DINGHIES REGATTA June 16 & 17, 2018 ORGANIZING AUTHORITY Canadian Forces Sailing Association (CFSA) SAILING INSTRUCTIONS The notation [DP] in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification. 1 RULES The Regatta is governed by the following: The rules as defined in The Racing Rules of Sailing (RRS) The applicable One Design Class Rules The Notice of Race, these Sailing Instructions and any Amendments The prescriptions of Sail Canada that will apply (if any) will be posted on the Official Notice Board If there is a conflict between languages, the English text will take precedence 2 NOTICES TO COMPETITORS 2.1 Notices and results will be posted on the Official Notice Board (ONB) located under the Clubhouse sundeck. 2.2 There will be a Competitors Meeting on Saturday June 16 at 1045 on the foreshore near the ramp. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted on the Official Notice Board before 0830 on the day it will take effect, except that changes to the schedule of races will be posted before the end of protest time on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the mast hoisting crane located adjacent to the ramp leading to the docks. 4.2 When Flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the Race Signal AP. 5 SCHEDULE OF RACES 5.1 The schedule of races is as follows ~ Saturday June 16 Competitors Meeting First Warning Signal, subsequent races to follow 1045 1155 Sunday June 17 First Warning Signal, subsequent races to follow 0955 No Warning Signals after Prize giving after racing 1430 6 CLASS FLAGS The Warning Signal for each class is as follows: Laser (red on white) 29er (black on white) Optimist Red, Blue & White (black on white) Laser Radial (red on green) 420 Flying & non-flying (blue on white) Optimist Green (black on green) Laser 4.7 (black on white) 2.4 meter (black on white) Fireball (red on white) 7 RACING AREAS 7.1 ATTACHMENT A shows the approximate location of three (3) race course areas. 7.2 Area A = Back Bay Course 7.3 Area B = Inside Fisgard Lighthouse Course 7.4 Area C = Outside Fisgard Lighthouse Course 7.5 Initial racing areas will be announced at the Competitors meeting. 2018 CFSA Dinghies Regatta Sailing Instructions 1 P a g e

8 THE COURSES 8.1 Windward/Leeward Course Format. 8.2 The diagrams in ATTACHMENT B shows the courses to be sailed, the order in which marks are to be passed and the side on which each mark is to be left. 8.3 No later than the Warning Signal, the Race Committee Signal Vessel will display the course to be sailed and the approximate compass bearing of the first leg. 9 MARKS 9.1 Dinghies ~ a) Marks 1 and 3 will be orange inflatables; 2 will be a yellow inflatable. New marks as provided in Instruction 11.1 will be yellow with a black stripe. b) The Starting marks will be the Race Committee Signal Boat at the starboard end and the Race Committee Pin Boat at the port end. c) The Finishing marks will be the Race Committee Signal Boat and the Race Committee pin boat. 9.2 OPTIs ~ a) Marks 1 and 2 will be yellow inflatables. New marks as provided in Instruction 12.1 will be yellow with a black stripe. b) The Starting marks will be the Race Committee Signal Boat at the starboard end and an orange ball at the port end. c) The Finishing marks will be the Race Committee Signal Boat and an orange ball. 9.3 A Race Committee boat signaling a change of a leg of the course is a mark, as provided in SI 12.2. 10 AREAS THAT ARE OBSTRUCTIONS Esquimalt Harbour s restricted access areas are described and depicted in ATTACHMENT C. 11 THE START 11.1 Races will be started by using RRS 26 with the Warning Signal made five (5) minutes before the Starting Signal. 11.2 Dinghies ~ The starting line will be between staffs displaying orange flags on the starting marks. 11.3 Multiple classes may be started together. 11.4 OPTIs ~ The starting line will be between a staff displaying an orange flag and an orange ball. 11.5 Boats whose Warning Signal has not been made shall avoid the starting area during the starting sequence for other races. The starting area is defined as 50 meters from the start line in all directions. [DP] 11.6 A boat that does not start within four (4) minutes after her Starting Signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12.2 Except at a gate, boats shall pass between the Race Committee boat signalling the change of the next leg of the course and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes RRS 28. 13 THE FINISH 13.1 Dinghies ~ The finishing line will be between staffs displaying orange flags on the finishing marks. 13.2 OPTIs ~ The finishing line will be between a staff displaying an orange flag and an orange ball. 14 PENALTY SYSTEM For the 29er class, Rule 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn penalty. 15 TIME LIMITS AND TARGET TIMES 15.1 Time limits and target times: Time Limit Target Time Dinghies 60 minutes 40 minutes OPTIs 45 minutes 20-30 minutes 15.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available in the Protest Box located at the Official Notice Board. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 16.2 The protest time limit is 60 minutes after the Signal Boat for the applicable class docks or after SI 14.2 has been applied to that race, or the Race Committee signals no more racing today, whichever is later. 2018 CFSA Dinghies Regatta Sailing Instructions 2 P a g e

