This Handbook Includes The Following; New Online Registration Process Event Information Date/Venues Rules & Regulation School Insurance Obligations NRL Code Of Conduct NRL SafePlay Code School Team Sheet & Statutory Declaration Social Media Platforms NEW 2017 Online Registration Online Registration As of 2017, you will enter via a registration link sent to you by your local NRL Game Development Officer. You will be required to fill in this form to register for the Newcastle Knights All Schools Competition. Should you require to register more than one team (e.g. Under 13s & Under 15s), you ll require to fill in a separate registration form via the link that has been sent to you. Should you have any problems during the registration process, please contact your local NRL GDO.

Should you require any first aid on the day, please see an NRL Game Development Staff member.» Officials and Referees NRL Game Development will appoint fully qualified referees from the Newcastle Referees Association for the events. There will also be ground officials present at each ground.» Food and Drink There will be a canteen available thanks to local Newcastle Junior Rugby League Clubs. The canteens will have a range of food and drink for purchase.» Event format The event will be a round-robin format with all teams being placed in pools. Each team will play a number of games during the pool phase. The top team from each pool will progress through to the Quarter finals/semi finals Night.

Please Note - The Disputes Committee have the authority to rule on any incidents not covered by the rules and reserve the right to change any of the carnival rules. Any situation not covered by the rules shall be reported to the Disputes Committee whose decision will be final. RULES AND REGULATIONS Local National Rugby League Game Development Officers will convene the Newcastle Knights All Schools Competition Days. All Safeplay Code rules will apply between the Under 13s & Under 15s age groups available for viewing at; https://playnrl.com/referee/laws-of-the-game/safeplay-code/ Squad Size All teams are to be selected as a team of 13 plus up to a maximum of 7 reserves. Unlimited interchange of these 7 reserves is permitted. Any infringement of this rule can lead to a school being disqualified. Length of Games - Will be determined by the NRL as to what best suits the format of that particular competition. Note: NO TIME OFF in any pool games, quarter final and semi-final games. 1. Junior Rugby League International Rules will apply to all games available for viewing at; https://playnrl.com/referee/laws-of-the-game/international-13splus-laws/ 2. All players MUST be bona fide pupils of the school they represent. Players must only represent the school/campus they attend i.e. schools with multiple campuses/colleges must only represent the campus that the player is enrolled 3. A players age is determined by the age of his/her birthday in 2017. 4. Teams are only permitted to have the supervising teacher and one water runner present on the sideline. (Must wear enclosed shoes) 5. A player shall only play in one team, in the case of Schools entering two teams. 6. The score for each match will be kept by the officials at the ground managers' table and will be recorded as the referee indicates. Points will be awarded for each match as: Win - 3 points Draw - 2 points Loss - 1 point 7. At the conclusion of round matches the team from each pool with the most aggregate points will determine teams for the semi-finals - if points are equal the team with the better points for and against (then % if necessary) will qualify.

8. Protests must be made on the day of the match directly to the ground manager and be in writing. 9. PLAYERS SENT OFF (a) All players sent from the field of play for breaches of rules, foul or dangerous play or for other reasons must be reported to the ground manager for an immediate judiciary hearing. A Judiciary Committee will be coordinated to handle the necessary action to be taken in regard to players sent from the field of play. (b) Under NRL guidelines a player dismissed from the field of play in any school match is suspended from all rugby league football until his case is heard before the Judiciary Committee. SIN BINNED As per the international laws of the game of rugby league (10 minute temporary suspension). Note: Any player suspended relating to an incident within the Newcastle Knights All Schools Competition will have the suspension period carried over to weekend junior Rugby League and Rugby Union (cross code agreement) until number of matches or weeks have been served. Alternatively any player suspended from an incident relating to weekend Junior Rugby League or Rugby Union will be ineligible to participate in the Newcastle Knights All Schools Competition until the suspension period has been served. 10. DURATION OF QUARTER & SEMI FINAL MATCHES This format will apply to all quarter and semi-final games. 40 minute games (2 x 20 minute halves) - ALL AGE DIVISIONS. NB: All games will have 5 minutes intervals and no time off. DURATION OF GRAND FINAL MATCHES This format will apply to all Grand Final games. 50 minute games (2 x 25 minute halves) - ALL AGE DIVISIONS. NB: All grand final games will have 5 minute intervals and time off as indicated by the referee.

