General Prescriptions. ART. 9 FUEL / REFUELLING See Arts. 33 and 34 of the 2014 Cross Country Rally General Prescriptions. 9.1 Refuelling after TC1B During the time allowed for Service B and after having completed the service, vehicles may be refuelled: at the refuel area adjacent to the Parc Fermé (safety equipment and personnel will be in place until 22H00) at Galp, Cepsa and/or Prio service stations, located near the service park (Avenida da Extremadura Espanhola). ART. 10 SERVICE See Art. 31 of the 2014 Cross Country Rally General Prescriptions. Service is permitted only at the Service Park located at Nerpor (Portalegre). Only the vehicles with a service sticker delivered by the organizers will be admitted at the service park. This sticker should be visibly placed on the front windscreen. Each crew will receive a free service sticker. Additional service stickers will be supplied at 250 for an auto / van sticker and 500 for a truck sticker. 10.1 Service times Service A after the start of Leg 1 00h10 Service B after the arrival of Leg 1 03h00 (maximum time) Service C after the start of Leg 2 00H10 Service D after SS2 00h20 11

10.2 Service B When checking in at TC 1B, the crew will receive a new time card and may proceed to the service area without entering the Parc Fermé. The vehicle must enter Parc Fermé (TC 1C), driven by one of the drivers or a team representative, no later than 03H00 after the respective check in time at TC 1B. When entering the Parc Fermé, the driver of the car must produce the control card. 10.3 Car wash Washing the competition vehicles between TC3A and TC3B will be allowed exclusively at the service stations along the rally route which location is indicated in the road book and only by the drivers crew. ART. 11 ADMINISTRATIVE CHECKS 11.1 Location Nerpor (Portalegre). 11.2 Timetable According to the programme. The exact schedule will be published by means of a bulletin. 11.3 Documents to be presented Personal FIA entrant s licence FIA driver and co driver competition licences ASN authorisation for foreign drivers Driver s driving licences Vehicle Rally car s registration papers Car insurance cover certificate Car owner authorisation to participate in the event FIA Technical Passport already validated by FIA or pre checked by an ASN Original FIA homologation form (for T2 cars) Original homologation form for fuel tank(s) Original homologation form for concerned roll cage. 11.4 Time controls The following time controls will be installed immediately before administrative checks (V1) after the end of administrative checks (V2) 12

Any delay at the presentation at time control V1 will result in the following fines: from 1 to 15 minutes 150 from 16 to 30 minutes 250 > 30 minutes Start may be denied 11.5 Tracker System and Sentinel All crews will have to produce the following guarantee checks: GPS GSM (tracker) Sentinel 250 at the order of Cronobandeira, Lda. 1000 + 125 at the order of ACP These guarantee checks will be given back upon the return of the equipment in good working conditions. ART. 12 SCRUTINEERING 12.1 Location Nerpor (Portalegre). 12.2 Timetable A time control (V3) will be installed immediately before the scrutineering area. Crews will have a maximum time of 00h30 between the end of administrative checks (V2) and the presentation at scrutineering (V3). Any delay at the presentation at time control V3 will result in the following penalties: from 1 to 15 minutes 150 from 16 to 30 minutes 250 > 30 minutes Start may be denied 12.3 When checking in at time control V3, competitors must comply with the following: All rally plates, competition numbers and advertising plates must be already fitted in the vehicle Sealing holes must have been drilled (according to art. 18 and Appendix 2 of the 2014 Cross Country Rally General Prescriptions) Produce valid FIA homologation form for T2 vehicles Produce FIA Technical Passport already validated by FIA or pre checked by an ASN Produce safety helmets, head restraints (HANS) and safety clothing for inspection in compliance to FIA safety regulations 13

