Vision Statement Under the direction of the Highline Premier FC Development Program, youth can learn the needed life skills of sportsmanship, mental toughness, self discipline, commitment and proper work ethic through athletic competition. The group situation encountered in training sessions and matches will provide opportunities for learning how to work with diverse personalities and help achieve proficiency in conflict resolution. A by product of the Highline Premier FC program is the development of leaders who have pride, integrity, high self esteem and exhibit true sportsmanship through this great game that provides physical fitness for a lifetime. Through competition at the highest level of play available and participation in high visibility tournaments, the dedicated athlete who wishes a chance to compete at the collegiate level will be prepared to seek that goal. It is the direct aim of the program to place as many Highline Premier FC youth soccer players into high school and college soccer programs as possible. As an end result of participating in the Highline Premier FC program, players will possess the necessary life skills to obtain future success, whether it is in athletic competition or the professional work place. The Highline Premier Football Club exists to provide opportunities for young soccer players to fulfill their potential by playing at the highest level of which they are capable. The players will train in a positive learning environment with dedicated and knowledgeable coaches who are able to share their passion for the game while setting exemplary standards of good sportsmanship and good citizenship. High academic standards are encouraged and expected. The Highline Premier Football Club vision is to: Develop a curriculum and training environment that others wish to replicate. To be instantly recognizable by the quality of soccer played and the exemplary conduct of its players, coaches and parents. To have motivated, professional, talented coaches who have access to the best training aids and educational representatives at the college and professional level. To have active players who give back to the community through soccer related service and to have former players return to the club when their playing days are done. To support and assist the clubs within Highline Soccer Association in further developing their programs. Highline Premier FC EXECUTIVE BOARD The Highline Premier FC Executive Board makes all decisions regarding coaching staff, training staff, players, parents, and club functions. In order for any issue or conflict to be properly addressed, the appropriate Highline Premier FC chain of command should be followed. Individuals are strongly advised to first communicate directly with the individual or group where the issue or conflict arose. Another immediate resource is your Team Manager and we encourage you to seek their input prior to advancing your concerns. In the event you do not feel comfortable or you are not satisfied with the outcome you should follow the guidelines as stated below. Issues pertaining to the coaching staff should be addressed with the Director of Coaching, and issues with the club curriculum should be addressed with the Technical Director. The Director of Coaching and the Technical Director will work with you to address any issues that have arisen. Team management and team budget issues should be addressed to your Head Coach, Team Manager, and Team Treasurer. If your concerns are not resolved then you may contact the Highline Premier FC VP of Competition. If you have suggestions or feedback about the operation of the Club you should first request your Highline Premier FC Team Representative to present your concern at the monthly Highline Premier FC Board meeting. If you are not comfortable or it is not appropriate to discuss at the meeting you may contact the individual board member that is

responsible for your topic area. If in doubt you may direct your questions to either the Highline Premier FC VP of Competition or the VP of Administration. All Executive Board decisions are made in accordance with the Highline Premier Football Club, Highline Soccer Association, District III, and Washington State Youth Soccer Association Operating Policies and Procedures and By Laws. Contact information for Highline Premier FC Board members is available on the Club website at www.highlinepremier.com. We encourage you to access the website for up to date information about the Club, your team, Club policies and procedures, and forms. Player and Parent Code of Conduct Any individual participating in the Highline Premier Football Club is expected to conduct him or herself in a manner, which exemplifies integrity, respect, and sportsmanship. Participation within Highline Premier FC requires each player and their parent to sign the Highline Premier FC Player and Parent Code of Conduct form. The signed form should be submitted to your Team Manager. The form is available for download on the Club website or you may request a hard copy from your Team Manager. Players shall be under the supervision of their coaches and team management and adhere to Highline Premier FC guidelines as well as any additional rules set up for their team. Any individual who is found to be in violation of the Code of Conduct rules and policies may be subject to administrative action. This may include the rescission of participation rights, as deemed appropriate to the circumstances. Highline Premier FC has a zero tolerance policy towards player fighting or behaving in a disrespectful manner towards coaches, game officials, parents, or any individuals attending or participating in soccer related events. It is the policy of the USYSA and the WSYSA along with Highline Soccer Association and the Highline Premier Football Club that NO ALCOHOL be sold or bought at any youth soccer training session or match. There is to be no smoking on any school grounds or school parking areas as well as within 200 yards of any Highline Premier FC training sessions or match. Highline Premier FC members are expected to follow set smoking policies at all events where Highline Premier FC is in attendance. In the case of an infraction, the Highline Premier FC Executive Board will take the appropriate action. As always any sanctions taken against a player, coach, administrator or parent will carry through to all affiliates, (i.e. Highline Soccer Association, District III, Washington State Youth Soccer Association, and United States Youth Soccer Association). Player Responsibilities Players are expected to attend all training sessions, matches, tournaments, and meetings unless excused by the head coach. When schedule conflicts arise, notify your head coach as soon as possible. If the player is injured and not able to practice, he is still required to attend, observe and learn at the training sessions and matches unless other arrangements have been made with the coach. Practices are mandatory. Players participating in the Highline Premier FC curriculum will not develop the necessary skills and style of play if they do not attend scheduled training sessions. Players must come ready to train. A serious attitude to training, matches, and classroom sessions is expected. A Highline Premier FC player is expected to treat other players, coaching staff, referees, and parents with respect. Players are not expected to like everything about everyone on the team, but they are expected to respect each other s ability and talent so that all players may work together for the good of the team.

