1. INTODUCTION 1.1. General This rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2016 FIA Regional Rally Sporting Regulations, the National Sporting Regulations, which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated bulletins (issued by the Organizer or the Stewards). Entry Procedure All competitors must make their entry by printing the registration form which is published in www.clubeautomovelalgarve.pt or www.fpak.pt All required fields, except for the co-driver must be filled before the closing of entries. If payment is made by bank transfer, it is necessary to inform and send proof to the Rally office, to ensure that the payment was made before the close of entries.
4.5. Refund Entry fees will be refunded in full: a) To candidates whose entries have not been accepted b) In case the Rally is not realized. c) The organisers may refund part of the entry fee to those competitors who for reasons of force major duly certified by their ASN or FPAK, are unable to start the rally. 5. INSURANCE According to the Sporting Regulations of the FIA Rally Regional of 2016, the National Sporting Regulations which comply with the FIA regulations and this Supplementary Regulations. The registration fee includes the insurance premium, which guarantees the coverage of automobile competitor civil liability to third parties and covers the following risks. The coverage of this insurance is limited to 40,000,000.00 and 8,000,000.00 in personal injury and material, respectively, per claim. 6. ADVERTISING AND IDENTIFICATION 6.1. Organization Advertising Advertising and competition numbers must be in accordance with: - Under the regulations of the FIA - Under the regulations of FPAK 6.1.1. s who accept the optional advertising of the organizers, should, for this purpose, reserve the spaces, as shown in Supplementary Regulation (Appendix III). 6.1.2. s who accept and do not comply with Art. 6.1 will be penalized at the discretion of the Stewards. 6.2. Competition Numbers Competition numbers provided by the Organization shall appear in each of the front doors, throughout the race (Appendix III). 6.2.1. Deliver of the Competition Numbers The plates, competition numbers and advertising plates will be available to all the competitors on November 12, at the time of documentation. All this material must be checked by the competitor. 6.2.2. Number Allocation The number assignment will be made according in the following order: Series 1: Priority Pilot FIA Series 2: all the other drivers in the following order: 1. Drivers seeded by respective National Federations - (ADN`S FPAK) 2. All others, according to the discretion of the Organization 7. TYRES 7.1. Specific tyres All Tyres must be moulded, and according to the list of the eligible asphalt tyres published on FIA website. 7.2. Car Equipment The car may carry a maximum of two spare wheels, during the event, duly fixed. The spare wheel(s) may be equipped with tyre(s) of a different type, but at least one of the spare wheels must be carried on board the vehicle during the event. At no time during the event must the depth of the grooves of the tyres which equip the vehicle be less than 1,6 mm in at least three quarters of the surface. 7.3. Control At any time during the event, controls may be carried out to check the conformity of tyres In everything else, will be applied the Article 60 and Appendix V to 2016 FIA Regional Rally Sporting Regulations. 8. FUEL 8.1. Refuel Zones Refuelling will be performed during the rally in both refuelling areas specified in the Road Book. 1 st located at the exit of the service park and the 2 nd in the BP filling station in Monchique, in accordance with Article 58.2.3 of the Sporting Regulations of the FIA Rally Regional of 2016. 8
8.2. Only two members of the team may access the refuelling zone for the sole purpose of supporting the refuelling. It is forbidden the permanence of elements with "shorts," shorts or clothing "reduced", as well as elements under the age of 18 years. It is mandatory that these refuelling operators are equipped with clothing (suit, balaclava and gloves) fire resistant (Article 58.2.3 of the FIA RRR). In the case of a malfunction, the vehicle must be pushed out of the RZ, by the crew, officials and/or the two members, without incurring any penalty. 9. RECONNAISSANCE The reconnaissance will be made according to the Artº 25 of the Sporting Regulations of the FIA Regional Rally Championship 2016 and the established schedule; The competitors may choose 2 of the 4 days of reconnaissance: SS nº 1 to 4 and SS 6 to 9 SS nº 5 (Special Stage) In open road without chicanes Saturday, November 5 From 09:00 às 18:00 Sunday, November 6 From 09:00 às 18:00 Thursday, November 10 From 09:00 às 18:00.. Friday, November 11 From 09:00 às 18:00 From 20:00 to 22:00 Reconnaissance vehicles shall be covered by compulsory insurance, according to the legislation. No liability may be required to the organizers. 9.1. Specific Restriction The maximum number of tickets to the recognition of each special stage is limited to two per team. During reconnaissance only on board the vehicle is allowed the presence of two people: the pilot and co-pilot of the team in question. It is forbidden to drive in the opposite direction of the rally, except when indicated by an official of the event or the police. s only may enter a special stage through the start and exit through the finish. 10. DOCUMENTAL VERIFICATION 10.1. Documents to be present Both team members must report to the documentation with the following original documents: - Sports License FIA or the ADN and both team members - Identification Documents of both team members - Valid driving licenses of both team members - ADN authorization, for all foreign pilots - Competition vehicle documentation (registration certificate / registration property and / or single document) - The owner of the vehicle authorization (if not the competitor or members of the team) - And all the data requested in the registration form It s obligatory to make the documental verification before going to the Scrutineering. It s obligatory to present all the original documents referenced before. It won t be accepted copies. 