11. DRAWN GAMES IN QUARTER FINALS In the event of a draw in the quarter finals, the result will be determined over the entire match in the following manner. (a) (b) The team scoring the most tries will be deemed the winner. If tries are even, the first team who scored a try will be deemed the winner. (c) If scoreless, the team conceding the least number of penalties will be deemed the winner. (d) If penalties are equal, the team receiving the first penalty will be deemed the winner. If no decision is still forthcoming the team captains shall toss in the presence of the ground manager. DRAWN GAMES IN SEMI FINALS/GRAND FINALS: Teams will play an extra 5 minutes each way, golden point period. If scores are still equal, (12)(a)-(d) applies. 12. INJURIES In the case of injury where a game is stopped for a period of greater than 15 minutes and or an ambulance is called then the game should be cancelled. If cancellation is prior to half time the game will be replayed (on the night/day if possible). If the game is cancelled after half time then the result at that time will stand. In case of a draw, Rule 11(a-d) will prevail. SPORTS TRAINERS/FIRST AID Each individual school is responsible for the care of players and their injuries and the treatment of those injuries. Where possible schools should attempt to have a qualified Sports Trainer present at their games. All teams should have a fully stocked first aid kit with them at all games.

SCHOOL INSURANCE OBLIGATIONS The National Rugby League accepts no claim for an injury sustained by a person or loss of personal property. It is the responsibility of each participating school to ensure that their students are covered by relevant insurance policies to participate in this competition and in accordance with applicable legislation. Information regarding the NSW Supplementary Sporting Injuries Benefits Scheme can be accessed at: http://www.workcover.nsw.gov.au/insurance/sportsinsurance/sporting-injuriescover-for-school-children The organisers of this event/competition do not provide personal accident/injury and similar type insurances for the participants. Junior Rugby League Insurance: Participants who are registered players in competitions affiliated with NSWCRL or NSWRL may be covered by their relevant participant insurance policies while participating in this school competition (with the exception of players registered with clubs affiliated to South Sydney Juniors who have their own separate insurance policy). Private Health Insurance: It is recommended that that players are also covered under the highest category available in a Medical Benefits Fund.

NRL CODE OF CONDUCT PLAYERS» Be a good sport respect all good play, whether yours, your team s or an opponent s» Always respect the Referee s decision» Never become involved in acts of foul play» The rules are there to ensure your enjoyment & safety honour them at all times» Care for and respect the facilities and equipment made available to you during the competition COACHES, PLAYERS & PARENTS» Actively discourage foul play and/or unsportsmanlike behaviour by players» Seek to maximize the participation and enjoyment of all players regardless of ability» Show concern and caution towards all sick and injured players» Teach players that an honest effort and competition to the best of their ability is as important as victory» Maintain appropriate, professional relationships with players at all times» Maintain a thorough knowledge of the Laws of the Game» As coach, conduct yourself at all times in a manner, and in all situations, that shows leadership, respect for the game of Rugby League and respect for all those that are involved in the game. SPECTATORS» Condemn any forms of violence» Respect the Referee s decisions don t complain or argue about the decisions during or after a game» Unsportsmanlike language, harassment or aggressive behaviour will not be tolerated» Encourage players to play by the rules and to respect opposition players and officials» Never ridicule or scorn a player for making a mistake respect their efforts» Participate in positive cheering that encourages the players in the team you are supporting; do not engage in any cheering that taunts or intimidates opponents, their fans or officials» Remember that children participate in Rugby League for their own enjoyment, not yours» At all times, follow the directions of the ground manager and/or other duty officials
