Regulations International SAMBO Tournament for the prizes of the President of the Republic of Kazakhstan men, women & Combat SAMBO (men)
1. Purposes and objectives 1. Development and promotion of SAMBO in the Republic of Kazakhstan and worldwide; 2. Improvement of sports mastery and competitive growth of athletes; 3. Involvement of population in systematic sports activities, promotion of healthy lifestyle. 2. Competition Organisers General management of the organisation and holding of the Tournament is arranged by the Committee for Sports and Physical Culture Affairs of the Republic of Kazakhstan, Department of Tourism, Sports and Physical Culture of Astana city and International Sambo Federation (FIAS). 3. Dates and venue The tournament will be held July 5-8, 2017 in Astana city, Sports Complex Daulet (Turan Avenue, 4/2). 4. Terms of participation The competition shall be held in accordance with the Regulations for Organising and Holding official FIAS competitions (sport and organisational rules) (hereinafter Regulations). Weight categories: - Sambo (men) 52, 57, 62, 68, 74, 82, 90, 100, +100kg - Sambo (women) 48, 52, 56, 60, 64, 68, 72, 80, +80kg - Combat sambo 52, 57, 62, 68, 74, 82, 90, 100, +100kg Official delegation shall include 30 persons: 27 athletes (9 men, 9 women, 9 Combat SAMBO), 1 official, 1 coach, 1 referee. Athletes of the national teams (born in 1999 and after), that represent National SAMBO Federations FIAS members, are eligible to participate in this competition. Number of athletes per country: no more than one (1) athlete per each weight category. Host country (Kazakhstan) is allowed to enter 4 athletes per each weight category according to the results of the Republic of Kazakhstan National Championships, held in Aktobe from March 30 to April 4, 2017. Athletes who have FIAS license dated 2017, are allowed to participate in competitions. Admission of athletes and license payment is carried out through the FIAS on-line license and competitions registration system: http://registration.sambo-fias.org/. Cost of the license is 35 USD. Technical terms The competitions shall be held in accordance with Regulations for Organising and Holding official FIAS competitions and the International SAMBO Competitions Rules. Refereeing of the competitions shall be entrusted to the panel of referees approved by the Chairman of FIAS Referees Commission. Only international category referees with FIAS license dated 2017, who were appointed by the Chairman of FIAS Referees Commission, are able to referee the competitions. Repechage system from semi-finalists is applied in the competition. Team medal count is conducted according to the Olympic ranking system (based first on the number of gold medals, then silver and bronze).organizing Committee guarantees to provide each participant of the competition with the first aid during the official days of the event both at the competition venue and official hotel (if necessary).
6. Entries Completed entry forms under the seal of a National Federation and signature of a President or Secretary General shall be sent to the Championships Organizing Committee using following email address: kzfsambo@mail.ru: Entry 1 Entry by number by June 10, 2017 Entry 2 Visa form with passport copies by June 10, 2017 Entry 3 Hotel booking, flight details by June 10, 2017 7. Awarding ceremony Prize-winning athletes shall be awarded with medals and diplomas.red sambo uniform is required at the awarding ceremony.during the awarding ceremony national anthem will be played along with flying a flag.. 8. Financial conditions The Organizing Committee is responsible for the expenses of accommodation with half board (breakfast and dinner) for delegations members. Accommodation and meals in excess of the quota are paid by the sending organizations. All expenses related to the competition holding in Astana city are covered by the Organizing Committee. National Federations shall pay for accommodation and meal of their additional team members. Additional days of stay also shall be covered by their National Federations (for all delegation members). Heads of delegations shall settle all financial issues with the Organizing Committee and meet accreditation requirements on the arrival day. FIAS shall pay the work of the Chief Referee and Chief Secretary at the rate of 100 US dollars per each day of competitions, including arrival and departure days, FIAS also shall pay the work of 10 referees at the rate of 50 US dollars per each day of competitions. FIAS shall cover travel expenses for Chief Referee and Chief Secretary. The Organizing Committee will cover the accommodation and meal expenses of the Chief Referee, Chief Secretary and 10 referees. 9. Insurance Participation in the competition will be allowed only if there is a sports health insurance for each athlete, which is provided to the registration commission of the competition on the day of accreditation. The sending organization is responsible for the health insurance of their participants.
10. Accreditation All participants must be accredited for participation. Accreditation will be held at the Hotel G- Empire (Abay Avenue, 63, Astana, Republic of Kazakhstan). During the accreditation heads of delegations shall submit to the Accreditation Commission the following: entry list by weight categories, passport or ID card,, 2 national flags (1 x 2m), CD or mini-disk with national anthem, insurance certificate (original), 2 photographs for accreditation. Media representatives additionally undergo the process of accreditation on the official FIAS website http://sambo-fias.org in the section "Media Center" - "Press Accreditation" no later than June 10. 11. Anti-Doping Doping control will be carried out by the official National Anti-Doping Agency accredited by WADA. Selection of athletes will be conducted in accordance with FIAS Anti-Doping Regulations 2015, based on WADA Code 2015. The selected athletes will be accompanied by a chaperone of the Organization since the moment when receive the notice until they arrive to the doping control station. Appointed person (his/her appropriate representative in accordance with FIAS Anti-Doping Regulations 2016) may accompany the athlete. If the Organizing Committee does not grant accreditation with photo, selected athlete is required to provide a valid passport or ID card at the doping control station. We earnestly ask all competitors to plan date and time of their departure after the competitions considering the fact that any athlete can be determined for the doping control. 12. Marketing and advertising Organizing Committee guarantees respect for sponsorship rights of the FIAS partners and sponsors in accordance with the corresponding contracts. All broadcasting rights of this event belong to the FIAS. 13.
