This annual event has you meeting with Maryland legislators who will share information about how a bill becomes law in Maryland while meeting new friends. The Program in the morning from 10-12:00 will be held in the Miller Senate Building and include presentations by 4-H, OMK, FFA, Legislative Services and some of our State/County officials. The afternoon is open for your group to tour the Capitol, have lunch on your own, and to meet with your County or City Delegates or Senators. It is your groups responsibility to set up the meetings with your specific government officials. If interested in learning more about Maryland and our state government and your role as a citizen of Maryland, then this program is for YOU! If you plan to attend either your parent or an UME 4-H volunteer would need to accompany you. If you are a UME 4-H volunteer and would like to coordinate, please contact Amy at amyb@umd.edu. In addition, if you are a 4-Her who is planning to go, please let Amy know by February 13. Page 2 4-H Cloverleaf DESIGN CONTEST Have you seen the last few designs our t-shirt winner created? Would you like to be one of them? Then you may want to read on. The 4- H team is looking for someone to design the front of the t-shirt. We are looking for a black and white computer generated design that includes the official clover. The person who designs the selected shirt design will be awarded $50. If you have any questions, please feel free to contact Sheryl at 410-313-1912 or sherylb@umd.edu. All t-shirt designs are due no later than May, May1st. HOWARD COUNTY 4-H T-SHIRTS Back another year by popular demand!! The process has begun again and we are in the process of planning for the 2013 4-H t-shirts all Howard County 4-H ers receive to wear at the Howard County Fair. In this Cloverleaf, please find the sponsorship form. If you know of a business or organization that may be interested, please pass along the letter and form enclosed. If additional forms are needed, they can be found on our website www.howard4-h.org. We are anticipating great success so all our 4-H ers have a t-shirt at no cost! HOWARD COUNTY 4-H ALL STAR 2013 BASKET AND BAG BINGO The Howard County 4-H All Stars are currently planning the 2013 Basket and Bag Bingo Fundraiser. It is scheduled for Friday, March 22 nd at the Mount Airy Volunteer Fire Department Activities Building. 4-H All Stars sponsor many 4-H awards and activities throughout our county. If interested in making a donation for the fundraiser or would like tickets, please contact Marjie Eyler 301-829-1449 or Martin Hamilton at 410-489-6258. Donation forms can be found on-line at www.howard4-h.org. FASHION REVUE This year we will be holding one Cluster Fashion Revue Show which will include Howard and Frederick Counties. The show will be held on June 1, 2013 at Bushy Park Elementary School. The theme for this years show is Fashion Wonderland. Judging will be held for Howard County on May 29, 2013 at the Glenwood Community Center. Any 4-H er carrying the Clothing projects may participate in the Fashion Revue Show. There are several other opportunities for 4-H ers carrying Food and Nutrition, Theater Arts or Public Speaking to help out with the show. Sub-committees, such as Food, Narrations, Decorations, and Entertainment there will be a need for several youth to help for the show s continued success. If you are interested in participating on one of the committees please contact Chris Rein at (410) 313-1915 or email FAIR SPECIAL AWARDS The Howard County 4-H Program is looking for sponsors of Special Awards for the 2013 Fair. If you are interested in picking up any of these awards, please contact Rick at 410-313-1914 or hodiak@umd.edu COMMUNICATIONS CONTEST The Communications Contest will be held on March 9, 2013 at Bushy Park Elementary School. This will a Cluster Contest with Frederick and Montgomery Counties. The categories for the Communications Contest are: Extemporaneous, Prepared, Radio Spot, and Interpretations. Champions and Reserve Champions will be selected from each county. All Champions will have the opportunity to move on to the State competition that will be held on April 27th 2013. The rules and registration forms are on our website www.howard4- h.org. VISUAL PRESENTATIONS AND HEALTHY LIFE STYLE CONTEST The Visual Presentation and Healthy Lifestyle Contest will be held on March 23, 2013 and will be hosted by the Montgomery County Office. Keep a watch on our website www.howard4-h.org for rules and registration paperwork.

