Tnka United Sccer Assciatin Tnka Splash June 8-10, 2018 TOURNAMENT RULES AND GUIDELINES Turnament rules shall be the laws f the game as set frth by FIFA and adjusted by MYSA and the Tnka Splash Turnament. Players and Rsters: This turnament is a natinal turnament pen t all members f US Yuth Sccer and its state rganizatins & US Club Sccer. Players must be registered with US Yuth Sccer r US Club Sccer, have a valid player s pass and be registered n a team. Intra-club turnament teams and Rec. Plus teams are welcme in the Tnka Splash. We fllw USYSA and FIFA travel prcedures. All ut-f-state teams must submit written prf f permissin, if required by yur gverning assciatin, t travel 14 days in advance f the Turnament. A maximum f 14 players (U9 and U10), 16 players (U11 and U12) and 18 players (U13-15), 22 players (U15-U17) may be registered and listed n the Turnament Rster. A U15-17 team may ver-rster nly with written permissin f the Turnament Directr. N mre than 18 players may participate in each match. Teams may select a different 18 players fr each match frm their rster. A request t ver-rster must be made in writing prir t the turnament. N guest players are permitted fr any team requesting an ver-rster exceptin. There is a limit f 3 guest players fr U9-U12 & 4 guest players fr U13-U17. All teams are required t have medical authrizatins signed by the player s parent fr each player available fr inspectin at registratin and games. A player may nly play n ne team. A request fr a player t play n mre than ne team must be in writing and apprved by the Turnament Directr. Teams must register at turnament headquarters, at least ne hur prir t the start f their first game. Player passes, Turnament Rster and medical authrizatins will be verified at registratin. Rsters are frzen upn verificatin. Players and caches will be required t prvide passes at the field prir t each game. N valid pass, n play. Substitutins: Fr the U9 U12 age grups, substitutins may be made during ANY stppage f play. The referee can refuse t allw a substitute at his/her discretin. Time will nt be added t a game t accunt fr substitutins. Referees: Only registered USSF referees will be used. One referee fr all U9 and U10 games. We will attempt t use a three referee system fr all games at the U11 level and lder. If fr any reasn a club linespersn is required, they will call the ball ut f play nly. IN MATTERS CONCERNING THE CONDUCT OF GAMES, THE REFEREE S DECISION IS FINAL. PROTESTS WILL NOT BE ALLOWED. Questins regarding player eligibility must be made prir t the beginning f the game. Player eligibility questins must be presented in writing. In all ther matters cncerning the turnament, prtests must be in writing and the Turnament Directr s decisin is final. Divisins, Brackets, Grups and Advancement: Intra-club turnament teams may play in the Orange and Gld brackets. They may request, in writing prir t the turnament, t be placed in a lwer bracket. In such cases, the Turnament Directr s decisin is final. Rec. Plus teams are welcme in the Blue and C3 brackets. 1

U11 & 12 Three brackets, (Gld) Classic 1, Nat l; (Silver) Classic 2 & Reginal; (Brnze) Classic 3 & Rec.+, States, Cities. Turnament teams placed accrding t their cmpetitive level. U13 U17 Three brackets, (Gld) Premier, Classic 1, Nat l; (Silver) Classic 2 & Reginal; (Brnze) Classic 3 & Rec.+, States, Cities. Turnament teams placed accrding t their cmpetitive level. The Turnament Directr reserves the right t place a team in the crrect bracket r frm cmbined brackets depending upn the ttal number f teams in identified age divisins. U9 and U10 brackets will have at least 4 teams and teams will play a minimum f 3 rund rbin games. Scres and/r standings will nt be recrded. U9 and U10 players will receive participatin awards. Fr U11 thrugh U17, brackets will cnsist f 4 12 teams. Awards will be presented t the first and secnd place teams in each bracket. Brackets, grups and champinship games will be determined as fllws: 4, 5 and 6 Team Bracket The tw teams with the mst pints will play in the champinship game. 7 Team Bracket Turnament Directr will chse ne f tw chices: One grup r tw grups f three r fur teams. Fr ne grup, the tw teams with the mst pints will play in the champinship game. Fr tw grups, teams may play within and/r acrss brackets. The tw teams with the mst pints frm each grup will play in the champinship game. 8 Team Bracket Tw grups f fur teams. Teams will play three games within their wn grup. The tp pints team frm each grup will advance t the champinship game. 12 Team Bracket Turnament Directr will chse ne f tw chices: Three grups f fur teams r tw grups f 6 teams. Fr 3 grups, teams will play three games within their wn grup. The tp pints team frm each grup will advance t the champinship game plus the next highest pints team frm any f the three grups. Fr tw grups f 6 teams, the tw teams with the mst pints frm each grup will play in the champinship game. Brackets, age grups and classes may be mdified at the discretin f the Turnament Directr. Scring: Turnament Pints fr U11 and lder will be awarded t teams as fllws: (Max 10 Pints per game available.) 