16 PROTESTS AND REQUESTS FOR REDRESS cont d 16.3 Notices will be posted within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the race office, beginning at the time posted. 16.4 Notices of protests by the Race Committee or Jury will be posted to inform boats under RRS 61.1(b). 16.5 Decisions of the Jury will be final as provided in RRS 70.5. 17 SCORING 17.1 One race is required to be completed to constitute a regatta. 17.2 The series scores will be determined as follows: a) When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores. b) When five or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score that may be discarded. 18 SAFETY REGULATIONS 18.1 Competitors shall wear a personal flotation device (PFD) at all times while afloat, except briefly while adjusting clothing or personal equipment. Flag Y will not be displayed. This changes RRS 40. All boats except Optimists must carry a 15m long, minimum 7mm diameter, buoyant towline tied to the mast. All Optimists shall carry an 8m long buoyant line. 18.2 A sign-out / sign-in system will be in operation for OPTIs [DP]: a) The sign-out / sign-in control point will be located at the Official Notice Board b) Each skipper must sign out before leaving the dock c) Each skipper must sign in upon reaching the dock d) Failure to either sign in or sign out will result in an automatic addition of 5 points to the boat s score for that day. 18.3 A boat that retires from a race shall notify the Race Committee as soon as possible. [DP] 19 SUPPORT BOATS [DP] 19.1 Coaches on the OPTI Course must register with the Organizing Authority and monitor VHF Channel 72. 19.2 Except at the request of the Race Committee, support boats shall stay at least 50 meters outside the Optimist racing area (including the starting area) from the time of the Preparatory Signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment. 19.3 Support boats shall have on-board safety equipment and a VHF marine radio. 19.4 If called upon, support boats will be required to act as rescue boats. 20 TRASH DISPOSAL As sailors, we seek to protect and restore our oceans and coastal waters. Trash may be placed aboard support and Race Committee boats. 21 RADIO COMMUNICATION [DP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile telephones. [DP] 22 WATER Competitors are encouraged to bring their own refillable water bottles. Please help reduce plastic waste. 23 PRIZES Prizes will be awarded for 1 st, 2 nd and 3 rd place in each division with at least 5 boats. 1 st and 2 nd will be awarded to divisions with fewer than 5 boats. A trophy will be awarded to the overall winner. Participation recognition awards will be awarded to all competitors in the Optimist Green class. Prizes will be awarded following the last race on Sunday. 24 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 25 INSURANCE Each participating boat shall be insured with minimum third-party liability coverage of $300,000 USD for USA and non-canadian residents and $1,000,000 CAD for Canadian residents. 26 RIGHT AND COPYRIGHT As a participant in the CFSA Dinghies Regatta, any competitor automatically grants to the Organizing Authority and the Class Associations permission to make, use and show from time to time, any motion pictures and live, taped or film television and other reproductions of him/her during the period of the event without compensation, in perpetuity. 2018 CFSA Dinghies Regatta Sailing Instructions 3 P a g e

ATTACHMENT C ~ ESQUIMALT HARBOUR RESTRICTED ACCESS AREAS There are two Restricted Access Areas on the east and west side of the harbour encompassing the Naval Jetties and ships (two areas outlined below). Racers are advised that they are not permitted within 100 metres (approx. 300 feet) of any naval vessel.