Produce Safety Form (available at administrative checks) duly filled with the FIA homologation for safety helmets, head restraints (HANS) and safety clothing Produce the GPS / GSM in working order, fitted permanently to the vehicle Produce the Sentinel Device in working order, fitted permanently to the vehicle 12.4 A time control (V4) will be installed immediately after scrutineering. 12.5 After completing scrutineering, cars must be driven (by one of the drivers or a team representative) to the Parc Fermé. A time control (V5) will be installed at the entrance of Parc Fermé. The maximum time allowed between V4 and V5 is 01h00. Any delay at the presentation at time control V5 will result in the following penalties: from 1 to 15 minutes 150 from 16 to 30 minutes 250 > 30 minutes 500 > 60 minutes Start may be denied ART. 13 BRIEFING 13.1 Location Nerpor (Portalegre). 13.2 Timetable According to the programme. 13.3 The briefing is compulsory for at least one of the members of the crew, who must confirm his presence by signature. Any crew not present at the briefing will incur a penalty of 200. ART. 14 STARTING ORDER & INTERVALS See Art. 19 of the 2014 Cross Country Rally General Prescriptions. 14.1 Starting Order Leg 1 In ascending order of the competition numbers Leg 2 The first ten classified in the Super Special Stage will choose their starting position in accordance with the procedure laid out in Art. 19.2 of the 2014 Cross Country Rally General Prescriptions. 14

This procedure will take place at the Media Centre at the time indicated in the programme (Art. 3) 14.2 Starting intervals Leg 1 1 minute intervals between all cars Leg 2 2 minute intervals between the first 10 cars, the rest with one minute intervals. ART. 15 CEREMONIAL START 15.1 Location Portalegre, at the start of SSS1 15.2 Timetable According to the programme. ART. 16 LEG 1 / SUPER SPECIAL STAGE (SSS1) 16.1 See Art. 4.11 and Art. 19 of the 2014 Cross Country Rally General Prescriptions. The Super Special Stage is compulsory for all competitors with the whole crew on board. 16.2 Location The Super Special Stage will be run near the city of Portalegre. 16.3 Timetable According to the programme. 16.4 Reconnaissance The reconnaissance of the Super Special Stage on foot, by bicycle, scooter or quad with less than 100cc is allowed during the period indicated in the programme (Art. 3). If any vehicle is used, the use of a helmet is recommended. 16.5 Itinerary See Arts. 21B and 23 of the 2014 Cross Country Rally General Prescriptions and Art. 17.3 of these supplementary regulations. 16.6 On leg 1, the cumulative penalties of any crew (including the time of the Super Special Stage) are limited to 1h00. 15

16.7 Fixed Penalty on leg 1 A fixed penalty of 01h00 will be applied to any crew that: having started leg 1 does not run the Super Special Stage does not finish the Super Special Stage within the maximum time checks in at time control 1B and/or 1C more than 30 minutes late; exceeds 60 minutes in cumulative lateness in the time controls of leg 1. 16.8 Any crew that receives a fixed penalty on leg 1 (Art. 16.7) will be admitted to start leg 2 if: the crew members and the vehicle check in at the TC 1C within 04h00 after their start time for leg 1. inform their intention, by means of a letter to the Clerk of the Course. This formality must be completed no later than 60 minutes before the publication of the starting list for leg 2. ART. 17 SELECTIVE SECTIONS See Art. 39 and Art. 40 of the 2014 Cross Country Rally General Prescriptions. 17.1 Starting system for selective sections As per Art. 39.2 & 39.3 of the 2014 Cross Country Rally General Prescriptions. 17.2 Maximum Time A maximum time will be given to complete every selective section. This time will be indicated by means of a bulletin and on the time card. If the maximum time is exceeded, the crew will be excluded, except on the Super Special Stage where a fixed penalty will be applied. 17.3 Official itinerary See Arts. 21B and 23 of the 2014 Cross Country Rally General Prescriptions. It is absolutely forbidden, under pain of a penalty that may go as far as exclusion, to drive out of the rally's itinerary described on the road book, unless in the event of a blockade of the track. Should such a case occur, the crews may pass around the obstacle and return to the track immediately after. The Clerk of the Course may use the competitors track monitored and recorded by the tracking system to check eventual deviations and especially short cuts. These will be reported to the stewards who may impose penalties at their discretion. 16