4-H Cloverleaf CALLING ALL NEW UME VOLUNTEERS! UME Volunteer Training is available. This class will provide participants basic information on the University of Maryland Extension 4-H Youth Development program. It will cover UME policies and procedures and detail the process to becoming an appointed UME 4-H Volunteer. The course will be taught via Webinar. Participants will need access to a computer with internet connection as well as telephone. The sessions will not be recorded. Before you can participate in the on-line class, you must complete the UME volunteer paperwork. Once paperwork is returned to the office and completed you will get a list of training dates offered. Please contact Chris Rein at the Howard County office at 410-313-1915 or email Crein@umd.edu for paperwork or any further questions regarding volunteer status. Page 3 INCLEMENT WEATHER SCHOOLS CLOSED When schools are closed ALL 4-H programs are canceled. This includes closing early due to inclement weather. If the snow emergency plan goes into effect after the regular school day, then activities are cancelled. SNOW 4-H VOLUNTEER RECOGNITION DINNER Howard County 4-H Clubs will recognize their 4-H Volunteers for their years of dedicated on Saturday, May 4th. We are looking for clubs to consider making monetary donations to cover the expenses for this program. Our budget has decreased, therefore, we are relying on donations to help recognize these hard working and dedicated volunteers. Please discuss this with your club! Club leaders will be receiving a letter regarding specifics regarding this request. PREMIER FASHION OVERNIGHT The Central Maryland Cluster will be hosting an overnight event for all youth from the age of (8-18) carrying the sewing/clothing/fashion revue projects on April 12-13, 2013 at the Frederick 4-H Camp and Active Center. Cost $25.00 providing own supplies and $40.00 with supplies. Scholarships will be available. If you are interested in participating please contact Chris Rein at (410) 313-1915 or Crein@umd.edu. OFFICER TRAINING FOLLOW-UP Holding an office in your 4-H club is a privilege and a great leadership opportunity. If you are a 2013 club officer you should be proud of yourself for being elected into an office and for furthering your leadership development. In January, the annual Officer Training Workshop was held with great attendance. We would like to take this opportunity to thank the following volunteers for teaching at this valuable workshop: Samantha Murdock, Karen Murdock, and Chris Rein. If you are a club officer and were not able to attend, a follow-up packet will be mailed to you. Included in the packet is an assignment to assist you with having a better understanding of your officer role. Remember the assignments need to be returned to the office by March 1st. EMERGENCY PLAN If a Snow Emergency Plan for Howard County is in effect at 7:00 a.m. on either Saturday or Sunday, ALL programs and activities, 4-H, school and community, will be canceled. Should the Plan go into effect after 7:00 a.m., programs in progress may be completed at the discretion of the activity leader. UME CLOSED. In observance of Presidents Day, the Howard County UME Office will be closed on Monday, February 18th.

HOWARD COUNTY FAIR BOOK CHANGES ANIMAL SCIENCE CHANGES There are only a few changes in relation to animal science projects. However, the changes are listed below and they will be noted in the 2013 Howard County Fair Book as well. All Star Showmanship Contest The contest will now begin at 6:30 p.m. instead of 7:00 p.m. Beef, Dairy, Sheep, Swine, Dairy Goat, Pygmy Goat and Market Goat Overall Showmanship Winners will be invited to participate in the All Star Showmanship Contest provided there are at least 10 4-H Showmanship participants in their individual showmanship contest. 4-H Livestock Sale The sale commission has increased by 1% per species. Beef, Sheep, Swine and Meat Goat Departments A Reserve Champion Bred and Owned Market animal will now be selected. The exhibitors of these animals will receive a ribbon. INDOOR BUILDING Crafts Department and Home Environment Department The classes for the Crafts department and Home Environment department in the indoor building, have been reworked to match closer to the what the Maryland State Fair offers 4-H youth. The great news is if you are carrying either the 4-H Crafts project or the Home Environment project you may enter in both departments at the Howard County Fair. We hope this will encourage all youth to participate! New Poster Contest We have created a new Poster Contest. All past small pet, poultry, rabbit, horsemanship posters have been moved to one contest that all 4-H members are eligible to participate in. Posters will be collected on Wednesday, July 31 st or Thursday August 1 st from 4:00 8:00 p.m. at the 4-H Indoor Building. All posters must be 14x22. Posters may use any medium. Posters must can not be three dimensional. Posters may be horizontal or vertical. Cartoon Figures (Such as snoopy) cannot be used they are copyrighted. The 4-H member name, age, county, club, and a brief explanation should be on a 3x5 card on the back of the top right hand corner of the poster. The AA statement must be on the front of the poster or will be disqualified. 