REQUEST FOR BIDS For Intake Tunnel Project 2018 Introduction Bell County Water Control & Improvement District No. 1 (District) is soliciting bids for the videoing and cleaning, trash rack installation and installation of pipe clamps and poly tubing in the ceiling of its intake tunnel located at the District s Water Treatment Plant in Belton, Texas. Background The District was created in 1952 to provide water and wastewater service to Ft. Hood and the surrounding civilian communities. The water treatment facility at 5200 Waterworks Road employs an intake and tunnel configuration to draw raw water from Lake Belton into the District s treatment plant. The proposed project is to clean the entire length of the intake tunnel followed by a video of the intake structure and tunnel once the cleaning is complete. The project will also include the removal of one trash rack and the installation of another trash rack. The final piece of work will be to install pipe clamps and poly tubing in the ceiling of the intake structure. The timeline for completing the work will be a factor in the proposal evaluations. Scope of Work A mandatory pre-bid meeting will be held on February 6, 2018 at 10 am at the Water Plant located at 5200 Waterworks Road in Belton, Texas. The intake tunnel is 69 x 69 and 330 long. Diving depth at conservation pool is estimated to be 86 feet of fresh water. Since District may only be able to shut down pumps for eight (8) hours, dive teams should maximize their diving time with the least disruption to District processes. The dives will take place during the District s normal operating hours which are 7:30 am 4:30 pm Monday through Friday. Due to the penetration and depth limits, the dives in the tunnel shall consist of one (1) primary diver to penetrate the tunnel and a secondary diver in water tender to assist in hose management as well as be prepared to rescue primary diver. (Refer to ADCI Consensus Standard 6.2, 5.36 Penetration Diving for best 2
industry practice) If any dive is planned to go into decompression (per 29 CFR 1910, Sub-part T section 1910.423), dive contractor shall provide a surface decompression chamber. The scope of work includes providing all labor, equipment, materials and incidentals required to: 1. Clear any debris and scrape any attached zebra mussel from the three (3) intake racks. 2. Remove approximately 745 cubic feet of debris located throughout the tunnel. An initial inspection performed in January 2018 indicated from 0-300 the debris on the floor of the pipe was approximately 3 to 18 in depth. The amount of debris and zebra mussel pileup becomes very thick from 300-330. The diver was able to touch the back face of the pipe with his hand, but unable to get his body to the face. There was approximately 12 of clearance from the 12 o clock position of the pipe to the top of the pile on the last three feet of the pipe. Successful bidder will start at the far end of the tunnel where the pumps are located and clean the intake moving back towards the trash racks. 3. Debris is to be discharged a minimum of 50 feet away from the intake structure. 4. Video the intake tunnel and intake structure after the maintenance and cleaning work. 5. Remove the top trash rack and install a District provided trash rack in the same position. 6. Install pipe clamps to the ceiling of the intake tunnel at the 2 o clock position and install a one inch (1 ) poly tubing line running from raw water pump one to the intake. The poly tubing line will be mounted at the 2 o clock position with wedge-all anchors. District will provide the poly tubing and anchors. Owner s Responsibility The District will lock out/tag out electrical equipment with the contractor present. The District guarantees a minimum of eight (8) hours per day that the pumps will be shut off. 3
Instructional Requirements 1. The sealed envelope containing the completed bid shall be marked legibly on the outside with description of the item being proposed as shown on the cover sheet of the Request for Bids. 2. The bidder shall initial each page and sign and date the last page of the bid in the packet that is representative of his offer. The person signing the Bid must have authority to bind the firm to a contract. Bids which are not signed and dated in this manner may be rejected. 3. Bids received after the deadline shall be considered void and unacceptable. The District is not responsible for lateness or non-delivery of mail, carrier etc. The bid will be marked with the time and date of receipt. This will be considered the official time of receipt. 4. Facsimile and e-mail transmittals will not be accepted. 5. The District reserves the right to reject any and all Bids as it shall deem to be in the best interests of the District. Receipt of any bid shall under no circumstances obligate the District to accept the lowest dollar bid. 6. Bids cannot be altered or amended after submission deadline. Any alterations or erasure made before opening time must be initialed by the signer of the Bid, guaranteeing authenticity. 7. Bids may not be withdrawn or cancelled by the bidder without the permission of the District for a period of ninety (90) days following the date designated for the receipt of bids. 8. The District is exempt by law from payment of Texas Sales Tax. 9. Where applicable, delivery and freight charges (FOB Bell County Water Control & Improvement District No.1) are to be included in this bid price. IR-1
10. All Bids meeting the intent of this Request for Bids will be considered for award. Bidders taking exception to the specifications, or offering substitutions, shall state these exceptions by an attachment as part of the bid. The absence of such a list shall indicate that the bidder has not taken exceptions and shall hold the bidder responsible to perform in strict accordance with the specifications in this Request for Bid. The District reserves the right to accept any, all, or none of the exception(s)/substitution(s) deemed to be in the best interest of the District. 11. Any interpretations, corrections or changes to this Request for Bids and specifications will be made by addenda. Sole issuing authority of addenda shall be vested in the District. Addenda will be posted to the District s website (www.wcid1.org). It is the bidder s responsibility to check the website for any addenda. 12. Bids must comply with all applicable federal, state, county, and local laws concerning these types of services. 14. The apparent silence of these specifications as to any detail or to the apparent omission of a detailed description concerning any point shall be regarded as meaning that only the best commercial practices are to prevail. All interpretations of these specifications shall be made on the basis of this statement. 15. Bids will be received and publicly opened at the location, date and time stated. 16. A prospective bidder must affirmatively demonstrate bidder s responsibility. A prospective bidder must meet the following requirements: a. Have adequate financial resources, or the ability to obtain such resources as resources are required; b. Provide proof of liability insurance. The bidder must have a minimum of $1,000,000 each for general liability ($2,000,000 aggregate), automobile liability and workers compensation. c. Provide bid security in the amount of two (2) percent of the bid; d. Be able to comply with the required or proposed delivery schedule; e. Have a satisfactory record of performance; and f. Be otherwise qualified and eligible to receive an award. The bidder will be required to provide a minimum of three (3) prior projects in which the firm performed intake, outfall and/or traveling water screen inspection and cleaning projects at a minimum depth of fifty (50) feet. The undersigned, as bidder, declares that the only person or parties interested in this Bid as principals are those named herein, that this Bid is made without collusion with any other person, firm or corporation; that he/she has carefully examined the Request for Bid, the Instructional Requirements, the Bid Form, Exhibits, referred to and has carefully examined the locations, conditions, and classes of materials of the proposed work; and agrees that he/she will provide all necessary equipment and labor in a manner prescribed herein and according to the requirements of the District as therein set forth. It is agreed that bid prices may be increased to cover additional work ordered by the District, but not shown on the plans and/or exhibits or required by the specifications, in accordance with the provisions of the District. Similarly, they may be decreased to cover deletion of work so ordered. The Notice to Proceed is expected to be issued no later than February 16, 2018.
