ATHLETICS AUSTRALIA SELECTION POLICY WORLD JUNIOR CHAMPIONSHIPS EUGENE, USA 22 nd to 27 th July 2014 This document sets out the basis on which Athletics Australia will select its Team for the IAAF World Junior Championships in Eugene, USA from 22-27 July 2014. 1 Aims The aim of Athletics Australia s Selection Policy for the World Junior Championships is to nominate a quality team to represent Australia. The policy is aligned with the Athletics Australia Strategic Plan (2013-2016) and with the Australian Institute of Sport Winning Edge Program. Specifically the policy aims to facilitate the following outcomes: Selecting athletes that are realistic medal contenders in Eugene, Selecting athletes that are realistic top 16 finishers in Eugene, and; Providing major Championships experience to potential future Olympic and World Championships finalists (top eight places) 2 Standards, criteria and athlete numbers Athletics Australia has set its own Qualification Standards for each event to be held at the. These Qualification Standards are listed in Appendix 1. In most instances those standards are higher (tougher) than the entry standards set by the IAAF. The IAAF selection standards are not relevant as selection criteria for the Team. 2.1 Only athletes born in 1995, 1996 or 1997 can be entered. 2.2 The following events will be conducted at the : 2.2.1 Men 100m, 200m, 400m, 800m 1500m, 5000m, 10000m, 110m Hurdles (99.5cm), 400m Hurdles, 3000m Steeplechase, 10000m Walk, 4x100m Relay, 4x400m Relay, High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put (6kg), Discus Throw (1.75kg), Hammer Throw (6kg), Javelin Throw, Decathlon (Shot 6kg, Discus 1.75kg, 110m Hurdles 99.5cm). 2.2.2 Women 100m, 200m, 400m, 800m 1500m, 3000m, 5000m, 100m Hurdles, 400m Hurdles, 3000m Steeplechase, 10000m Walk, 4x100m Relay, 4x400m Relay, High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put, Discus Throw, Hammer Throw, Javelin Throw, Heptathlon. 2.3 Only athletes who have obtained the Athletics Australia Qualification Standard can be considered for selection (with the exception of the relays). 2.4 The maximum number of individual events in which an athlete born in 1997 (Youth) can compete is two (2), plus one of the relays. Only one (1) of those two individual events can be a race longer than 200m. 2.5 Athletics Australia can select up to two athletes per individual event as per the IAAF rules. 2.6 To be selected athletes must meet the Athlete Eligibility Criteria (see Section 5). 2.7 All Qualification performances must be achieved within the Qualification Period (see Section 6) and must meet the Performance Eligibility Criteria (see section 7). 2.8 Qualifying standards for the men s and women s 10000m walk will only be accepted if they are achieved in competitions that meet the specific judging requirements required by the IAAF and sanctioned by Athletics Australia. The competitions set out in clause 10.4.1 together with the selection trial are competitions that meet those requirements. All requests in relation to other qualifying opportunities for the men s and women s 10000m walk must be directed to the Competitions Manager at Athletics Australia. 3 Selection There will be Selection Trials for each event at the World Junior Championship except for the men s 10000m. 3.1 Those trials are: o o All events other than the 10000m and Combined Events Australian Junior Athletics Championships, Sydney 12-16 March 2014. Combined Events Australian Combined Events Championships, Melbourne 3-6 April 2014. 3.2 Automatic Selection 3.2.1 For all events (except the men s 10000m) any athlete who wins the Selection Trial and has recorded one (1) Athletics Australia Qualification Standard within the Athletics Australia Qualification Period will be automatically selected in the Team. (For the avoidance of doubt the Athletics Australia Qualification Standard could be achieved at the Selection Trial). 3.2.2 As there is no Selection Trial for the men s 10000m, selection in that event will be at the discretion of selectors as set out in clause 3.3 below. 3.3 Selection at the Discretion of the Selectors Page 2 11/09/2013

3.3.1 Any remaining selections in the Team will be made at the discretion of the Selectors. This discretion is absolute and need not be exercised. Athletes achieving an Athletics Australia Qualification Standard in the Trial or in any other eligible meeting, but who do not win the Nationals, will have their selection entirely at the Discretion of the Selectors. 3.3.2 In order to be eligible for discretionary selection, athletes must have achieved the Athletics Australia Qualification Standard on at least one (1) occasion in the event in which they are seeking selection during the Athletics Australia Qualification Period. 3.3.3 When exercising their discretion in relation to any athlete under consideration for selection in any event, the Selectors must consider results achieved at the Selection Trials. 