Each player is required to attend training and matches in the appropriate attire Shin guards Appropriate footwear Properly inflated soccer ball Designated Highline Premier FC attire Players (and parents) are responsible for their own well being and should call to the coaches and/or manager s attention any injuries or situations in which the Highline Premier FC staff members may be able to assist. Players are expected to seek appropriate professional medical attention for all medical concerns and to keep the coaches informed and up to date on their progress. Players should provide coaches with written doctors prognosis and advice for treatment. Parent Responsibilities No coaching. Highline Premier FC prides itself on assigning the best coaches to each team. Our goal is to improve your child s level of play by providing an environment that encourages independence and creativity on the field. Parents should allow the Highline Premier FC coaching staff to provide the proper coaching for your child. Parents are to stand away from the player bench during games. Ideally all parents are to be on the opposite side of the field during matches. In the event a field does not accommodate space for parents to be on the opposite side, they should position themselves more than 25 yards away from the player bench. Parents are expected to participate in all team activities and other functions deemed mandatory by the team. Every team is required to provide volunteers to help organize and run Club functions (i.e., Auction, Tryouts, Tournaments, Commission Meetings, etc.). The Highline Premier FC teams, parents and players must understand that they are making a commitment to participate at the highest level available in youth soccer in our area. With this comes the responsibility to attend all scheduled events unless notification and agreement has been reached well ahead of time with the coach. Outside activities such as vacations, parties, family activities, etc. should be scheduled around the team commitment. In a team sport, failure to do this unfairly and adversely impacts all other team members. Parents are expected to be a role model of proper behavior. During training and matches parents are expected to be at their best behavior and only make positive and encouraging comments to Highline Premier FC players, coaches, parents, game officials, and spectators. No negative or derogatory comments to any individuals will be tolerated. Misconduct by a parent may result in parent and/or player sanctions or suspension by the Head Coach and/or Highline Premier FC Executive Board (see Highline Premier FC Code of Conduct Disciplinary Proceedings for further details) Encourage your child to take responsibility for the following: Behavior respecting others, positive, listening Getting to team activities prepared (shin guards, socks, water bottles, etc.) Communicating with the coach and teammates Proper nutrition and hydration Be a student of the game by gaining knowledge through watching matches, asking questions, practicing on their own. Coaching Code of Conduct Any coach participating in the Highline Premier Football Club is expected to conduct him or herself in a manner that exemplifies integrity, respect, and sportsmanship. Highline Premier FC coaches are under the direct supervision of the Director of Coaching and adhere to Highline Premier FC guidelines as well as additional

guidelines and requirements set by the Highline Premier FC Coaching Contract, HSA, District III, and WSYSA policies and guidelines. Any coach who is found to be in violation of the Highline Premier FC Code of Conduct or their individual contract may be subject to administrative action, up to and including termination. In the event of coaching misconduct, the Director of Coaching and HPFC Executive Board will take the appropriate action. See specific policies relating to coaches under the Coaching and Team Management Guidelines section. Tryouts, League, and State Cup TRYOUTS AND SELECTION Highline Premier FC will conduct annual tryouts in coordination with WSYSA tryout schedules. The principle objective is to field the strongest team possible at each age level. Players are expected to tryout and play at the highest level they are selected for. Team assignments made during tryouts are conditional, and may be changed until the roster is finalized. Selection to a team is based on observation at the annual tryouts by the selection committee. No coach, prospective coach, or club administrator shall make a commitment to any player prior to the formal tryout. Players recovering from injury during tryouts may receive special consideration. Additionally, players with conflicting RTC, EPD, or other WSYSA commitments may receive special consideration in the event of tryout scheduling conflicts. It is at the discretion of the Coaching Leadership to accept walk on players after the annual club tryout dates (in accordance with WSYSA guidelines). TEAM FORMATION Final decisions concerning player selection and placement are solely at the discretion of the Technical Director, the Director of Coaching, and the Head Coach. Generally, skills, game understanding, speed, commitment, prior HSA/Highline Premier FC experience, fitness, attitude and parent support/involvement may be factors included in the decision making process. Coaches reserve the right to move players between teams (player pass) as