6 Pints fr a win 3 Pints fr a Tie 1 Pint fr a shutut 1 Pint fr each gal (Maximum f three (3) per game) If teams in a bracket have played an unequal number f games, a calculatin will be made t cmpensate fr the number f games played. Ttal number f pints will be divided by number f games played. The resultant higher number will be declared the winner. Frfeiture will result in a recrded scre f 3-0. One pint will be deducted fr each Red Card received by a player and/r each time a cach is dismissed. If a tie exists in any grup r bracket with n grups, the fllwing criteria, in rder, will be used t determine the team(s) t advance t the champinship rund: Winner f head t head cmpetitin. If three r mre teams are tied within the same grup (r bracket if there are n grups) then the Head t Head tie breaker will nt be used. Mst wins Highest gal differential (maximum f three (3) gals per game). Subtract ttal gals allwed frm ttal gals scred. Fewest gals allwed Mst gals scred (maximum f three) gals per game. A five (5) player shtut frm the penalty mark per FIFA prcedures. If bth caches and the Turnament Directr agree, this tie-breaker may be replaced by a cin tss. Champinship games are winner take all. Champinship games cannt end in a tie. If tied after regulatin, the teams will have a three (3) minute rest perid fllwed by tw cnsecutive five (5) minute vertime perids (nn-glden gal). Teams will switch gals at the end f the first five (5) minute vertime perid. If the teams are tied after the secnd vertime perid, the winner will be determined by the FIFA tie-breaking prcedure f kicks frm the penalty mark. The best f five (5) kicks frm the penalty mark will be taken alternately by each team t determine the winner. Only thse players n the field at the end f the 2 nd vertime perid may participate. Game Schedule and Length: Teams will play a maximum f tw games per day (sme teams may nt play Friday evening). Three games culd be the exceptin in the case f a semi-final game n Sunday. Weather and field cnditins permitting; each team will play a minimum f three games with n vertime in a rund rbin frmat. U9 & U10 will play 7v7, 25 minutes per half with a 5 minute half-time U11 & &12 will play 9v9, 30 minutes per half with a 5 minute half-time U13 and abve will play 11v11, 35 minutes per half with a 5 minute half-time Champinship games playing time will be the same as regular games. Rund rbin games that end regulatin time in a tie will remain a tie. Teams with ptential league play cnflicts shuld plan accrdingly. It is the team s respnsibility t reschedule league games. Once registratin is cnfirmed, there are n refunds. If the weather r the field cnditins make it impssible t carry ut the turnament t its full extent, the Turnament Directr will make the necessary decisins cncerning the rescheduling r the cancellatin f games fr any reasn (See Severe Weather Plicy and Guidelines). Game length and times may be shrtened r altered until the turnament is back n schedule. Games may als be rescheduled r cancelled. Games will be declared a frfeit if a team cannt field the necessary number f players within 10 minutes f the start time. Hme Team: The team listed first in the schedule is the hme team. The hme team will prvide a game ball The hme team will change t an alternate jersey if there is a unifrm clr cnflict (pinin f the referee). Unifrms and Equipment: Casts may be wrapped with sft prtective material. The judgment f the referee relative t safety still applies. Glasses and sprt gggles may be wrn; hwever they must have a strap and meet the safety criteria. U9-U12 will use a size 4 ball. U13 and lder will use a size 5. Spectatrs and Field Usage: Where pssible, bth teams will be n the same side f the field and fans n the ppsite side. Teams are asked t assist in grund maintenance by picking up trash at the end f each game. Abslutely n alchlic beverages, drug r tbacc usage is allwed n turnament grunds. DOGS, CATS OR OTHER ANIMALS are NOT ALLOWED at any turnament lcatin. This is a tbacc free event n smking is allwed in any f the turnament lcatins. Fuls and Miscnduct: All players, caches and supprters are expected t cnduct themselves in an apprpriate manner at all times. Any player receiving a red card will be sent ff and will nt be permitted t play in the next turnament game. Any player receiving a red card fr vilent cnduct r serius ful play as a result f fighting will be barred frm further participatin in the turnament. The issuance f red and yellw cards and ther matters invlving cnduct f a player, cach, team r supprter will be recrded and reprted as required by US Yuth Sccer and MYSA. 3
