Welcome to the 2018 Region 4 Arabian Championships! Welcome to the Region 4 Championship Show! The Show Committee has listened to your suggestions and changes have been made to the 2018 show. We've taken all but the required pattern classes out of the pre show but have added paid schooling rounds, both for Trail and for other pattern classes not offered in the pre show. The ever popular progressive dinner has will again be held on Thursday night. The schedule has been tightened up a bit, taking away some of the down time. Picture this: Horse show barns full of horses and people... Each of those farms bring some sort of food to share, and everybody walks around the barn to eat and socialize with everyone. That is basically the idea here. So what can this do for you when you participate? This is a great networking tool! Maybe some of you have horses for sale or a stallion at stud or give lessons. Get outside the box - Maybe you can promote your business or your craft. This is a chance to meet tons of new people! Maybe you're looking to buy a new horse - maybe somebody you meet here has a friend that couldn't make it that has the perfect horse! Also, a variety of food to munch on it s incredible! What makes a great barn party? The first thing that makes a great barn party is a variety of people and a variety of food. You want to have the best food on the show grounds, RIGHT? Keep in mind this doesn't have to be expensive. Who can argue with Sloppy Joe's? or Cookies? Maybe you want to go in the direction of drinks...how about Sparkling Punch? There are endless possibilities! We'll also try to get some music going during the barn party - Other notes: There will be a barn list put together for that day so people will know what food is where. General Rules & Information EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. MANAGEMENT RESERVES THE RIGHT TO REFUSE ANY ENTRY IN ACCORDANCE WITH GR914. EACH PARTICIPANT IN THIS SHOW IS RESPONSIBLE FOR KNOWLEDGE OF AND IS SUBJECT TO THE USEF RULES. THE USEF RULE BOOK IS AVAILABLE AT WWW.USEF.ORG Membership Requirements USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon payment of a $45.00 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule; 1) lead line; 2) exhibitions; 3) games and races; 4) classes for 4-H Members; 5) walk-trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA endorsed Reining competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own national federation; 10) USEA beginner novice division, and 11) assistant handlers in Dressage Sport Horse Breeding Classes. USEF Affidavits are no longer accepted for payment of nonmember fees. Exhibitors must have a Competing Membership, either Life, Senior Active, Junior Active Member or pay a Show Pass Fee. See below. USEF Non-Member Participation if proper competing membership documentation is not submitted to the competition and the competition cannot verify such information, the exhibitor will be required to complete a Show Pass form and pay a nonrefundable Show Pass fee of $45.00. (GR1308.2b) Purchase of a Show Pass fee does NOT allow a competitor to show in amateur classes. To show in an amateur class, an adult competitor must provide proof of membership with amateur certification. Walk/trot only riders are exempt. www.usef.org Amateur Certification Only active Federation members may obtain amateur certification. Every person who has reached his/her 19th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. Any person who has not reached his/her 19th birthday is an amateur and does not require amateur certification. An amateur continues to be such until he/she has received a change in status from the Federation. There is no fee for amateur certification for Senior Active or Life Members. Refer to GR1306 & GR1307. Any Active Equine Canada member who is not a current USEF member and wants to compete in an amateur class must fill out the USEF membership application with their name, signature, date of birth and check the Amateur box in order to be eligible to compete. They are not required to pay for a USEF membership or a Show Pass fee. Once the application has been processed, the Equine Canada with amateur status will then show up on the USEF website usef.org and under Search, Membership as Non-Member Amateur INACTIVE. Show Information Abbreviations ATH = Amateur to Handle (any age, adults & juniors) ATR = Amateur to Ride (any age, adults & juniors) AATR = Adult Amateur to Ride (19 yrs & over) AAOTR = Adult Amateur Owner to Ride AOTD/AOTR = Amateur Owner to Drive/Ride (any age) HA/AA = Half Arabian/Anglo Arabian JOTR = Junior Owner to Ride (18 & under) JTR = Junior to ride (18 & under) OPEN = Any rider. Amateur Owner Family Definition Horses entered in amateur owner and junior owner classes must be registered in the name of the competitor or a member of the competitor's family, as defined by USEF rules. (Horses registered in a farm, ranch, syndicate, partnership, corporation name may be shown in Amateur Owner classes provided the family is the sole owner of the farm or entity as