deemed appropriate for each individual player and in accordance with WSYSA Player Pass guidelines. Player movement is at the discretion of the Head Coach and Director of Coaching. The Technical Director and the Director of Coaching will coordinate with the Head Coach to select a predetermined number of players on the first day of tryouts. The balance of the player selections shall take place throughout the remainder of the tryout process. All player selections shall be reviewed by the coaching leadership prior to offers being made to players by the Head Coach. On the second and/or the third day, the head coach for each age group will assign players to either the Blue or Red Team rosters with Technical Director, DoC, and age group coordinator input and oversight. In general, when an age group is capable of supporting more than one team, the first team (Blue Team) will carry a smaller roster size than the second team (Red Team) if the two are not equal. The Player Pass process will be used to allow players to play up onto the Blue Team from the Red Team in order to foster a positive play up experience for the players. Player Age Rostering Guideline A Goal of Highline Premier FC is to field competitive teams at each age level. As a general guideline Highline Premier FC believes players should be encouraged to be rostered at age. This does not preclude the opportunities for specific individuals to roster up in age. Each situation is unique, and therefore roster up decisions will be made on a case by case basis with the involvement of the player, player s family, coaches involved, director of coaching, technical director and representation from the Soccer Operations Committee. Rostering at age does not eliminate the opportunity to play and train up in age. Utilizing the RCL Player Pass system, players rostered at age can and will have the opportunity to play up in age, depending on the specific circumstances regarding the player and the teams. If a decision is made to roster a player above their age, specific guidelines will be used to guide the group making that decision. Guiding elements that will weigh in on the decisions to roster players up include:

Demonstration by the player that they are in the top 1/4 of their on age grouping. Demonstration by the player that they would perform in the top 1/3 of the older age group when playing up. This includes, but is not limited to: o The player s ability to impact play at the upper age group. o The player s ability to perform at a technical level appropriate for the upper age group. o The player s ability to perform tactically at a level appropriate for the upper age group. o The player s ability to physically manage the demands of the upper age group. o The player s ability to psychologically manage the demands of the upper age group. o The player s personal and soccer maturity. When rostering decisions of this type are made, the impact and flexibility of both teams involved will be part of the consideration. Maintaining the ability to officially move roster positions from one team to another within the Club throughout the year will be a goal of the Club. This will allow some flexibility as player development takes place throughout the soccer year. PARTICIPATION Participation in training sessions as well as all league games and State Cup games is mandatory, a requirement of accepting a position on all Highline Premier FC teams. If a player is selected to a team, signs the Code of Conduct and Financial Commitment forms, registers, and then chooses not to play may forfeit his eligibility to play on another team in the HSA/Highline Premier FC program for the season. GUEST PLAYING Highline Premier FC players considering guest playing on a team within Highline Premier FC or outside of the Club must first seek approval from their Head Coach. In the event the player and Head Coach cannot agree on the request to guest play then the player may submit a request to the Director of Coaching. It is at the discretion of the Head Coach and Director of Coaching to approve or deny guest playing requests. All decisions are final. Players not currently registered with Highline Premier FC and seeking to guest play on a team must provide written approval to participate from their registered club Head Coach or Director of Coaching. LEAGUE PLAY Highline Premier Football Club participates in the WSYSA Regional Club League (RCL). League placement is managed by the Head Coach and Director of Coaching and follows the rules as set forth by the RCL. Boys and Girls U10 14 participate in league matches during the fall (September to beginning of December) and spring (February to mid March). Boys U15 18 participates in league matches during the fall (September to beginning of December). They do not participate in a spring league as they take a break for high school soccer (March thru May). Girls U15 18 participates in league matches during the spring (February thru March). They do not participate in a fall league as they take a break for high school soccer (September thru mid November). STATE CUP Highline Premier Football Club participates in WSYSA Championship and Challenge State Cup Tournaments. Placement is managed by the Head Coach and Director of Coaching and follows the guidelines and rules as set forth by the WSYSA. VP of Competition is Highline Premier FC contact person for all correspondence with the State.

