1.0 Intrductin Cycling is becming increasingly recgnised fr the cntributin it can make as a sustainable and healthy frm f transprt fr wrk, educatin and leisure trips within and arund twns and cities. T supprt this, Dún Laghaire-Rathdwn Cunty Cuncil has been putting cnsiderable effrt int prviding measures that make the chice t cycle a mre cnvenient ne. Currently abut 1 in 20 residents in the Cunty cycle t educatin r wrk s having smewhere cnvenient and secure t park r stre their bike is an imprtant issue at their destinatin. Prvisin f cycle parking and its security are essential fr supprting the develpment f cycling as a practical transprt chice. A lack f apprpriate cycle parking facilities is ften cited as a barrier t cycling and cycle wnership and culd be a cnstraint n the future grwth f cycling. High quality secure cycle parking at all rigins and destinatins is a key element f any strategy aimed at encuraging cycling and it is just as imprtant as ther frms f infrastructure. Successful cycle parking des nt result simply frm the prvisin f cycle stands; it shuld be cmplemented by a range f measures, including effective cycle welfare facilities and be a key cnsideratin in wrkplace r residential Travel Plans. The purpse f this dcument is t update existing guidance n the prvisin f cycle parking at new develpments (residential, wrkplace) and in the public realm. Hwever, it may als be used by existing develpments t retrfit facilities t encurage cycling as a cycling culture develps within the Cunty. It als gives details f the preferred type f cycle parking stands and layuts tgether with details f the standards fr the levels f cycle parking t be sught frm new develpments. It shuld be read in cnjunctin with the Cunty Develpment Plan 2016-2022, the Cunty Cycle Plicy (www.dlrcc.ie) and the Natinal Cycle Manual (www.cyclemanual.ie). These standards were adpted by the Cuncil by reslutin f the Elected Members n July 3, 2017. Readers are advised that the cycle parking standards in this dcument are subject t regular review and revisin. It is the respnsibility f the user t ensure that the mst up t date versin is cnsulted. 2.0 General Principles Cycle parking needs t be a key cnsideratin when planning a new develpment. Thrugh the planning prcess, high quality cycle parking shuld be regarded as an integral part f a scheme, an essential part f the attractin f a develpment and never just an add-n t meet minimum plicy requirements. The cycle parking prvided must be capable f being used by all members f the cmmunity at all life stages and abilities. The fllwing are sme general principles t be fllwed: Lcatin: Cycle parking shuld be cnvenient, accessible and be sited as clse as pssible t the principal destinatin (including entry and exit drs, lifts etc), with visitr parking n further than 25m frm main entry pints. parking shuld always be as near t r clser t the destinatin than the nearest nn-disabled car parking space. On larger sites: Cycle parking shuld be distributed thrughut the site rather than cncentrated in ne area this als applies t visitr/custmer bicycle parking as well as staff bicycle parking. Cycle stands shuld be lcated in in secure private r indr spaces r in visible, well-lit places that have high levels f natural surveillance. Gradients general: The gradients f develpment rads and access rutes within develpment sites shuld be in accrdance with the Natinal Cycle Manual. Cycle stands shuld nt be sited sideways n slping grund greater than 2 degrees. Gradients at ramps: Any access ramps used by cyclists shuld nt exceed 7% with radiused transitins at the tp and bttm f the slpe. This may result in separate access arrangements fr cyclists. In all ther respects, gradients shuld be in accrdance with the Natinal Cycle Manual. Cycle parking within basement r multi strey car parks: These shall be lcated at the mst accessible level t minimise the extent that cyclists have t pass thrugh such areas including ramps between levels. Generally this means that cycle stands shuld be lcated n the grund flr and have designated entry and exit pints. Ramps shared with mtr vehicles: Access ramps shared with mtr vehicles shuld include a separate lane clearly marked fr the use f cyclists 1.75m wide. In all cases, accesses t parking within a building shuld be well lit and mtrists warned f the likely presence f cyclists by means f suitable warning signs and markings. Access: Rutes t cycle parking shuld be f a high standard and nt sited where persnal safety will be perceived as being cmprmised. Private accesses between and behind buildings shuld be at least 1.5m, preferably 2.0m, wide between