3.3.4 For the 10000m race for men, any athlete wishing to be considered for selection must have made written application to the Director of High Performance by 6 December 2013 and have been given permission to train for that event at the World Junior Championships by the Director of High Performance. 4 Relays 4.1 The entry of relay teams by Athletics Australia and the selection of individuals in relay teams should they be entered will be at the discretion of the selectors. This discretion is absolute and it need not be exercised. 5 Athlete Eligibility Criteria Only those athletes who qualify according to this clause will be eligible for selection in the Team: 5.1 Satisfy all IAAF Nationality and World Junior Championship Participation Rules. 5.2 Be a citizen of Australia. 5.3 Be a registered member of Athletics Australia through their Member Association. 5.4 Complete and submit the online Application for Consideration for Selection form (which can be found at www.athletics.com.au) for each event in which the athlete is seeking selection. The form must be submitted no later than 7 March 2014 (note clause 3.3.4 above for the 10000m event and clause 6 for athletes also seeking selection in the World University Cross Country or World Race Walking Cup Teams). The date for submission of the Application for Selection may be extended at the discretion of the Chairman of Selectors on the recommendation of the Director of High Performance. 5.5 Be and remain in good standing with Athletics Australia and at all times comply with Athletics Australia s Code of Conduct and conduct themselves in a way that does not bring themselves, their sport or the National Team into disrepute. Athletics Australia may consider past and present behavioural conduct in determining whether an athlete is in good standing. If Athletics Australia determines that an athlete is not in good standing, Athletics Australia may in its absolute discretion choose not to select that athlete. 5.6 Commit to signing a Team Agreement and Code of Conduct. 5.7 Acknowledge and agree to Athletics Australia s travel plan and arrangements outlined for the. This can be found on the Athletics Australia website alongside the World Junior Selection criteria. 6 Eligibility for athletes relating to the IAAF Race Walking Cup to be held in Taicing, China, 3-4 May 2014 and the FISU World University Cross Country Championships to be held in Entebbe, Uganda, 22 March 2014 6.1 Athletics Australia has determined that only in the limited circumstances set out in this clause 6 should Junior Men and Women be selected in both the 2014 IAAF World Race Walking Cup or the 2014 FISU World University Cross Country Championships and the 2014 IAAF World Junior Championships. 6.2 Consistent with clause 6.1, unless exempt in writing according to the terms of this clause 6, Junior Men and Women who wish to remain eligible for selection in Athletics Australia s team for the 2014 IAAF World Race Walking Cup to be held in Taicing, China, 3-4 May 2014 or the 2014 FISU World University Cross Country Championships to be held in Entebbe, Uganda, 22 March 2014 must make written application to the Athletics Australia Director of High Performance before 6 December 2013 setting out their training and competition program and written submissions which demonstrate their ability to achieve peak fitness and a peak performance at each championship in 2014. 6.3 Prior to the selection trial for the World Race Walking Cup or the selection meeting for the World University Cross Country Championships, the Director of High Performance will advise all athletes in writing of the outcome of their application for exemption according to this clause 6. Only athletes who have been given written permission by the Director of High Performance will be eligible for selection in both the World Race Walking Cup or World University Cross Country Championships and the World Junior Championships in 2014. 6.4 For the avoidance of any misunderstanding, it is the intended operation of this clause that all Junior athletes who satisfy the eligibility requirements in clause 5 will be eligible for selection in the Team for the World Junior Championships. However, any athlete who confirms their selection in the 2014 World Race Walking Cup Team or the 2014 FISU World University Cross Country Championships according to the operation of the selection policy for those events will be ineligible for selection in the 2014 IAAF World Junior Championships Team according to the terms of this selection policy unless that athlete has been granted exemption in writing by the Director of High Performance as set out in this clause 6. 7 Qualification Period 7.1 All qualification performances must be achieved between the following dates: Events Qualifying Start Qualifying End All Track & Field Events (Combined Events) 1 October 2013 23:59 (Central European Time) on Sunday 16 th March 2014 Combined Events 1 October 2013 23:59 (Central European Time) on Sunday 6 th April 2014 8 Eligible Performance Criteria 8.1 Performances must be achieved during competitions organised or authorised by IAAF, its Area Associations or its National Member Federations. Results achieved at university or school competitions must be certified by Athletics Australia or the National Federation of the country in which the competition was organised. 