4-H Cloverleaf ANIMAL SCIENCE VOLUNTEER WEBINARS The Maryland 4-H Program will be hosting a new series of Animal Science Volunteer Webinars for 2013. The webinars will be held from 7:00-8:00 on the dates outlined below. The topic for each webinar is also listed. The online Quality Assurance program will be available online after March 1st. Please read the following information very carefully: Anyone enrolled in the following projects must complete online Quality Assurance training: alpaca, beef, dairy, goat, horse, poultry, rabbit, sheep, and swine. If you completed online Quality Assurance training last year please read the following bullet points: The University of Maryland AGsploration Team is inviting teachers and other youth educators to attend, one of the teacher in-services. The workshops will be held at various locations throughout the state. February 18, 2013 Chesapeake College (Wye Mills, MD) Registration Deadline: February 4, 2013 March 22, 2013 Montgomery County Extension Office (Derwood, MD) Registration Deadline: March 8, 2013 April 12, 2013 Carroll County Extension Office (Westminster, MD) Registration Deadline: March 29, 2013 May 6, 2013 Prince George's County Extension Office (Clinton, MD) Registration Deadline: April 22, 2013 June 17, 2013 Washington County Extension Office (Boonsboro, MD) Registration Deadline: June 3, 2013 In-service participants will receive six hours of instruction, hard and electronic copies of the AGsploration curriculum, complete materials to teach selected lessons, and a hot lunch. Registration is free! For registration forms and more details please visit https://agnr.umd.edu/agsploration/training. If you have not added any new animal projects and have not changed an age level (Junior to Intermediate or Intermediate to Senior), then you do not need to do anything this year. If you have a new animal project this year, then you must complete the introductory section as well as the specie specific section of the online Quality Assurance training. If you changed age levels this year, then you are required to complete the introductory section and all animal sections related to your projects. If this is your first year in 4-H, then you are required to complete the introductory section and all sections related to your projects.

Page 6 BEEF FIELD DAY Mark your calendar now! The Howard County 4-H Beef Field Day is scheduled for Saturday, April 27th. It will be held at the Howard County Fairgrounds. It is mandatory that all Junior, Intermediate and First Year 4-H ers carrying a beef project attend and exhibit one animal at this event. If you have a conflict, please contact Sheryl ASAP at 410-313-1912 or sherylb@umd.edu. 2013 MARKET LIVESTOCK RATE-OF-GAIN PROGRAM 4-H Cloverleaf Market Livestock (beef steers, market lambs, market pigs, and market goats) must gain a certain amount of weight per day to show in market classes at the 2013 Howard County Fair. Weight gain per day is calculated from weigh-in/tag day to weigh-in at the County Fair. There are several weight check days scheduled at the fairgrounds scale for 4-H ers to check market animals weight. Dates are listed in the 4-H calendar. Beef - 2.0 pounds of gain per day Sheep -.40 pounds of gain per day Swine - 1.5 pounds of gain per day Goat -.20 pounds of gain per day CANINE OBEDIENCE AND FITTING AND SHOWING CLASSES The Happy Hounds Club is beginning registrations for the 2013 Canine Obedience and Fitting and Showing classes. These sessions will be held at the Howard County Fairgrounds in the Sheep and Goat Building. LIVESTOCK SKILLATHON PRACTICES Whether you carry a livestock project or not, Livestock Skillathon is a great way to work with other 4-H ers and learn information about livestock. Practices will be held in the Dining Hall at the Howard County Fairgrounds. The 2013 practices have begun and are scheduled for every Wednesday evening at starting at 6:30 p.m. through February 27th. All 4-H ers who wish to further the experience, are invited to compete at the state contest on Saturday, March 2nd. You are welcome to attend practices even if you do not wish to compete at the state contest. Classes are mandatory every other year for dog and handler to show at the Howard County Fair or State Fair. These 8 week classes will start Thursday, March 14th and will end on Thursday, May 9th (3/14th, 3/21st, 3/28th, 4/4, 4/11, 4/18, 4/25, 5/10th) Attendance in at least 5 classes needed to complete the course, if the course is not completed you cannot show at the county or state fair. Interested 4-H members may contact Happy Hopunds4-H Club at happyhounds@howard4-h.org. Space is limited so send in your registration forms as soon as possible. Beginner Classes: For anyone who has not taken beginner obedience classes. (Experience of the dog