walls/fences. A reduced width f 1.2m is acceptable ver shrt distances, i.e. less than 10m. Steps: Steps shuld nt be used fr access by cyclists. Where this is unavidable they shuld be prvided with wheel channels n the steps that allw cyclists t pass each ther. The needs f pedestrians als using the steps shuld be cnsidered during the design stage. Cyclists shuld nt be expected t use escalatrs but mving sidewalks may emplyed subject t agreement with the planning authrity. Headrm: A minimum f 2.4m headrm shuld be prvided wherever cyclists can be expected t be riding their bicycles - this includes access t and frm cycle parking areas in multi strey r undergrund car parks. Cmpunds: Lckable cmpunds shuld be emplyed whenever pssible fr lng term bicycle parking - with smart card r prximity key cntrl preferred. In the event that key pads are used they shuld be the subject f a management regime that regularly changes the cmbinatins and effectively infrms users. N aperture in the cmpund shuld be large enugh fr a bicycle t be passed thrugh it. Sheffield cycle stands shall als be prvided within the cmpunds fr added security. Bicycle lckers: Lckers that can accmmdate a wide range f bicycle types can prvide a range f slutins, e.g. where nly a small number f bicycles are t be parked. regimes that cver their allcatin, issuing f keys (again, smart card r prximity key cntrl is preferred) and mnitring f use etc. Drs: Drs used by cyclists accmpanied by their bicycle shuld be at least 1.2m wide, preferably perated electrnically by autmatic detectin r with the push buttn 3m frm the dr. Lifts: Lifts are nt recmmended as primary access fr cyclists since they are rarely large enugh t permit an uninterrupted exit/entry fr large numbers f cyclists at peak times. Where prvided they shuld be capable f carrying a minimum f tw cyclists accmpanied by their bicycles but with cgnisance t be taken f likely demand. This shuld als allw nn-cyclists e.g. parents accmpanied by a pushchair and at least ne ther child, t share the lift with a cyclist and bicycle. Where cycle lifts are prpsed, alternative access/egress shall be prvided in the event f lift failure r dwntime during rutine maintenance and/r built-in capacity created (i.e. 2 r mre lifts). Signage: Cycle track signage shuld be prvided t help peple t find the cycle parking. This encurages cyclists t park in designated areas and discurages fly parking t railings, psts etc Lighting: Cycle parking shuld be well lit t allw access and lcking f bikes and nt be bstructed by landscaping r planting. Natural /Passive surveillance: Cycle parking, including visitr/custmer parking, shuld be sited where it is verlked r by passers-by r being verlked by adjacent buildings. CCTV: Site CCTV systems shuld include cycle parking in their cverage t ensure bth cycle and persnal security. Public realm: The chice f cycle parking stands shuld be attractive and reflect the surrundings whilst remaining fit fr purpse and situated clse t their destinatins. Cycle parking in the public r private realm must nt: Be hidden away behind buildings r tucked away in the crner f a car park as this discurages use and allws thieves t wrk ut f view. Blck visibility fr ther rad users, especially at junctins and crssings. Blck ftpaths r pedestrian desire lines r cause a trip hazard. A minimum pedestrian clearance f 2.0m is required at all times. Create prblems fr peple with disabilities especially thse wh are blind r partially sighted. A distinct clur difference shuld be created between cycle stands and the surrunding paving, e.g. brushed stainless steel finishes shuld nt be used in cnjunctin with light clured paving (e.g. grey granite r cncrete). Prevent access fr servicing f shps r ther premises. Blck emergency exits especially alng rutes t public transprt interchanges. Obstruct car drs pening when adjacent t n-street parking areas prvided fr mtrists. Put cyclists at risk f being struck by passing traffic when they bend t attach/remve their lcks. 3.0 Preferred Cycle Parking Stands and Layuts The preferred type f cycle parking stand is cmmnly knwn as the Sheffield stand. This is usually made f a single metal tube bent t frm a stand which will supprt a bicycle and permit lcking f bth the frame and frnt and rear wheels t the stand with stands t be set in cncrete (preferred) r blted as shwn in Figure 3.1. They can als be prvided as a taster rack where a number f Sheffield stands n a steel base can easily be blted dwn. This type f stand als has the advantage (dependent upn spacing) f being able t park ne bicycle n either side. The stand must facilitate the use f D lcks and cnventinal cables, prvide