Registration and Required Forms ONLINE REGISTRATION All players are required to complete the Highline Premier FC online registration. This registration will require you to enter your personal information and club fee payment information. Players cannot participate within Highline Premier FC if they do not complete the online registration. Individuals with questions regarding how to register should contact their Team Manager. CONCUSSION CONSENT As part of your online registration you will be required to review the WSYSA Concussion Consent form. You will be asked to confirm that you understand the signs of a concussion and that you will comply with WSYSA requirements and Washington legislative laws governing sports related concussions. If you are seeking additional information you may contact WSYSA at www.wsysa.com for further information. Any player diagnosed with a concussion must provide written approval from a healthcare professional experienced in evaluating concussions. If you decline to agree to the terms of the concussion compliance form your child will not be allowed to participate. MEDICAL RELEASE All players are required to submit a signed medical treatment authorization. Your completed form should be given to your Team Manager and will be carried in the Team Manager Book at all times. In addition, a copy of the form will be given to the Highline Premier FC Registrar. You may download a copy of this form from the Club website or you may request one from your Team Manager. If a player is injured while playing for a Highline Premier FC team, emergency medical treatment will be obtained if indicated. Parents will be notified as soon as possible. PHYSICIAN RELEASE In the event your player is injured and unable to participate for an extended period of time you are required to obtain a physician s written approval to participate after an injury. Any player diagnosed with a concussion must provide written approval from a healthcare professional experienced in evaluating concussions. BIRTH CERTIFICATES All players are required to submit a copy of their birth certificate, passport or INS card. One copy will remain with the Team Manager and a second copy will be provided to the HPFC Registrar. Uniforms and Equipment CLUB COLORS All HPFC teams are to be outfitted in the representative colors of Highline Soccer Association, which is the combination of Red, Blue and White. UNIFORMS AND TRAINING KITS Only Highline Premier FC approved uniforms and training kits are to be worn by Highline Premier FC teams. Nike is currently the official brand of Highline Premier FC. Players must purchase the designated style and may not wear obsolete styles unless expressly authorized by the Highline Premier FC Board. Each Highline Premier FC team is required to coordinate the player purchasing of uniforms through the Highline Premier FC designated supplier. Numbers on the back of the jersey must be 8 inches high. Teams are not allowed to modify the Club logo or designated training and match gear. Players own their uniforms and may opt to sell or donate their uniform back to any Highline Premier FC member upon their departure from the club. Players are responsible for maintaining their Highline Premier FC uniform in good condition and must pay for replacement if lost or damaged. While participating in training and matches players are required to have their appropriate kits. Players must remember that they are representing Highline Premier FC while in their logo apparel and must act according to the Highline Premier FC Code of Conduct.

Each player must purchase the minimum training and match kits as designated by the Club. Away Match Uniform Blue Jersey Blue Short Red Socks Home Match Uniform White Jersey White Short Blue Socks Each team must attend matches with two different sets of jerseys to allow for change in the event of a color conflict with opposing teams Training Kit Dri Fit Training Tops (1 Blue, 1 White) Blue Shorts Blue Sock Additional Gear Blue Warm Up Jacket Black Warm Up Pant Blue Backpack (unless red was purchased last year) EQUIPMENT While participating in training sessions, league, tournaments or friendly games, players must be equipped with shin guards. It is strongly suggested that players have at least two pairs of soccer shoes. As a Nike branded club it is expected that the training and match balls will be Nike. Club Finance Guidelines Highline Premier FC Club Fee The annual Highline Premier Club Fee covers a variety of services your player receives as a member of the Club. This includes, but is not limited to, practice and game field usage fees; referee fees; coaching fees; baseline tournament fees (3); coach gear, USYSA, WYS and association registration fees; insurance; league season fees; state cup fees; miscellaneous team equipment; training and match balls; first aid supplies; financial aid and scholarship programs; goalkeeper training; club academy training; club action tickets; and program administration. Highline Premier FC provides families the opportunity to pay in full and receive a 5% discount or commit to our sixmonth payment plan (select option when registering online). Each Highline Premier FC player is obligated to pay a $250.00 commitment fee when registering. With this commitment you understand that you are obligated to make the required payments and that failure to comply may lead to your player being placed in Bad Standing and their player card pulled. Inter Club Transfers & Late Adds players transferring or joining after team formation will be required to pay the Commitment Fee + month prorated annual fee. A flat fee will be charged for players joining at State Cup. Fees will be pro rated for player movement within the Club. For further details, please contact the Registrar. For players transferring or leaving the Club prior to August, their Club fee will be refunded, pro rated based on the number of months they were with the club. After August 1st, players will not be released from Highline Premier unless all Club fees are paid in full and team fees are up to date at the time of the request. Players with a season ending injury may be eligible for a refund or credit with the amount to be determined on a case by case basis.