defined by USEF rules). The sale of a horse does not eliminate this registration requirement. Contracts of Sale or Bill of Sale will not be accepted for owner classes. Admission to the Arena and Paddock Area No person will be allowed in the ring except participants in the class, judges, assistants, and show photographer. Properly attired attendants will be allowed in the ring only after being called by the judge, ringmaster, or announcer. There shall be no conduct in the paddock area which disturbs or creates a hazard to horses, handlers, or spectators. Awards of Prize Money Every effort will be made to have checks available in the show office during the posted hours. Checks must be signed for and everyone who receives a payout will need to complete a W-9 in order to receive their check regardless of the amount. Checks will be void after 60 days. Region 4 Futurity classes: Net money received from nominations will be allocated for prize money. Payments credited toward specific class entered. The following are not part of the Region 4 show and stand alone: ABS Sweepstakes classes: All prize money distributed by AHA Awards of Trophies and Ribbons The awards room is located in the Sports Arena Building. If not picked up when exiting the arena, awards must be picked up and signed for at the awards Room. Awards room will be open while classes are in session only. Unclaimed awards will not be mailed. Pre-Show Classes: This show will award each exhibitor who places 1 st through 6 th a ticket to be used for a prize drawing in all classes except as follows: Junior exhibitor classes Tickets 1 st to 8 th AHA Medal classes - Medal to first (if three or more entries) Tickets 1 st to 8 th Regional Classes: A full Top Five will be awarded regardless of the number of entries in a class. However, only awards made to the top 50% of the class (rounded up and not to exceed 5 awards) will receive Arabian Breeders Sweepstakes payouts, AHA Horse Achievement Awards, Amateur Achievement Awards, High Point Horse Achievement Awards, High Point Amateur Achievement Awards and Distance Award points. All Top Five Awards will qualify for the corresponding national championship. Region 4 Championship Classes: Champion Award, Champion Ribbon, Garland. Reserve Champion Plaque, Reserve Champion Ribbon. Balance of Top 5 will receive Top 5 plaque and ribbon. Sweepstakes ribbons will be awarded to enrolled horses in Sweepstakes classes. Regional Sweepstakes Yearling Halter Classes Top Ten ribbons to 10 th. Champion Award, Champion Ribbon, Garland. Reserve Champion Plaque, Reserve Champion Ribbon. Region 4 Futurity Classes: Champion Silver Belt Buckle, Award, Champion Ribbon, Garland. Reserve Champion Plaque, Reserve Champion Ribbon. Balance of Top 5 will receive Top 5 plaque and ribbon. Changes, Cancellation or Division of classes Management reserves the right to make changes of arenas, judges or class order to facilitate time schedule and conditions for betterment of the Show. The Show Committee reserves the right to cancel, combine, or divide any classes or make any scheduling changes necessary. All changes will be posted on the Announcement Board at the office. Any regular performance class of more than 30 horses competing will be split and shown in the regular schedules as duplicate sequential classes with duplicate awards and prizes. Any performance championship that reaches 30 entries competing will be shown as a semifinal class with horses selected by the judges for final competition. The AAOTR Western, Country and Hunter Pleasure classes have been split by age into 19-49 and 50 & Over. If any of those splits has fewer than 5 entries, the two age groups for that class will be combined and run as one Regional class. Call for classes It is the exhibitors responsibility to follow how quickly classes are progressing and to promptly present themselves when the gate person calls for their class. We appreciate your cooperation and request that the paddock managers be notified if you need a gate hold. PA announcements for classes are a courtesy only. Discipline Exhibitors are advised that any act of discourtesy or disobedience to staff or officials of this show on part of the owner, exhibitor, agent, lessee, trainer, groom, rider, driver, handler, or family of the person participating in the show, will disqualify the horse from adjudication. Management reserves the right to remove a horse or any person from the show without being liable for compensation or damages. Disputes not covered by the rules Should any question or dispute arise not provided for in the governing rules of USEF and AHA, the same shall be referred to the Show Commission whose decision shall be final. Gate Hold In classes where horses compete collectively, a warning is issued and the in-gate must be closed two minutes after the first horse enters the ring. When it is found that a gate hold must be requested by an exhibitor, such request shall be made to the Paddock Master prior to the close of judging of the class immediately before the class requiring the gate