is not the determining factor, we teach handler s how to train their dogs.) These classes will run from 6:30 p.m. 7:30 p.m. The Beginner Fitting and Showing Classes will run from 7:30 p.m. 8:30 p.m. You may choose to take either class or both. Advanced Classes: For any handlers who have had beginner obedience classes. (Experience of the dog is not the determining factor, we teach Handler s how to train their dogs.) Advanced Fitting and Showing Classes will run 6:30 p.m. 7:30 p.m. Advanced Obedience Classes will run from 7:30 p.m. 8:30 p.m. You may choose to take either class or both. Classes are free for all Happy Hound members if you have been a member for three months prior to April 1st. Non-members may take one or both classes offered for $25.00. Space is limited!! All forms are due by Tuesday, March 6th. Dogs must be at least 6 months old and completed their puppy vaccinations to participate. 4-H Cloverleaf MARYLAND-DELEWARE SHEEP SHEARING SCHOOL A beginning sheep shearing class will be held on March 22nd and 23rd at Ridgely Thompson Farm in Westminster, Maryland. Participants will learn the New Zealand method of shearing, how to adjust and take care of hand held shearing machines and how to properly handle wool after shearing. You must be at least 16 years old to participate. Spaced is limited to the first 25 who register. Registration is due no later than March 18th. Forms can be found on the web at www.howard4-h.org. MODEL HORSE SHOW Centaurs 4-H Club is please to announce the 2013 Model Horse Show will be held Saturday, February 9th, 1:00 p.m. at the Howard County Fairgrounds Dining Hall. All are welcome to participate and take part in raffles, games and give-a-ways. What is a Model Horse Show? Most horse loving youth collect and play with model horses. However, showing model horses takes this hobby beyond viewing them simply as toys. Showing model horses requires an under-standing of correct conformation and anatomy for various breeds in order to select the best representative to compete. It requires a knowledge of proper tack and attire, movement, breeds and colors to create performance scenes where the goal is to visualize the perfect horse doing a specified action, freeze it in time, and shrink it to model size. Imagination and artistic skills are required for the fun divisions with classes testing ability to create costumes or decorate your barn. In showing model horses, there is a niche for every horse lover. Registration is $10.00 per participant on the day of the event. Each contestant will be permitted two entries per class. Each class will award 1st 6th place. Champion and Reserve Champions will be selected for each division. Age Divisions: Each class will be divided into four age divisions. Age divisions are determined by contestants age as of Jan. 1, 2013: Clover (7 and under) Junior (8 10 years old) Intermediate (11-13 years old) Senior (14-18 years old) **Age divisions may be combined or changed should there be less than three contestants in a division. ** For more information or questions, please contact Marcie Barnard via e-mail centuars@howard4-h.org. You do not have to be in the 4-H Happy Hounds Club to partici -pate! "What is a model dog show?" A model dog show is a way to exhibit your model ("collectables" & "figurines") and demonstrate your understanding of dogs and the activities they are involved in. During the show, exhibitors place their model dogs on an exhibit table. The models are judged by a real dog show judge. There are four age divisions (clovers, intermediates, juniors, and seniors). In addition to the show, there will be food, raffles, games, and give-a-ways!! Howard County 4-H The Howard County 4-H program continues to be a strong youth development program that actively involves many youth throughout the county. The 2013 Howard County Fair, scheduled for Saturday, August 3rd-10th, is an event where Howard County 4-Hers participate in events ranging from showing and selling livestock to entering baked goods to participating in a rocketry contest. The projects 4-Hers enter at the fair are a culmination of many hours of hard work. In 2013, the 4-H team would like to continue a tradition started in 2006, by providing every Howard County 4-H member with a 4-H shirt especially made for them to wear at the fair. The goal is for every member to wear their shirt at the Fair on Sunday, August 4 th and then periodically throughout the week. Fair attendees will easily recognize and identify 4-H members when they see the shirt. It is our hope that through this marketing tool, we can make the general public aware of the 4-H presence and high number of 4-H members in our county. We are writing to ask your support of this project. It is our goal to have the total cost of the shirts donated so our 4- Hers will not incur a cost for their shirts. As a small token of our appreciation and to recognize our sponsors, all businesses that donate money towards this project will have their business name printed on the back of the shirt.
