Road Safety Audit Main Street (Route 38) at I-495 On/Off Ramps and Clark Relocation Road Prepared by HNTB Corporation Background The Massachusetts Department of Transportation (MassDOT) Highway Division Safety Section performs a Road Safety Audit (RSA) prior to or as part of the preliminary design for any MassDOT project that includes a high crash location. As defined by the Federal Highway Administration (FHWA), an RSA is a formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to observe, identify and report relevant safety issues and identify safety improvements for all users. A Road Safety Audit (RSA) was conducted for the following high crash location intersections along Route 38/Main Street (hereafter referred to as Route 38) in Tewksbury: Route 38 at Clark Relocation Road Route 38 at I-495 Southbound On/Off Ramps Route 38 at I-495 Northbound On/Off Ramps During the RSA, the team reviewed safety issues with each of the intersections and determined short, medium, and long term improvements that could be incorporated. Short-term, low cost potential improvements could be considered for immediate implementation prior to any reconstruction, as appropriate. Route 38 runs north-south from the New Hampshire/Massachusetts state line to Somerville, Massachusetts. Near the study intersections are major retail stores, restaurants and a motel, all of which are local and regional destinations generating high volumes of traffic. Project Data The audit team conducted a RSA for the three intersections along Route 38 on Tuesday, March 7, 2017 at 9 AM. The agenda for the day can be found in Appendix A and the participating team members have been identified in Table 1 on the following page. Prior to the site visit, the team met at the Tewksbury Police Department to review crash diagrams and summaries provided by MassDOT for the years 2013-2015. Team members shared their personal knowledge about the issues of the corridor. After the site visit, the team returned to the police department to discuss any new findings discovered during the visit and potential improvements that can be implemented in both the short and long term to improve safety and reduce the number of crashes. A locus map of the study area is provided in Figure 1 on the next page. Detailed descriptions of each of the s and intersections contained within the study area are provided below: Route 38 is a four-lane north/south road classified as a principal arterial. The speed limit along the road is 35 MPH and the surrounding land-use is commercial. The Lowell Regional Transit Authority (LRTA) Route 12 bus operates along Route 38. A sidewalk is present along Route 38 southbound throughout the study area. I-495 is a six-lane interstate comprised of three northbound lanes, three southbound lanes, and on and off ramps. The posted speed limit is 65 MPH. Exit 38, both northbound and southbound, are single lane off ramps extending to Route 38. The study area also includes two single lane on ramps from Route 38 to I- 495 northbound and southbound. Clark Relocation Road is a two-lane commercial road classified as an urban collector. There is no posted speed limit and the road provides access to multiple retail and technology centers. Ninety feet of sidewalk is provided along the southeastern corner of Route 38 intersection. Road Safety Audit Main Street (Route 38) at I-495 On/Off Ramps and Clark Relocation Road Prepared by HNTB Corporation Intersection: I-495 Northbound/Route 38/Home Depot The I-495 northbound /Route 38/Home Depot intersection is a four-approach signalized intersection. The I-495 ramps intersect Route 38 from the east while the Home Depot entrance/exit intersects from the west. Signals are located on span wire. Vehicles exiting the Home Depot complex utilize one left turn lane, one thru lane and one right lane. The I-495 northbound off ramp consists of two left turn lanes, one thru lane and one channelized right turn lane. Route 38 northbound is designated as one left turn lane, two thru lanes and one right slip lane to I-495 northbound. Route 38 southbound is designated as one left turn lane, two thru lanes and one channelized right turn lane. In 2016 MassDOT completed a resurfacing project at this intersection which included accessible ramps and sidewalks. A sidewalk is located along Route 38 southbound. A crosswalk is present at the driveway of Home Depot along with accessible ramps, detectable warning panels, push buttons and pedestrian count down signals. A two-way left turn lane (TWLTL) which is utilized for access to and from Atamian Honda to the east and Motel 6/IHOP to the west begins approximately 230 feet south of the intersection. Intersection: I-495 Southbound at Route 38 I-495 southbound at Route 38 forms a four-legged signalized intersection with the I-495 southbound off ramp to the east and the I-495 southbound on ramp to the west. Signals are located on span wire. The Route 38 northbound approach is designated as one left turn lane and two thru lanes. The thru lanes depart the intersection as three lanes. Recently, a flashing yellow arrow for the Route 38 left turn movement to the I-495 southbound on ramp was added. The Route 38 southbound approach has a painted median and is designated as two thru lanes and one right turn slip lane to the I-495 southbound on ramp. The I-495 southbound off ramp is designated as one right lane, one thru and one left lane. This intersection was also resurfaced in 2016 by MassDOT which included the installation of ADA accessible ramps and sidewalks. A sidewalk is present along Route 38 southbound and crosswalks with accessible ramps and detectable warning panels are provided crossing the I-495 southbound on ramps. No pedestrian signals are provided. Intersection: Clark Relocation Road at Route 38 Clark Relocation Road at Route 38 is a three-legged signalized intersection with Clark Relocation Road approaching from the east. Route 38 southbound is designated as two thru lanes and one left turn lane, while Route 38 northbound is designated as two thru lanes and one right turn lane. Clark Relocation Road is designated as one right turn and one left turn lane. A recent upgrade to the signals included the addition of a flashing yellow arrow to the left turn signal head. ADA accessible ramps and a crosswalk are provided crossing Clark Relocation Road. Page 4

