The regatta will be governed by the current versions of the following: Racing Rules of Sailing, the prescriptions of US SAILING, the ISSA Procedural Rules, SAISA Supplemental Rules, the ISSA, this Notice of Race, and the Sailing Instructions. In the event of a conflict between the governing documents and the Sailing Instructions the latter shall take precedence. 1.2. RRS Appendix P is in effect modified per ISSA Procedural Rule 14(c). 1.3. In accordance with rule 70.5(a), decisions of the protest committee are final. US SAILING's permission has been granted. 1.4. The Organizing Authority (OA) is the Interscholastic Sailing Association in conjunction with hosts Beaufort Yacht and Sailing Club and Junior Sailing of Beaufort. 2. ELIGIBILITY: 2.1. Competing schools must be members of ISSA and SAISA and meet ISSA eligibility rules as prescribed in the Procedural Rules, Part III 1, and 5.2 and SAISA Supplemental Rules. 2.2. Teams must be accompanied by a designated adult team leader, who may be an advisor, coach or parent recognized by the school. 2.3. Registration is on a first paid/first allowed basis to ISSA and SAISA member schools only. Once 14 schools have registered, each school team will be notified that their entry shall be contingent upon their ability to bring their own 420 sailboat to add to the rotation. 2.4. Composite teams and JV teams may be permitted to register in compliance with SAISA Supplemental Rules AND at the host s discretion. Such teams will be scored for the regatta and the league series in accordance with SAISA Supplemental Rules. 3. REGISTRATION, DAMAGE DEPOSIT AND COMMUNICATIONS: 3.1. Eligible schools and sailors must register and purchase lunches by completing the online registration at http://ezregister.com/events/24007/. The entry fee is $50 per team. Lunches are $6 each and must be purchased before registration closes. Entry fees may be paid by credit card online or by check via mail. If entry fees are paid online, damage deposits will be accepted at check in. 3.2. REGISTRATION AND PAYMENT (EITHER BY MAIL OR PAY PAL) MUST BE RECEIVED BEFORE 8PM (EST) WEDNESDAY 28 FEB 2018 3.3. A damage deposit of $75 must be submitted with registration or at check in. This is refundable if the boat and gear are returned undamaged. In the event damage cannot be attributed to a particular team, the repair costs will be divided evenly amongst all the competing teams. 3.4. Teams unable to compete must notify the regatta chairperson as soon as possible as required by SAISA Supplemental Rules 4.7. 3.6. 4. BOATS: Fourteen 420 sailboats will be provided.

5. SCHEDULE: Saturday March 3, 2018 8:30 am-check in/registration 8:30-Rigging of boats 9:00 am-skipper s meeting 9:30 am-first warning and schedule for the day 5.1. Alternate day to weather or unforeseen conditions will be Sunday March 4, 2018 5.2. Changes to the schedule will be posted on the official notice board located in the clubhouse porch. 6. RACING AREA: 6.1. All races will be sailed on the Beaufort River. 7. COURSES: 7.1. Based on conditions, the Race Committee will determine the courses as prescribed in ISSA PR 7.7. 8. SCORING: 8.1. The regatta will be scored in accordance with ISSA Procedural Rules. 9. HOUSING: 9.1. Housing is not provided. There are numerous hotels within 10-15 minutes of the club including Holiday Inn at 2225 Boundary St., Beaufort, South Carolina, 29902 and Hilton Garden Inn at 1500 Queen Street, Beaufort, South Carolina, 29902, USA +1-843-379-9800. 10. TRAVEL AND TRANSPORTATION: Beaufort Yacht and Sailing Club is located on Lady s Island at 30 Yacht Club Drive, Beaufort, SC 29907. From the South (Port Royal): Cross the McTeer Bridge from Port Royal onto Sam s Point Road Turn Left on Meridian Road (first left after you cross the bridge) Travel ¾ mile and turn left onto Yacht Club Drive From the North (Downtown Beaufort): Cross the Woods (swing) bridge onto Lady s Island Turn Right onto Meridian Road (2nd right after crossing the bridge) In less than 2 miles, Yacht Club Road will be on the right 11. COACHING: 11.1. Team leaders, chaperones, coaches, parents, advisors and other support personnel shall not go afloat in the sailing area during the regatta. The penalty for failure to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel. 12. PRIZES 12.1. Prizes will be awarded to schools placing 1st, 2nd and 3rd in the regatta.

13. OFFICIAL NOTICE: 13.1. No contestant shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source, alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1(b). If a hearing under RRS 69 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.2 may be imposed on the competitor or the competitor s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site. 14. RIGHTS TO USE NAME AND LIKENESS: 14.1. By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 15. WAIVER OF LIABILITY: 15.1. Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. 15.2. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law.