Players moving more than 50 miles during the season are eligible for a refund with the amount to be determined on a case by case basis.. Requests for releases and withdrawals must be presented in writing to xd@highlinepremier.com. In no instance will funds that were acquired through financial aid, fundraising or donation be refunded to an individual player. Financial Aid: Highline Premier FC has established a program for which players/parents can apply to receive financial aid towards their Annual Club Fees. Financial Aid is awarded based upon availability of financial aid funds, the financial needs of the applicant, and approval by the Financial Aid Committee based upon its established criteria. The program is open to all registered players who meet the financial criteria and who can provide Highline Premier with a complete, accurate application (with requested supporting documentation). Recipients of financial aid must complete documented volunteer services as outlined in the Highline Premier FC Financial Aid Application. Failure to follow the guideline of service will result in the family being ineligible for future financial aid. Individuals may download the Financial Aid Application from the Club website or they may request the form from the Club Treasurer. Highline Premier FC College Scholarship Each year the Highline Premier FC Executive Board will award Highline Premier FC College Scholarships to Highline Premier FC graduating seniors. The number of scholarships and the amount will be determined on a yearly basis. Individuals wishing to apply for the scholarship should download the application from the Club website or request a copy from their Team Manager. Bad Standing (Player card pulled) The Club may place any player who is 30+ days delinquent in their club or team fees in Bad Standing. A player placed in Bad Standing will not be permitted to play soccer with Highline Premier FC, Highline Soccer Association or Washington State Youth Soccer Association until their club and team fee is paid. Through a variety of payment options and plans, Highline Premier FC works hard to ensure that families are provided every opportunity to bring their account into good standing. It is critical that families communicate with the Highline Premier FC Treasurer regarding past due Club and team fee accounts. Mandatory Volunteer Service (Buyout Option Available) Premier soccer is a labor intensive sport. It requires significant commitment on the part of the player and the parent to have a successful soccer program and a functional organization. The goal of the Volunteer Service Policy is to foster parent involvement in the Club, equally distribute the work among all families, and put programs in place that will ensure long term viability of the Club. Each family is required to work a minimum of ten (10) each year their child or children are registered with the Club. This is a family commitment and not an individual player commitment; therefore if you have more than one (1) child in the program you are only required to commit ten (10) hours of service. With the exception of those joining Highline Premier FC in January or February hours must be completed prior to January 1 st of each year. The exception to this timeline is made for the Girls U15 through U18 age groups. As these teams do not compete in the fall season, their opportunities to perform volunteer hours are reduced. As such, they will have the opportunity to extend their volunteer hour deadline until March 31 st of each calendar year. For those joining the club after the annual tryout date hours will be prorated at a rate of 1 hour per month. The volunteer hours will be billed to your account upon registration at the rate of $10 per hour; players will not be required to pay this fee until February 1 st (or April 1 st for GU15 GU18). Families will be required to submit a volunteer log when hours are completed to the club treasurer at treasurer@highlinepremier.com. Credit will be given at a rate of $10 per hour until the ten (10) hours are completed. Families will receive an invoice for hours not worked with a 30 day payment deadline. Failure to pay the invoice will result in the player being placed in Bad Standing and their player card pulled. Hours cannot be banked or carried over from one year to the next. All

hours must be worked during Highline Premier FC sponsored events and activities. Individuals may not claim volunteer service credit for positions or time spent conducting activities in which they receive monetary compensation. Financial Aid recipients may not apply the hours required for financial aid to their volunteer service. Note: a financial aid recipient must complete the financial aid requirement of 20 hours plus the club volunteer service requirement of 10 hours for a total of 30 hours of club service. It is the responsibility of the family to ensure that their hours worked are reported to the Highline Premier FC Treasurer and appropriately documented. You may not have your Volunteer Log signed by a family member. Falsifying hours may result in your family being removed from current activities and not allowed to participate in any future Highline Premier FC activities. In the event you wish to participate in a volunteer opportunity and it is not on the approved list please contact the Highline Premier FC treasurer to obtain authorization. The appointed team treasurer will be responsible for all team finances that are not included in the Club fee for a seasonal year. A seasonal year will begin with team formation (after tryouts) and end when the team is eliminated from state, regional or national cup play. Account Directives: A checking account will be established in the team name and all team expenses that are not paid through the club will be paid through this account. The account naming convention is as follows: Highline Premier FC Gender 2 digit Birth Year Color. For example a girl s U16 A side team account would be named Highline Premier FC Girls 95 Blue. In the event an A side and B side are sharing a joint account (typically applies to U10 development teams) the naming convention would be Highline Premier FC Gender 2 digit Birth Year A side (Highline Premier FC Boys 02 Blue). In subsequent years when a team splits into more than one team the additional account would take on the B side name.