Road Safety Audit Main Street (Route 38) at I-495 On/Off Ramps and Clark Relocation Road Prepared by HNTB Corporation General Crash History Crash diagrams and summaries were provided by MassDOT (Appendix C) and were compiled using the Tewksbury Police Department crash reports. According to the most recent data available (January 2013 through December 2015), 97 crashes occurred during the analyzed time frame. The most common manner of crash was the rear-end type. No fatalities were reported during the analyzed period. Table 2 is a snap shot of the crash summaries and demonstrates the most common type of collision and time of day. On-site observations led to conversations regarding intersection deficiencies, driver behavior and safety solutions. These issues are summarized below and categorized as general corridor concerns and individual intersection concerns. The safety concerns are not ranked in any specific order. I-495 Northbound/Route 38/Home Depot Safety Concern #1 Inattentive and/or Distracted Drivers It was noted during the RSA that inattentive and distracted drivers are issues of concern at this intersection. While Police officers routinely set up near the intersection to enforce safety, 29% of crashes at this intersection were attributed to inattention or distracted driving. Enhancements Provide local driver education through public involvement. Increase police officer enforcement at intersection. Page 5

Road Safety Audit Main Street (Route 38) at I-495 On/Off Ramps and Clark Relocation Road Prepared by HNTB Corporation Safety Concern #2 I-495 Northbound Off Ramp Merge Lane Rear-end type crashes frequently occur (crash numbers 11, 27, 37, 38, 40 and 55) at the merge location from the I-495 northbound off ramp to Route 38 northbound. These crashes may be a result of the lack of an acceleration lane and/or obscured visibility for right turning vehicles as a result of thru and left turning vehicles. Safety Concern #3 Pedestrian Accommodations Evaluate the location of the stop line for thru and left turn movements to provide better sight distance for merging vehicles. It was noted by the audit team that pedestrian traffic is heavy in this area. While a sidewalk is provided along Route 38 southbound; pedestrian desire lines are noticeable along Route 38 northbound. Recent improvements provided accessible ramps with detectable warning panels and pedestrian count down signals at the Home Depot driveway crossing, however the updated pedestrian signals are not audible and the pushbutton located on the channelizing island is not at the appropriate height. Pedestrian warning signs are not present at the pedestrian crossing of the Route 38 southbound channelized right lane. Roadway lighting is not provided along the or under the I-495 overpass. Image 2: Pedestrian Crossing at Route 38 Southbound channelized lane. Enhancements Updated pedestrian signal to include audible tones and adjust pedestrian pushbutton to appropriate height. Provide sidewalk connectivity along both sides of Route 38 by installing a sidewalk along Route 38 northbound as well as crosswalks, accessible ramps and pedestrian signals. Provide pedestrian crossing signs at the crosswalk crossing the Route 38 southbound channelized right lane. Page 6

Safety Concern #4 Traffic Signal Infrastructure During the field visit, team members stated that the signals at this intersection blend in with the abundance of signage for restaurants, motels, stores, and guidesigns. It was also noted that multiple signal back plates were damaged. Enhancements Provide retroreflective strips to existing signal back plates to enhance the signals. Replace damaged signal back plates. Image 3: Example of damage signal back plate. Safety Concern #5 Signage An abundance of signage exists within the vicinity of this intersection. As a result of sign clutter, many become obstructed making it difficult for drivers to be prepared for upcoming decision points. It was noted that the guidesign for the I-495 northbound on ramp, at the right slip lane, does not meet sign height regulations. An overhead sign is provided for the start and end of the TWLTL along Route 38 southbound. However, a similar overhead sign is not present in the northbound direction. Image 4: Missing Overhead Sign. The exit from Home Depot to Route 38 is wide and may result in driver confusion as to which side is the entrance. Enhancements Evaluate the placement of current signs to remove sign clutter. Replace missing begin/end two way left turn only sign. Image 5: Example of Sign Clutter. Enhance signage at driveway median to ensure appropriate entering and exiting maneuvers. Page 7

