C.W.A.J.H.A.A. BY-LAWS Revised - Sept 2013 BY-LAW 1 - ELIGIBILITY SECTION 1: Grade 7, 8, and 9 students of the member Junior High Schools shall be eligible to participate in the Association activities, subject to the restrictions below: a) If 16 as of September 1 of School year, he or she shall become ineligible for any further competitions in activities sponsored by the Association. (May 2000) b) There shall be no rigid academic qualifications for Association activities, but all eligibility enforced by staffs of member schools in reference to achievement and conduct shall adhered to by coaches. c) No Junior High student is allowed to play on or against any Junior Varsity or Senior Varsity team. As of the first game, they become ineligible for CWAJHAA competitions. Eligibility will reset at the beginning of each season of play. (May 2008) d) Grade 6's of member schools of population less that 100 (1J) (that is, grades 7 --> 9) shall be allowed to compete on volleyball and basketball teams in CWAJHAA events. (May / 97) BY-LAW 2 - TEAM COMPETITION AND PLAY PARTICIPATION SECTION 1: The Tournament Chairperson shall report misconduct and misdemeanors to the C.W.A.J.H.A.A. President. SECTION 2: Competitors, coaches, and teams guilty of misconduct either before, during, or after a competition, must be reported to the C.W.A.J.H.A.A. President for referral to the principal of the school involved. This would include consumption of alcohol, smoking, or the use of non-medical drugs. SECTION 3: The Tournament Chairperson shall have the power to suspend a player guilty of misconduct after due consultation with officials and coaches. SECTION 4: Each team participating in a competition shall be under the supervision of a member of the teaching staff of the school which it represents. SECTION 5: Each region must declare to the Tournament Chairperson their intentions to send a representative to the C.W.A.J.H.A.A. zone playoffs, three weeks in advance.

C.W.A.J.H.A.A. By-laws... 2 The regions are: 1. Clearview (formerly Stettler and County) 2. Wolf Creek (formerly Counties of Lacombe / Ponoka) 3. Chinook's Edge - North (formerly County of Red Deer) 4. Red Deer City 5. Wild Rose (formerly Rocky School Division) Each region shall decide upon the method whereby representatives in 1J, 2J, 3J, and 4J as applicable, shall be chosen from their schools. SECTION 6: Volleyball / Basketball 1J representation for the CWAJHAA Final Tournaments shall be determined as follows: Clearview - 2 representatives Chinook's Edge - 2 representatives Wolf Creek - 2 representatives Wild Rose - 1 representative Host - 1 representative (Sept./99) If the host doesn't want or doesn't have a second representative, the eighth position will be filled by Clearview or Wolf Creek on a rotation basis. SECTION 7: If a team does not let the Tournament Chairperson know that they will not be in attendance at the Final Tournament by the last Tuesday before the tournament, they shall have to pay the entry fee. If they do not pay the entry fee, they shall be suspended from further competition in CWAJHAA sanctioned events until they do pay. Amendment: Teams must declare their intent to participate in the CWAJHAA volleyball and basketball tournaments by Oct. 15 th and Feb. 15 th respectively. Presidents of the various Athletics Associations will forward these intentions to the CWAJHAA President. Teams not attending the tournaments will be charged the full entry fee. (Sept./11) BY-LAW 3 - FINANCING SECTION 1: An entry fee shall be charged by the Tournament Chairperson to cover the costs of the competition. It shall be the responsibility of the schools involved in the tournament to pay the designated amount at the time of the competition. Schools hosting a tournament will not have to pay the entry fee. (Sept/13) SECTION 2: Entry fees for tournaments shall reflect the cost of officials, awards, and facilities, where necessary. Hospitality and administrative expenses shall be kept to a minimum. That amount shall not exceed $10.00/team. (Sept./95) SECTION 3: If the Tournament Host is short of funds, they shall be able to make a request of C.W.A.J.H.A.A. for up to a maximum of $50.00. (Sept./92) SECTION 4: If there is an overage of $10.00 or more per team, the money shall be refunded to the teams, otherwise, the overage shall be remitted to C.W.A.J.H.A.A. (Sept./92) BY-LAW 4 - VOLLEYBALL SECTION 1: CWAJHAA Volleyball will be held no later than the third Saturday in November. (Sept. / 06) The Volleyball Tournaments shall remain as eight team tournaments. The Volleyball Tournament shall be set up in TWO pools of FOUR teams. The chairperson needs to seed the teams based on