Any attempt to tamper with, to manipulate or to interfere with the tracking device fitted to the competing car or any device that fails to record a trace due to external interference will be reported to the stewards who may impose a penalty up to exclusion. ART. 18 TIME CARD See Art. 36 of the 2014 Cross Country Rally General Prescriptions. A new time card will be given to the crews at the first time control of each section. This time card will be collected at the arrival time control of the same section. ART. 19 CONTROLS 19.1 Control zones See Art. 37 of the 2014 Cross Country Rally General Prescriptions. 19.2 Time controls See Art. 38 of the 2014 Cross Country Rally General Prescriptions. 19.3 Passage controls See Art. 43 of the 2014 Cross Country Rally General Prescriptions. The location of the passage controls will be published by means of a bulletin. The lack of a stamp on a passage control will imply a penalty of 5 minutes. The fact of not passing on a passage control will imply a penalty of 2 hours. 19.4 Closing time of the passage controls The closing time of the different passage controls of the selective sections will be calculated as follows: T n = T o + T m + 60 minutes T n : Closing time of the control "n" T o : Starting time of the last vehicle T m : Maximum time at control "n" calculated on the basis of the distance from the start of the selective section and the minimum average speed established for the same selective section. 19.5 Intersection Controls Controls will be set up in the intersection with asphalt roads or heavy traffic country lanes. These controls will be signalized as CC. 17

Crews must respect the signs made by the marshals in post who may show a stop sign, in which case the crew must stop the vehicle before the intersection. Any crew failing to comply will be subject to a penalty at the Stewards discretion. Any crew presenting themselves at a CC in a direction different from the one in the road book will be penalized as if in a control zone. ART. 20 REGROUPS See Art. 44 of 2014 Cross Country Rally General Prescriptions. In the regroup before the start of section 3, the minimum stopping time for each crew will be 10 minutes. ART. 21 FINISH PROCEDURES The rally will conclude at TC 3B. From this point all cars are subject to Parc Fermé rules until the Parc Fermé is opened at the instruction of the stewards. The finish ceremony and prize giving will take place near the HQ. Crew members must wear their approved overalls at the finish ceremony. In the event a car is not driveable for the above procedure, this must be reported to the Clerk of the Course and the crew members concerned must still attend the podium finish ceremony. 21.1 Final Parc Fermé Provided that the results have become final and the stewards have authorised the Parc Fermé to be opened, all cars must be removed from Parc Fermé at the latest by 22H00 on Saturday, November 1 st. Only upon presentation of the Parc Fermé pass issued with the rally materials may a car be removed from the Parc Fermé by the drivers or their representatives. ART. 22 RECONNAISSANCE See Art. 25 of 2014 Cross Country Rally General Prescriptions. The area of the event is defined by the counties of Portalegre, Nisa, Gavião, Abrantes, Ponte de Sor, Fronteira, Sousel, Alter do Chão and Avis. Competitors who wish to perform tests are obliged to notify the organizers of their intention, with details of dates/timing and obtain written permission. On request, competitors will be informed about areas where tests are permitted. 18

Absent crews will lose the right to the prizes but the classification or the other prizes will suffer no change. 24.3 Prize giving According to programme. 19

ART. 25 PROTESTS AND APPEALS 25.1 Protest Fees The sum of the protest fee set by the FPAK (Portuguese ASN) is 1000 The claimant must deposit: 1000 the protest requires the dismantling of just one part of the car (engine, transmission, steering, braking system, electrical installation, body work, etc.); 2000 if the protest requires the dismantling of more than one part of the car The expenses incurred by the work and by the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld. If the protest in unfounded, and if the expenses incurred by the protest (Scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant. Conversely, if the expenses are less, the difference shall be returned to them. 25.2 Appeal Fees Sum of the appeal fee: Sum only for National Rally appeal fee 2500 Sum for an international (FIA) appeal fee 6000 20

APPENDIX III TRACKING SYSTEM & ACCIDENT RESPONSE / Instructions for the use SLC User Manual 1. Power Button. Cannot be used by competitors. This button can only be used by members of Cronobandeira. It is the competitor's responsibility to ensure that this button is not under pressure when in the pocket. 2. Volume buttons. When on a call can be used to increase or decrease the volume of speaker. 3. Everything OK button. This button can be used to inform the organization that all is well. Press the button until you feel the vibration. No call will be made. 4. SOS button. In case of emergency you must press this button until you feel the vibration. The equipment makes an immediate phone call to the base. At this time you should use the equipment as a mobile phone. The use of the SOS system without justification implies penalties described in the regulations of the event. 23