Road Safety Audit Main Street (Route 38) at I-495 On/Off Ramps and Clark Relocation Road Prepared by HNTB Corporation Safety Concern #6 Motel 6/ IHOP Driveway At the Motel 6/IHOP driveway, Route 38 consists of four thru lanes and a center TWLTL. A combination of heavy congestion on Route 38, the cross section and vehicles making a left turn movement from the Motel 6/IHOP parking lot lends itself to frequent cashes (crash numbers 13, 22, 23, 25, 28 and 52). The most common scenario involves vehicles turning left on to Route 38 northbound. Several of the crashes were considered a courtesy crash, where a vehicle traveling in the right lane of a multilane road allows a vehicle exiting a business to enter the road, and vehicles in the left lane are not seen by the exiting vehicle resulting in a collision. Enhancements Evaluate the feasibility of closing Motel 6/IHOP entrance and routing customers through the Home Depot parking lot to the signalized intersection. Coordination between Motel 6/IHOP and Home Depot will be needed to provide access between the two sites. Provide courtesy crash outreach and informational packets. Safety Concern #7 Channelized Right Turn to Home Depot While visiting the intersection, vehicle/truck tire markings were apparent along the curb and sidewalk. These are likely due to the sharp radius of the channelized lane. Enhancements Evaluate radius and width of the channelized right turn lane. Image 6: Tire Markings Along Curb Line. I-495 Southbound at Route 38 Safety Concern #1 Pavement Markings Image 7: I-495 Southbound Off Ramp Lane Designation. Source: Google Maps The I-495 southbound off ramp to Route 38 is comprised of three lanes at the intersection, one left turn lane, one right turn lane and an unmarked thru middle lane. A lane control sign is present at the approach, which states the middle lane is a thru lane. Though the lane control sign is present, the unmarked thru middle lane can cause driver confusion when determining if the lane is a thru, right or left turn lane. This confusion might be a contributing factor to crash numbers 10, 24 and 33. Hesitant driver behavior was also observed during the site visit. It should be noted that the majority of vehicles exiting I-495 southbound are not going through the intersection to merge back on to I- 495, therefore, the thru lane may not be necessary. Page 8

It was observed that drivers unintentionally veer into the right turn lane as they exit the intersection. This may result in rear-end or sideswipe crashes as drivers attempt to reenter the thru lane. The lack of overhead lighting makes it difficult for drivers to see the double yellow center line outside of daytime hours. Enhancements Assess the lane layout of the I-495 southbound off ramp to determine whether a thru lane is necessary. Evaluate traffic volumes to designate the center lane as a thru/right turn lane or thru/left turn lane. Provide dotted extension lines through the intersection to delineate the northbound thru lanes. Provide two-way slotted pavement markers to delineate center lane line. Safety Concern #2 Signage The team observed missing signs and sign clutter. The overhead NO RIGHT TURN is not attached to the span wire properly and an overhead YIELD WHEN FLASHING YELLOW sign is absent. Enhancements Adjust existing signage to regulation mounting. However, advanced pedestrian warning signage and APS signals are not present. Roadway lighting is not provided along the or under the I-495 overpass. Enhancements Evaluate the feasibility of providing lighting along Route 38, specifically under the I-495 overpass. Provide pedestrian signals with pushbuttons and countdowns crossing the I-495 southbound on ramp from Route 38 northbound. Provide pedestrian crossing signs at right slip lane to I-495 southbound on ramp from Route 38 southbound. Safety Concern #5 Traffic Signal Infrastructure Image 9: Missing Pedestrian Crossing Signs. Approaching the intersection from Route 38 southbound the sight lines between the I-495 southbound ramps signals and the previous signals at Clark Relocation Road are not aligned properly. Drivers overlook the signal at Clark Relocation Road and see the I-495 on ramps signal. This occurrence may result in drivers failing to observe red lights or result in rear-end collisions. The signal head mounted to the pole for Route 38 northbound is not aligned properly for oncoming traffic. Lastly, MassDOT recently installed a yellow flashing left turn arrow at this intersection. It appeared that clearance times have not been adjusted and could be a contributing factor in future rear-end crashes as well as resulting in large queues. Enhancements Install optically programmed signals for the Route 38 southbound approach at I-495 southbound on ramps. Adjust post mounted signal to be properly aligned with oncoming traffic Consider a signal timing improvement plan to improve traffic operations at the intersection. Page 10

The chain-link safety fence along the northbound side of Route 38 approaching the overpass is missing. The concrete barrier along the existing sidewalk is deteriorating. The guardrail along the southbound side of Route 38 approaching the overpass is in poor condition as the rail itself is separated from the metal posts at various locations. Evaluate the condition of the concrete barrier and guardrail and fix as necessary. Consider removing the buried end of the guardrail and replacing with a tangent end treatment. Route 38/Clark Relocation Road Safety Concern #1 Gridlock During peak hours, the queue from the signal for Route 38 southbound/i-495 southbound on ramp encroaches upon the Clark Relocation Road intersection. However, no pedestrian connection exists for the Route 38 southbound and Route 38 northbound sidewalks. Pedestrian signals across Clark Relocation Road are absent as well. Enhancements Provide sidewalk connectivity along both sides of Route 38 by installing a crosswalk at this intersection. Update all pedestrian crossings to comply with AAB/ADA Standards (appropriate pavement markings, detectable warning panels, handicap accessible ramps, APS push buttons and countdown signals). Summary of Road Safety Audit A summary of the safety concerns and possible enhancements, as identified by the RSA Audit Team can be found in Table 4. The enhancements are then classified by estimated safety payoff, time frame, cost and responsible agency. Safety payoff estimates are subjective and based on engineering experience.
