ADOPTION OF THE PREVIOUS MINUTES: MOTION: M/S (Chris Atchison/Bruce Brunt) to approve the April 14th, 2013 Minutes as presented. CORRESPONDANCE: None

OLD BUSINESS: a) Atom Development: A conference call was held on the evening of August 1 st, 2013 with MHA President/Designates and VIAHA Officers to discuss the realignment of the Atom Development League in 2013-2014. An electronic poll was distributed on August 2 nd giving all those involved a chance to vote on the previous motion below from the April 14 th Executive Meeting. 24 teams are declared with 4 divisions of 6 teams. Looking at a 12 week season. We will need same exemption as last year if we want all teams to make the playoffs. Coach/Managers Meeting scheduled for Sept 15 th at Beban Park Recreation Centre MOTION: M/S (Darren Fogarty/Al Walker) that the Atom Development League be re-aligned on a North & South Basis REPORTS: DEFEATED a) President Jim Humphrey Welcome Back to Everyone! It s been a long summer. MHA Presidents are reminded to tow-the-line and have their association s members follow the rules, especially with the rules surrounding the Atom Development League and equal ice. It would be a very good idea when your MHA is in the process of hiring coaches to make sure everyone is familiar with the rules and hire the right coaches based on who will follow these rules. Too many problems are stemming from this and becoming bigger issues than they need to be. We need to drive home to all coaches that every kid pays so every kid plays. The regular season is designed not to matter where the team places there is no reason not to play all the kids. Lines of communication still need improvements. Issues must be dealt with via the VP responsible. He or she will work with the MHA Presidents. Transfers: Again a ridiculously busy summer. VIAHA has just rejected a transfer to which the parents want to use an RV in the new location while they still own a main residence within the previous MHA catchment. The parent has appeal to BC Hockey and we are waiting for a ruling from Hockey Canada to determine how to handle these types of transfer in the future. VP s & our ED Charlotte Johnson I believe have a handle on all the under & over Age exemption requests. We will not be approving any Novice to Atom requests. Exemptions are based on safety and Hockey Canada encourages associations to keep players in their own age groups when possible. I look forward to the year ahead b) Executive Director/Financial Report: Charlotte Johnson Financial Report as of August 31 st, 2013 was presented. Any Atom Development Playoff Credits owed to MHA s will be listed on their 2013-14 Handbook invoices Jim reminded everyone that travel expense claims are for travel to Executive Committee Meetings - not for attending the AGM or for your volunteers to attendance at such things as the Registrar s Seminar MOTION: M/S (Tim Tanton/Harold Bloomenthal) to accept the Financial Statement as presented.

c) Director of Hockey Operations David Beatty Female Regional: 2 Teams in the South Bantam & Peewee. 2 teams in the North Midget & Bantam. Ongoing discussions on a Midget South Team. Obtaining practice ice as per the policy has been a challenge. Female teams will be scheduled into the Mid-Island and South Island recreational leagues and they will obtain their own exhibition games. Game ice is to be provided on basis of players home associations. To date we have one permanent spot in Naden. Atom Development information mention in Old Business Island League. Placement schedules being completed based on most recent declarations and will be matched with ice which has been requested from the MHAs. Coach Managers Meeting scheduled for Sept 15 th at Beban Park Team Declarations to be dealt with under New Business Website: President s access codes for non-minor penalties to be mailed out in next few weeks. Looking for photos or stories that would be of interest to the district. Would welcome any feedback to keep improving the site. d) Vice Presidents Reports: VP Competitive Marline Sandferd: The Island League Managing Directors and I were able to meet this season to go over some administration procedures and forms to create some consistency within the League. The meeting went well. Joff, Anne and Sharon are returning again for this season and we are looking forward to working with the new VIAHA website. Team stats should be recorded in a better format. According to the data from the VIAHA office we will be looking at about the same number of teams as last season. Peewee 26 teams as there were last season; Bantam 22 last season and looks like maybe two more teams this season; Midget 22 teams last season and 21 this season. There are 5 teams in Juvenile that have registered and these teams will have the decision whether or not they will be Rep or Recreation teams Several Association Division Managers have requested Exhibition game numbers in each of the Island League divisions so the teams are now starting to be formed. Teams need to be reminded that all games with On-Ice Officials need a game number and an HCR roster or list of players for each division needs to be sent to the Island League Managing Directors Work was started in August to update the handout for the Coach/Manager meeting that will be held at the Beban Park Social Centre on September 15 th starting at 11:00 AM. All team Coaches and Managers are required to attend. A Memorandum has been sent out to all the Presidents regarding the date, time and place and this information needs to be sent out to all their teams. We were hoping to have the BC Hockey District Director and Coordinators attend as speakers but to date they are unable to attend. We have asked them for any information that they would like passed on to the teams Once the Placement schedules are finalized, they will be sent out to all the Island League teams by email from the Island League Managing Directors. The first Placement game will be on September 21 st and all teams need to send their respective Island League Managing Director their official team roster before their first game. Reminder that recreational players can t be used as AP s until the Wednesday after Oct 14 th. To be used to replace missing players only, injuries & suspensions Reminder to affiliate goalies so you don t get stuck come time to attend playoffs & championships