hold. The reason for the request must be stated. The gate-hold will be a maximum of three (3) minutes. Appropriate notice will be given to all exhibitors if there is a gate hold in effect. Judges If for any reason a judge fails to attend this show or to perform his/her duties, the Show Commission reserves the right to substitute a judge for one who is officially designated. Order of go All Breeding/Gelding In Hand classes will be oldest to youngest, including post entries. Order of go will be drawn for all Working Western & Equitation classes. All orders of go will be posted on the Announcement Board at the Show Office and given to the Paddock Master not less than one hour prior to the start of that class. Scoring Systems All Pre-Show classes and Regional Classes: Cutting, Reining, Reined Cow, Working Cow & Ranch Horse Riding classes will be judged by a single judge. Regional Trail classes will be judged by a single judge, using the AHA Trail scoring system. The Comparative system (MOS) will be used for all Breeding/Gelding In-Hand classes. The AHA approved Majority Opinion System (MOS) will be used in 2018 for all other classes. Region 4 Performance Futurities Entries will show and be judged under Futurity rules and applicable class specifications for junior horses as set forth in the Arabian division of the USEF rule book and will utilize MOS scoring. See complete rules on the website. Select, Choice, Elite & Primetime Classes: This show is using the Leveling system for many of the AATR classes. You can find your appropriate level by clicking on Horse/Rider Points and Competition Records from the AHA website member home page. Look for the access link labeled Leveling Points. The view is broken into various sections, i.e., Hunter, Western, and Saddle Seat. You can use the summary at the bottom of the page along with the leveling chart to determine your level for the appropriate class. Note that at the Region 4 show, Select riders will be allowed to level up and also show in Choice classes if they wish. Similarly, Choice Riders will be allowed to also show in Elite. Parking All Vehicles must be kept in designated parking areas. Trailers may be pulled to the barns to load and unload. All aisles and roadways around barns must be kept open due to fire regulations. Owners will be asked to move vehicles or risk towing and/or fines. No Vehicles are allowed to be parked in the barns at any time. RV/Camper Hook Ups: All reservations for RV Spaces will be made through the Ford Idaho Horse Park via their website www.fordidahohorsepark.com or by telephone at (208) 442-3335. $100 deposit per RV at time of reservation. Reservations cancelled by 4 pm MST, 5 days prior to arrival date will receive a refund. Fees are $30 per night per site and shall be paid directly to the Ford Idaho Horse Park. Spaces are available on a first come/first served basis. Sharps Containers for Medical Waste (needles, syringes, etc.) will be available in the show office and one in the barn aisles for every 50 stalls (GR1210.4) A $100 fine per violation will be passed on to the violator for improper disposal of needles or other medical waste. Show Office Hours The show office will be open Sunday, June 17 th from 9AM to 9PM; thereafter from one hour before the first class until one-half hour after the last class of the day. Stabling Stalls are puckboard with doors that have bars on the top half and solid bottoms. Stalls will be available starting at 8AM on Saturday, June 16 th, and must be vacated by 11:59PM on Sunday June 24 th. There shall be no arrivals between the hours of Midnight and 7:00 AM. Each horse must have a paid horse stall. No Haul Ins. The daily rate will be $35 per stall. Day stall rental is from 7AM to the end of that day s show. No subletting of stalls will be allowed. Exhibitors will be billed for the cost of repairing any damage. Be sure to send an Official Stabling Request Form for each horse and tack stall by the close of entries, May 18 th to be sure we have enough stalls. Fees need to be guaranteed by a Credit Card directly upon arrival at the facility for each regular horse, tack or ready room. If you need to cancel any of your stalls, please be sure to do so by 4 pm MST, 5 days prior to arrival. Any stalls not cancelled by that date will be charged to your account unless they can be re-sold. June 13 th, 14 th, & 15 th are all early arrivals, and will be charged $15 per stall, per night. The stall charge of $170 will begin on June 16, 2018 and continue through June 24 th, 2018. If you stay the night of June 24 th (Sunday) there will be a $15 per stall late departure charge. Curtains and Decorations are not allowed to cross stall aisles or block stalls. All lumber, nails, building materials, etc. must be removed. Failure to dispose of material will result in a $100 fine to the persons renting stalls. Landscape materials consisting of sod, bark dust and plants are excluded. Patron Stabling will be assigned on a preferential basis, prior to non-patrons. Priority for patrons will be based on patron seniority, degree