NO VEHICLES may stop or park in the middle of the road along the parade route and on roadways connecting to the parade to allow emergency vehicles to access the area. Handley Avenue Parking will be prohibited on the WEST SIDE from Handley Boulevard to West Clifford Street on Friday only beginning at 12:00 Noon and on the EAST SIDE from 150 ft. south of Briarmont Drive to 150 ft. north of Briarmont Drive. Morgan Street will be two-way until the parades are over. Absolutely NO TRUCKS ARE ALLOWED ON THIS ROUTE! Traffic on the 200-300 blocks of Miller Street will become one way only going west to Handley Avenue from Valley Avenue on FRIDAY, May 1 st, 2015 at 8:00am. The 200-300 blocks of west Whitlock Avenue will also become one way going east from Handley Avenue to Valley Avenue. The traffic pattern change for both streets will end Saturday, May 2 nd at 12:00am (midnight) and go back to normal two way traffic on both streets. Jefferson Street will be CLOSED to all traffic on FRIDAY, May 1, 2015 from 2:15 PM until 5:45 PM for the Bloomin Mile Kids Race and again on SATURDAY May 2, 2014 from 7:30 AM until 11:00 AM for the 10K RACE. Seldon Drive There will be NO PARKING allowed on the NORTH side of the street near the intersection with Miller Street. Handley Ave -- There will no NO PARKING allowed on the WEST side of the street from Miller Street to Whitlock Avenue. Millwood Avenue at Pleasant Valley Road will be CLOSED to all westbound traffic on FRIDAY May 1, 2015 at 4:00 PM until the Fireman s Parade Ends AND on SATURDAY May 2, 2015 at 1:00 PM until the Grand Feature Parade is over. HANDICAPPED PARKING is available on a first-come, first-served basis at various street locations around the event areas marked with signage. DO NOT PARK ON STREETS OTHERWISE CLOSED TO PARKING. There are a limited number of paid fee spaces at the auto parks.

In order to most easily access all primary routes such as US 11 North and South, US 50 East and West (Including US 17 South), VA 7 East, and US 522 North and South the use of Interstate 81 and VA 37 is highly recommended. Any traffic entering the City of Winchester should expect heavy traffic congestion and potentially lengthy delays throughout the downtown areas. Many streets will be closed to thru traffic and thus may create confusion surrounding normal travel routes including those provided through electronic GPS Navigation Systems.

Beginning at 8 AM until approximately 10:30 AM, travelers will have an alternate route leading off of Jubal Early Drive. These alternate travel points will be staffed by traffic control personnel to direct traffic onto the alternate route. This route will be as follows: Jubal Early Drive Travelers will be diverted onto Harvest Drive on the west side approach into the City of Winchester. Harvest Drive Jubal Early Drive to Cedar Creek Grade (East or West) Cedar Creek Grade East to Weems Lane to S. Loudoun Street to Jubal Early Drive West to VA 37N to US 50W, US 522N, US 11N, I-81 N or S West to VA 37S to US 50E, US 522S, VA 7E, I-66E, US 17S, or

to I-81 N or S The DETOUR ROUTE will be marked with DETOUR NOTIFICATION SIGNS, DIRECTIONAL ARROWS, and may be staffed with personnel assigned to traffic control. WEEKEND IN THE PARK PARKING RESTRICTIONS There will be additional parking provided in the park this year. Handicapped parking will again be located directly in front of the War Memorial Building. The only two entrances for parking in the park will be off Cork Street at Maple Drive and Bridgeforth Drive. Overflow parking will be located at Ohrstrom-Bryant Theatre, the Old Armory, and the Byrd School of Business. No parking will be allowed on the east side of Maple Drive between Cork Street and Lowry Drive on SATURDAY May 2, 2015 and SUNDAY May 3, 2015. This is an emergency vehicle access route and strict parking enforcement will be maintained. MIDWAY- RESTRICTIONS In accordance with Section 5-15 of the Winchester City Code, the Winchester Police Department is issuing this Public Notice that the applicable restrictions prohibiting animals from entering designated areas on the Downtown Mall (which is defined as the area North of Cork St., South of Fairfax Ln., East of Braddock St. and West of Cameron St. inclusive of the named streets) shall be in full force and effect during the upcoming Wine Festival and Apple Blossom Festival. The dates and restrictions are: 12pm on 5-1-2015 to 6pm 5-2-2015 for the Apple Blossom Festival There are some restrictions that apply, for example: service animals or vendors that have obtained written authorization from the Chief of Police. Residents living within the designated area shall be permitted to walk their animals to and from their residence and may be required to show proof of residency while walking their animals through designated areas.