VP North Angie Williams: I have been appointed to VP overseeing Female Hockey North Island has been quite to date but expecting busier times ahead Still watching and learning VP Mid Dan Payne: All Commissioners are now appointed for all the Mid-Island Recreation divisions. John Sloan (Peewee) Karen Kozocari (Bantam) & Tracy Watson (Midget) has just agreed to return and we will get her added to the website contact list. Coach/Managers Meetings are set up for Oct 15 th in Oceanside & Oct 16 th in Fuller Lake at 6:30pm Petra van Deventer will be the new commissioner for Atom Development Contact information is under Contacts on the VIAHA website Placement games for Atom Development will start on Sept 21.22. Please let your Coaches & Mangers know. David, Petra and I will be meeting on Monday afternoon to start setting up the schedule. VP South Steve Moir: (Written Report Sent) We are still looking for 2 recreation league commissioners. The following associations have supplied volunteers to date: KP 1, JDF 3, Saanich 3, Sooke 1, Victoria 2, Peninsula 0 e) Female Hockey Coordinator: We are happy to report that VIAHA will be hosting 5 Regional A teams. Peewee South, Bantam North & South, and Midget North & South. The host associations will be Oceanside and JDF and rostering of these teams has begun. Head Coaches were chosen in Aug, thank you to the Coaching Committee. The Assistant Coaching staff and managers will be approved in the coming days. Evaluations went well. Thank you to all of the evaluators The teams would like to be placed in the following divisions for league play during the season: Peewee A: Peewee C Major South division Bantam A South: Bantam C Major South Division Midget A South: Midget C Major South Division Bantam A North: Bantam C Mid Island Midget A North: Midget C Mid Island The Bantam and Midget South teams will play each other over the season, and will enter into playoffs to determine who will represent VIAHA at the BC Hockey Championships Practice and Game ice is being finalized by Dave and the teams are looking forward to playing in each and every arena on the island. We are looking forward to a great season for the Regional A program. Recreational Leagues: Slowly the MHA s are finalizing their numbers with some MHA s working together to insure that the female players have a place to play. To date: Atom: 4 teams, Peewee: 7 teams, Bantam: 5 teams (with at least 2 associations still working on numbers), Midget: 6 teams f) Coaching Coordinators: District Coaching Coordinator (North) (Vacant) District Coaching Coordinator (South) Bob Gordon (Absent with no report) g) Female Development Coordinator: Kristen Arnold - Report given under Female Hockey Coordinator

h) Referee Committee Members: Referee Committee Member (South) Yves Ouellet (Written Report) Clinics are on the way and all should be completed by mid-october for the South Referee Committee Member (North) Stephane Rainville: (written Report) Will be returning from service Sept 13 th and ready to go! 2 Clinics are scheduled next week in Parksville and Powell River i) Safety & Risk Manager Gina Gung: Everything is going well. Trying to forward related articles and information on to the MHA. Respect in Sport and Safety courses are all done on-line now via Hockey University. If you have problems with on-line stuff call her or the BC Hockey Office for help. j) BC Hockey District Director Deborah Turney Assuming everyone has the new suspension guidelines from BC Hockey. If not please look them up If you haven t heard from me please contact me to see where things are at If Managing Directors find any Match or Grosses on game sheet please forward to her Travel Approvals: Same as last year. Reminder you need your districts approval not just hers. Presidents need to sign or give reason why not. The idea of doing them on the HRC is not happening this year. Need more time for requests into the USA as some take longer to sanction. Goaltender Transfers: There is a form. Follow it and send it to her 1 st before you initiate a transfer request on the HCR BC Hockey still looking for people to fill the North Island Coach Coordinator and Female High Performance positions NEW BUSINESS: a) Team Declarations: Team Declaration list was circulated and reviewed association by association. A few changes were made to recreational teams. Competitive team fees were changed at $400.00 each. Everyone bought their funds with them. Jim reminded everyone to list their teams in the HCR and refer to them by their tiers i.e. T1, T2, and T3. Your Atom Development teams can still be referred to as A & B1, B2, etc. Victoria concerned with lack of Atom Recreational teams so travel will be high. Not enough teams to form a league Registrars were informed at the Summer Seminar how the teams needed to be entered or re-named in the HCR. Bonnie mentioned that if they were having trouble changing previously set-up teams she could help and or change from her end. ACTION: Executive Director to check with Bonnie at BC Hockey to make sure teams are being named correctly. b) Team Exemption Sooke: Sooke President reported the team, even though small would be a strong T3 Team. Members mentioned concerns of going too low over policy but agreed small associations have a tough time With such low numbers parents have to be very committed to travel MOTION: M/S (Darren Forgarty/Tim Tanton) for an exemption to Regulation 5.02 in wanting entry into the Atom Development League by registering 13 players one of which must be a goaltender. DEFEATED

SUBSQUENT MOTION: M/S (Darren Forgarty/Tim Tanton) for an exemption to Regulation 5.02 in wanting entry into the Atom Development League by registering 14 players one of which must be a goaltender. c) Privacy Officer: MOTION: M/S (Pat Devereaux/Darren Fogarty) to appoint Jeremy Webb as VIAHA Privacy Officer. d) BC Hockey AGM 2014 Accommodations Arrangements - Penticton: Charlotte handout outlined that 60 rooms have been reserved. The handout listed the cost, dates and booking number to use. Same set up as last year, MHA s are to reserve their rooms using their own credit cards and state names then contact the VIAHA office so we can keep track of how many rooms are left e) Team Names: Discussed above under a) Team Declarations OTHER: If anyone has ice to host the Female Championships please speak up. It would be great to have both our North and South Female Team teams attend where possible. Scheduling: Presidents please talk to your team managers about where they feel the teams should be playing for the season NEXT MEETING DATE: Sunday Oct 19 th, 2013 ADJOURNMENT: 12:00pm MOTION: M/S (Harold Bloomenthal/Chris Atchison) to adjourn the meeting.