of support and payment of 2018 patron program to Region 4 AHA by close of entries May 18, 2018. Vaccination Policy Exhibitors are reminded of USEF new vaccination policy, effective 12/1/15. Competition Management reserves the right to review vaccination documentation. Noncompliant entries may be quarantined or denied permission to unload, and will not be allowed to compete nor to mingle with other horses. No refunds will be given if right to compete is denied because the Vaccination Record is missing or incomplete. Whether the horse is vaccinated by a veterinarian or by an owner or agent, or is exempt for medical or age reasons, documentation is required; see GR845 for details. Motorized Vehicles Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6 of USEF General Rules. Rules will be reviewed annually by the futurity committee. Entries will show and be judged by the following Region 4 rules. All rules not covered by this document will be governed by the current rules of the USEF. Reining classes will perform Pattern 5 and be videotaped. ELIGIBILITY All entries must be registered with the AHA or CAHR. There is no requirement for Owner s state of residence. Hunter, Western and Country/English pleasure horses to be 3 or 4 years of age. Working Cow and Reining horses to be 3, 4 or 5 year olds. AOTR classes are restricted to 4 & 5 year olds. NOMINATIONS AND FEES Nominations must be received on or before the dates listed. Nominations may be transferred upon sale of a nominated horse. The futurity secretary must receive notice of sale within 30 days from date of sale. Total futurity payments, if made by due dates are $300 per futurity class. Horses may enter more than one class. There will be no vet-outs, refunds or substitutions. To avoid late payment charges, all payments must be postmarked by payment date schedule. THE FEE SCHEDULE WILL BE STICTLY ADHERED TO The Nomination fee per class may be paid as follows: 1st Payment due April 1st h $150 After April 2 nd, add late fee of $ 50 2nd Payment due May 17 th $150 Entries made after the closing of entries (May 17 th ) for the show, and up to close of post entries will be $500. PRIZE MONEY AND AWARDS Regional Awards will be given to an unrated full top five followed by champion & reserve. All money received from nominations will be allocated for prize money. Prize money divided: 5 or more entries: champion 45%, reserve 22%, remaining top 5 will receive 11% each. 4 entries: champion 50%, reserve 25%, remaining entries 12.5%. 3 entries: champion 55%, reserve 30%, remaining entry 15%. 2 entries: champion 60%, reserve 40%. TACK AND APPOINTMENTS Country / English Pleasure 3 and 4 year old classes Bridle shall be a light show type bridle. and must be shown in a single snaffle (smooth, rounded snaffle bit at least 3/8 in diameter as measured ½ from the ring). The rings may be from 2 to 4 outside diameter. Half cheeks are optional The snaffle bit may be wrapped with Latex, Guard tex or a similar material. Cavessons are required. A running martingale is optional. Entries may have been shown in a bridle. Bridle is defined as any bit that has a shank. Hunter Pleasure 3 & 4 year old classes require a snaffle bit. (Snaffle bit is defined as snaffle bit of at least 3/8 diameter as measured 1/2 from the ring. The snaffle bit may be jointed, double jointed or unjointed. For all junior horse performance classes, all snaffle bits must have a round, egg butt or D shaped ring with no attachments to the headstall or reins through a hook (except for keepers for a full cheek snaffle when section rules allow a full cheek). Full cheek (with or without keepers), French and Dr. Bristol snaffle bits are permitted). The following are not permitted: ornamented bridles, browbands or cavessons, saddle seat style colored browbands/cavessons, figure eight, drop, or flash nosebands. Breastplate or breast collar is optional. No martingales or tie-downs. AOTR Classes require a light show type, browband and cavessons must be of hunter type. Snaffle, pelham, full bridle or kimberwicke bit acceptable. Western Pleasure, Reining & Working Cow ALL classes require a snaffle bit or hackamore.. A standard snaffle bit is defined as a center jointed single, rounded, unwrapped, smooth mouthpiece of 5/16 to ¾ diameter metal as measured from ring to 1 in from the ring with a gradual decrease to the center of the snaffle. The rings may be from 2 to 4 outside diameter of either loose type, eggbutt, dee, or center mounted without cheeks. If a curb strap is used it must be attached below the reins. A hackamore includes a bosal rounded in shape and constructed of braided rawhide or leather and must have a flexible non-metallic core, attached to a suitable headstall. No other material of any kind is to be used in conjunction with the bosal, i.e., steel, metal or chains (Exception: smooth, plastic electrical tape is acceptable if applied in a smooth, untwisted manner). Attached reins may be of hair, rope, or leather. Both hands must be visible to the judge. Two hands may be used on hackamore (Bosal) and