Annex- I see attached. This annex provides the Requirements for Extended Hydrostatic Shell Test duration and Records Retention for Valves in Jurisdictional Pipeline Systems. This is an informative Annex and can be requested by the pipeline owner or operator to be performed in additional to the standard API 6D pressure testing activities. The 6D ballot was closed ballot was closed in November 2010 3 Negative votes. A TG meeting was held January 19 th, 2011 16 members of the 6DTG along (2) of voter who cast negative ballot. After lengthy discussion and contact the negative commenter s the entire 6D TG member it was agreed to draw the negative vote and re-ballot the annex-i as modified. Ballot # 2243 has been issue for a 6 week ballot. Annex J This annex provides for Quality Specification Level (QSL) for pipeline valves. The three (3) QSL address extended hydrostatic/pneumatic testing, NDE on selected components and required documentation to be provided. As special TG was formed from members of the 6D TG to work on this issue. 1 st meeting was held June 2010 to develop the 1 st draft and the final meeting was held January 20 th, 2011 to finalize the Annex. The 6D TG has recommended that the attached DRAFT Annex J be issued for formal ballot. 6. FUTURE MEETINGS DATES Next meeting planned for 6D TG will be in early April 2011 to review API RP6DR and API 6FA. Additionally we will hold a 6DTG meeting during the Summer Standards conference in San Francisco, Ca. June 29 th, 2011. 7. RESOURCE NEEDS No resource needs at this time. -3-

Annex I (informative) API Regional Annex Requirements for Extended Hydrostatic Shell Test duration and Records Retention for Valves in Jurisdictional Pipeline Systems. I.1 General: This annex provides a recommended practice pertaining to valves used in jurisdictional pipeline systems. Valves used in transportation of natural and other gas and hazardous liquids or carbon dioxide by pipeline are usually regulated by the national governments of the countries in which the pipeline is located. This annex specifies the requirements for extended hydrostatic shell testing that shall be performed by the manufacturer if specified by the purchaser. This annex also specifies the test records to be provided to the purchaser and record retention requirements. I.2. Hydrostatic shell testing requirements: The hydrostatic shell test shall be in accordance 11.1 and 11.3 of this specification a test duration of four (4) hours, unless otherwise agreed. I.2.1 Test record requirements: Test records shall contain the following as a minimum and be provided to the purchaser: I.2.1.1 I.2.1.2 I.2.1.3 I.2.1.4 I.2.1.5 The name of the manufacturer, name of the organization that performs testing (if other than the valve manufacturer), the identification of the individual responsible for performing the test, date, time and location of test. Serial number, size, class and end connection. Test medium (fluid) used. The beginning, ending, and actual test pressure and temperature readings, unless otherwise agreed. The test duration. I.2.1.6 A chart recording or digital record of the pressure. I.2.1.7 I.2.1.8 I.2.1.9 I.2.2 I.2.2.1 I.2.3 I.2.3.1 Any significant variations in pressure or temperature for the particular test. Any leaks or failures and their disposition. Certificates of calibration for all instrumentations used in the test, such as pressure transducers, pressure gauges, temperature devices and chart recorders: Minimum requirements for pressure transducers, pressure gauges, temperature devices and chart recorders: Pressure transducers, pressure gauges, temperature devices and chart recorders shall be calibrated in accordance section 10 of this specification, but at an interval not greater than 12 months. Record retention requirement: Test records in I.2.1 shall be shall be provided to the purchaser and maintained by the manufacturer in accordance section15 of this specification, unless otherwise agreed.