supprt fr the whle bicycle and allw bth the frame and at least ne wheel t be secured. Cycle stands must be able t withstand general vandalism including kicking, withut failure f the structure. Expsed fixings shuld be tamper resistant and the metal shuld be f sufficient quality t resist cutting with manual blt cutters. Stacked cycle parking is nt recmmended as many cyclists find such facilities difficult t use. Als, lw cycle racks, where bikes are lcked by the wheel, are nt recmmended due t pssible damage t the wheel. Figure 3.1 Sheffield Cycle Stand Details Cycle stands shall mainly be Grade 316 Stainless Steel. They shall be rbust and resistant t crrsin and shuld be placed at least 1.0m apart t prvide ready access fr all users and types f bicycle. When tw bicycles are parked in this way they will verlap each ther. The resulting ftprint f the parked bicycles may be cnsidered t be 2.0m x 1.0m. This dimensin is useful fr determining the amunt f space needed t park a number f bicycles. The main layut dimensins are set ut in Table 3.1 and Figures 3.2 and 3.3. All measurements t centre line at the middle f the cycle stand stands with utside diameter tube thickness > 100mm shuld be sited further apart. Page 4 DLR Cycling Parking Standards July 2017

The additinal ptinal rails shwn in Figure 3.1 serve tw functins: the higher ne allws fr a greater range f frame sizes and types f bicycle and the lwer ne enables an empty cycle stand t be mre readily identified by visually impaired pedestrians wh use tapping canes. Cycle stands are available in a range f clurs but if there is any danger f them merging int the backgrund, e.g. light clurs/finishes that d nt stand ut frm the surfacing materials; these shuld have bands f cntrasting clurs fitted t make them easily identified by partially sighted peple. Carg bikes are generally wider than a typical bike as they cntain a carg/passenger at the frnt f the bicycle and are lnger. Sme bikes can be up t 0.9m wide and 2.5m in length. Thus a ftprint f abut 3.5m x 2.0m wide is required fr carg bikes in additin t the 2.0m pedestrian clearance width utside the bikes, as apprpriate. Page 6 DLR Cycling Parking Standards July 2017

4.0 Standards fr Cycle Parking and Cycle Facilities fr new Develpment This sectin utlines the minimum standards fr cycle parking and cycling facilities fr varius land uses in Dún Laghaire-Rathdwn Cunty Cuncil. A change frm these standards (up r dwn) may be cnsidered by the Planning Authrity if the develper can prvide, t the satisfactin f the Authrity, a specific ratinale fr an individual r mixed use develpment t justify such changes n a case by case basis. Shuld the demgraphics subsequently change, then further cycle parking shuld be prvided n a phased basis. In applying the standards, prvisin shuld be made fr future demand (estimated at abut 20%) and thus a higher prvisin than the minimum standards may be required. In the tables belw, the fllwing definitins shuld be nted; Shrt Stay: These are designed fr ease f use by the general public and visitrs t a develpment. Such cycle parking spaces shuld be lcated in highly visible areas with gd passive surveillance, which are easy t access and well lit. They shuld be situated n further than 25m frm main entry pints. Lng Stay: These are t be designed fr private use by residents and emplyees. Such cycle parking spaces shuld be lcated in a secure area that is easy t access, well lit and cvered. They shuld be situated within 50m f the destinatin. 4.1 Standards fr Residential Land Use In the past, there has been an under-prvisin f secure cycle parking in residential units arund the Cunty and an ver-supply f car parking due t the applicatin f minimum car parking standards leading t cycle parking and cycle strage issues within the cnfines f residential areas. The quality and quantity f cycle parking prvisin in apartments and husing develpments shuld encurage residents t adpt cycling as the preferred mde f travel fr shrt trips. This will nly happen if access t cycle parking is as least as cnvenient as access t car parking. Cycle parking shuld always be placed as clse as pssible t the main entry/exit pints. Cycle parking shuld nt be sited where it will bstruct passing pedestrians r vehicles and be sited, if pssible, away frm the pedestrian desire line, e.g. between ther pieces f street furniture. Visitr parking shuld be easy t find and lcated next t all main entrances. Shrt term parking fr visitrs shuld be cvered and cgnisance shuld be taken f the Cuncils Taking in Charge plicy when lcating shrt term cycle parking. Table 4.1 utlines the minimum standards (sum f bth