But in addition to the threat of a terrorist attack there are a range of security issues. POWRIE IN CAR ON CAMERA LOUD FOOTBALL SUPPORTERS We are talking about things such as criminal attack, we are talking about disorder, we are talking about community safety nuisance (10 ) ARCHIVAL FOOTAGE HEIYSEL STADIUM, 1985 History has shown that things can go desperately wrong during a Champions League final (5 ) Heysel Stadium in Belgium, 1985. Fans of Liverpool Football Club breach a fence separating them from rival supporters of Juventus of Turin. (10 ) As Juventus fans retreat, an old retaining wall collapses. Thirty-nine people die and some 600 hundreds are injured. (9.5 ) ROME STREETS It s the kind of tragedy no one wants to see repeated. (3 ) MASUCCI ON CAMERA ROBERTO MASSUCCI: (English) M Rome, the police, is well prepared, in terms of structure, of public transport and so on. But, you know, the Champion s League final is a very complex event. (10 ) MASSUCCI AT SECURITY MEETING WITH INTERNATIONAL SECURITY TEAMS Roberto Massucci of Italy s national Police is in charge of public order at major sporting events. He says that while it s obvious that national authorities are responsible for security during - 2 -
major events such as this one, the international community has an obligation to help. (15.5 ) How? For one thing, security experts from the UK and Spain the two team s home countries are here to help track the few potential trouble-makers hiding among thousands of wellmeaning fans. (13.5 ) POLICE OBSERVERS IN STADIUM Then there are the international police observers; from Denmark, Austria and France. (5.5 ) SECURITY OBSERVERS IN MONITOR ROOM TOWN OF LUCCA They re working on a project called EU-SEC II, developing best practices for major event security in Europe. And on new technologies, like electronic monitoring in crowded situations (12 ) Coordinating this research, far away from the crowds, is a lab run by the United Nations Interregional Crime and Justice Research Institute UNICRI. (11 ) CONTARETTI WALKS AROUND LUCCA UNICRI s Alberto Contaretti says that this type of cooperation started during the 2002 Winter Olympics in Turin as a way to exchange information among the normally secretive security services of various countries. for the day-to-day management and planning of security. (17 ) CROWDS IN ROME Meanwhile, in Rome, match time approaches (2.5 ) But life in the city needs to go on.