Western snaffle reins. Junior Western Pleasure horses shown in either a hackamore or snaffle must never have been shown in any Arabian Competition/Division Western Pleasure event in a bridle. Entry & Fee Information Attention Competitors Each competitor is responsible for supplying management with correct association numbers (USEF Equine Canada, AHA) for horse, owner, rider/driver/handler, trainer and coach before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards and breed association programs. Cancellations, Refunds & Substitutions To encourage early entries, the management agrees to cancel and refund all fees for any horse not fit to show provided written notice is given to the Show Secretary on or before entry closing date. If an exhibitor vets out a horse between the close of entries and before the close of post entries, and brings a replacement horse, if the replacement horse is already qualified for any Regional classes, the post entry for such Regional class will be waived. Exhibitors canceling their entries for any reason after the official closing date of entries shall forfeit all fees except in the case of disability of entry. Absolutely no requests for refunds for any reason will be considered unless request with supporting documentation is in the show secretary s hand prior to 7pm, June 17, 2018, for consideration by the Show Commission. Such refund will include all fees less a $50 cancellation fee. After 7pm June 17 th, no refunds will be made except in the case of unusual situations. The Show Commission reserves the right to review these situations case by case. In the event of a show cancellation due to severe weather or other emergency, refunds of entry fees will be made upon written request by the exhibitor within 30 days of the cancellation. No substitution of horses will be permitted except as provided in USEF rules. Change of Handler/Rider A $25.00 fee will be assessed (per class) to those exhibitors who do not fill out a handler/rider change form with correct association numbers and documentation in the show office prior to their class. Drug and medication rule Refer to USEF Chapter 4, GR 408-411. The official Medication Report Forms are available from the Show Steward. Entries Must be postmarked before midnight, May 18, 2018. If the entry is postmarked after this date, it will be considered a late entry and post entry fees will be added to your entry. You will be notified via email confirmation of any deficiencies in money owed (i.e. math errors, misunderstanding of fee schedule, failure to include entry fees). In fairness to all exhibitors, open checks are not allowed for the initial entry. If an open check is sent, it will be closed for the amount due at the time the entry is processed and will be deposited. Postdated checks will not be accepted. Visa, Discover or MasterCard with current and correct information are also accepted. Entries received without a valid check, money order or credit card will not be processed until payment is received and will be subject to post entry penalties if payment is postmarked after close of entries. Qualification for Regional Classes Previous Regional Championships, Regional Reserve Championships or Top Five awards are no longer qualifying wins for Regional Championship classes. Qualifications are determined by the number of points a horse receives for classes shown. See the current AHA handbook for comprehensive rules. You can find qualification reports on the AHA website under Member Programs & Services. Remember, when qualifying for an Amateur (AT) or Amateur Owner (AO) class, you cannot use points and/or a first or second place obtained by a professional. AT and AO qualification points and placings may be used toward an Open class. Horses previously qualified and entered after closing date will pay post entry fees. Points for qualification and entry closing purposes are as of the closing date of entries. Exhibitors are responsible for ascertaining their qualifications (AHA Art. 1201.4) Please make certain that you have enough qualification points for the classes you enter. Complete a Qualification Record Form for each horse entered. No refunds will be made for improperly entered classes. Refusal of Entries: The Region 4 AHA Board of Delegates has directed that entries must be refused from anyone that has an outstanding obligation to a Region 4 affiliated club, show or contracted services. Management reserves the right to hold classes conditionally, or cancel entries of any contestant, as stated in USEF Rules. The commission reserves the right to remove any owner, groom, rider, trainer, manager, coach or driver groom (header), horse or rider from the show who has shown an objectionable attitude or behavior towards its management, or previous unsportsmanlike behavior, without being liable for compensation or damages. Returned Checks & Denied Credit Cards Checks returned by the bank for any reason and/or declined credit cards will incur a $50 charge per domestic check or credit card failure ($75 per International check).