The Team Manager, Team Treasurer and Club Treasurer must be signers on the bank account and are the only individuals to authorize transactions on the team account. The account will be in the team name with no personal address on the checks. No check or debit/credit payment will be issued without a valid receipt. Upon termination from the state, regional or national cup play, the Team Treasurer will settle all outstanding financial obligations before turning the account over to the next year s team. If there are funds left in the account after all obligations have been met, the balance of the funds will go as contribution to the next year s team budget. Credit balances cannot be refunded to families. Each team is expected to carry forward a team balance of at least $500 from year to year. The exeption to this is the U18 age group where the team directive is to exhaust all available funds by the end of the U18 season. Upon completion of the U18 season, and after the Team Treasurer has settled all obligations the team account is to be closed and any remaining balance is issued to the Highline Premier FC Club account. The closing bank statements, debit/credit card, checkbook and a cashier's check (if applicable) are to be delivered to the Highline Premier FC Club Accountant. Donations: In order to comply with federal tax regulations, it should be understood that all monetary donations made to Highline Premier FC teams are not allocable to any one individual team member but rather becomes assets of the team. The Club or any team may use donations to grant financial assistance to individual team members as necessary. Coaching and Team Management Guidelines TEAM STRUCTURE Highline Premier FC teams are members of the Highline Premier Football Club and Highline Soccer Association. These teams are the top competitive representatives in our Association and its members are affiliated with District III, Washington State Youth Soccer Association, United States Youth Soccer Association and FIFA. The Director of Coaching and Technical Director are responsible for setting the Highline Premier FC curriculum and coaching guidelines. All coaches are appointed by the Director of Coaching and report directly to the Director of Coaching. Throughout the year the Director of Coaching and the Technical Director will work with the coaching staff and teams on tactics, technical, and player and coach development. COACHING AND TRAINING STAFF Highline Premier Football Club provides a staff of experienced coaches and trainers who provide training to Highline Premier FC teams and individuals under the guidance of the Director of Coaching and Technical Director. Any outside trainer, who is not part of the Highline Premier FC training staff, must first be approved by the Highline Premier FC Executive Board and the Director of Coaching and Technical Director. If the Board, Technical Director, and the Director of Coaching approve the trainer, he/she will follow the guidelines set for them by the coaching leadership, as well as Club By Laws, and Operating Procedures. Coaches are expected to attend all practices and games. Absences and practice cancellations must be approved by Director of Coaching and/or the Executive Director. Please refer to the Coaching Absence Policy for further information on the proper procedure for addressing a coaching absence.. Player evaluations are to be delivered at least twice yearly in writing by the due date established by the Director of Coaching, and discussed directly with parents in individual meetings.

Player discipline Coaches should inform players (and their parents) in writing of any disciplinary action that they intend to take. Players should be informed as soon as a determination of disciplinary action has been made, in advance if at all possible. (Example: Coach decides to bench a player or limit their playing time at a match in response to unexcused training absences. That player should be notified prior to the day of the match). TEAM MANAGER The Team Manager is responsible for the management of the parent group and directs individuals to complete off field activities. The Team Manager is appointed by the Head Coach and approved by the Highline Premier FC VP of Competition. The Team Manager will be familiar with all governing Highline Premier FC policies and procedures. The primary responsibilities of the Team Manager include: Create and distribute the team informational handout and annual budget with input from the Head Coach and Team Treasurer. Distribute, collect, and store all required Club and team forms o Highline Premier FC Financial Commitment Form o Highline Premier FC Player and Parent Code of Conduct o Any additional applicable team forms In coordination with the HPFC Registrar ensure the proper registration of all team players o Verify online registration is complete o Provide Highline Premier FC Registrar with a copy of birth certificate o Provide the Highline Premier FC Registrar with a copy of notarized medical authorization Manage Player Cards o Obtain player cards from Highline Premier FC Registrar o Coordinate the completion of cards picture and lamination o Provide player cards at matches and tournaments (where applicable) With the Head Coach distribute team communications, including but not limited to, training and match dates, times, and locations, team activities, etc. Create and obtain proper authorization for all tournament rosters and tournament rule requirements. It is the responsibility of the Team Manager to understand and manage the check in requirements for all tournaments the team participates in Manage WSYSA League Match Reporting o Register with WSYSA website o Report match scores o Report game times and locations o Provide league approved rosters at matches With the Head Coach manage communication with opponents, including but not limited to, match dates, times, and locations. Request approval for player passes as needed from DoCs. Manage team volunteers and ensure that activities and functions are being completed appropriately (i.e., website updates, uniform orders, etc.). The team manager is not involved in any player or on field related decisions for the team. All player related decisions are to be made by the Coach, Director of Coaching and Executive Director.