8.2 Performances must be achieved during an official competition organised in conformity with IAAF Rules. 8.3 To be recognised for the purposes of this Policy, performances achieved in Australia must be achieved in a competition sanctioned by Athletics Australia as an Athletics Australia National Permit Meeting. Athletics Australia operates a sanctioning process across all meets that involves the issuing of a permit National Permit or Recreational (State) Permit. A current list of all National Permit meetings will be available on the Athletics Australia website. 8.4 Performances achieved in mixed events (see rule 147), will only be accepted under the following circumstances: 8.4.1 For all field events and races of 5000m and over held completely in the stadium the results will be: 8.4.1.1 Automatically accepted if achieved at National Permit competitions. 8.4.1.2 Accepted only with the Area Association s approval if achieved at competitions under IAAF rule 1.1(i) and (j). 8.4.1.3 Never accepted if achieved at competitions conducted under IAAF rule 1.1 (a) to (h). 8.4.2 For road races (race walks) the results will always be accepted. 8.5 Wind-assisted performances (over 2m/sec) will not be accepted. 8.6 Hand-timed performances for events up to and including 800m will not be accepted. 8.7 Indoor performances for all field events and for races of 400m and longer, will be accepted. 8.8 For race walks, road performances will be accepted. 8.9 For the running events of 200m and over, performances achieved on over-sized tracks will not be accepted. 9 Selection Meetings There will be two selection meetings to determine the athletes who will be selected in the Team. 9.1 For all events other than the Combined Events will be the week after the Australian Junior Athletics Championships (the Nationals ) which is the week commencing 17 th March 2014; 9.2 For the Combined Events will be the week after the 2014 Australian Athletics Championships which is the week commencing 7 th April 2014; 10 Prioritising athletes Where the selectors have a choice between two or more athletes for nomination for a particular individual (non-relay) event then they will prioritise nomination in the following order: 10.1 Potential to win a medal at the, 10.2 Potential to finish in the top 16 at the, 10.3 Potential to finish in the top eight at a future Olympic Games or IAAF World Athletics Championships. 10.4 If two or more athletes are considered equally likely to meet one of the criteria above (e.g. if the selectors consider that two or more athletes are equally likely to finish in the top 16) then the selectors will prioritise in the following order: 10.4.1 Head to Head performance against potential World Junior rivals at the following competitions: 10.4.1.1 IAAF World Youth Championships or Commonwealth Youth Games 10.4.1.2 Member Association Schools Championships 10.4.1.3 Australian All Schools Championships 10.4.1.4 Athletics Australia National Athletics Series meets 10.4.1.5 Member Association Championships (all ages) 10.4.2 Recent form and fitness. 10.5 For the avoidance of doubt only athletes who have met the Eligibility Requirements may be nominated subject to the application of Sections 2 and 4. Furthermore the nomination of any athlete is at the absolute discretion of Athletics Australia. Page 6 11/09/2013

11 Further Obligations after Selection Athletes selected in the Team for the IAAF World Junior Championships in the USA according to the process and criteria set out in this Policy will be required to prove their fitness to compete in the World Junior Championships by the achievement of pre-australia departure standards to be set by the Director of High Performance in consultation with relevant Athletics Australia Coaches. Failure by a selected athlete to meet the pre-australia departure standard will, at the discretion of the Director of High Performance, result in an athlete who has been selected in the Team being withdrawn from the World Junior Championship Team. 12 Appeal Process The appeal process can be found in the Athletics Australia By-Laws (section 8) available at www.athletics.com.au. 13 Amendment to Policy This Policy can be amended at any time by Athletics Australia if it is of the opinion that such an amendment is necessary as a result of any change to the Participation Rules, to give effect to the Policy following discovery of a drafting error or oversight, or for any other reason determined to be in the best interests of Athletics Australia. Athletics Australia shall not be responsible or liable in any way to any one as a result of any such amendment. Page 7 11/09/2013