discussions with the teams involved. All round robin games shall be the best of three games -- games one and two shall be rally point to 25 (cap of 27) and the third game to 15 points (no cap Semi-finals A1 vs B2 and B1 vs A2 Finals - Winners advance to the Gold / Silver Medal Match and Losers advance to the Bronze Medal Match. (May/93) SECTION 3: A team shall not be eliminated from the medal round by points for and against when tied in games won. Instead, after the completion of the round robin: a. if two teams are tied in games won, there shall be a single game to 15 points to determine who advances. Rally Point with no cap shall be used. b. if three teams are tied in games won - use the CVA tie breaking procedure to determine the higher placed team. - the other two teams shall have a single game to 15 points to determine who advances OR who has the right to play the higher placed team in a single game to 15 points. Rally Point with no cap shall be used. SECTION 4: All CWAJHAA Volleyball Tournament games shall have ONE currently carded official at every game. (May / 00) SECTION 5: Net height shall be: girls - 2.14 m (Sept./92) boys - 2.24 m SECTION 6: We shall follow CVA rules for our competitions, with the following exception: BY-LAW 5 - BASKETBALL - There shall not be a "libero" player. (Sept. / 2000) SECTION 1: The 1J, 2J, and 3J Basketball Final Tournaments shall be held the second weekend (Friday and Saturday) in March. Game ball: The game ball shall be a JB77 (Ladies' Olympic size 6) leather ball. 3. Over and Back Line: Over and back line on small courts shall be determined be the coaches and referees before the start of the game.

C.W.A.J.H.A.A. By-laws... 5 That the C.W.A.J.H.A.A. Basketball Tournaments shall follow the F.I.B.A. Rules with these modifications 1. No 30 second clock 2. Stalls shall not be allowed at this level. A 10 second warning shall be used as stated in the rule book. (Sept./91) 3. No wide key. 4. We shall use three (3) point shots. (Sept./91) 5. When a team is 20 points ahead, they are not allowed to pick up their man until the center line, nor are they allowed to use a half court or full court press. Clarification: That is, once the defensive team has gained possession and the ball is out of the key. For any dead ball situation, players may pick up their check at half court. (Sept. / 98) 6. CWAJHAA Basketball Championship Tournaments shall promote man to man defense, therefore, there shall be no back court zone defense. (Sept. / 2000) Failure of a coach to play man to man defense shall result in the following: a. first time - a warning and a technical foul will be assessed b. on the second occurrence, in the same game, another technical foul will be issued and the coach shall be removed. (Sept. / 2002) AMENDMENT/REVISION: 1J/2J/3J basketball tournament will allow zone defense for the period of one year. (May 2012) AMENDMENT/REVISION: 1J/2J/3J basketball tournament will allow zone defense for the period of one more year. (May 2013) SECTION 4: Tournament Format: The Basketball Tournaments shall be eight team tournaments. The Basketball Tournament shall be set up using an Oregon Draw. Seedings in the draw shall be determined by the host in consultation with the zone coaches. (Sept./99) The Basketball Chairperson shall inquire about the teams' standings upon entry in the CWAJHAA Final Tournament. (Sept. /03) SECTION 5: We shall have carded officials. BY-LAW 6 - CROSS COUNTRY RUNNING SECTION 1: The meet shall be the first Thursday following Thanksgiving in October. (Sept. 2005) SECTION 2: Category (May/99) Distance Grade 7 boys Grade 7 girls Grade 8 boys Grade 8 girls Grade 9 boys Grade 9 girls 2 km 2 km 3 km 3 km 3 km 3 km We run a grade 6 girls and boys race (2 km) as an exhibition event. SECTION 3: Gold, Silver and Bronze medallions shall be awarded to first, second and third place finishers. Fourth to tenth place ribbons shall also be awarded. (May/99)

The point system shall be as follows: First - 10 points Second - 8 points Third - 6 points Fourth - 5 points Fifth - 4 points Sixth - 3 points Seventh - 2 points Eighth -- 25th - 1 point (Sept. / 96) SECTION 4: Athletes will not be permitted to wear and/or use any form of audio device while competing. (May 2012) BY-LAW 7 - BADMINTON SECTION 1: CWAJHAA Badminton shall follow the same rules as Badminton Alberta. (May/09) The Badminton Tournament shall be held the second weekend of May. The singles and mixed doubles round robin, semi-finals and finals shall be played Friday. The doubles round robin shall be played Saturday morning with the semi-finals and finals to be played on Saturday afternoon. All semi-finals and finals shall be