If a cach is ut f cntrl, a referee may request the cach t leave befre a game cntinues. If a cach is asked t leave a game, the referee will retain the member s pass and will send it t the MYSA ffice alng with the apprpriate game reprt. The cach will be subject t serve game suspensins required by US Yuth Sccer and MYSA. Turnament Headquarters: Turnament headquarters lcatin is t be determined. Official results will nly be psted at turnament headquarters. Results will als be psted nline thrughut the day. All scres must be reprted n the frm prvided. The field marshal will distribute and cllect frm the referees. Emergency infrmatin will be psted at www.tnkaunited.rg Medical Attentin: All players, caches and fans participate at their wn risk. Trainers r similar will be present at sme turnament lcatins. Hwever, each team is respnsible fr its wn medical supplies (including ice) and fr the treatment f injuries. Players wh are bleeding frm an injury must leave the field f play and nt reenter withut the referee s permissin. This turnament, held by the Tnka United Sccer Assciatin and sanctined by the Minnesta Yuth Sccer Assciatin, requires cmpliance with Minnesta Statue 121A.37 in accrdance with the Tnka United Sccer Assciatin and MYSA Cncussin Plicies. All participating caches and referees are required t take cncussin training. Cnfirmatin emails will be sent within 7 days f receipt and acceptance f registratin. Fees are nn-refundable if games are cancelled fr any reasn. Clarificatin and Interpretatin: Questins, issues, and disputes cncerning the interpretatin and implementatin f the rules and prcedures f this turnament shall be reslved by the Turnament Directr. All decisins made are final. The Turnament Directr reserves the right t mdify any rules/regulatins at any time with r withut ntice. 4
Severe Weather and Field Cnditins Plicy The Tnka United Sccer Assciatin Tnka Splash sccer turnament fllws the MYSA guidelines fr suspensin f play r cancellatin f games in the event f severe weather r adverse field cnditins. Severe weather generally means heavy thunderstrms accmpanied by lightning and/r dangerus high winds. A light r medium rain shwer, in the absence f thunder r lightning, des nt generally cnstitute severe weather. Referees may suspend r terminate play in any individual game due t severe weather r adverse field cnditins if in their sle judgment cntinued play may be hazardus t the safety f participants and/r fficials. The site manager will make a determinatin as t cnditins. Referees will signal suspensin and restart f play. If widespread severe weather warnings are bradcast r a cmmunity siren is sunded ALL LOCATIONS will have games suspended r terminated. The Turnament Directr may shrten r cancel sme r all games due t severe weather r adverse field cnditins, if in the Turnament Directr s sle judgment, cntinued play may be hazardus t the safety f participants and/r fficials r wuld cause damage t fields. If the weather r the cnditin f the fields makes it impssible t carry ut the turnament t its fill extent, the Turnament Directr will make the necessary decisins cncerning the rearrangement r cancellatin f games. Fllwing any widespread weather delay, the Turnament reserves the right t shrten the time f remaining games in rder t re-establish a wrkable turnament schedule. If play in any game is temprarily suspended due t severe weather r adverse field cnditins, the game's re-start and cmpletin is subject t the fllwing guidelines: Any game, which is re-started, may nt run ten minutes past the scheduled start time f the next game assigned t that field. If an adjacent field is vacant, with the permissin f the Field Crdinatr/Marshall the referee may transfer the uncmpleted game, but a relcated game als may nt cntinue past the start time f the next game assigned t that secnd field. Games that cannt be re-started will be cnsidered cmplete if ne half has elapsed befre play is stpped. Games, which cannt be cmpleted befre a first half f play has elapsed, shall have a recrded scre f 0-0 fr the turnament rankings. The Turnament Directr and/r Turnament Cmmittee, withut refund, have the exclusive right t reschedule any cancelled games. In extreme heat, fr the safety f players, the Turnament may shrten halves and add water breaks. The Turnament will fllw heat index guidelines published by MYSA. Cancellatin f individual games r the turnament due t severe weather r adverse field cnditins des nt entitle teams t any refund f entry fees. 5