10.2. Timetable Saturday, November 12 th form 11:00 to 12:00. SCRUTINEERING, MARKING OF VEHICLES 11.1. Local and Timetable Saturday, November 12 from 08:30 to 11:30 - Renault, Avenida Guarané - Passeio Ribeirinho de Portimão N - 37º 08 04.64 - O - 8º 32 06. 11.1.1.Sealing of Turbos, Gear Boxes, Transmissions During Scrutineering the Sealing of Turbos, Gear Boxes, Transmissions, and respective spare parts will be carried out in accordance with the Appendix J, Art. 254.6.1 (Group N) e Art. 255.5.1.8.3 (Group A) of the 2016 International Sporting Code. The competitors should present their vehicles and spare parts (Turbos, Gear Boxes and Differentials). s are required to bring all equipment appropriately wired and ready to be sealed and verified. 9
11.2. Driver s safety equipment Helmets (according to the Technical List 25 of Appendix J), resistant clothing to flame (approved by the FIA Standard 8856-2000) and the HANS system (according to the Technical List 29 of Appendix J) will be verified at Scrutineering according to the specific time in the program. 11.3 Installation of Safety Tracking System All competition car will use during the course of the race the GPS (Global Positioning System). (Appendix V) 12. OTHER PROCEDURES 12.1. Entering in the Start park of the Rally All the competitor cars allowed to start the 1 st Stage must enter in the Park Fermé, localized in Passeio Ribeirinho de Portimão, betweens 11:00 and 12:00 of Saturday, November 12. 12.2. Rally Finished The Rally finish ceremony will be on Sunday, November 13, by 13:00, passing the podium, at Av. Tomás Cabreira, Praia da Rocha, with the consecration of the winners and Awards Ceremony. 12.3. Permitted earlier check-in The competitors can do an earlier check-in on the controls TC 5B, TC 9B, without being penalized. 12.4. Special Stage procedures and Start order The official start of the rally will be at 14:00 in Park Fermé in Passeio Ribeirinho de Portimão. The vehicles will leave in accordance with the Sporting Regulations of the FIA Regional Championships in 2016, except as indicated in the following table: Leg Day Section TC Time between competitors 1 Saturday 1 st 0 1 minute 1 Saturday 2 nd TC 4B 2 minutes (for all teams included that ones on the priority list of competitors FIA) 2 Sunday 3 rd 5C 1 minute 12.5. Special Stage The Special Stage of Qualification (SS 5 - Lagos) will be a Special Entertainment Stage (SES) If a vehicle is unable to complete or start, provided that it is in the STC SES, the course of the trial Special Entertainment Stage, may be removed by the organizers and the cost of competitor to an adjacent Service Park to the parc fermé, where it can be repaired, in accordance with the provisions of the Supplementary Regulations of proof and appropriate official itinerary. To this team will be awarded double the fastest time registered in the SES plus 60 seconds. Any vehicle in these circumstances shall be deemed to be presented at the TC immediately after the "Special Stage Show" the ideal time control. In any case, the team will remain subject to all normal regulatory rules, assistance restrictions and penalties applicable time in the race. The vehicle will have to enter the parc fermé until 07:00 pm on November 13. Any team that records a real time to cover the SES, which exceeds twice the fastest time recorded in it, will be assigned as time for classification purposes in the race, double the fastest time registered in the SES. Any team proven to commit a route error during the SES will be awarded double the fastest time registered in the SES plus 60 seconds. They may be considered as route errors, any "shortcuts" in relation to the route set for the "SES" or not fully comply with the direction of the same. Ex.: If a competitor for any failure to deviate from the path set to the "SES" but back then correctly perform the route set for the same, is not considered an error of course. 12.6. Special Procedures Super Rally / Rally 2 will be in accordance with Art. 46 of the Sporting Regulations of the Regional Rally Championship FIA 2016 - V1 European Trophy Rally 2016. 12.7. Official Hour during the Rally The official hour will be the GPS hour - Portuguese hour 13. IDENTIFICATION OF OFFICIALS The race officials will use vests identified by this way: Road Commissioners Orange Heads of Stretch Orange with text Tour leaders Orange with white stripe and text Controllers Red 10
14. PRIZES 14.1. Prize-Giving The prize-giving ceremony will be held on Sunday, November 13th at 13:00 hours, at the podium in Av. Tomás Cabreira, Praia da Rocha. All classified teams will be required to be present at the ceremony of the prize-giving of the 2016 Rally Algarve Casinos. The Rally winners will also participate in other official ceremonies that can be organized. Every team that aren t in the prize-giving ceremony will lose the right to receive their trophies. 14.2. List of Prizes and Cups General Classification 1º Trophy 2º Trophy 3º Trophy 4º Trophy 5º Trophy Group Classification A trophy will be giving a trophy to the winner of each group. Ladies Classification 1 Trophy (To participate in this cup the team can only have female drivers). Challenge DS3 R1 From 1 st to the 3 rd trophy Note: The second conductors will be awarded trophies identical to those of the first conductors. The cash prizes are accumulative According to Art. 16.5 of PGAK all competing participants will receive a trophy of the organization for the participation. 15. FINAL CHECKS and PROTESTS 15.1. Final checks The final checks will take place right after the prize-giving in Renault Workshop (Passeio Ribeirinho de Portimão) 15.2. Protest Fees The fees for a national protest (FPAK) is 2.500 The fees for an international protest (FIA) is 6.000 Every the protest should be presented in order with stipulated in International Sorting Code (Art. 13 and 15). 11