a best of three match. (Sept/08) SECTION 2: The ONE CHEQUE for the total entry fee for the whole jurisdiction shall be submitted to the host school. The fee for the CWAJHAA Final Badminton Tournament shall be $5.00 per competing athlete. (Sept./95) SECTION 3: The competition shall be a round robin format. There shall be two pools of six where the top two out of each pool shall play each -- A1 vs B2 and B1 vs A2. The winners shall advance to the gold / silver medal match and the others shall advance to the bronze medal match. AMENDMENT/REVISION: The top 4 teams from each pool will advance to the playoffs. (May 2013) (Sept. / 97) The games in the tournament shall alternate Girls' Singles, Boys' Singles, Girls' Doubles, Boys' Doubles, and Mixed Doubles. The venues must be divided by grades(7,8,9) and not by categories. (Sept/13) Tiebreaks i. All two way ties for first and second place in the round robin will be determined by the result of the match between the two tied players. ii. In a 3 way tie for first place, the players will be ranked 1, 2, and 3 based firstly on games won minus games lost and secondly on points won minus points lost between the tied teams. The second and third ranked players will then play one game to 21 points to determine second place in the round robin. iii. In a 3 way tie for second place, the players will be ranked 1, 2

and 3 as described in "ii" above. The second and third players will play one game to 21 points to determine who will play the first ranked player, one game to 21 points that will then determine second place in the round robin. (Sept. 2003) C.W.A.J.H.A.A. By-laws... 7 SECTION 4: Each competitor shall be allowed to enter only one event. Any one school can only accumulate points from their top two entries. Points earned by fills shall not count towards any school. (Sept. /03) Points for the overall trophy shall be awarded as follows (May/06): Tournament shall follow the rally point scoring system. (Sep/07) Each team will be awarded 1 point for a game won in the round robin, semi-finals and finals. (Sept/08) SECTION 5: The students shall compete by grade levels as follows: Grade 7 Grade 8 Grade 9 as determined by their grade in school. (Sept./94) Competitors can move up a grade category, but not down. (Sept. / 97) SECTION 6: DRESS CODE a. NO head gear will be allowed during competition (except for religious or health reasons). b. No inappropriate t-shirts, cutoffs, or sweats (except for religious or health reasons), etc. will be allowed during competition. For competitions, our athletes are to be dressed in a team uniform or P.E. strip. (Sept./94) SECTION 7: be used. SECTION 8: or more late. BY-LAW 8 - ZONE AWARDS SECTION 1: Gold, Silver and Bronze medallions shall be awarded to first, second and third place finishers in all sports. By-laws... 8 The banners for all sports shall be ordered by the Association Treasurer in the fall. The Tournament Chairperson shall order the medallions (and ribbons) for their sport and the cost of the medallions (and ribbons) shall be covered by the tournament fees. The basketball and volleyball chairperson must also order a keeper plaque for the second place finishers. (May/99) Trophies are awarded to the first place finisher in both volleyball and basketball (both boys and girls). The second place team shall receive a keeper plaque. BY-LAW 9 - CODE OF CONDUCT losing. SECTION 1: Players' Code Play by the rules. Be a good sport. Cheer all good plays, whether you are winning or Play for the fun of it, not just to please your parents or coach. Control your temper, no mouthing off to officials, the opposition, or coaches. Remember that the goals of the game are to have fun, improve your skills, and feel good. SECTION 2: Coaches' Code Remember that children play for the fun and enjoyment and that winning is only part of it. Never ridicule or yell at the children for making mistakes or losing a competition. Develop team respect for the ability of opponents, as well as for the judgment of officials and opposing coaches. Remember that children need a coach they can respect. Be generous with your praise when it is deserved and set a good example. Each player should be made to feel like they are an integral part of the team. Teach your players that the rules of the game are mutual agreements which no one should evade or break. SECTION 3: Spectators' Code Remember that children play organized sports for their own fun. They are not there to entertain you and they are NOT miniature pro athletes. Be on your best behavior. Do not use profane language or harass players, coaches, or officials. Applaud good plays by your own team and the visiting team.