TEAM TREASURER The Team Treasurer is appointed by the Head Coach and Team Manager and reports directly to both individuals. Responsibilities include, but are not limited to: o With the Head Coach and Team Manager create and distribute the annual team budget o Create, collect, and manage team fee payment plans o Oversee all team funds; manage the team checking account o Ensure all internal and external vendor obligations are paid o Provides monthly player account balance statements to parents o Provide quarterly budget statements to the Club Treasurer o Communicate with the Club Treasurer when player accounts are delinquent and the parents are unresponsive TEAM SUPPORT POSITIONS The Team Manager and Team Treasurer positions are time consuming roles and require the support of parent volunteers to have a successful program and a functional organization. The positions listed below are not all inclusive of available support functions but are primary support roles each team requires to run efficiently. Team Webmaster o Updates the team website with match dates, times, and locations o Uploads team and player photos Team Representative o Required position by the Highline Premier FC Board o Attends monthly Board meetings as designated by the annual club calendar o Obtains backup attendee when unable to attend Board meeting o Distributes Board meetings minutes (electronic copies) Highline Premier FC Auction Dinner Coordinator o Attends committee meetings and completes assigned tasks o Distributes information regarding auction o Coordinates the procurement of team auction item(s) o Manages the distribution of team auction tickets Team Equipment Manager o Brings the canopy and bench to each match o Coordinates the bringing of the canopy and bench when unable to attend match Team Fundraising Coordinator o Identifies and distributes information about available fundraising activities o Organizes and documents team approved fundraising activities o In coordination with the Team Treasurer manages the player payment and money turn in for approved fundraising activities Team Photographer o Attends majority of team matches and functions and takes photographs of all players o Obtains permission from parents to publish photos with the players on the team website and in Highline Premier FC marketing materials o Uploads team and player photographs to team website (may seek assistance from Team Webmaster) o Obtains player card photos and provides hard copy to Team Manager Team Travel Coordinator o Researches, communicates, and distributes information to families about lodging,

transportation, restaurants, services, etc. as they pertain to out of town tournaments or extended league matches (i.e., NWCL) o With the Team Manager coordinates out of town travel arrangements o Provides information to Team Manager to be compiled in the Team Itinerary Team Statistician o Works directly with the Head Coach to record statistics as identified by the Head Coach o Arranges backup individual in the event unable to attend specific matches Team First Aid Coordinator o Manages the team first aid kit (reimbursable by the club) o Brings the first aid kit to all training sessions and matches o Assist injured players on the sideline (as appropriate) There will be other roles and responsibilities that may come up during the season and parents will be expected to help as needed. Intra Club Email Communications Email communications to Club members (Staff, Board, players, parents) involving Club matters should not include non Club members in the distribution list. If the content of the communication is relevant to non members, and targets or addresses them as well, a separate communication should be sent to those outside of the Club, so as to avoid providing Club sensitive or confidential information or feedback to non member. Highline Premier FC Code of Conduct Disciplinary Proceedings It is the intent of the Highline Premier Football Club that any complaint made against any player or parent or guardian which alleges a violation of the Highline Premier FC Code of Conduct, and which is not also subject to adjudication under the District III Disciplinary Procedures of the WSYSA Operating Procedures and Rules of Competition, is dealt with at the team level. However, if no adequate resolution is obtained through discussions at the team level, or if the individual bringing the complaint is uncomfortable with bringing the complaint before the team management, a complaint may be brought to the Highline Premier FC Executive Board under the following procedures: 1) Said complaint will only be heard so long as the complaint is made in writing and in a timely manner. The written complaint should be submitted to any one or more of the Highline Premier FC Club Officers within one calendar week of the occurrence of the alleged violation. The complaint should clearly state the date of the alleged violation, as well as provide a list of persons who may have witnessed the alleged violation when possible. 2) Upon receipt of a written complaint, the Officer receiving the complaint is to note the date received on the complaint and then notify the Highline Premier FC VP of Competition, who will (i) determine if there is sufficient cause to hear the complaint, and (ii) schedule a hearing before the Highline Premier FC Executive Board. Said hearing is to be held within two calendar weeks of the date of receipt of the written complaint. 3) If the Highline Premier FC VP of Competition determines that there is insufficient cause to hear the complaint, the individual(s) bringing the complaint will be notified, in writing, and no hearing or disciplinary action will be taken. This decision, however, may be appealed to the Executive Board of the Highline Premier Football Club and a hearing will be scheduled as provided herein. 4) The Highline Premier FC VP of Competition will notify the individual(s) bringing the complaint and the individual(s) against whom the complaint has been made of the date and time of the hearing, in writing, at least 72 hours before the hearing, and provide them with a copy of the complaint. Copies of the complaint shall also be distributed to the Executive Board prior to the hearing.

