1.0 RULES 1.1 Races will be governed by the World Sailing Racing Rules of Sailing 2017-2020, the prescriptions of the Royal Yachting Association, the rules of each class concerned and by these sailing instructions. References in this document to rules are to the World Sailing Racing Rules of Sailing 2017-2020. 2.0 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the Regatta Notice Board in the foyer of Tudor Sailing Club. 3.0 ENTRIES & DECLARATIONS 3.1 All competitors must sign on before a race. Finishing declarations are not required. 3.2 A boat that does not finish or retires after finishing shall notify the Race Officer as soon as possible, either in person, by VHF Channel 37, or by informing a patrol boat. 4.0 CHANGES TO SAILING INSTRUCTIONS 4.1 Any additions or changes to these sailing instructions will be posted on the Regatta Notice Board and indicated by Flag L [yellow and black squares] displayed on the Club flag pole and on the committee boat. 5.0 SCHEDULE OF RACES 5.1 Races may be postponed at the discretion of the race officer at any point prior to or during the start sequence. 5.2 The following classes, handicap bandings, warning flags and race start times will be used: Fleet CRUISER FAST MEDIUM JUNIOR HANDICAP TOPPER Class Flag PY Band / Class Restriction Saturday 9 th September n/a (C) (Q) (B) (Q) (B) 1030 and below 1031 and above n/a 18 s and under n/a 18 s and under Number of Races 1 3 3 0 0 Start Time 13:00 13:30 13:35 n/a n/a Sunday 10 th September Number of Races 1 0 0 3 3 Start Time 13:30 n/a n/a 14:00 14:05 5.3 Dinghy races 2 and 3 will be started as soon as possible after completion of previous race. 6.0 COURSE DINGHIES & JUNIORS 6.1 The course and number of laps will be indicated on the side of the Committee Boat. 1

6.2 The course will be a sequence of marks as displayed on the committee boat. In this sequence the colour of the background of each mark board determines the direction of rounding of that mark: Red = round to port; Green = round to starboard. 6.3 For all courses, boats must pass through the LINE (see Instruction 8) at the end of each lap 6.4 Example courses are shown in Attachment A 7.0 COURSE - CRUISERS 7.1 The courses are described in Attachment B. 7.2 The course letter will be displayed from the committee boat prior to the relevant warning signal. The course letter may also be broadcast on VHF Channel 37 prior to the warning signal. 8.0 START LINE & FINISH LINE 8.1 The committee boat will be the club motor boat Bruce 8.2 The line for the dinghy course is defined between the orange flag on the committee boat and the inflatable orange pencil buoy. 8.3 The line for the cruiser course is defined between the orange flag on the committee boat and the pink inflatable buoy. 9.0 START PROCEDURE 9.1 Races will be started by using rule 26; the following sequence shall be used: Signal Flag Flag (example using G flag) Sound Minutes prior to Start Warning Class Flag Up 1 sound 5 Preparatory Flag P Up 1 sound 4 One Minute Flag P Down 1 long sound 1 Start Class Flag Down 1 sound 0 9.2 It is intended that fleets will start at 5 minute intervals in the order shown in Instruction 5. Circumstances may require variations to the intervals or order. 9.3 The starting line will be the LINE defined in Instruction 8. 9.4 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 9.5 A boat starting later than 15 minutes after her starting signal will be scored Did Not Start, without a hearing. This changes rules A4 and A5. 10.0 THE FINISH 10.1 The finishing line will be the LINE defined in Instruction 8. 10.2 A grand prix finish, also known as the average lap racing system will be employed for the dinghy fleets. All boats will be finished when they next pass through the line after the lead boat has been deemed to have completed the race, regardless of lap count. Corrected times will be calculated on an average lap basis and scaled accordingly. 2

10.3 In order to manage the overall duration of a race, the Race Committee may, at their discretion, finish a boat after fewer laps than the set number. 11.0 RECALLS The following rules and signals shall be used to manage recalls: Instruction Rule Flag Sound Exoneration Individual recalls 29.1 1 sound General recalls 29.2 2 sounds Offending boat(s) must sail to the pre-start side of the line. A new warning signal will be made one minute after First Substitute is lowered. The start(s) for succeeding classes will be postponed accordingly. 12.0 SHORTENING COURSE 12.1 The following rules and signals shall be used to manage course length: Instruction Flag Sound Description Shortened Course (general) 2 sounds Indicates that the leading boat will finish at the end of the lap it is currently sailing. 12.2 The Race Officer may shorten the course for a specific fleet by flying the S flag alongside the flag of the fleet whose course is to be shortened. 13.0 TIME LIMIT 13.1 The time limit for the leading boat is as follows: Fleet Cruiser Dinghies Races 1, 2 & 3 Time Limit 4 hours 1 hour 13.2 Boats that do not finish within 1 hour (cruisers) or 30 minutes (dinghies) of the first boat finishing in their race will be scored ( Did not Finish ). This changes rule 35. 14.0 PROTESTS AND REQUESTS FOR REDRESS 14.1 The Exoneration Penalty and the Advisory Hearing and RYA Arbitration procedures of the RYA Rules Disputes Procedures will be available. Decisions from RYA Arbitration can be referred to a protest committee but cannot be reopened or appealed. 14.2 Protest forms are available on request from the Race Officer and are stored in the race box at Tudor Sailing Club. 14.3 Protests or requests for redress shall be delivered to the race officer within the appropriate time limit. 14.4 The protest time limit is 90 minutes after the last boat has finished the last race of the day. This time limit can be extended at the discretion of the Race Committee. 15.0 SCORING 15.1 Scoring will be in accordance with Appendix A (Low Point System). One race shall be completed to constitute a valid series. 3

15.2 Each boat s score will be the total of her race scores, with her worst score excluded if all scheduled races are completed, with the exception of the cruiser fleet, where no race result will be excluded. 15.3 Both cruiser races shall constitute a 2 race series. 15.4 Each boat / helm / handicap number combination will be treated as a separate entry for scoring. 15.5 Ties will be broken in accordance with Appendix A A8 16.0 RISK STATEMENT 16.1 Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 16.2 Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. 17.0 INSURANCE 17.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 2,000,000 per event or the equivalent. 18.0 DECISION TO RACE 18.1 The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 19.0 RIGHTS TO USE NAME AND LIKENESS 19.1 By participating in this event, competitors automatically grant to the organising authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 20.0 ENGINES 20.1 All engines must be turned off at least 4 minutes before the first warning signal. If you have to use your engine for safety reasons (e.g. to clear a shipping channel or to avoid a collision) then you must note down the length of time the engine was running for and then declare it, with your start and finish times, at the end of the race. This will then be added to your elapsed time. No distance advantage may be gained whilst using an engine, it is only to be used for safety reasons. 4