shrt-stay and lng-stay) f cycle parking prvisin will be sught fr residential develpments within Dún Laghaire- Rathdwn Cunty Cuncil. Where n private r cmmunal garage is prvided, bicycles shuld be stred in private garages, a shed in the garden r secure cmmunal cycle parking cmpunds. Wall bars r rings are acceptable at the frnt f a huse fr shrt term parking. Private garages: Garages used t stre bicycles must be large enugh t enable them t be remved withut first taking ut any car(s) parked within them and designers will be required t demnstrate hw this will be achieved Garden Sheds used fr cycle parking: Where cycle parking cannt be achieved within the ftprint f the dwelling r a garage, secure sheds must be prvided within the garden f each dwelling r cnsideratin given t the prvisin f a secure cmmunal cmpund. Sheds must be f tngue and grved cnstructin at least 18mm thick with drs fitted with 5 lever mrtice lcks r similar. Walls and flrs must be strng enugh t resist attack and strng enugh t permit the use f internal tamper-prf fixings t lck bicycles within them. Apartments and ffice buildings: Bicycle parking shuld nt be prvided within individual apartments, ffices, stairwells r balcnies. Secure, cvered cmmunal parking shuld be prvided at grund flr level as clse as pssible t the main entrances. Small apartment blcks may be best served by the prvisin f secure cages assigned t individual dwellings within a cmmunal area at grund level r the prvisin f stre rms/lckers clse t entrances with internal and external accesses. Cmmunal parking: Where cycle parking cannt be be prvided within the ftprint f the dwelling, secure cmmn cmmunal cycle parking cntaining Sheffield stands must be prvided. 4.2 Standards fr Nn Residential Land Use Maximum car parking standards have been set in the current Cunty Develpment Plan fr varius land uses. The cycle parking standards set in Table 4.2 are the minimum prvisins (sum f bth shrt-stay and lng-stay and a higher quantum may be required t meet natinal sustainable travel targets as per Smarter Travel r higher targets assciated with a Travel Plan fr a develpment. The shwer facilities need t be prvided s that they can be easily accessed by peple arriving withut disturbing ther staff members r students. The shwers shuld als be lcated cnveniently t the bicycle parking. The lckers shuld be lcated clse t the shwers and shuld be psitined in lcatins that can be accessed withut blcking thrugh rutes. Lckers shuld be f a suitable size t allw strage f biking equipment such as a helmet, shes and a change f clthes. It wuld be desirable fr all emplyees t have access t a drying rm r clthes rack which wuld allw fr peple t hang up and dry their clthes, shes, jackets, glves and helmets befre travelling hme at the end f the day. Lckers fr the strage f clthing and equipment in additin t that prvided fr staff persnal effects etc shuld be prvided fr 20% f all staff members (nt whle time emplyees). 4.4.2 Cvered Bicycle Parking Sheltered (cvered) cycle parking can prvide a higher quality f shrt term parking. Cycle shelters ffer weather prtectin and can help prtect bicycles frm accidental damage by prviding greater separatin frm a sidewalk r parking area. Installing cycle parking underneath awnings, verhangs r stairways can als prvide gd shelter and may avid extra cnstructin csts. An enclsed structure prvides the best shelter hwever a simple cvering will still help t prtect bicycles and cyclists frm rain and snw. A minimum f 50% f shrt-term cycle parking and all lng term cycle parking shuld be cvered. Individual bike lckers can als be prvided t prvide safe cycle parking. 4.5 Public Realm Cycle parking Where there is n space r pprtunity fr ff-street cycle parking in a village r twn centre, then the prvisin f n-street cycle parking n public space r in existing car parking spaces may be apprpriate. In such cases, the cycle parking shuld be prvided in accrdance with the requirements f these guidelines in terms f type and layuts. A minimum pedestrian ftway clearance width f 2.0m shuld remain arund all the cycle parking at all times. Issues such as maintaining access t undergrund utilities and nt interfering with lading requirements shuld be cnsidered when designing n-street lcatins. Where sufficient public space exists (see Sectin 3.0), prvisin shuld als be made fr carg bike r tricycle parking in the public ream. 5.0 Financial cntributin fr Cycle Parking Where cycle parking cannt be cnveniently incrprated within the develpment, the develper will be required t pay a financial cntributin f 500 per cycle parking stand in line with Sectin 8.2.4.7 f the Cunty Develpment Plan.
