Intrductin The fllwing manual cntains safety guidelines and reference infrmatin fr the physical relcatin f hazardus materials and is primarily written fr labratry relcatins. These guidelines are based n established plicies and prcedures drawn frm the Chemical and Labratry Safety Manual, the Respnsible Management f Hazardus Waste Manual, the Radiatin Safety Manual, and the Bisafety Manual. Planning and preparing fr yur mve is the perfect time t update yur chemical and equipment inventries, clean ut unusable and utdated materials, and repair r discard brken equipment. This will help ensure that a safe wrk space is created in yur new lcatin. The time yu spend preparing and rganizing may save yu time and mney by preventing accidents. Wh t Ntify f the Mve: Planning fr the Mve In the planning stages, the fllwing grups shuld be infrmed a mnth prir t the mve: Office f Research Safety: The Opening, Clsing, r Relcatin Frm must be cmpleted. This frm is the first step f yur mve and is lcated n the ORS webpage: http://research.uga.edu/safety/chemical-labratry/pening-clsinglab/ After submitting the abve frm, yu will be cntacted by the ORS representative assigned t yur relcatin t crdinate yur Clsing and Opening Inspectins. Facilities Management Wrk Order Sectin (fr furniture and equipment) The Building Supervisr f the new building. The Bisafety Office (if bilgical hazards are invlved), fr instructins n decntaminatin f bilgical safety cabinets and mvement f bilgical materials. Envirnmental Safety Divisin (ESD) Hazardus Materials Grup, t determine which permits, regulatins, and requirements must be adhered t in rder t ensure a prper mve. Radiatin Safety (if radiactive materials are present), fr transfer f radiactive materials and remval f radiactive waste. Wh Will Mve Yur Hazardus Materials and Hw? ESD-Hazardus Materials Grup shuld be cnsulted befre the packing prcess and prir t mve. If the mve is within the same building r t an adjacent building n campus, they may give labratry staff authrizatin t mve prperly packed chemicals using a hand-truck, dlly, r cart. If hazardus materials are being transprted t an ff-site lcatin r t a nnadjacent building n campus, cntact ESD-Hazardus Materials Grup fr an appintment t pack and ship all hazardus materials. Please reference the Hazardus Materials Shipping Infrmatin page fund n the ESD website fr further infrmatin. The Radiatin Safety Office (if radiactive materials are invlved). Any mve f radiactive materials must be arranged thrugh the Radiatin Safety Officer Please nte: Trained staff using university vehicles must be used t transprt hazardus materials n campus. The use f private vehicles t transprt hazardus materials is prhibited. 4
Radiactive Materials The Radiatin Safety Officer must clear any lab with radiactive materials befre a mve. T mve radiactive materials n- r ff-campus, arrangements must be made thrugh the Radiatin Safety Office. Prir t mving radiatin surces t ther ncampus lcatins, the lab permit needs t be amended. This "Lcatin Change" amendment frm is lcated n the Research Safety website: research.uga.edu/safety/radiatin/. Once cmpleted, this frm can be mailed t Radiatin Safety via inter-ffice mail r faxed t 706-227-4626. Mvement f radiactive materials cannt take place withut prir permissin and checkut inspectins. Bilgical Materials The University Bisafety Office must be cntacted prir t the relcatin f any bilgically hazardus materials and equipment including all bilgical safety cabinets. Bihazardus materials must be prperly packaged prir t the mve. Cnsult with the Bisafety Office regarding prper preparatins. Mvement f bilgical materials and equipment cannt take place withut prir permissin and checkut inspectins. 5
Deciding What Items t Mve At least fur weeks (preferably tw mnths) befre the mve: Inspect existing chemicals and equipment in yur labratry. Evaluate yur relcatin site and mve nly thse items that will be f use at the new labratry. Unwanted chemicals that have nt been pened can be relcated thrugh the University s chemical surplus prgram perated by Central Research Stres. Prepare t dispse f pened cntainers f chemicals that yu n lnger want. This will include unusable, expired and/r inherently waste-like chemicals. Prcess these chemicals fr dispsal thrugh the University s Hazardus Waste Prgram as sn as pssible because it may take three t fur weeks frm the time f the initial request fr the hazardus waste vendr t perfrm a pickup. If a cmplete lab clean-ut is required, cntact the Hazardus Materials Grup as sn as pssible s that prper arrangements can be made. Arrange t give unserviceable equipment and items that are brken r that will nt be used t the unassigned prperty unit (surplus prperties). Schedule equipment repair befre yu mve s that nly prperly functining equipment is mved. Check all equipment fr chemical r radiactive cntaminatin. If yu need assistance with this, cntact the apprpriate department. Cntact Radiatin Safety t have radiactive waste remved. Check all cabinets, drawers, clsets, and fume hds fr chemicals that might have been left. Verify shared strage areas have been cleared f all chemicals belnging t this labratry, if they are t remain they will need t be transferred t the receiving PI befre the lab space can be clsed. Evaluating the New Facility Plan where large items will be placed prir t mve. Cnsider electrical utlet placement and if additinal utlets are needed please place a wrk rder thrugh Facilities Management t have them added if they are required. Please nte: Extensin crds and pwer strips will nt be permitted fr use with large equipment. If hazardus chemicals are t be used, make sure there is a safety shwer and eyewash in the labratry. Plan strage areas fr yur chemicals by hazard class. Determine a Satellite Accumulatin Area fr cllecting unwanted hazardus waste generated in the lab. Determine a safety restraint area (i.e., chains), r affix gas cylinder anchrs in the areas where gas cylinders will be used and stred. 6
Mving supplies Check t see if yu have all the supplies and equipment yu need t pack. At a minimum, yu will need: bxes absrbent materials (newspaper, vermiculite, etc.) magic markers a gas cylinder cart hand trucks bungee crds packing tape prper persnal prtective equipment fr the chemicals that will be packed prper spill cleanup materials in the event f a spill Unwanted Equipment and Gas Cylinders Equipment Recycle, salvage, r dispse f unwanted equipment when pssible. Old refrigeratrs must be emptied, decntaminated, and labeled FOR LAB USE ONLY. Decntaminated equipment may be given t the unassigned prperty unit. Call 542-6983 fr infrmatin. Liquid scintillatin cunters and certain gas chrmatgraphs being surplused must have the radiactive surce remved and a cntaminatin survey cmpleted by the Radiatin Safety Office prir t transprtatin. Gas Cylinders Empty cylinders shuld be labeled empty. Call the supplier fr pick-up. Because f the very high cst f dispsal f mst txic gases, these gases shuld be returned t the vendr whenever pssible. Cntact the vendr fr guidelines n preparing the cylinder fr return. If yu have a cylinder with unknwn cntents r if the manufacturer will nt take the cylinder back, cntact ESD-Hazardus Materials Grup. 7
Clsing the Previus Labratry Once the previus lab is empty and mve is cmplete: Schedule a clsing inspectin with the Office f Research Safety. Verify all chemicals, hazardus waste, gas cylinders, and equipment that will nt remain, has been remved. Clean and decntaminate all wrk surfaces. Remve all bench cat cvering and dispse f it prperly. Remaining refrigeratr/freezers must be defrsted and/r decntaminated. Apprpriate precautins must be taken if they were used t stre bilgical agents. 8