5) A quorum consisting of a majority of the Club Officers shall be required to hear and decide on the complaint. 6) At the hearing, the complaint will be read by the Vice President of Competition. The individual(s) against whom the complaint has been made will then have an opportunity to address the Executive Board with their side of the story. The Executive Board, at their sole discretion, has the right to address questions for clarifications to either the individual(s) bringing the complaint or to the individual(s) against whom the complaint has been made. In addition, the Executive Board, at their sole discretion, has the right to call witnesses to the alleged violation. 7) In no event will allegations other than those specifically addressed in the written complaint be heard. 8) In no event will allegations pertaining to actions falling under the District III Disciplinary Code, or under the WSYSA Rule 213, Rule 214 or Rule 605 be heard. 9) After having heard the complaint, the answer to the complaint and all other testimony that the Executive Board deems relevant and necessary to make a fair and reasonable decision, the Executive Board will determine whether a violation of the Code of Conduct has occurred. 10) If the Executive Board determines that no violation has occurred, the hearing will be terminated and no disciplinary action will be taken. 11) If the Executive Board determines that a violation of the Code of Conduct has occurred, the Board may impose penalties using the following as a guideline: a) For minor violations (such as violating team rules) or for first time violations a verbal warning. b) For significant violations (such as violence towards others, possession of illegal drugs at any Highline Premier FC sponsored occasion or minors consuming alcohol at any Highline Premier FC sponsored occasion) or for repeated violations a suspension of participation rights, with the length of the suspension dependent of the severity of the violation. 12) With the consent of the Executive Board, any individual who has received a suspension of their participation rights under this process may elect to perform service to the club as an alternative. The nature of the service must be deemed appropriate by Executive Board and must be performed within a specified time frame as outlined by the Executive Board. The Executive Board prior to the conclusion of the hearing shall present this alternative. An individual who subsequently elects to perform the designated alternative service to the club at may do so by notifying the Highline Premier FC VP of Competition. During the performance of service to the club, the suspension will be temporarily lifted and, upon completion of the alternative service, the suspension will be permanently lifted. 13) Any individual whose participation rights are suspended under these procedures will be reinstated upon completion of the suspension or the alternative service to the club and no further disciplinary action will be taken against them by the club or their team for this violation of the Code of Conduct. However, further violations of the Code of Conduct may be cause for further disciplinary action provided the procedures defined herein are followed. 14) Any player whose participation rights are suspended under these procedures and who chooses to leave the program without completing his suspension or alternative service will be placed in Bad Standing with the Club for the duration of the suspension. HPFC reserves the right to notify the Association, District III, and/or WSYSA regarding the departure from the club prior to completing the designated suspension or service. 15) An appeal of the decision of the Executive Board may be made to the Highline Premier FC Commission (Highline Premier FC Executive Board and Team Representatives) at the next regularly scheduled Board meeting by written notification of the intent to appeal being delivered to the Highline Premier FC President. During the appeal process, all disciplinary action will be temporarily suspended. 16) Depending on the severity of the complaint, the Highline Premier FC Club Officers may refer the matter to the Association, District III or WSYSA.

Highline Premier FC Brand The Club logos (crests and wordmarks) may not be altered in any way, shape, or form (except to scale) without the written consent of the Executive Board.
